European Body Calls For More Anti-Graft Measures In Armenia

An anti-graft arm of the Council of Europe on Thursday urged the
Armenian authorities to make "further significance progress" in
combatting corruption and boosting judicial independence in the
country.
The Strasbourg-based Group of States Against Corruption (GRECO) said
so far they have fully taken only five of the 18 policy measures that
were recommended by it last year. "Of the remaining recommendations,
twelve have been partly implemented and one has not been implemented,"
it said.
In a February 2016 report, GRECO described corruption as an "important
problem for Armenian society." The 18 recommendations contained by it
concern independence of judges and prosecutors as well as corrupt
practices among them and members of Armenia's parliament.
GRECO assessed the authorities' response to those proposals in a
follow-up report. The five recommendations which it says Yerevan has
"implemented satisfactorily" relate to the work of judges, the
appointment and dismissal of prosecutors and mandatory asset
declarations by these and other state officials.
"GRECO notes that further significant progress is necessary in order
to achieve an acceptable level of compliance with the [other]
recommendations within the next 18 months," reads its latest report.
Most of the "partly implemented" recommendations also involve
mechanisms for boosting judicial independence and preventing "improper
political influence" on Armenian prosecutors. In particular, they call
for restricting the Armenian president's role in the selection and
dismissal of judges.
In that regard, GRECO welcomed relevant constitutional amendments that
were enacted in Armenia in 2015. It stressed, though, that the
authorities in Yerevan have yet to put in place "effective rules
against undue interference" in court cases.
Despite having undergone frequent structural changes over the past two
decades, Armenia's judicial system is still regarded by many people as
corrupt and dependent on the government. Armenia's former human rights
ombudsman, Karen Andreasian, highlighted the problem in a 2013 report
that accused judges of routinely taking bribes.
At least four Armenian judges are known to have been arrested and
prosecuted on charges of bribery over the past year.
Lawyers Protest Against Court Fines

A group of Armenian lawyers went on a symbolic brief strike on
Thursday to protest against a government bill that will allow judges
to fine them for contempt of court.
One of the government-drafted amendments to Armenia's Judicial Code
passed by the parliament in the first reading sets the maximum amount
of such fines at 100,000 drams ($210).
The protesting lawyers announced the 10-minute strike during one of
the ongoing trials of radical opposition members who seized a police
station in Yerevan in July 2016. They all represent the arrested
gunmen.
"This is ludicrous," said one of the lawyers, Tigran
Hayrapetian. "Through that law they want to restrict a right given by
the [Armenian] constitution and international conventions. Lawyers'
rights cannot be restricted."
"We want to show that legal advocacy and human rights advocacy must
not be restricted in an unfounded and illegal way," said another
attorney.
Tigran Atanesian, another lawyer, also condemned the measure as a
"disgrace." "This is an unacceptable norm that will kill advocacy in
our county," Atanesian told RFE/RL's Armenian service
(Azatutyun.am). "It will serve as a stick in the hands of judges which
will be used for suppressing lawyers."
The protesting lawyers threatened more acts of "civil disobedience" if
the controversial amendment is approved by the National Assembly in
the final reading.
Court hearings in the three high-profile trials have been frequently
disrupted by bitter wrangling between the presiding judges and the
defendants and their lawyers. The latter have been routinely barred
from hearings for contempt of court.
Armenian Government Expects Strong Growth In 2017

Armenia's economy will grow by more than 6 percent this year after
stagnating in 2016, President Serzh Sarkisian said on Thursday.
A senior Armenian government official forecast even faster economic
growth earlier in the day.
"Only ten days remain until the end of the year, so let's wait and see
[macroeconomic data,]" Deputy Minister for Economic Development Tigran
Khachatrian told reporters. "A growth rate exceeding 7 percent is
likely."
Speaking after a weekly cabinet meeting in Yerevan, Khachatrian said
growth is driven by upswings in manufacturing, trade and other
services as well as rising exports.
"I don't want to make predictions but think that we are going to have
economic growth of more than 6 percent," Sarkisian told leading
Armenian businesspeople at a traditional year-end reception held in
the presidential palace in Yerevan.
The Armenian government forecast a 3.2 percent growth rate for 2017 a
year ago. Official statistics showed the country's Gross Domestic
Product increasing by around 5 percent in the first half of this year
on the back of a double-digit rise in industrial output.
Finance Minister Vartan Aramian said in September that full-year
growth will likely come in at 4.3 percent.
In a Facebook post on Wednesday, Prime Minister Karen Karapetian said
the domestic economy will expand even faster but gave no numbers
Both Sarkisian and Karapetian also touted a 23.5 percent rise in
Armenian exports which they said passed the record-high $2 billion
mark in January-November 2017. "We have never had such an indicator,"
the president said.
"For the first time in a fairly long time, our dear Armenian dram is
not feeling any [downward] pressure in December and is on the contrary
trying to gain ground," he added.
In its most recent World Economic Outlook released in October, the
International Monetary Fund said that Armenian growth will reach 3.5
percent this year. The IMF forecast a 3 percent growth rate in June.
For its part, the international rating agency Fitch revised its 2017
growth projection for Armenia from 3.4 percent to 4.3 percent last
week. "The economy is experiencing a strong recovery following a large
external shock in 2014-15, driven by a structural improvement in
export performance, firmer external demand conditions and recovering
remittances, and supported by a credible monetary policy framework,"
it said.
Fitch also upgraded Armenia's economic outlook from "stable" to
"positive" and gave the country a "B+" credit rating.
According to official statistics, the Armenian economy grew by only
0.2 percent last year not least because of a recession in Russia,
Armenia's leading trading partner and main source of migrant worker
remittances. Russia has posted modest growth this year.
Opposition Condemns `Illegal' Votes In Parliament

The Armenian opposition accused the ruling Republican Party (HHK) on
Thursday of resorting to blatant violations to push a government bill
through the parliament.
The bill involved amendments to Armenia's Judicial Code rejected by
the two opposition groups represented in the National Assembly: the
Tsarukian Bloc and the Yelk alliance.
The parliament's electronic voting system showed on Wednesday that
only 61 deputies backed it in the first reading, two votes short of
the three-fifths majority needed for its passage. Nevertheless,
speaker Ara Babloyan said the bill passed because one HHK deputy,
Arpine Hovannisian, cast a verbal absentee ballot while another,
Rustam Makhmudian, also voted for it but that the system did not count
his vote because of a malfunction.
The explanation infuriated leaders of the opposition minority, who
accused the HHK-controlled majority of breaking the law. Deputies from
the Tsarukian Bloc walked out of the parliament floor on Thursday
morning in protest.
Their colleagues from Yelk stayed on and tried unsuccessfully to
prevent the bill's adoption in the second reading. "There is no legal
provision that allows an oral statement by a deputy to count as a
vote," said one of them, Nikol Pashinian.
HHK lawmakers countered that they could not restrict Makhmudian's
voting right because of what they insisted was a technical problem.
Yelk responded by exercising, for as many as ten times, its legal
right to interrupt a parliament sitting for 20 minutes, leaving many
HHK parliamentarians exasperated.
"Do our opposition colleagues object to the law or just want to
disrupt the normal work of the National Assembly?" complained Vahram
Baghdasarian, the HHK's parliamentary leader. "I think that they don't
really care about the law right now."
"This is our last remaining right," responded Yelk's Edmon Marukian.
Babloyan, meanwhile, added to the controversy when twice put the bill
to a final vote. Thursday's first vote also fell short of the required
majority, something which the speaker blamed for the "disruptive"
opposition tactic. He secured the necessary 63 votes during the repeat
vote, triggering more opposition allegations of foul play.

Pavel Felgenhauer, a Russian military analyst, tells "168 Zham" that
Russia would strongly oppose any attempts by Armenia to give the West
a major role in the country's national security system. "There was
such an attempt in 2013 and it was thwarted," he says. "I think that
it will not be repeated."
A German parliamentarian, Albert Weiler, is quoted by "Aravot" saying
that the Nagorno-Karabakh conflict must be resolved peacefully and at
the same time "slowly but prudently." Such a settlement, he says,
requires major concessions by both parties to the conflict. "A
decision must be made with Azerbaijan, not against Azerbaijan," Weiler
says when asked about bellicose statements made by Azerbaijani
leaders. "As one of the co-chairs of the OSCE Minsk Group, Russia can
play the role of a good moderator on this issue so that the conflict
is best resolved."
"Zhamanak" comments on Wednesday's "turmoil" in Armenia's parliament
that marked the passage of a government-drafted amendments calling for
fresh structural changes in the country's judicial system. The paper
attributes it to the incompetence of some officials and lawmakers and
personal feuds among them. It specifically points the finger at
Justice Minister Davit Harutiunian and the chairman of the parliament
committee on legal affairs, Hrayr Tovmasian, who are said to dislike
each other.
"The demographic situation in Armenia is the most serious problem
facing us," writes "Haykakan Zhamanak." Citing official statistics,
the paper says that the country's population has shrunk by 14,000 in
the past year. It says this is further proof that President Serzh
Sarkisian's target of increasing the population to 4 million by 2040
is not realistic.

list of companies that had prequalified selection of an investor for
the 55-MW solar power plant project Masrik. The Cabinet also approved
the draft agreement on assistance from the government and on the
invitation to participate in the procurement procedure.
Minister of Energy Infrastructures and Natural Resources of the
Republic of Armenia Ashot Manukyan, presenting the draft decision,
recalled that the scale of the project has no analogues. 20 companies
submitted applications for participation in the international tender
for the investor's choice of the project for the construction of the
solar power plant "Masrik-1". The prequalification stage of the
international tender was overcome by 10 companies and 1 consortium.
"All 10 companies have high international prestige and wide experience
in this area," the minister said.
As ArmInfo informed earlier, until March 2018, the tender for the
investor's choice of the project for the construction of the solar
power plant "Masrik" will be fully completed, and at the end of 2018
Armenia will receive the first powerful solar power plant. According
to preliminary data, the total investment in this generation facility
will be $ 65-70 million. Earlier in an interview with the corr.
ArmInfo Deputy Minister of Energy Infrastructures and Natural
Resources Hayk Harutyunyan reported that the prequalification tender
was announced on April 28 and finished on June 10.
It will be voluminous and will last until the second quarter of 2018.
At the first stage of the competition, it is planned to identify an
investor for whom clear criteria have been established. In particular,
he must have experience in the construction of solar power plants with
a total capacity of at least 100 MW. This is done in order to involve
serious companies in the project. The very preparation for the tender
was conducted for a long time. As a result of the project, Armenia
will receive a competitive and record low solar power plant. The
deputy minister refused to name the size of the tariff, pointing out
only that it should be more affordable in comparison with the tariff
from thermal blocks. "There is a hope that it will be within the
tariffs established for hydropower facilities," Hayk Harutyunyan said.
According to him, Armenia has a good resource for solar energy, and
good conditions have been created for investors.
It should be reminded that the total cost of the program for the
construction of solar power stations in Armenia is $ 129 million. A
feasibility study for the construction of solar power plants has
already been prepared. Within the framework of the program it is
planned to build solar power stations with a capacity of up to 110
megawatts in various regions of Armenia. Of the 6 surveyed areas in
two, the Spanish consulting company Aries Engineering has already
submitted feasibility studies. They relate to the localities of
"Masrik" in Gegharkunik region and "Dashtadem" in Aragatsotn region,
studies on the remaining four localities continue.
On May 3, 2010, the German bank KfW jointly with the government of the
Federal Republic of Germany provided credit to the Central Bank of
Armenia in the amount of 18 million euros and a grant of 1.5 million
euros. Then the chairman of the Central Bank of the Republic of
Armenia Artur Javadyan noted that the funds are directed to the
implementation of the second phase of the program "Promoting renewable
energy." Within the framework of this program, 14 credits for the
amount of 2.9 billion drams have already been provided, eight of which
are for the construction of small hydro power plants, and six for the
modernization of existing small hydropower facilities. Javadyan
recalled that in November 2004, a loan program "Renewable Energy
Development Assistance" was signed between the Central Bank and KfW
Bank for a total of 6 million euros, and another 1.5 million euros
were provided in the form of a grant. In addition, the Climate
Investment Fund for the development of alternative energy provided
Armenia $ 28 million, of which $ 2 million - a grant and $ 26 million
- a loan. The loan terms are soft - 0.25% per annum with a maturity of
40 years and a grace period for payments in the first 20 years. Grant
funds are being used to study the localities, develop a feasibility
study for the project, calculated at a 110 MW station.

Ara Asoyan: I think if we vaccinated girls at the age of 15-16 we would not be late

Ara Asoyan, chief epidemiologist of the Republic of Armenia, does not consider it a bit acceptable to vaccinate against papillomavirus at the age of 13. “I think if we vaccinated girls at the age of 15-16 we would not be late.”

Ara Asoyan says that this vaccine is being used in 72 countries for the past 10 years. There has not been any negative result reported during these years.

Asked why vaccination in Armenia is at the age of 13 and 30 free examinations, Ara Asoyan answers. “Only a risk can be borne by the virus at the age of 13. But usually cervical cancer is observed after age 35. Due to this, free checks are being carried out in Armenia for that age group.

He says, however, that vaccinations are necessary, since the illnesses caused by the virus is life-threatening.

“As far as I know, over 200 cases of cervical cancer were found in Armenia last year, and the loss of so many women is a serious loss for a small country like Armenia,” adds Ara Asoyan.

Freedom has finally been given to three brown bears in Armenia who spent their lives living in tiny cages, with minimal sunlight and no room to move.

One ten-year-old female bear had been kept as an attraction – used to entertain diners at a restaurant in Armenia’s capital Yerevan.

Her teeth were so badly damaged when rescued that she had barely any left and her poor diet had led to her being severely overweight.

The golden grizzly was one of three bears rescued by local group FPWC (Federation for the Preservation of Wildlife and Cultural Assets) – which joined with International Animal Rescue (IAR) to launch the Great Bear Rescue campaign in October this year.

Since being rescued she has been fed entirely on soft food and chopped fruit and vegetables.

The first bear set free was a young male, only around three years old, who was discovered hidden away in a dark corner of a warehouse in Aparan.

The former Soviet country has long had a tradition of capturing and keeping bears, and despite progress in many other areas, animal rights are behind the times in Armenia.

It is not uncommon to spot a bear in a tiny cage at a restaurant, bus depot, shopping centre or a factory. They are often caught as cubs and spend their lives in captivity in order to attract tourists or simply entertain its owners.

As heavy snow fell, the rescue team came to the aid of a third bear being kept at Golden Hill restaurant in Gyumri.

As the vet prepared to sedate her, she could be seen pacing frantically around her small cage, desperate for freedom.

All the bears are now safely settled in the quarantine quarters at Yerevan zoo and receiving expert attention and care from a veterinary team.

Ruben Khachatryan of FPWC added: ‘There are many other bears in urgent need of our attention. We are keeping focused on the job in hand and trying to reach as many caged bears as possible, as fast as we possibly can.

‘With all these sad cases we have now, I hope people realise that it’s not fun to see a bear kept in a cage in a restaurant or a resort. This is just not the place where they belong.’

Cyprus, Greece and Armenia to hold joint activities to promote issues related to the diaspora



The second Trilateral Meeting of Cyprus, Greece and Armenia on diaspora issues took place on Thursday in Yerevan. The three countries agreed on the implementation of joint events and activities, that aim to promote issues related to the diaspora.

According to a press release issued by PIO, the meeting was attended by Presidential Commissioner PhotisPhotiou, Greek Deputy Foreign Minister Terence Quick and the Armenian Diaspora Minister HranushHakobyan.

The three parties, according to the press release, noted the importance of promoting cooperation among the three countries on diaspora issues, both at the governmental and the organised diaspora groups level, to promote common values and collective interests in important decision making centres and international organisations.

Such an initiative is their decision to organise a cultural event in France in spring 2018, which will be attended by diaspora organisations of the three countries.

Taking into consideration the importance of the active participation of the overseas youth, as a top priority of their strategy, they also suggested a trilateral meeting among young people, with a view to promote the exchange of the best practices and the know-how on diaspora issues, the press release said.

Photiou and Quick also had a joint meeting with the Deputy Foreign Minister of Armenia GarenNazaryan, during which they welcomed the increased political cooperation and the close and mutually beneficial ties among the three countries` governments. They also discussed about the cooperation among the three countries on diaspora issues.

Photiou and Quick were received by the Catholicos of All Armenians Karekin II. Speaking during the meeting, Photiou noted the close ties between Cyprus and Armenia, noting that Cyprus is the most fervent supporter of Armenia within the EU.

Armenian grandmaster Hrant Melkumyan solely leads the Chess Classic FIDE OPEN underway in London, United Kingdom. Ahead of the final ninth round, the Armenian tops the table with seven points, leaving behind seven players, including another representative of Armenia Gabriel Sargsyan, with 6.5 points each. Sargsyan holds the third place on additional units.

As the National Olympic Committee reported, the other representative of Armenia Gabriel Sargsyan shares the 3-20 places (4th on additional units) with 5.5 points. The tournament is due to conclude on December 9.

To note, the London Chess Classic FIDE Open is a 9-round Swiss open taking place alongside the London Chess Classic in the Olympia Conference Centre from 2-9 December 2017. The first prize is £5,000. Players receive 90 minutes for 40 moves, followed by 30 minutes to the end of the game, plus a 30-second increment starting from move one.

Armenian Authorities Again Told To End Vote Buying

Officials from the Organization for Security and Cooperation in Europe
have pressed the Armenian authorities to combat vote buying and abuse
of state resources during fresh discussions on the conduct of
Armenia's last parliamentary elections held in April.
Representatives of the OSCE's election-monitoring arm, the Office for
Democratic Institutions and Human Rights (ODIHR), visited Yerevan last
week to formally present their final report on the elections won by
the ruling Republican Party of Armenia (HHK).
The report released in July says the authorities largely respected
"fundamental freedoms" during the "well-administered" vote. But it
also cites "credible information about vote-buying, and pressure on
civil servants and employees of private companies."
The report also contains a set of policy recommendations. It says,
among other things, that the authorities should "publicly discourage"
vote buying or selling and ensure that Armenians are not forced to
"vote in a particular way."
In a weekend statement, the ODIHR said its representatives "explored"
the report's findings and recommendations at their meetings with
government officials, lawmakers, leaders of major Armenian parties and
civil society members. It said they also "proposed concrete steps that
can be taken by various stakeholders to address the recommendations."
"The ODIHR team drew attention to priority recommendations aimed at
addressing persisting issues of vote-buying and abuse of state
resources with a view to strengthening public confidence in the
electoral process," added the statement.
"ODIHR stands ready to offer its support in implementing the
recommendations, including through a review of amendments to electoral
legislation, advice on good practices and matters of technical
implementation," it quoted Alexander Shlyk, head of the ODIHR
Elections Department, as saying.
Throughout the parliamentary race the HHK was accused by its political
opponents and independent media of handing out vote bribes and
pressurizing schoolteachers, civil servants and other public sector
employees to vote for it. Armenian opposition parties say that those
illegal practices were decisive in the HHK's election victory.
The party headed by President Serzh Sarkisian denies having
systematically resorted to them. It insists that the vote was largely
democratic.
The European Union and the United States endorsed the findings of
nearly 440 European election observers that were mostly deployed by
the Warsaw-based ODIHR. At the same time they cautiously praised the
authorities' overall handling of the April 2 polls. The EU's foreign
policy chief, Federica Mogherini, said through a spokesperson on April
4 that the official vote results "reflect the overall will of the
Armenian people."
The OSCE-led mission did not report significant instances of multiple
voting, one of the most serious forms of fraud that marred previous
Armenian elections. The authorities in Yerevan enacted last year a set
of opposition-backed legal amendments designed to prevent such
violations.
That led to the introduction of electronic voter authentication
devices in all polling stations across the country. The authorities
also installed web cameras to broadcast online voting and ballot
counting in the vast majority of those stations. The EU allocated over
$7 million for the purchase of that equipment.
Sarkisian Watches Fresh War Games In Karabakh

President Serzh Sarkisian inspected new facilities of
Nagorno-Karabakh's Armenian-backed army and monitored its latest major
exercises during a weekend trip to the disputed territory.
The exercises held just southeast of Karabakh reportedly involved more
than a thousand soldiers, dozens of tanks, armored vehicles and
artillery systems as well as what an Armenian military official called
a major "new type of weapon." They simulated defensive and
counteroffensive operations in the presence of a Sarkisian, Defense
Minister Vigen Sargsian and Armenia's top army general, Movses
Hakobian.
"I am grateful to you," a uniform-clad Sarkisian told the
participating troops. "You have proved your skills with today's
exercises. Rest assured that you are thereby responding to those who
want to take away our homeland and try to demonstrate their might and
wrest something from us."
"We can and we will defend our borders, we can and we will defend our
homeland," he said in a speech.

The war games were held the day after Sarkisian met with the top brass
of the Karabakh Defense Army in Stepanakert. He was briefed on the
current situation along the Armenian-Azerbaijani "line of contact"
around Karabakh. It has been relatively calm in recent weeks.
In a separate statement released on Monday, the Karabakh Armenian army
said Sarkisian also visited a number of its unspecified facilities and
familiarized himself with "novelties created with the aim of
countering the enemy in a more effective manner." It did not
elaborate.
Sarkisian travelled to Karabakh less than a week before planned fresh
talks between the Armenian and Azerbaijani foreign ministers. They
will try to build on some progress that was reportedly made at
Sarkisian's most recent meeting with Azerbaijani President Ilham
Aliyev held in Geneva on October 16.
Right after that summit, Sarkisian and Aliyev pledged to intensify the
Karabakh peace process and bolster the ceasefire regime in the
conflict zone. The U.S., Russian and French mediators announced in the
Swiss city that they will soon hold follow-up "working sessions" with
the two foreign ministers.
Man Sentenced Over `Armed Revolt Plot'

An Armenian court sentenced a man to three years in prison on Monday
after convicting him involvement in an armed revolt allegedly plotted
by Zhirayr Sefilian, a radical opposition figure.
The court ignored Artur Movsisian's protestations of innocence voiced
before and during his four-month trial.
Movsisian was detained in Moscow on an Armenian arrest warrant in
November 2016 and handed over to law-enforcement authorities in
Yerevan six months later. The authorities claim that he was affiliated
with Sefilian's alleged militant group and kept some of its weapons
and ammunition in his home.
In his concluding remarks made shortly before the announcement of the
verdict, Movsisian again denied the accusations and said he does not
even know Sefilian personally. He cited a "complete absence of
evidence" to the contrary presented by the prosecution. His lawyer,
Arayik Papikian, said afterwards that he will appeal against the
ruling.
Papikian confirmed that police found two assault rifles in the
basement of the defendant's apartment. But he said Movsisian had
allowed another man, Galust Grigorian, to put them there only because
he had been told by the latter that they are construction tools.
Grigorian is one of six persons who are standing a separate trial with
Sefilian which began in May. They were arrested in June 2016 on
charges of forming an armed group to seize government buildings and
military facilities. Both Sefilian and his Founding Parliament
opposition group have denied the charges as politically motivated.
Sefilian's arrest came less than one month before three dozen gunmen
mostly affiliated with Founding Parliament seized a police station in
Yerevan. The gunmen demanded that President Serzh Sarkisian free their
leader and step down. They surrendered to law-enforcement authorities
following a two-week standoff which left three police officers dead.
Papikian said the guilty verdict against his client "predetermined the
outcome" of Sefilian's trial. He predicted that the radical
oppositionist will get a much longer prison sentence.
Private Investor To Explore For Oil In Armenia

A newly established company controlled by Russian-Armenian billionaire
Samvel Karapetian has asked for a government permission to explore for
oil and gas in northern Armenia.
The company called Armenian Oil and Gas held on Monday mandatory
public hearings in Gyumri on the environmental impact of oil
exploration sought by it in the surrounding Shirak province and two
other regions in the country's north. They were attended by officials
from the Environment Protection Ministry, geologists and ecologists.
Under Armenian law, such hearings are must precede the ministry's
decisions on whether or not to allow particular companies to take the
first step towards exploiting natural resources.
Speaking at the discussion, an Armenian Oil and Gas representative,
Erik Ananian, said the company would use nuclear magnetic resonance,
as opposed to traditional drilling, to determine whether the area
close to Georgia has commercially viable hydrocarbon reserves. In
Shirak, he said, the exploration would be carried out near six rural
communities.
"If we see that there is a certain industrial potential [for oil
production] we will switch to the next phase," added Ananian. He would
not say whether the company already has any tentative estimates to
that effect.
It also remained unclear when it would start the exploratory work in
case of securing clearance from the government.
Hmayak Hovannisian of the Geophysics Institute in Yerevan said it is
still too early speculate about the potential size of oil or gas
fields in the area. But he stressed that magnetic resonance allows for
deeper penetration than exploratory drilling done in Armenia to date.
Another scientist working at the institute, Roland Gasparian, claimed
that the possible discovery and extraction of oil would pose an
"enormous danger" to local agriculture, while some environmentalists
expressed concern at the new method of oil exploration.
Several Western companies have already explored for but found no major
oil deposits in Armenia over the past two decades.
The company in question belongs to Karapetian's Tashir Kapital group
that owns Armenia's national electric utility and will soon also
manage the country's state-owned power transmission network. A Tashir
subsidiary is also planning to build, together with other
Russian-Armenian and Western investors, two major hydroelectric
plants. In addition, it recently launched Armenia's first-ever solar
power plant.
The Armenian-born tycoon further underscored his growing involvement
in the Armenian economy on November 13 when he inaugurated another
massive shopping mall built by Tashir in Yerevan.

"Zhoghovurd" says that the Armenian authorities remain euphoric about
their Comprehensive and Enhanced Partnership Agreement (CEPA) with the
European Union that was signed on November 24. "The authorities were
just as jubilant when they were joining the Eurasian Economic Union
(EEU)," scoffs the paper. It claims that Armenia has still not drawn
tangible benefits from its membership in the EEU.
"Haykakan Zhamanak" discusses leading Russian TV channels' highly
negative reaction to the CEPA, saying that they were "instructed" to
do so because the EU-Armenia deal is "not quite to the Russian
leadership's liking." The paper says this disproves statements to the
contrary that were made by Armenian officials.
"Past" also looks at the Russian outcry against Armenia's efforts to
deepen its economic and political relations with Russia. The paper
says that some Russian commentators have defended in this regard
Russia's controversial arms deals with Azerbaijan widely condemned in
Armenia. It deplores this fact.
"168 Zham" reports on the latest Armenian-drafted statement on the
Nagorno-Karabakh conflict that was adopted at a summit of the
Russian-led Collective Security Treaty Organization (CSTO) held in the
Belarusian capital Minsk. "The CSTO presidency is held by Armenia and
Armenia has managed to used that for securing declarations expedient
for it," the paper quotes a Russian military analyst, Pavel
Felgenhauer, as saying. "With that statement, the CSTO affirmed its
position that it can only assist, rather than intervene, the platform
which is supposed to help solve this conflict. It is not a
pro-Armenian statement. But the three principles mentioned by it are
Armenian diplomatic wordings. We have repeatedly heard them."
Felgenhauer also makes the point that Armenia could not have gotten
the other CSTO member states to back such a statement without Russia's
backing. "Russian assisted in the adoption of that statement because
both Russia and the CSTO were subjected to criticism after the April
[2016] war and Russia is trying to address [that criticism] one by
one," he says. "This can also be seen as a step taken for the Armenian
society in addition to all those measures that were taken by Russia
after the April war." Those measures include new and more powerful
weapons supplied to the Armenian military, according to the Russian
analyst.

OSCE to conduct monitoring to north from Kuropatkino settlement of Martuni region

On December 6, in accordance with the arrangement reached with the authorities of the Republic of Artsakh, the OSCE Mission will conduct a planned monitoring of the Line of Contact between the armed forces of Artsakh and Azerbaijan, to the north from Kuropatkino settlement of the Martuni region, press service of the Artsakh foreign ministry reported.

From the positions of the Defense Army of the Republic of Artsakh, the monitoring will be conducted by Field Assistants to the Personal Representative of the OSCE Chairperson-in-Office Mihail Olaru (Moldova) and Ghenadie Petrica (Moldova).

The authorities of the Republic of Artsakh have expressed their readiness to assist in conducting the monitoring and to ensure the security of the OSCE Mission members.
