Armenian Americans in celebrating Armenian Independence day in
statement that noted Armenia’s first modern instance of independence
in 1918 and congratulated all Armenians on Armenia’s rebirth in 1991
as an independent state after 70 years of Soviet rule, reported the
Armenian National Committee of America (ANCA).

According to the source, Senator Obama has, at several points during
the campaign season, shared his views on Armenian American issues,
including in a statement this April dedicated to the remembrance of
the Armenian Genocide.

Scholar claims to find medieval Jewish capital

MOSCOW (AP) – A Russian archaeologist says he has found the lost
capital of the Khazars, a powerful nation that adopted Judaism as its
official religion more than 1,000 years ago, only to disappear leaving
little trace of its culture.

Dmitry Vasilyev, a professor at Astrakhan State University, said his
nine-year excavation near the Caspian Sea has finally unearthed the
foundations of a triangular fortress of flamed brick, along with
modest yurt-shaped dwellings, and he believes these are part of what
was once Itil, the Khazar capital.

By law Khazars could use flamed bricks only in the capital, Vasilyev
said. The general location of the city on the Silk Road was confirmed
in medieval chronicles by Arab, Jewish and European authors.

"The discovery of the capital of Eastern Europe’s first feudal state
is of great significance," he told The Associated Press. "We should
view it as part of Russian history."

Kevin Brook, the American author of "The Jews of Khazaria," e-mailed
Wednesday that he has followed the Itil dig over the years, and even
though it has yielded no Jewish artifacts, "Now I’m as confident as
the archaeological team is that they’ve truly found the long-lost
city,

The Khazars were a Turkic tribe that roamed the steppes from Northern
China to the Black Sea. Between the 7th and 10th centuries they
conquered huge swaths of what is now southern Russia and Ukraine, the
Caucasus Mountains and Central Asia as far as the Aral Sea.

Itil, about 800 miles south of Moscow, had a population of up to
60,000 and occupied 0.8 square miles of marshy plains southwest of the
Russian Caspian Sea port of Astrakhan, Vasilyev said.

It lay at a major junction of the Silk Road, the trade route between
Europe and China, which "helped Khazars amass giant profits," he said.

The Khazar empire was once a regional superpower, and Vasilyev said
his team has found "luxurious collections" of well-preserved ceramics
that help identify cultural ties of the Khazar state with Europe, the
Byzantine Empire and even Northern Africa. They also found armor,
wooden kitchenware, glass lamps and cups, jewelry and vessels for
transporting precious balms dating back to the eighth and ninth
centuries, he said.

But a scholar in Israel, while calling the excavations interesting,
said the challenge was to find Khazar inscriptions.

"If they found a few buildings, or remains of buildings, that’s
interesting but does not make a big difference," said Dr. Simon Kraiz,
an expert on Eastern European Jewry at Haifa University. "If they
found Khazar writings, that would be very important."

Vasilyev says no Jewish artifacts have been found at the site, and in
general, most of what is known about the Khazars comes from
chroniclers from other, sometimes competing cultures and empires.

"We know a lot about them, and yet we know almost nothing: Jews wrote
about them, and so did Russians, Georgians, and Armenians, to name a
few," said Kraiz. "But from the Khazars themselves we have nearly
nothing."

The Khazars’ ruling dynasty and nobility converted to Judaism sometime
in the 8th or 9th centuries. Vasilyev said the limited number of
Jewish religious artifacts such as mezuzas and Stars of David found at
other Khazar sites prove that ordinary Khazars preferred traditional
beliefs such as shamanism, or newly introduced religions including
Islam.

Yevgeny Satanovsky, director of the Middle Eastern Institute in
Moscow, said he believes the Khazar elite chose Judaism out of
political expediency ‘ to remain independent of neighboring Muslim and
Christian states. "They embraced Judaism because they wanted to remain
neutral, like Switzerland these days," he said.

In particular, he said, the Khazars opposed the Arab advance into the
Caucasus Mountains and were instrumental in containing a Muslim push
toward eastern Europe. He compared their role in eastern Europe to
that of the French knights who defeated Arab forces at the Battle of
Tours in France in 732.

The Khazars succeeded in holding off the Arabs, but a young, expanding
Russian state vanquished the Khazar empire in the late 10th
century. Medieval Russian epic poems mention Russian warriors fighting
the "Jewish Giant."

"In many ways, Russia is a successor of the Khazar state," Vasilyev
said.

He said his dig revealed traces of a large fire that was probably
caused by the Russian conquest. He said Itil was rebuilt following the
fall of the Khazar empire, when ethnic Khazars were slowly assimilated
by Turkic-speaking tribes, Tatars and Mongols, who inhabited the city
until it was flooded by the rising Caspian Sea around the 14th
century.

The study of the Khazar empire was discouraged in the Soviet
Union. The dictator Josef Stalin, in particular, detested the idea
that a Jewish empire had come before Russia’s own. He ordered
references to Khazar history removed from textbooks because they
"disproved his theory of Russian statehood," Satanovsky said.

Only now are Russian scholars free to explore Khazar culture. The Itil
excavations have been sponsored by the Russian-Jewish Congress, a
nonprofit organization that supports cultural projects in Russia.

"Khazar studies are just beginning," Satanovsky said.

Invitations for Dialogue Near Completed, Pending Armenian Agreement on
Representative in Talks

President Michel Suleiman’s office has sent out letters inviting the
political parties to the national dialogue scheduled to start
Sept. 16. The invitations, however, were not entirely completed,
pending Armenian agreement on who would represent them in the talks.

News reports on Sunday said no invitation has been sent to any
Armenian official until they agree on a representative.

Preparations were underway for the re-launch of dialogue at 11:00 am
on Tuesday at Baabda Palace.

Invitations were sent to the leaders of Lebanon’s 14 political parties
only and not to their aides, unlike the previous dialogue which was
launched in March 2006 but was interrupted five months later following
Israel’s summer war on Lebanon.

World Champion Viswanathan Anand bowed out of contention for a top
finish in the Bilbao Grand Slam final chess tournament after losing
from a better position against Levon Aronian of Armenia in the eighth
round here.

After suffering his second loss in the tournament, Anand’s number one
world ranking also came under threat and unless there is a revival in
fortunes of the Indian ace, he stands to lose some precious rating
points as well from the tournament.

On another day of ‘bloody battles’ former world champion Veselin
Topalov scored his second victory over Magnus Carlsen of Norway to
regain sole lead while Vassily Ivanchuk’s new-found form helped him
grind Teimour Radjabov of Azerbaijan.

With just two more rounds remaining in the double round robin event
with a soccer-like scoring system, Topalov has 14 points. He is
followed by Aronian at 12.

Ivanchuk and Carlsen share the third spot with 11 points apiece while
Anand and Radjabov are now distant joint fifth having just 6 points
apiece.

For Anand, there were two disturbing things from the defeat against
Aronian. One he lost with white and secondly he misplayed a superior
endgame.

It was a Scotch opening that gave Anand slightly better prospects
after the queens got traded early and the Indian nursed his position
well to reach a better rook and minor piece endgame.

After winning a pawn, disaster struck Anand as he lost control in
quick time. Aronian took his chances and turned the tables with some
deft manoeuvres. It was a bad day in office for the world champion
when nothing went right. Aronian’s technique has not been in question
for a long time now and he proved why. Queening one of the pawns, the
Armenian got the full point in 75 moves.

Topalov Carlsen was a very exciting affair. The Bulgarian had gone for
the King pawn opening not afraid of meeting Carlsen’s Dragon, which
indeed came on the Board.

Carlsen played a theoretical novelty and he continued to play fast in
the early middle game showing deep preparation but Topalov managed to
get an advantage anyway with some finely crafted manoeuvres.

Experts started to believe in Carlsen’s chances again after Topalov
missed a few clear wins, pointed out by the computer, but the
Bulgarian proved that the human way was also good enough. The game
lasted 42 moves.

Ivanchuk came under tremendous time pressure but the ability to play
fast and correct helped him gain a full point against Radjabov in a
Sicilian defense game.

With 16 moves to go Ivanchuk was left with just one minute against two
of Radjabov and while both were blitzing out the moves Radjabov made a
few inaccuracies and lost an exchange that proved decisive.

RA Foreign Minister Edward Nalbandian’s visit to Georgia started on
September 12. Upon his arrival in Tbilisi, Minister Nalbandian had a
meeting with his Georgian counterpart Eka Tkeshelashvili.

The interlocutors discussed the latest developments in the region and
the opportunities for coming out of the situation established. In this
regard, the Armenian Foreign Minister expressed hope that the efforts
of the international community targeted at the peaceful resolution of
the existing problems will pave the way for resolving the issue
exceptionally in a peaceful way, through negotiations and dialogue.

Minister Nalbandian expressed gratitude to the Georgian authorities for
the support in ensuring the safe return of Armenian tourists from
Adjaria. Upon the request of Eka Tkeshelashvili, Edward Nalbandian
presented the latest developments in the negotiation process on the
Karabakh conflict settlement, as well as the possibilities of
normalizing the Armenian-Turkish relations.

The interlocutors turned to the cooperation between Armenia and Georgia
within international organizations. Edward Nalbandian invited his
Georgian counterpart to visit Armenia. The meeting of the two Ministers
was followed by a joint press conference.

Later Edward Nalbandian met with the Prime Minister of Georgia Lado
Gurgenidze. During the negotiations at the Georgian Government RA
Foreign20Minister emphasized the necessity of uninterrupted export and
import of goods to Armenia through Georgian territory, and thanked the
Georgian authorities for reconstruction of the damaged railway bridge
and the willingness to cooperate with Armenia on the matter.

Edward Nalbandian and Lado Gurgenidze discussed a broad framework of
issues related to bilateral economic cooperation.

Armenia’s Foreign Minister and Georgia’s Prime Minister turned to
bilateral economic cooperation, attaching importance to the soon
conduct of the recurrent sitting of the Intergovernmental Commission,
as well as the opportunity of a meeting between the Prime Ministers of
Armenia and Georgia. Minister Nalbandian and Prime Minister Gurgenidze
also discussed questions Georgian Armenians are concerned about.

The same day Minister Nalbandian was received by the President of
Georgia Mikheil Saakashvili. Minister Nalbandian noted that Armenia is
probably the country most interested in Georgia’s stability, security
and peace not only because it realizes 70% of commodity turnover
through Georgian territory, but also because the two neighbor countries
and peoples are linked with centuries-old friendship.

At Mikheil Saakashvili’s request, Minister Nalbandian presented the
situation of the process of peaceful settlement of the Karabakh issue
and the perspectives of normalization of the Armenian-Turkish relations.

Issues connected with Armenian President Serzh Sargsyan’s forthcoming
official visit to Georgia were also discussed.

On September 13 at the Armenian Embassy in Georgia Edward Nalbandian
met with representatives of the Georgian-Armenian community. During the
meeting Minister Nalbandian presented the main directions and
priorities of Armenia’s foreign policy. He turned to the functions of
the Diaspora Ministry to be established in Armenia.

The same day Minister Nalbandian returned to Yerevan.

Matthew Bryza. A wide range of issues related to the current stage and
prospects of the Nagorno Karabagh conflict and recent developments in

advocates peaceful settlement of the Karabagh-Azerbaijani conflict with

WASHINGTON, DC – The Armenian National Committee of America (ANCA)
played its part this week in the successful start to the Save
Darfur Coalitions Million Postcard campaign with remarks by
Executive Director Aram Hamparian at the campaign’s national
launch.

The aim of the campaign, supported by a broad range of human
rights, ethnic, advocacy, and faith-based partners, is to ensure
that the two Presidential candidates, John McCain (R) and Barack
Obama (D), honor their joint pledge to demonstrate "unstinting
resolve," once in office, to end the genocide taking place in the
Darfur region of Sudan.

The Washington, DC program opened with a prayer by noted Reverend
Kim Barnes, and featured welcoming remarks by Save Darfur President

Gloria White Hammond, and prominent radio and television
personality Joe Madison. Hamparian closed the event with remarks

Pride, Sadness, and Hope.

I’m proud today that Armenians, as descendents of genocide
survivors, can give back in this small way – helping to ensure that
the terrible lessons of our experience can in some way ensure that
such horrors are not again visited upon others.

Saddened that – with such broad-based efforts, with such tremendous
public awareness – we are still witnessing ongoing slaughter in
Sudan – without, as has been the case for more than a century – any
meaningful intervention by the United States or the international
community.

Hopeful because this campaign – at this vital moment on the eve of
the presidential elections – leverages Save Darfur’s tremendous
work to get the noble cause of ending this genocide high on the
agenda of the next President from day one.

Hopeful that we can help reshape how American foreign policy views

ANKARA: NATO Allies Turkey And US May Engage In Row Over Black Sea

NATO ALLIES TURKEY AND US MAY ENGAGE IN ROW OVER BLACK SEA

The ongoing conflict in the Caucasian nation of Georgia has accelerated
a recent historical rapprochement between Turkey and Armenia, though
caution is still called for in the development of these ties.

Turkey officially recognized Armenia following the demise of the Soviet
Union in the early 1990s, but did not initiate diplomatic relations. In
order for ties between Turkey and Armenia to be normalized in the
years ahead, Armenia will need to recognize its borders with Turkey and
abandon its official position of seeking territory from its neighbour.

"If Armenia takes such an important step, Turkey may apologize to
Armenians for the events of World War I, which resulted in the deaths
not only of Armenians but also of Turks," a Turkish diplomat said in
reference to an interview in the Taraf daily on Sept. 9 with former
Turkish Ambassador Volkan Vural.

Turkish President Abdullah Gul visited Yerevan on Sept. 6 to watch
a soccer match between the two countries’ national teams with
Armenian President Serzh Sargsyan, which resulted in a Turkish 2-0
victory. Though the Armenian team was defeated, this "soccer diplomacy"
has opened a channel for dialogue between the two countries.

Due to the historical enmity between the two nations, we cannot expect
bold steps to be taken by either capital immediately, but Turkey
may open its border with Armenia to enable open trade, enforcing the
"diplomacy follows trade" rule.

Though the Georgian conflict coincided with the recent soccer match,
the invitation extended by Sargsyan to his Turkish counterpart came
a long time ago. But the conflict illustrated the need for countries
in and around the volatile Caucasus to reconcile in the name of peace
and prosperity for the future.

It is also important that Armenia and Azerbaijan take steps toward
solving their long-standing dispute over Nagornyy Karabakh, an
Azerbaijani enclave populated mostly by Armenians. Azerbaijan, Turkey’s
close ally, has played a role in hijacking Ankara’s rapprochement
with Yerevan.

Ankara supports wider autonomy being given to the Armenians in
Nagornyy Karabakh and an agreement among the parties to open the Lacin
corridor, which will provide Turkey with direct access to Azerbaijan
via Azerbaijan’s Naxcivan Republic bordering Turkey.

While the Georgian conflict helped open dialogue between Turkey and
Armenia, it has also reopened some contentious issues, such as the
1936 Montreux Convention regulating the passage of ships to the Black
Sea via the Turkish Straits.

Russia, which intervened militarily in Georgia’s conflict with South
Ossetia in early August, is now making a big fuss over the NATO and
US presence in the Black Sea, though Ankara has repeatedly emphasized
that the military ships of Washington and other non-littoral states
do not violate the Montreux Convention.

In an interview with the NTV news station yesterday, Turkish Foreign
Minister Ali Babacan reaffirmed that NATO or US ships are sailing
in the Black Sea within the boundaries of the convention and that
none of the Montreux signatories have sought any revision of the
decades-old convention.

Babacan’s statement comes at a time when the US is reportedly preparing
to ask Turkey to reopen talks on the Black Sea to allow US ships to
sail freely without the limitations of the Montreux Convention.

The US-led war in Afghanistan in 2001, followed by the US invasion
of Iraq in 2003, have diverted Washington’s attention to Asia and
the Middle East from the Black Sea over the past several years.

According to US sources, the conflict in Georgia has changed the
dynamics in the Black Sea and since the situations in both Afghanistan
and Iraq have stabilized in the last four to five years – though
wars in both nations are still ongoing – it is time for Washington
to restart talks with Ankara over the US role in the Black Sea.

It is not clear at this stage whether possible renewed US requests will
take a form that will necessitate any revision of Montreux. But the US
has repeatedly claimed that US ships can sail without any limitations
in the Black Sea without any revision to the Montreux Convention.

Turkey has been trying to keep the US from establishing a presence in
the Black Sea that will violate the Montreux Convention out of a fear
that heavy US involvement may carry the danger of attempts by one or
more signatory states to press for a revision of the convention at
the expense of Ankara’s control over the strategic Turkish Straits.

The Georgian conflict has reopened old tensions while creating new
opportunities for Ankara, such as the dialogue with Armenia. But
Turkey will have a serious headache if and when the US, its close ally,
starts being pushy in the Black Sea again.
