Azerbaijan uses the factor of Islamic solidarity in its own interests,
said Armenia’s Ambassador to Kuwait.

"The Azerbaijani-imitated resolution that was adopted by the UN General
Assembly is a direct evidence of this," Ambassador Vahagn Melikyan
(residence in Abu-Dhabi) said at a meeting with Foreign Minister of
Kuwait, Dr. Muhammad Al-Sabah.

"One-sided resolutions do not contribute to resolution of the Nagorno
Karabakh conflict but can tense the situation and be used by Azerbaijan
as a trump card in its warlike position," he said.

On March 14, 2008, with a vote 39 to 7 and 100 abstentions, the
UN General Assembly passed a resolution on Nagorno Karabakh urging
"immediate withdrawal of Armenian forces from the occupied territories
of Azerbaijan."

For his part, Dr. Al-Sabah said his country wants a resolution for
the Karabakh problem via peaceful talks and in compliance with the
norms of international law.

The officials also referred to organization of a visit of Armenian
President to Kuwait.

Ambassador Melikian also met with head of the AAC Kuwait Dioceses,
Archbishop Kyureg Papyan and representatives of the Armenian community,
the RA MFA press office reported.

Monitoring scheduled in the contact line between Azerbaijani and
Armenian troops did not take place

under the mandate of special representative of OSCE Chairman-in-Office
in the direction of Tovuz Region through the Azerbaijan-Armenia
frontline on Thursday has not taken place.

Spokesman for Defense Ministry of Azerbaijan Eldar Sabiroglu told APA,
special representative of OSCE Chairman-in-Office Andrzej Kasprzyk has
proposed to conduct monitoring in the direction of Agdam Village of
Tovuz Region today, but Azerbaijan’s Defense Ministry has not agreed
with that because of security and suggested to conduct monitoring in
the direction of Alibayli Village of Tovuz instead of this. Sabiroglu
said the monitoring didn’t take place because OSCE representatives
didn’t agree with this proposal.

The consultations are underway to introduce a GUAM draft resolution
in the agenda of UN General Assembly for a discussion on ‘frozen
conflicts’.

"The resolution developed by GUAM will certainly be brought into
discussion and no state can prevent it," said Agshin Mehdiyev,
Azerbaijan’s representative to the UN.

Mehdiyev said that the exact date of the discussions will be determined
upon completion of consultations.

"The Resolution introduced to UN by GUAM envisages the conformation
of the territorial integrity of countries suffering from ‘frozen
conflicts’ and Ukraine as well," Mehdiyev said.

He informed that the UN Secretary General Ban Ki-Moon will prepare a
report on the resolution "On the Situation in the Occupied Territories
of Azerbaijan" which was passed by the UN General Assembly on 14
March 2008, Trend Azeri news agency reported.

In April 2002, the Armenian government took A1+ off the air. The
station was the most watched independent TV news channel in Armenia
at that time.

When the A1+ signal ended, thousands gathered on the streets of
Yerevan to protest. Those protests lasted for more than a week.

It was a show of public support that convinced the A1+ director, Mesrop
Movsesyan, that he must find other ways to continue delivering news
to the people of Armenia. He said he knew then that the withdrawal of
the licence didn’t mean that his team of journalists had to be silent.

"The sheer scale of the public protest, when ordinary people realised
that freedom of expression was being attacked through the silencing
of A1+, persuaded us that we had a duty to continue to operate as a
news organisation, even though our transmitters had been turned off."

Movsesyan set up a news agency, a newspaper and websites in Armenian,
Russian and English, in order to continue to provide coverage of
events in Yerevan and the rest of the country.

TV news reports continued to be produced by A1+, but instead of being
broadcast from Yerevan, they were distributed to affiliates in every
region of the small, landlocked country. The affiliate network was
unaffected by the government ruling that silenced A1+.

Since it lost its licence in 2002, A1+ has reapplied for a licence to
broadcast a dozen times and each time it has been refused. In 2003,
Movsesyan took the case to the European Court of Human Rights and a
lengthy investigation followed.

During that investigation, the Armenian government said A1+ lost its
licence because it presented a poor application when the competition
to broadcast took place. Ministers in Yerevan submitted evidence to
the European Court to support the decision to close the TV station.

Announcing the decision in favour of A1+, the Council of Europe
Secretary General Terry Davis, said it was "a victory for freedom of
expression" which "should also serve as a lesson to all governments
inclined to arbitrary interpretations of Article 10 of the European
Convention on Human Rights, which guarantees this essential freedom".

The Council of Europe’s Ministerial Committee will now monitor
Armenia’s implementation of the court decision.

Movsesyan said the court decision merely provides grounds for the
station to bid on available broadcast frequencies. A new tender is
planned for the autumn, when the five-year licence term for a number
of TV companies expires.

Azerbaijan’s external policy regarding Armenian-Azerbaijani conflict
over Nagorno Karabakh should be attacking, said President of Azerbaijan
Ilham Aliyev speaking at the third session of the heads of Azerbaijani
diplomatic missions, Novosti-Azerbaijan reports with reference to
the Azerbaijan state television.

The head of state stressed the need to expose occupational policy of
Armenia on all levels.

He called information of the world community about the truth of
the Armenian-Azerbaijani conflict to be one of the major tasks of
Azerbaijani ambassadors.

Stressed great progress, attained in this direction. The President
noted that Azerbaijan’s territorial integrity is supported on all
levels, international organizations support resolution of Nagorno
Karabakh conflict only in the framework of the territorial integrity
of Azerbaijan.

I.Aliyev said such position is connected with norms of international
law, historical realities and constantly growing influence of
Azerbaijan in the international political arena.

As for the global energy projects, implemented by Azerbaijan and
contributing to world energy security, the head of state noted the
growing prestige of Azerbaijan not only in the region, but also
throughout the world.

Speaking about main priorities of Azerbaijan’s external course,
I.Aliyev noted that Azerbaijani diplomats are responsible for its
successful implementation.

For these purpose, according to the heads of state, Azerbaijani
diplomats, should establish close contacts with state structures
in the countries, where they represent our state, seriously work
for presenting truthful information about Azerbaijan, protect both
political and economic interests of the country.

I.Aliyev also voiced his ideas, regarding other tasks, facing the
Azerbaijani diplomats and gave due instructions.

The delegation headed by the Foreign Minister of the Czech Republic
Karel Schwarzenberg will is arriving in Armenia today on a three-day
official visit.

During the meeting the delegation is scheduled to meet with RA
President Serzh Sargsyan, Catholicos of All Armenians Garegin II, Prime
Minister Tigran Sargsyan and Foreign Minister Edward Nalbandian.

The delegation will visit the Memorial to the Armenian Genocide
victims, Parajanov’s home-museum and the Yerevan Brandy Company.

Hamas and Raising Slogans

Are there any social or ideological slogans that have not been
contaminated by political calculations at some point during the
process? Can one claim that holy or profane action exists in politics
or is politics another field altogether where morality and principles
do not apply? Everybody claims to be a person of principle and to
have political prestige whilst practicing politics, which is immersed
in the calculations and tactics of loss and gain.

Let us look at take some of the numerous examples; Hamas, for
instance, from the outset has acted as a representative of Palestinian
purity in the world of resistance and as a divine representative of
the Palestinian cause. From the beginning, Hamas suggested that it was
different and superior to the stupidity of Palestinian struggle
movements that deal with the cause from an earthly perspective in
contrast to Hamas, which deals with matters from a celestial
standpoint and with a pure soul, in the words of Abdullah Azzam who
was one of the founders of Hezbollah and who wrote `Hamas: Historical
Roots and the Charter.’ For a long time, Hamas continued to use this
kind of discourse, benefiting from the pure revolutionary portrayal of
its symbols such as that of Yahya Ayyash, nicknamed `the Engineer’,
who became a legend as he wore his Palestinian keffiyeh and deceived
the Israeli enemy. This is the case with every `pure’ movement that
must create its own legends and symbols.

After the late Palestinian leader Yasser Arafat and the Fatah movement
returned to Gaza and the West Bank through the Oslo Accords (1993),
and the establishment of the Palestinian Authority, Hamas further
elucidated its distinction from the contaminated political course and
stressed its loyalty to the pure Islamic Palestinian revolution and
not to the Fatah revolution and secular movements that lack the light
of religion. Hamas played the role of the armed opponent that stood
against any agreement or negotiation reached by the Palestinian
Authority with the Israelis, accusing Arafat’s associates of being
traitors and guardians of Israeli security.

Not long after its victory in the legislative elections in January
2006 and its assumption of the premiership with President Mahmoud
Abbas, who sponsors negotiation and peace with Israel; Hamas executed
a coup and took over Gaza based on the pretext of purity of the
revolution. After a change in circumstances since Hamas now has real
power in its hands and Olmert’s government has shown determination in
carrying out a strong military strike against the state of Hamas in
Gaza, Said Siyam, Hamas Interior Minister and strongman, threatened
Fatah’s groups that launched rockets into Israeli settlements. Those
who launched rockets against Israel, who were formerly known as
`Mujahideen’ in the language of Hamas, are now harmful to national
interests. Siyam was praised by the Israeli Defense Minister Ehud
Barak for his rationality.

Has the government of Hamas taken over the role of Israel’s guardian
from Fatah?

The truth is that Hamas does not protect Israel just as Fatah never
acted as a guard for Israel. These are smear campaigns aimed at
embarrassing and tarnishing the opponent. These are accusations of
`morality’ in a world of politics that is only concerned with
interests as mentioned before.

As such, Syria, the country of resistance, which described its
opponents in Arab countries as `products of Israel’ and not real men,
is today `trotting’ towards Israel, in the words of Nizar Qabbani and
other Arab intellects and writers who today remain silent over Syria’s
dash. This can all be understood under the banner of `political
deceit’ that is common in our Arab region. The same can be said about
Iran and the Khomeini revolution, which accuses whoever merely
mentions America or Israel in public, and stirs up conflict everywhere
based on this and underhandedly does everything that is dictated to it
by Iranian interests but uses a different language with the West
during roundtable discussions.

Neither Syria nor Hamas nor Iran is blamed if `morality’ plays a part
in their political discourse and if they follow the concepts of good
and evil and right and wrong in achieving their political
interests. Instead it is those who believe the propaganda and in the
sincerity of politics and politicians towards moral content who are
blamed. All countries, organizations and parties ?’ from America in
the West to our flourishing countries and parties in the Middle East
to the East where the former Soviet Union that once preoccupied the
world with its slogans about social justice and the workers’
revolution ?’ did not in any way share this kind of extremism
whereby state interests were endangered.

It is a historical common practice that political interests are
prioritized before raising any slogans regardless of what they
represent. The more that this or that party or state talks about
slogans the more one should realize that this clamor merely conceals
another movement that contradicts these slogans!

Historically speaking, we can find a lot of evidence that verifies
this everlasting truth that interests are more important than
slogans. When the Ayyubid ruler Al Kamil (1180-1238) conflicted with
his brothers Al Muazzam and Al Ashraf, the nephews of Salahuddin, over
power of course, Al Kamil sought the help of the crusade emperor
Fredrick II at the expense of his brothers. The deal involved the
Muslim king ceding Jerusalem to Frederick II. According to historians,
the two leaders reached a deal in 1229.

When Andalusia was on the verge of falling as a result of the
devastating military campaigns launched by Christian rulers in Spain
before the fall of Granada in 1492, the Muslims of Andalusia quickly
turned towards the Ottomans and Mamluks in Istanbul and Cairo for help
after they had lost all hope in the exhausted countries of the Arab
Maghreb. The Sultan of the Mamluks did nothing but send a threatening
message to King Ferdinand whilst the Ottoman sultan apologized as he
was preoccupied with his war with his Mamluk opponents who threatened
his kingdom, and his dissident brother. He was satisfied with sending
a few ships to take part in a fruitless military skirmish. Meanwhile,
some European kings stood by the Ottoman sultan during his wars
against some emirates or European kings in the hope that they would
benefit or out of fear that they were also under threat; in either
case, it was in their interest to take part.

If we look at modern history, Iran relinquished its support of some
groups in the Gulf after it saw that there were no benefits in having
tense relations with some of the Gulf countries; it left those who
believed in the purity of its slogans to meet their fate. Perhaps this
is what will happen to some of those who raise the revolutionary
slogans of Iran today if the Iranian state sees that its interests lie
in deactivating or changing these slogans. When a conflict erupted
between the government of Azerbaijan and the Armenian secessionists,
the Iranian government stood by the Armenian Christian movement
against the Azerbaijani government that represents a nation with a
Shia majority. The reason behind this is that Iran took its own
interests into consideration.

Every revolution or political moral movement begins vigorously and
defiantly, eradicating anything in its path that advocates a different
discourse because it is a movement that wants to wipe the slate clean
and establish a new dynamic in history. Then after the waves of the
revolution settle within the core of society and within the contents
of political and economic daily activity, the revolution is tamed and
becomes a domesticated horse upon which the state rides led by
interests, the calculation of loss and gain and so on and so forth.

Does this mean that the concept of morality and principles does not
exist in politics? Does this also mean that all politicians belong to
one sect? Not exactly; political movements and orientations are
ultimately expressions of the culture and thoughts of a society. For
example it is impossible to imagine a Marxist movement succeeding in
ruling the United States or that a movement that is hostile towards
religion could rule in the countries of the Arabian Peninsula or in
many other Arab countries.

The idea is that politics, regardless of the society, culture or
identity in which it exists has its own language and calculations. The
language that is uses may vary and examples of craftiness are
numerous; yet the result is always the same. As long as there are
those who will raise slogans, the political fire, which always wants
more, will continue to burn.

-How do you evaluate Russian President Dmitry Medvedev’s visit to
Azerbaijan?

The visit is of great importance in terms of policy. Importance of
the visit will apparently be seen if we take into consideration of
Russia’s role in the settlement of Nagorno Karabakh conflict.

We should try to make Russia recognize Azerbaijan’s territorial
integrity by taking proper measures, not words. We should also try to
make Russia attach particular importance to neighborly relations with
Azerbaijan. Neither the US nor EU has not taken concrete measures to
ensure Azerbaijan’s territorial integrity during 16 years. Russia
voted against Azerbaijan’s territorial integrity in UN General
Assembly. Azerbaijan can carry out energy projects in the region
according to the interests of Russia to restore the territorial
integrity of the country. Azerbaijan can use transmission of its
gas to Russia in the settlement of Nagorno Karabakh conflict. The
Government of Azerbaijan should increase its efforts on it. Russian
proper forces know that prolonging settlement of the conflict has
not positive influence on their interests.

-Does transmission of Azerbaijani gas to Russia cause irritation of
the West?

Certainly, it will have not positive influence on the West. Azerbaijan
has played a great role in European energy security and establishment
of alternative energy corridor. Neither the US nor EU does not differ
from Russia on their positions in the settlement of Nagorno Karabakh
conflict. These countries have not right to protest Azerbaijan. EU
has pursued double police against Azerbaijan. Azerbaijan can reach
an agreement with Russia on this issue on the behalf of the state
interests. Russia should undertake an engagement to ensure Azerbaijan’s
territorial integrity. These factors should be reflected in terms
of contract.

-What issues do the arrests of well-known persons and high-ranking
military officers in Turkey predict?

-The rise of religious forces to power is a threat for any
country. Let’s take into consideration that the society got behind when
Islam was used for the political goals. In fact the last developments
in Turkey are the struggle of those, who try to unite the religion and
politics and supporters of the secular state. I think supporters of
Ataturk ideas will win in this struggle. Era of the religious state
didn’t justify itself and it is passed phase for Turkey. Turkey will
continue its development in legal and democratic state-building.

-In one of the statements you said that you were negotiating with the
opposition parties the issue of single candidate in the elections. Are
you satisfied with the results of the negotiations?

-Discussions are going in this direction. We concluded the discussions
with several parties. Those parties promised to announce their
decisions on the eve of the election campaign.

-Did you solve the problem of headquarter?

-The headquarter problem was almost solved. We addressed President
Ilham Aliyev on this issue and then the issue was attentively reviewed
and on the same day the term of contract was prolonged.

Mediamax was told from the press service of the Central Bank that

Speaker of the National Assembly of Armenia Tigran Torosyan issued a
congratulatory message on the occasion of the Constitution Day. The
message states:

"Dear compatriots,

The Constitution of our country was essentially amended ten years
after it was adopted, receiving a high evaluation from renowned
professional structures as a document that ensures qualitatively new
opportunities for deepening of democracy, defense of human rights and
rule of law. Sure, there is still much to do from the perspective of
making maximal use of these opportunities, but the past three years
confirmed that the reforms have greatly contributed to the development
of structures having the mission to defend constitutional rights and
freedoms in public life, formation of the system of checks and balances
between government structures, thus ensuring greater protection of
our citizens.

I congratulate you on the Constitution Day and wish you success and
full implementation of constitutional guarantees, since the citizen
of the country is strong and therefore the state is powerful with
the knowledge of rights and responsibilities."
