The 4th international musical festival "National Gallery" continues.

On June 10, in the wall-painting hall of the National Gallery the
penultimate concert of the festival will be held under heading
"Classics of the 20th century".

"Narekatsi" chamber orchestra will give a performance (conductor
Aram Talalian, soloists Nune Asatrian (fortepiano), Syuzi Eritsian
(violin), Armen Maylian (trumpet), Nikolay Poghosian (bassoon)).

The closing ceremony of the festival will be held on June 15.

To recall, "Vivacell" company is the general sponsor of the festival.

Ohanyan met Saturday with James Reynolds, head of the
International Committee of the Red Cross delegation in
Armenia.

Mr Ohanyan appreciated highly the ICRC mission aimed
to preserve supreme human values, Minister’s
spokesman, col. Seyran Shahsuvaryan told
PanARMENIAN.Net.

The Minister drew Mr Reynolds’ attention to the fact
that 5 Armenian citizens (4 civilians and 1
serviceman) kept in Azeri captivity are being
subjected to tortures. He called on the ICRC to urge
Azerbaijan to put an end to inhuman treatment of the
Armenian captives and to assist in their transfer to
the homeland.

The officials also referred to bilateral relations.
-Armenia has always preserved humanitarian principles
and values, which underlie the ICRC activity,-
Minister Ohanyan said.

Reissue of Araratbank’s Bonds to Contribute to ROA Financial Market

Reissue of Araratbank’s Bonds to Contribute to Armenia’s Financial

YEREVAN, June 6. /ARKA/. Reissuing its bonds, the Araratbank is
contributing to the development of Armenia’s financial market and
securities market, USAID Financial Sector Program Development Chief
Robert Singletary said today at a press conference at the Novosti
International Press-Centre, Yerevan.

The Araratbank was the first Armenian commercial bank to issue coupon
bonds in May 2007 and simple bonds in December 2007.

Singletary said USAID approves of the Araratbank’s activities, as the
bank was the first to prove that companies issuing short-term bonds can
prolong them if there is a market demand. He called on other Armenian
commercial banks to follow the Araratbank’s example and reissue bonds.
He said USAID is ready to cooperate with any Armenian company in this
field.

The Araratbank intends to issue nominal coupon bonds worth 400mln drams
($1.3mln). A total of 40,000 18-month bonds worth 10,000 drams with 9%
annual yield will be issued on June 9-24.

The Araratbank OJSC (legal representative of the Armsvyaz Bank) was
established on September 2, 1991. The bank was given N4 banking license
and was later reorganized into an open joint stock company.

The Araratbank’s assets and capital had totaled 26.2bln drams and
5.1bln drams by March 31, 2008. The bank’s first quarterly profit was
216.9mln drams. ($1 -306.64 drams)-0-

IRINA GALSTYAN – CHAMPION

In the chess of competition of 8-years-old in Russia
Armenian chess player Irina Galstyan gained the title
of a champion, she managed to get 8.5 scores from
possible 9 ones.

In the male part of the competition Armenian Pavel
Chilingaryan occupied the second horizontal having 8
scores from 9 ones. Note that the competition was
conducted in Kostroma, Russia. It was over yesterday
in the evening.

Yerkir’s Appeal To The International Community

YERKIR’S APPEAL TO THE INTERNATIONAL COMMUNITY

Alarmed on the recent developments around the "Norashen" Armenian
church in Tbilisi, Georgia, "Yerkir" Union has prepared an appeal
addressed to the international community. The letters containing
appeal were delivered to the state bodies of Georgia (President,
Prime Minister, Chairman of the Parliament, State Minister for
the Reintegration Issues, Minister of Foreign Affairs, Minister of
Education and Science, Minister of Internal Affairs, Minister of
Culture, Monument Protection and Sport), Catholicos-Patriarch of All
Georgia, human rights defender of Georgia, embassies of European Union,
France, Germany, Italy, Russia, Swiss Confederation, United Kingdom,
USA, Vatican, representations of the Council of Europe in Georgia,
United Nations, OSCE, human rights organizations and NGO’s operating
in Georgia.

The letter states:

"Although Georgia has joined and ratified numerous international
documents on freedom of thought, conscience and religion, the
situation regarding the protection of religious rights of minorities
is distressing.

In comparison with the Georgian Orthodox Church, other religious
confessions, and, particularly, Armenian Apostolic and Roman Catholic
Churches (AAC and RCC respectively) in Georgia continually suffer from
discrimination: they do not have a status of public legal entity,
their churches, nationalized by the Soviet regime, 17 years after
the destruction of the Soviet Union still remain unreturned to their
legitimate owners.

The Armenian Apostolic Church demands return of "Norashen", "Surb
Nshan", "Shamkhoretsots Surb Astvadzadzin", "Mughno Surb Gevorg", "Surb
Minas" churches in Tbilisi, and "Surb Nshan" church in Akhaltsikhe.

Numerous international organizations, human rights institutes are
acknowledging the legitimacy of these religious claims and continually
recommending the Georgian government to solve these issues.

The UN Human Rights Committee in its 91st session (October 15-16th,
2007) considering the third periodic report on Georgia about how that
State Party is fulfilling its obligations, under the International
Covenant on Civil and Political Rights, called upon Georgian
authorities

1. To take steps to ensure equal enjoyment of the right of freedom
of religion or belief and ensure that its legislation and practices
conform fully with the international standards

2. To address the problems related to the confiscation of places of
worship and related properties of religious minorities.

The issue of registration of the AAC and RCC and return of their
property is also raised in the US department’s International Religious
Freedom Reports (2005-07), in the Georgian Ombudsman’s reports and
various other documents.

In spite of all these recommendations and appeals, the Georgian
Government continues its discriminatory policy, the apparent
manifestation of which is the recent crisis over the "Norashen"
Armenian Church in Tbilisi. Father Tariel Sikinchelashvili, a senior
priest of the Georgian Orthodox Church, has initiated construction
works on the immediate proximity of "Norashen" and temporarily halted
them down after the insistence and public protests of the Armenian
community.

To clarify the situation, on May 21-22, the fact finding group of
"Yerkir" Union of NGO’s has visited Tbilisi. During the interview
with Father Tariel we have found out that the construction works he
was carrying were authorized by the municipality of Tbilisi.

And although the construction of the surrounding fence (carrying
Georgian religious symbols) has been suspended, it still continues
in the inner yard of the church."

agriculture resigned last week, RA President Serge Sargsian yesterday
appointed three new ministers from the Armenian Revolutionary
Federation Dashnaktsutyun (ARF-D).

According to the presidential decree, Minister of Labor and Social
Affairs Aghvan Vardanyan, Minister of Education and Science Levon
Lazarian and Minister of Agriculture David Lokyan were relieved of
their posts on June 2, 2008.

By another decree, the labor minister’s slot went Arsen Hambartsumyan.

Spartak Seyranyan was appointed RA Minister of Education and Science,
and Aramais Grigoryan got the job of the Minister of Agriculture.

Seyranyan was formerly Chief Editor of the Yerkir Weekly belonging
to ARF-D.

Hambartsumyan worked on the Ministry of Labor and Social Affairs,
and Grigoryan is an MP.

The three Ministers are members to ARF-D coalition party.

Their predecessors resigned on May 29, as they had been elected
members of the ARF-D Bureau.

The latest in a series of bans on the popular video sharing Web site
YouTube has left some asking if the ill-informed move will have any
repercussions on the judiciary’s credibility.

It all started when a Turkish Internet user uploaded a video to
the popular video sharing Web site YouTube last year, saying that
homosexuality began in Greece and that all Greek men are gay. An
angry Greek user responded with an equally childish video, claiming
that Mustafa Kemal Ataturk, the founder of the Turkish Republic,
was gay. Then came the Turkish newspapers, declaring a "virtual war"
between Turks and Greeks on YouTube and calling on Turkish users to
"drown" the Greek videos insulting Ataturk by sending messages of
protest to YouTube administrators urging them to remove the clips.

The newspapers’ online reports on the matter included links to the
videos in question and, not surprisingly, the "virtual war" reports
helped them increase the traffic on the YouTube clips, thus increasing
the number of "clicks" they got. But when the Turkish public set its
attention on the Internet fight after newspaper and television reports,
so did the prosecutors. YouTube was banned by a court decision over
the insulting video and, although access was restored later following
the removal of the clip, banning the popular video sharing Web site
became a popular trend in the months that followed. YouTube has been
banned several times since then — the latest court decision being
issued on May 5 — mostly on the same grounds: insulting Ataturk.

Turkish Internet users trying to access YouTube get an error message
saying that access to the site has been blocked under a court decision,
without stating the court ruling and explaining why the popular Web
site has been banned. The ban does raise questions on freedom of
expression and has been heavily criticized by human rights activists,
particularly in the Western media. But Turkish experts are worried
more about another question: Will the ban, almost impracticable
because of dozens of other ways available to access YouTube, hurt
the credibility of the judiciary.

Despite widespread discontent with the ban, few users in Turkey have
raised their voice against the ongoing limitations. The silence is
not that of assent but of indifference: Despite the court ban that
blocks access to YouTube, the site can be reached through dozens
of other sites. Internet users are enthusiastic about sharing with
other users lists of proxy servers that allow one to access YouTube
and those not yet familiar with the simple tricks to evade the ban
can learn through a quick Internet search.

Nongovernmental organizations, lawyers and Internet professionals
agree that banning YouTube is both incorrect and impractical, saying
the ban is no different than an ostrich sticking its head in the sand
or burning an entire library because of a single book. They warn the
ban might in the end harm the courts the most since the failure in
implementing it in practice is likely to undermine public confidence
in the judiciary.

Speaking to Today’s Zaman, Turkish Informatics Association (TBD)
Chairman Turhan MenteÅ~_ emphasizes the lack of efficient laws
on information technology and complains that a court unfamiliar
with the Internet and its technology is allowed to issue decisions
regulating them.

"The practical implementation of the decision is impossible. Before
issuing a law, they have to think about its feasibility. Otherwise,
its credibility in the eyes of people decreases to a large extent,"
he says. Noting that blocking YouTube damages the prestige of the
state, MenteÅ~_ said, "While there are many more Web sites that
have the same type of videos — deemed to be humiliating Ataturk —
on the net, only YouTube is blocked because it is very popular."

Comparing the blocking of YouTube to ostriches burying their heads
into the sand, he said the Web site is accessible everywhere other
than Turkey and that there are other ways to access to the site from
within Turkey. He also indicated that Turkey does not suffer from the
lack of laws on prohibition of online child pornography and online
gambling, yet regulations on information sharing Web sites like
YouTube are quite limited. Unlike foreign press comments linking
the YouTube ban to the problem of freedom of expression in Turkey,
MenteÅ~_ claimed that YouTube and cases of freedom of expression,
such as court cases brought against novelist Orhan Pamuk and slain
Turkish-Armenian journalist Hrant Dink, have nothing in common because
there is no state security implication in the case of YouTube.

"The court must abstain from decisions which will show it to be
incompetent," said Ozgu Eralp, a lawyer and a member of the Ankara Bar
Association. "If the decision cannot be implemented, it will bring to
mind questions about its power. Is it a crime to access YouTube via
other Web sites? We do not know this. There is no indication about
this in the law."

He also recalled that it is technically possible to block only
problematic videos, yet that would require technical competence
and information on the use of particular software. "Sometimes it is
necessary to block Web sites exhibiting child porn videos or abetting
drug usage or suicide. Therefore we cannot say that we are totally
against blocking Web sites. However, YouTube is a beneficial site,
and its block prevents us from accessing necessary information,"
Eralp said.

In a panel discussion organized in early May by the Ankara Bar
Association over filtering Web sites and fighting crime committed
through the Internet, Mustafa Akgul — an assistant professor at
Ankara’s Bilkent University — said there are more than 100,000 videos
on İstanbul and almost 40,000 videos about Ataturk on YouTube and
asks, "Who are you punishing with the ban?"

He recalled the movie "Midnight Express," which deviates from the book
in its portrayal of Turkish people by presenting them in a negative
light. It was prohibited in Turkish theaters. Akgul said Turks could
not comment on the movie because they were unable to watch it.

A manager of Turk.internet.com, a Web site for Internet technology
professionals, Fusun Sarp Nebil, said that it was wrong to block an
entire Web site instead of only problematic pages; she noted that
886 Web sites were blocked in Turkey in 2006 and compared the ban on
YouTube to "burning the entire library because of one book."

YouTube officials claim that the Web site helps users raise their
voices and express themselves through videos they upload and recalls
that users accept the terms and conditions before uploading their
videos. They are also open to communication and cooperation with
local administrators if contents of videos are illegal under local
administrations’ laws. Bilisimhukuku.net, a Web site on information
law, says inappropriate videos can be flagged through the "flag this
video" option. In this way allegedly inappropriate videos are sent to
the authorities and they are removed from the site if the authorities
deem the video violates the Web site’s terms and conditions.

Other countries that block YouTube

The popular information sharing Web site has been blocked in many
countries for reasons similar to those of Turkey in 2008. In February
Pakistani authorities blocked the Web site for broadcasting videos by
Geert Wilder, an anti-immigrant Dutch politician who said the Quran
incited people to violence. Following the removal of the videos in
question, the ban was lifted. The politician’s videos triggered a
similar ban in Indonesia in April. After a three-day ban ending on
April 11, Indonesian Internet providers lifted the ban on the Web site
and decided to only block individual pages with the videos. Syrian
officials blocked YouTube and various Web sites like Facebook and
Skype, thought to be a danger to state security, while China banned
sites about Tibetan protestors attacking China.

Reprieve Accuses US Of Operating "Floating Prisons"

to house those arrested in its war on terror, according to human
rights lawyers, who claim there has been an attempt to conceal the
numbers and whereabouts of detainees.

Details of ships where detainees have been held and sites allegedly
being used in countries across the world have been compiled as the
debate over detention without trial intensifies on both sides of the
Atlantic. The US government was yesterday urged to list the names
and whereabouts of all those detained.

Information about the operation of prison ships has emerged through
a number of sources, including statements from the US military,
the Council of Europe and related parliamentary bodies, and the
testimonies of prisoners.

The analysis, due to be published this year by the human rights
organization Reprieve, also claims there have been more than 200 new
cases of rendition since 2006, when President George Bush declared
that the practice had stopped.

It is the use of ships to detain prisoners, however, that is raising
fresh concern and demands for inquiries in Britain and the US.

According to research carried out by Reprieve, the US may have used
as many as 17 ships as "floating prisons" since 2001. Detainees are
interrogated aboard the vessels and then rendered to other, often
undisclosed, locations, it is claimed.

Ships that are understood to have held prisoners include the USS Bataan
and USS Peleliu. A further 15 ships are suspected of having operated
around the British territory of Diego Garcia in the Indian Ocean,
which has been used as a military base by the UK and the Americans.

Reprieve will raise particular concerns over the activities of
the USS Ashland and the time it spent off Somalia in early 2007
conducting maritime security operations in an effort to capture
al-Qaida terrorists.

At this time many people were abducted by Somali, Kenyan and Ethiopian
forces in a systematic operation involving regular interrogations
by individuals believed to be members of the FBI and CIA. Ultimately
more than 100 individuals were "disappeared" to prisons in locations
including Kenya, Somalia, Ethiopia, Djibouti and Guantanamo Bay.

Reprieve believes prisoners may have also been held for interrogation
on the USS Ashland and other ships in the Gulf of Aden during this
time.

The Reprieve study includes the account of a prisoner released from
Guantanamo Bay, who described a fellow inmate’s story of detention on
an amphibious assault ship. "One of my fellow prisoners in Guantanamo
was at sea on an American ship with about 50 others before coming to
Guantanamo … he was in the cage next to me. He told me that there
were about 50 other people on the ship. They were all closed off in
the bottom of the ship. The prisoner commented to me that it was like
something you see on TV. The people held on the ship were beaten even
more severely than in Guantanamo."

Clive Stafford Smith, Reprieve’s legal director, said: "They choose
ships to try to keep their misconduct as far as possible from the
prying eyes of the media and lawyers. We will eventually reunite
these ghost prisoners with their legal rights.

"By its own admission, the US government is currently detaining at
least 26,000 people without trial in secret prisons, and information
suggests up to 80,000 have been ‘through the system’ since 2001. The
US government must show a commitment to rights and basic humanity by
immediately revealing who these people are, where they are, and what
has been done to them."

Andrew Tyrie, the Conservative MP who chairs the all-party
parliamentary group on extraordinary rendition, called for the US
and UK governments to come clean over the holding of detainees.

"Little by little, the truth is coming out on extraordinary
rendition. The rest will come, in time.

Better for governments to be candid now, rather than later. Greater
transparency will provide increased confidence that President
Bush’s departure from justice and the rule of law in the aftermath of
September 11 is being reversed, and can help to win back the confidence
of moderate Muslim communities, whose support is crucial in tackling
dangerous extremism."

The Liberal Democrat’s foreign affairs spokesman, Edward Davey, said:
"If the Bush administration is using British territories to aid and
abet illegal state abduction, it would amount to a huge breach of
trust with the British government. Ministers must make absolutely
clear that they would not support such illegal activity, either
directly or indirectly."

A US navy spokesman, Commander Jeffrey Gordon, told the Guardian:
"There are no detention facilities on US navy ships." However, he added
that it was a matter of public record that some individuals had been
put on ships "for a few days" during what he called the initial days
of detention. He declined to comment on reports that US naval vessels
stationed in or near Diego Garcia had been used as "prison ships".

The Foreign Office referred to David Miliband’s statement last February
admitting to MPs that, despite previous assurances to the contrary,
US rendition flights had twice landed on Diego Garcia. He said he
had asked his officials to compile a list of all flights on which
rendition had been alleged.

CIA "black sites" are also believed to have operated in Thailand,
Afghanistan, Poland and Romania.

In addition, numerous prisoners have been "extraordinarily rendered"
to US allies and are alleged to have been tortured in secret prisons
in countries such as Syria, Jordan, Morocco and Egypt, The Guardian
reports.

Toronto District School Board Reaffirms the Teaching of the Armenian Genocide

Toronto–At a special meeting on June 2 the Program and School
Services Committee (PSSC) of the Toronto District School Board (TDSB)
unanimously approved the recommendation of its Review Committee (RC)
and its Director to include the Armenian Genocide in its Grade 11
genocide curriculum. Turkish groups have, in the past six months,
lobbied against the inclusion of the Armenian Genocide in the Grade 11
curriculum. The PSSC recommendation now goes to the board’s June 25th
meeting for final adoption.

At the beginning of the meeting, the committee provided 20 minutes
each for the Turkish and Ukrainian community representatives to make
an oral deputation in regard to their concerns about the curriculum.

The Council of Turkish Canadians (CTC) objected to the inclusion of
the Armenian Genocide in the curriculum and called for its
removal. Furthermore, CTC threatened to take legal measures to halt
the introduction of the curriculum if the board did not consent to the
CTC demand.

A representative of the Muslim Canadian Congress, Farzana Hassan,
turned the curriculum teaching issue to a religious crusade. She
accused the board and the Western world of religious bias. She made
similar accusations against Canadian media, specially the Globe and
Mail and the Toronto Star newspapers. Two Turkish parents also made
presentations.

Ukrainian community representatives commended the board for
introducing the "worthy program", but they objected to the omission of
the Ukrainian famine/genocide from the curriculum. They urged the PSSC
to reconsider the exclusion of the Ukrainian case.

In responding to a question from trustee Gerri Gershon, David Rowan,
associate director of TDSB, reassured the Ukrainian community that the
Ukrainian famine /genocide, even though it is not in the curriculum as
a separate unit on its own, it will be discussed and taught in many
forms during the curriculum teaching.

After the presentations, the committee unanimously voted to adopt the
recommendations without any changes.

Based on yesterday’s meeting and the approval of the recommendations,
the Armenian Genocide will be part of the Grade 11 genocide curriculum
and it will be taught as one of the three case studies along with the
Holocaust and the Rwandan Genocide and as a separate unit.

In regard to Barbara Coloroso’s book, Extraordinary Evil: A Brief
History of Genocide, even though it will not be required reading, it
will be included in the curriculum as resource material.

Representatives of the Armenian National Committee of Canada (ANCC),
the Greek and Cypriot communities, Zoryan Institute, the Armenian
Certified Teachers Association, the Armenian Community Centre of
Toronto, Armen Karo Student Association, the Armenian National
Committee of Toronto, and many other supporters of the curriculum
turned out in large numbers to attend the meeting.

ANCC President, Dr. Girair Basmadjian, commended the TDSB for
upholding its moral and ethical principles and for not wavering in the
face of unprecedented revisionist campaign to falsify and rewrite the
history of the Armenian Genocide. -By approving the recommendations,
TDSB proved that the Turkish government interference and manipulation
of academic institutions and its attempt to suppress freedom of
expression is a failed policy. We are confident the curriculum will
create better understanding between Turkish and Armenian students and
will help them rationalize their common history,- stated
Dr. Basmadjian

Aris Babikian, executive director of ANCC, criticized the Turkish
representatives who tried to use an educational forum to promote
unsubstantiated accusation against the Armenian community by
insinuating that Armenians are teaching hatred against Turks in their
churches, schools and community centres. -Once again, we would like to
emphasize that we do not have any conflict with the Canadian-Turkish
community. At issue is the Turkish government’s denial policy. A
policy which Turkish ultranationalist are using to whip hysteria and
animosity between the two people. A policy which simply does not fit
with the school boards view of history, nor that of Canadians
generally,- said Babikian.

The Armenian national football team played a 0-0 draw with the team
of Greece – the current European Champion – in a friendly match held
in the German city of Offenbach.

Armenia started brightly and had a good chance to go in front on 15
minutes when Levon Pachajyan, after taking advantage of an error by
Sotiris Kyrgiakos, shot from the edge of the box only for Greece
goalkeeper Antonis Nikopolidis to save well at full stretch. Five
minutes later, Nikopolidis was called on again to block Marcos Piseli’s
long-range effort.

Greece had their best chance on 30 minutes, when Giorgos Karagounis
worked space for himself and sent over a pin-point cross to Dimitris
Salpingidis, who headed just over. Two minutes later, Armenian
