Damage reportedly caused by Azerbaijani shelling in the Armenian village of Qarashen in Syunik Province on September 13.

The Azerbaijani Defense Ministry said it lost 50 troops in overnight clashes with ethnic Armenian troops after Yerevan said that at least 49 of its soldiers were killed in the fighting — the deadliest since Armenia and Azerbaijan fought a six-week war in 2020 over the breakaway Azerbaijani region of Nagorno-Karabakh.

“Fifty Azerbaijani servicemen died as a result of Armenia’s large-scale provocation,” the Azerbaijani Defense Ministry said in a statement, referring to border clashes that erupted early on September 13.

Russia said it had brokered a cease-fire between the two sides, but Azerbaijan accused ethnic Armenian forces of violating the agreement.

“Despite the declaration of a cease-fire since 09:00 (0600 GMT), Armenia is intensively violating the cease-fire along the border by using artillery and other heavy weapons,” Baku’s military said.

Armenian Defense Ministry spokesman Aram Torosian denied the accusation, calling it “obvious nonsense.” Torosian said the Azerbaijani armed forces had not stopped shelling the positions of ethnic Armenian troops, settlements, and infrastructure “for a single minute.” But he said the shelling in some directions had significantly weakened.

Earlier, Azerbaijan’s Defense Ministry said that its forces were responding to Armenian “provocation” and denied claims that they were hitting civilian infrastructure.

“Azerbaijani armed forces are undertaking limited and targeted steps, neutralizing Armenian firing positions,” it said in a statement.

Azerbaijani Foreign Minister Ceyhun Bayramov spoke by phone with Russian Foreign Minister Sergei Lavrov, the Azerbaijani Foreign Ministry said.

Lavrov emphasized the need to avoid conflict in the region, as well as the importance of the full implementation of the declarations signed between the leaders of Azerbaijan, Armenia, and Russia ending the fighting in 2020.

Armenia appealed earlier to world leaders after Prime Minister Nikol Pashinian said Baku had attacked Armenia’s positions overnight and that fighting was ongoing.

“For the moment, we have 49 (soldiers) killed and unfortunately it’s not the final figure,” Pashinian told parliament.

Calls For De-Escalation

U.S. Secretary of State Antony Blinken spoke by phone with Pashinian and Azerbaijani President Ilham Aliyev. His spokesman said Washington would “push for an immediate halt to fighting and a peace settlement” between the neighbors.

Blinken said he told Aliyev and Pashinian that the fighting was “in no one’s interest” and “urged them to do everything possible to pull back from conflict and get back to talking about a lasting peace.”

Blinken said there were “always concerns” about Moscow’s role in the peace process but added: “If Russia can actually use its own influence to calm the waters…that would be a positive thing.”

The Armenian government said earlier that it would invoke a cooperation agreement with Moscow and appeal to the Russian-led Collective Security Treaty Organization (CSTO) — a regional security bloc — as well as the United Nations Security Council.

UN Secretary-General Antonio Guterres urged Armenia and Azerbaijan to urgently de-escalate tensions, calling on the two sides “to exercise maximum restraint and resolve any outstanding issues through dialogue and within existing formats,” according to spokesman Stephane Dujarric.

France will raise the clashes at the UN Security Council, the office of President Emmanuel Macron said.

The Kremlin said on September 13 that Russian President Vladimir Putin was doing everything he can to help de-escalate hostilities.

“The president makes every effort to contribute to the de-escalation of tensions at the border. These efforts continue,” Kremlin spokesman Dmitry Peskov told a news briefing.

Asked whether Moscow intends to do something in connection with Yerevan’s appeal for help to the CSTO, Peskov declined to give details.

“I would not like to say more now. Since the work, various agreements and so on, I would not like to announce something before the approval process is completed,” Peskov said.

Turkey, Azerbaijan’s traditional ally, blamed Armenia for the latest flare-up, urging Yerevan to “cease provocations” against Baku.

“Armenia should cease its provocations and focus on peace negotiations and cooperation with Azerbaijan,” Foreign Minister Mevlut Cavusoglu tweeted after a phone call with Bayramov.

The CSTO, which includes Armenia but not Azerbaijan, met virtually on September 13 to discuss the situation.

After the meeting the press service of the Belarusian president reported that the secretary-general of the CSTO may go to the conflict zone. The trip was proposed as one of the steps that could be taken immediately to diffuse the situation.

CSTO Secretary-General Stanislav Zas would use the trip to prepare a detailed report. Another proposal would create a working group from the staff of the CSTO Secretariat and the CSTO Joint Headquarters to analyze the situation and develop proposals, a CSTO statement said.

Science and Arts interconnected: Spectacular star-studded show to kick off STARMUS VI in Yerevan

YEREVAN, SEPTEMBER 2, ARMENPRESS. One-of-a-kind musical performances are expected during the STARMUS VI Festival in Yerevan, STARMUS Founding-Director Garik Israelian said at a press conference.

System of a Down frontman, musician Serj Tankian, keyboardist Derek Sherinian, musician Rick Wakeman, drummer and producer Simon Phillips were also taking part in the press conference. Jazz pianist Tigran Hamasyan was participating online.

Israelian said that world-renowned musicians are contributing to promoting science.

“It is a great honor to host musicians who are supporting science. We are convinced that we need support from the arts community to promote science. A large number of musicians joined STARMUS, supported the ideas and ideology of the festival. And this number is growing,” Israelian said.

Israelian said that a spectacular concert featuring Tigran Hamasyan, Derek Sherinian and Rick Wakeman will kick off the STARMUS VI.

On September 5, the Sonic Universe concert program will take place where the music stars will present science through music. The Stephen Hawking Medal Awarding Ceremony will take place during this event.

“All concerts at STARMUS are unique and one-of-a-kind in terms of combination. If you miss this STARMUS you’ll never see the same again. It’s not just about the concert but also the lectures,” Israelian said.

On September 7, STARMUS co-founder Brian May, the Queen guitarist, will lead other musicians at another concert. Nemra rock band and Jivan Gasparyan Junior will participate in the concert.

Serj Tankian said it’s an honor to join the festival.

“I’ve been talking to Garik Israelian for already a few years now, discussing the festival, doing some things together, we met in person at WCIT in 2019. Garik said he wants to bring STARMUS to Armenia. I said it’s a fantastic idea. Then he called me and encouraged me to join the festival, and I agreed. It’s really great to see astrophysics, scientific discoveries and inventions in one festival. I’m very happy that these kinds of festivals are organized in Armenia. Wonderful artists have arrived to Armenia. I am happy that I am part of this team,” Tankian said.

Tankian added that he will have a separate performance in honor of Alexander Kemurjian, the renowned Soviet-Armenian scientist.

English musician Rick Wakeman isn’t new to STARMUS. 10 years ago, Brian May offered him to join the festival.

“I think it is wrong that in the UK arts and science are separate from one another in schools, these are interrelated things, and you should never separate them. I think it is very important that STARMUS can combine these two. I am very proud to be part of this festival. It is very wonderful that I am here in Armenia,” he said.

Simon Phillips said this is his first participation in the STARMUS festival and his first visit to Armenia.

“This is certainly the best experience. It is always wonderful to come to a new country where you haven’t been. Derek and I have cooperated over the past 22 years in different projects and we wrote 9 albums together but we never performed live. Garik’s invitation was the spark. We’ve created a very sophisticated musical piece and we look forward to playing it for the Armenian audience,” Phillips said.

Tigran Hamasyan said that science and arts imply the combination of rather sophisticated structures.

“I personally get inspired by music, with other manifestations of arts, I try to see mathematics and geometry there. I think it is a very good initiative to combine arts and science in the festival,” Hamasyan said.

‘Working decisions’ made at meeting with Azerbaijani President Aliyev – Armenian PM

YEREVAN. Sept 1 (Interfax) – Armenian Prime Minister Nikol Pashinyan has described the meeting he had with Azerbaijani President Ilham Aliyev on August 31 “as extensive and not easy.”

“Working decisions were made at the end of discussions yesterday. The discussions were not easy; they were extensive. I want to say, however, that our goals are unwavering. This is our agenda of peace. We need to be determined to implement it,” Pashinyan said at a government meeting on Thursday.

The fulfillment of this agenda is “a difficult and unclear process,” he said.

“Possible decisions aren’t obvious. However, we should keep on working and I believe that our people also want lasting, comprehensive peace in our region. We should focus on this task,” Pashinyan said.

Pashinyan and Aliyev met in Brussels on August 31 with the mediation of European Council President Charles Michel.

A respective statement will be released over the results of the upcoming meeting of Armenian Prime Minister Nikol Pashinyan, Azerbaijani President Ilham Aliyev and President of the European Council Charles Michel scheduled in Brussels on August 31, the Office of the Prime Minister of Armenia told Armenpress, commenting on the statement of Hikmet Hajiyev, the assistant to the Azerbaijani president, who said that the issue of creating a group that will prepare the text of the peace agreement is expected to be agreed upon during the upcoming Brussels meeting.

“A respective statement about the results of the meeting will be released which will provide comprehensive information about the topics that were discussed”, Pashinyan’s Office said.

Armenia to host next session of Eurasian Inter-governmental Council this October

YEREVAN, AUGUST 26, ARMENPRESS. The heads of government of the member states of the Eurasian Economic Union (EAEU) agreed during their August 26th meeting in Kyrgyzstan’s Cholpon-Ata to hold the next session of the Eurasian Inter-governmental Council in Armenia this October, reports TASS.

In particular, Chairman of the Board of the Eurasian Economic Commission Mikhail Myasnikovich proposed to hold the next meeting on December 1-2. In response, Russian Prime Minister Mikhail Mishustin said that his Armenian counterpart Nikol Pashinyan earlier proposed to hold the next session on October 21-22. The EEU Prime Ministers once again discussed the issue and made a collective decision to hold the next meeting in October.

Armenia government hands over Zangezur Copper and Molybdenum Combine shares’ 6.8% to fiduciary management

The rights certified by the 6.8% shares of the Zangezur Copper and Molybdenum Combine have transferred to the fiduciary management of the Armenian National Interests Fund (ANIF). The respective decision was taken at Wednesday’s Cabinet session of the government.

Deputy Chief of Prime Minister’s Staff, Bagrat Badalyan, stated that Armenia had received 188,947 common shares of the Zangezur Copper and Molybdenum Combine as a donation from AMP Holding.

“They make up 6.8 percent of the total number of shares of the combine. The authority to manage them has been assigned to the Armenian Prime Minister’s Office. It is proposed to hand over the shares to the Armenian National Interests Fund based on the fiduciary management agreement, preserving the ownership rights of the state over the shares,” added Badalyan.

According to him, ANIF is a commercial organization with 100-percent state ownership, and one of its mandates is the effective representation of the state—as the owner—in the strategic assets of the state.

Prime Minister Nikol Pashinyan, for his part, stated that on September 30, 2021, the Armenian government had received a 15-percent share from the Zangezur Copper and Molybdenum Combine as a donation, and now they have received 6.8 percent of its shares—and again as a donation.

“The [Armenian] government has a 21.8-percent share [of the Zangezur Copper and Molybdenum Combine], which is a very important event. I made such a pre-election pledge in 2021, in Kapan [city], and I am happy to record that this pre-election pledge has also been fulfilled,” added Pashinyan.

Armenia authorities to not compensate businesses’ losses in Surmalu shopping market explosion

The Armenian government will not compensate the business entities’ losses in Yerevan’s Surmalu shopping market explosion on August 14. Minister of Economy Vahan Kerobyan announced this at the press briefing after Wednesday’s Cabinet meeting of the government.

According to him, if the business owners in Surmalu had insured their property, they would have received the necessary compensation.

“The government cannot take on the burden of paying the compensations that the insurance companies have to bear. And if the businessman did not consider that risk considerable, then the government has nothing to do here. I believe that Armenian business should learn to work with high standards. And if the property and funds need to be insured, then he should do it,” said Kerobyan.

The economy minister added that the Armenian government was discussing only the matter of providing social assistance to those affected by the aforesaid explosion.

Russia extends restrictions on flights to southern, central cities until August 29

YEREVAN, AUGUST 22, ARMENPRESS. The Russian Federal Agency for Air Transport has extended temporary restrictions on flights to 11 airports in the southern and central part of the country until August 29, TASS reports citing the statement of the press service of the agency.

“Restrictions on flights to 11 airports in the southern and central part of Russia have been extended until August 29, 2022”, the statement said.

Flights to airports of Anapa, Belgorod, Bryansk, Voronezh, Gelendzhik, Krasnodar, Kursk, Lipetsk, Rostov-on-Don, Simferopol, and Elista are temporarily restricted, according to the agency.

Russia closed part of its airspace in the country’s southern and central part for civil aircraft on February 24, 2022 amid the special military operation in Ukraine.
