"Country of Laws Party has become one part of the political coalition
just to have chance and opportunity to carry out its pre-election
projects and reforms," said Heghine Bisharyan the deputy president of
the party. "Our voters were for the amendments and in order to carry
out them it was a must to become one part of the government," mentioned
Bisharyan and added that 60% of their confidants were against that
union and the rest will agree with them in the nearest future. "We are
against the political war and wished to establish political dialog,"
said Bisharyan. To one of the journalist’ question asking why they
have changed their direction and did not join Levon Ter-Petrosyan,
she answered that "I myself have been present at the meetings and
how we could join a candidate who was sure that he won the elections
by 65%." Bisharyan said that nobody promised any position to her
or their partys members. And to another question stating whether
she feels responsible for the March 1 events, she answered " No,
let them feel responsible for it, who organized it".

"Azerbaijan has sent a letter to OSCE Secretariat to study the
procedure of changing the countries and persons of Minsk Group
Co-Chairs", Deputy Foreign Minister of Azerbaijan Araz Azimov made
such a statement.

APA reports quoting "ATV".

According to A.Azimov, the MG Co-Chairs were appointed in Budapest
Summit in 1994 and their functions are clear: "Changing of mediators
as a person is realized by the will of one side. For instance, The
United States replaced his representative Steven Mann with Matthew
Bryza. Official Baku is concerned about the issue that if Matthew
Bryza takes any step dissatisfying Azerbaijan, what and how will
Azerbaijan act in this case?"

According to A.Azimov, Azerbaijan is not in favor of changing the
format of the Minsk Group. "On the other hand, the co-chairs have
not represented the Minsk Group as a whole. They have represented
themselves in the discussions conducted with Azerbaijan and Armenia",
said A.Azimov.

He stated that Azerbaijan continued the cooperation with the co-chair
countries, but at the same time Azerbaijan had sent a letter to OSCE
Secretariat to study the procedure of changing the countries and
persons of Minsk Group Co-Chairs.

"We simply want to know how to do this in case of necessity, because
Azerbaijan is also a member of the Minsk Group like the US, Russia
and France", he said.

political but not legal standpoint. The problem is that Armenia is
satisfied with negotiation process while Azerbaijan is searching for
alternative ways of settlement, ARF Bureau’s Hay Dat and Political
Affairs Office Director Kiro Manoyan said.

The winner’s attitude precludes Armenia from adequate reaction to
Azeri policy, according to him.

"Azeris do their utmost to represent Armenia as an aggressor. They are
planning to erect a monument to Khojalu victims in Europe while the
Armenian massacre in Sumagit, baku and other Azeri towns is falling
into oblivion," he said.

"Armenia should recognize the security zone around Nagorno Karabakh
as Armenian lands and settle them.

"However, these programs demand state support and stabilized domestic
situation," Manoyan said.

a bloody crackdown in Kosovo, Belgrade has proposed partitioning the
newly independent nation along ethnic lines.

The proposal to divide Kosovo between its ethnic Albanian majority
and minority Serbs was published in Belgrade newspapers Monday,
the anniversary of NATO’s 78-day air war to end a bloody 1999 Serb
crackdown on ethnic Albanian separatists.

The document submitted to UN headquarters says the Serbian government
recognizes UN jurisdiction in Kosovo – but says only Serbs, not
Kosovo Albanians, can control the police, judiciary and border customs
services in parts of Kosovo where Serbs comprise the majority.

Kosovo, where 90 percent of the 2 million residents are ethnic
Albanian, declared independence from Serbia last month. Serbia,
which considers Kosovo the historic cradle of its nation, denounced
the declaration invalid under international law.

"The Serb police officers are answering to the local Serb authorities
and work under the command" of the UN police in Kosovo, Belgrade’s
document says. Until last month, the UN police force was comprised
of both Serb and ethnic Albanian officers.

Analysts say Belgrade is trying to take political and administrative
control of the mostly northern parts of Kosovo where Serbs represent
a majority.

Earlier this month, Kosovo’s Serbs clashed with U.N. and NATO troops
in the northern, Serb-held town of Mitrovica, leaving a UN policeman
dead and dozens injured. The UN accused Belgrade of orchestrating
the violence with the goal of trying to maintain control over
Serb-populated areas of Kosovo,

of imprisoned oppositionists, APA reports quoting Armenian mass media

The list included 106 prisoners.

There are prisoners from 68-year-old till 20-year-old. Moreover, 3
prisoners were obligated to stay in the country. 4 prisoners ( Nikol
Pashinian, Khachatur Sukiasian, Armen Vardanian, Lendrush Tonoian)
are being searched. Oppositionists were accused of committing
disturbance, violation of legal demands of government
representatives, violence against state officials, and
misappropriation of state government, storage of illegal fire-arms.

the Catholic Encyclopaedia fairly corroborates some events that echo

Th e scenarios that help us uncover the mysteries of the antiquities
surrounding Roman Emperor Heraclius and Islam in Rome, need some
tracking of the Christendom. History tells us that the tormenting
tentacles of the papacy were in Nicea in 325 CE. In fact it was the
Egyptian bishop Athanasius of Alexandria in the Nicene conference
visualized Jesus as God and not as a Prophet that the Jewish people
were looking forward to having for several centuries. The Bishops
under the popes, since then, kept on getting imperial treasury and
influence at the courts. The members of the Catholic clergy manipulated
political authority. Rampant corruption and immorality swept those
lands. Soliciting sexual favours from female penitents allured the
clergies for religious power and authority.

Throughout European history, the empowerment of Christendom appears
to have exceed over most political entity – democracy or kingdom
alike. Even King Henry VIII was refused permission by the pope
to divorce his wife. This eventually caused a severe rift in the
Catholicism and helped the emergence of the Anglican Church of England,
with Roman Catholic in splendour but Protestant in name.

By the end of the 15th century, the papal monasteries and convents
turned into the largest landholders of Europe. The splendor of Rome
grew immeasurably during the late 1400’s, and 1500’s. In fact, about
half or more of France, Germany, Sweden and England had become a part
of the Papal splendor and ruling arena.

As recent as the pursuance for reforming Catholicism into the
existing Protestant faith, Martin Luther was at the edge of being
executed. Frederick, the ruler of Saxony in Germany, was hiding
Martin Luther in his palace and protected him from the summon of
the pope, known as the Bull. Incidentally, some historical analysts
of the present-day’s Islam trace the source of "Fatwa" to the papal
‘Bull’. A papal bull often carried public execution order for heresy.

In 1520 the pope issued a Bull that forbade Martin Luther to preach.

His books, containing the Christian reform movement, were burned. The
‘Bull’ of Pope Innocent III caused the massacre of 20,000 men, women
and children (Albigenses) in France.

Right from the birth of Papacy to until the formation of the Protestant
segment of Christianity, the popes were, in reality, more powerful
than the emperors themselves. The popes’ jurisdiction, known as
Christendom, extended over almost all the empires and kingdoms of
Europe. In essence, the delusion of Christendom was a government
dedicated to enforcement of the Christianity that was reshaped after
the conference of Nicea in 325 CE.

The Jews, with much close perception of God with the Muslims, were
viewed by the Medieval Christians as the allies of the Muslims. In
fact, during the Arab conquest of Spain, they helped Muslim troops
against the Christians. Most often the Jews rejoiced when Christian
territory fell into Islamic rulers. While the Jews had difficult
socio-economic status in Europe, many Jews held prominent positions
in the Ottoman Empire.

Even until the First World War, the Jews had a safe-haven in the
Ottoman Empire and not in other parts of Europe. Sultan Bayazid II
offered shelters to Jewish refugees. The persecuted Jews of Spain got
assurance and hope for their equal well-being along with the Muslims.

In 1492 the Sultan ordered the governors of the Ottoman Empire to
make easy entrance for the Jews in their provinces and to receive
them graciously. Bernard Lewis, a British-American historian and
a scholar of Middle Eastern studies, once said: "the Jews were not
just permitted to settle in the Ottoman lands, but were encouraged,
assisted and sometimes even compelled." For them, the lands of Islam
became the lands of safety.

Having all these events and scenarios in perspective, some analytical
historians believe that Emperor Heraclius was fascinated by the idea of
one mighty unseen God. In fact it was not Emperor Heraclius alone who
had uneasiness in recognising Jesus as God. A few centuries before his
time, Porphyry, a third-century philosopher from Tyre proved on the
basis of the New Testament, that Jesus did not call himself God and
that he preached, not about himself, but about the one God, the God
of all. In his book, Adversus Christianos (Against the Christians) he
is effectively quoted as having said, "The Gods have proclaimed Christ
to have been most pious, but the Christians are a confused and vicious
sect." It was his followers who abandoned his teaching and introduced
a new way of their own in which Jesus became the object of worship.

During the days of Prophet Muhammad in Medina, Honorius was selected
as the pope of the Vatican, ruling the Christendom in 625 CE. He
was informed by Patriarch Sergius of Constantinople that Emperor
Heraclius, while visiting Armenia in 622 CE, used an expression to
a group of Monophysites of the Severian sect. The Monophysites were
then regarded as heretics by all the popes during their times.

The expression meant "One Mighty" of the Incarnate Word. Pope
Honorius was aware of the emergence of Islam – believing in "One
God". Consequently, the pope felt that the wisdom of "One God" may
soon be strolling into the belief-guidelines of the Emperor Heraclius
himself. As the faith of Catholicism was then dwindling and faced
chilling questions within itself, Islam appeared as an oversized
threat to Christianity.

of orchestrating a warfare against the Prophet. After all it was not
Jerusalem where the pope could have exercised his power of the Bull.

The essence of Islamic faith, though not new, had some fundamental
concurrence with the leanings of the Emperor Heraclius. Analysing
rationally, the Pope rather counted on inducing distrust between
Prophet Muhammad and his Jewish clans in Medina who took him as
their Messiah.

Jewish traditions, enshrined by the Jewish exegetes tell us: "A
Prophet is about to arise; his time draws near. We shall follow him;
and then we shall slay our enemies with divine slaughter…" As the
non-Jewish people of Yathrib became aware of the Prophet, "They spoke
one to another – surely we know that is the same Prophet whom the
Jews told us about."

By about 630, Prophet Muhammad’s defenders had grown even stronger,
and in his march towards Mecca he earned the victory. Mecca’s wealthy
rulers were then obliged to donate to the well being of its poor for
which the Prophet was once banished from Mecca. People in Mecca saw
Prophet Muhammad’s strength as the power of his God. They, obviously,
saw the other gods as powerless. Intuitively there became a mass
euphoria in accepting Islam – the religion with an unseen God.

Towards the end of 638 CE, the Emperor Heraclius had issued an
"Ecthesis", or exposition, counselling all his subjects to submit to
"One Mighty" of the Incarnate Word. Undoubtedly this "Ecthesis" to
submit to "One Mighty" intimately corroborated the essence that Prophet
Muhammad once conveyed to him earlier. Perhaps Emperor Heraclius was
about to approve Islamic perception of God in Rome but the time was
too short for him to do so as he died in 641 CE – just 9 years after
the death of Prophet Muhammad. Besides, the papal powers-tentacles
were enormous for the Emperor Heraclius to handle alone.

Howard Zinn, an American writer with expertise in political science,
sharply criticised the prevailing obstinacy of the readers in their
approach to accepting new views in the age-old events. He wrote:
"It is the guardians of the old stories, the orthodox histories,
who refuse to widen the spectrum of ideas, to take in new books,
new approaches, new information new views of history."

The flame of rational reasoning brings many myths to their melt-down
point. Modern research indicates that the papal connivance undoubtedly
tarnished the Judaeo-Islamic relations in Medina. The role of pope
Honorius, though evident, was amazingly bypassed in Ibn Ishaq’s
history of Islam.

Viewing through Howard Zinn’s approach, Western historians seem to
have failed to read the message in between the lines surrounding the
consolation that the Emperor Heraclius had offered to the emissary
of Prophet Muhammad about Islam. More to the point, why an emperor
would give valuable presents to a foreign emissary with conflicting
faith unless the message itself concurred with his thought-pattern
and was valuable to him?

ArmInfo. The United States, France and the Russian Federation,
in their capacity as Co-Chairmen of the OSCE Minsk Group dealing
with the Nagorno- Karabakh conflict, issued the following statement
on March 14, 2008 in the United Nations General Assembly regarding
their decision to vote against the ‘Resolution on the Situation in
the Occupied Territories of Azerbaijan’.

As press service of OSCE headquarters in Vienna told ArmInfo, the
statement reads, in particular: ‘The political-level representatives of
France, the Russian Federation, and the United States, as Co-Chairs of
the OSCE Minsk Group dealing with the Nagorno- Karabakh (NK) conflict,
jointly proposed a set of basic principles for the peaceful settlement
of the Nagorno-Karabakh (NK) conflict to the sides in November 2007
on the margins of the OSCE Ministerial Council in Madrid. These basic
principles are founded on the provisions of the Helsinki Final Act,
including those related to refraining from the threat or use of force,
the territorial integrity of the states, and the equal rights and self-
determination of peoples. The proposal transmitted to the sides in
Madrid comprises a balanced package of principles that are currently
under negotiation. The sides have agreed that no single element is
agreed until all elements are agreed by the parties.

Unfortunately, this draft resolution selectively propagates only
certain of these principles to the exclusion of others, without
considering the Co-Chairs’ proposal in its balanced entirety.

Because of this selective approach, the three OSCE Minsk Group Co-Chair
countries must oppose this unilateral draft resolution. They reiterate
that a peaceful, equitable, and lasting settlement of the NK conflict
will require unavoidable compromises among the parties that reflect
the principles of territorial integrity, non-use of force, and equal
rights of peoples, as well as other principles of international law.

While the three Minsk Group Co-Chair countries will vote against this
unilateral draft resolution, which threatens to undermine the peace
process, they reaffirm their support for the territorial integrity
of Azerbaijan, and thus do not recognize the independence of NK.

At a time when serious clashes have occurred along the Line of
Contact with loss of life, both sides must refrain from unilateral and
maximalist actions either at the negotiating table or in the field."

Call for Submissions

ALMA and ATP Host "A Photographic Journey of Armenia’s Natural Treasures,"
A Juried Exhibition on Armenia’s Evolving Environment

Watertown, MA–The Armenian Library and Museum of America (ALMA) and Armenia
Tree Project (ATP) are organizing a juried exhibition of photographs of
Armenia’s natural environment. The exhibition, entitled "A Photographic
Journey of Armenia’s Natural Treasures," will be displayed in ALMA’s
Contemporary Art Gallery from September 11 through October 9, 2008. The
exhibition will run concurrently with a series of weekly events that
highlight the exhibition’s theme and raise awareness of Armenia’s
environmental challenges.

Eligibility

Anyone with photographs of Armenia’s landscape or natural environment is
encouraged to enter their work for a chance to have it on display and
available for purchase in this exhibition. Entrants need not be of Armenian
descent or trained artists so long as their work is of sufficient quality.

Criteria

Images must adhere to the exhibition’s theme of depicting Armenia’s
ecological heritage. The images need not be of present-day Armenia, but we
encourage submissions that depict both Armenia’s natural beauty and the
current challenges to Armenia’s environment. Photographs entered for judging
should be in digital format, but hard copies are acceptable. (Please do not
send originals as they will not be returned).

How to Enter

Entrants must review and complete the accompanying entry form. Up to 20
digital or hard copy photographs may be submitted for the judging panel to
review. The submitted images must be titled/labeled and accompanied by a
pricelist. Photographs that are chosen for exhibit will be shown in 16 x 20
simple black frames. Artists who want their photography to be in a different
sized frame will be responsible for providing the frame and responsible for
picking-up their work at the end of the exhibition should the work not sell.

Acceptance / Review and Selection Process

Submissions will be reviewed and selections made by a panel consisting of
ALMA and ATP staff, and honorary juror Judy Ann Goldman (see entry form for
juror details). In evaluating the work, the committee will consider the
quality of the photographs and their relevance to the exhibition’s overall
theme and mission. Additionally, the jury aims to select a wide-range of
photography to appropriately represent Armenia’s diverse nature and
landscape. No more than three photographs per entrant will be selected for
display. Each chosen exhibitor will be notified by phone call no later than
June 15, 2008. Exhibitors will be invited to attend a private opening
reception, which will take place on September 14, 2008.

Exhibition Conditions

1. Exhibitors who accept the invitation to display their work(s) must sign
ALMA’s Contemporary Art Gallery Exhibition Policies form.

2. Entrants should set reasonable price levels, keeping in mind that ALMA
and ATP retain 40 percent commission for each sale.

ABOUT ALMA

Founded in 1971, ALMA’s mission is to present and preserve the culture,
history, art and contributions of the Armenian people to Americans and
Armenians alike. Since its inception, ALMA’s collection has grown to over
27,000 books and 20,000 artifacts, making it perhaps the largest and most
diverse holding of Armenian cultural artifacts outside of Armenia. As a
repository for heirlooms, the collection now represents a major resource not
only for Armenian studies research, but as well as for preservation and

ABOUT ATP

Armenia Tree Project (ATP), a Diaspora-supported non-profit organization
(NGO) based in Watertown and Yerevan, conducts vitally important
environmental projects in Armenia’s impoverished and deforested zones and
seeks support in advancing its reforestation mission. Since 1994, ATP has
made enormous strides in combating desertification in the biologically
diverse but threatened Caucasus region. Over 2,000,000 trees have been
planted and restored, and hundreds of jobs have been created for Armenians
in seasonal tree-regeneration programs.

ATP works to further Armenia’s economic and social development by mobilizing
resources to fund reforestation. These vital new trees provide food, wood,
environmental benefits, and opportunities for economic growth. Our goal is
to assist the Armenian people in using trees to improve their standard of

ATP works on three major program initiatives:

ATP has a full-time staff of 82, of whom 76 are employed in Armenia. The
Yerevan branch manages two state-of-the-art tree nurseries and a large-scale
reforestation nursery, partners with villagers to create tree-based
