/PanARMENIAN.Net/ Armenian leader Serzh Sargsyan will depart for
Bulgaria on a formal visit on December 10.

A private meeting with Bulgarian President Georgi Parvanov will be
followed by expanded talks and conclusion of a joint Statement.

The leaders are also expected to sign an agreement on conduction
of Days of Bulgarian Culture in Armenia in 2009 and Days of Armenian
Culture in Bulgaria in 2010, a protocol on exclusion of double taxation
and a number of other documents.

Mr. Sargsyan and Mr. Parvanov will take part in the opening ceremony
of an Armenian-Bulgarian business forum.

The Armenian President will also have a working dinner with Bulgarian
Prime Minister Sergei Stanishev, will meet with chairman of the
National Assembly Georgi Pirinski and will attend the Armenian Embassy
in Sofia and an exhibit of Sergei Parajanov’s collages.

-The final destination on my recent seven-country epic tour of
the volatile Caucasus was Baku, Azerbaijan. One of my commitments
during this short visit was to give a lecture at the Azeri Ministry
of Foreign Affairs University. About four dozen former ambassadors,
faculty members and students attended my presentation.

While it is admittedly a challenge to try and define the complex
political, strategic situation in the Caucasus to a North

American readership, it is decidedly much dodgier when you attempt the
same thing with an audience composed of active participants from the
region. Given the level of tension that still exists between Azerbaijan
and Armenia over the disputed territory of Nagorno-Karabakh, almost
every word you could utter has potential to be contentious. In 1991,
when Azerbaijan declared independence from the collapsing Soviet Union,
the ethnic Armenian majority in the province of Nagorno-Karabakh held
its own referendum in which it unilaterally declared the region to
be independent from Azerbaijan.

While inter-ethnic violence had already begun to increase in this
region at an alarming rate during the late 1980s, the declared
secession of Nagorno-Karabakh sparked an all-out war between the Azeris
and Armenians. To support the ethnic Armenians of Nagorno-Karabakh,
troops from the neighbouring Republic of Armenia first forced a
land corridor

into the disputed province. Then, over the course of two bloody years
of combat, the

Armenians captured and ethnically cleansed seven additional Azeri
provinces around

Nagorno-

Karabakh to create what they call a ‘security zone.’

At the beginning of my lecture, I mentioned my travels to
Nagorno-Karabakh’s capital city, Stepanakert. As soon as I said the
word, a low grumble came from my audience, hands shot up and a bright,
young Aziri student rose to admonish me.

"You mean the city of Henkendi?" he asked.

I had to admit that I had never heard of that word, and from the
highway signs to maps to written accounts of the war, I had only ever
seen the name Stepanakert.

"Henkendi was the old Azeri- Turkic name of the capital, but the
Soviets changed it to Stepanakert in the 1920s," I was advised. On
Azeri maps published since their independence from the Soviet Union,
all place names have been replaced with the former Turkic ones. This
renaming process was also conducted by the Armenians, and, as it had
been very difficult to find accurate maps of the region in Canada,
I had acquired one in Yerevan.

This particular map had been produced in 2002 by the

Armenians and it included a separate handy chart which listed all
the former place names juxtaposed with the current ones. Despite the
catalogue of name changes, I was still unable to accurately correspond
some of my research to a location on the map. Outside of Baku at a
refugee camp, I had interviewed 28 Azeri survivors of the Feb. 26,
1992 massacre in the town of Khojaly. On that fateful night a combat
force of Armenians had routed the Azeri militia and completely cleansed
the Azeri enclave of all inhabitants. In the process, 613 Azeris were
killed -mostly civilians -including 83 small children. Thousands more
were injured or missing.

At the time, Human Rights Watch reported this incident to be "the
largest massacre to date in the conflict" and Azerbaijan subsequently
declared Feb. 26 to be a national day of mourning.

Following my lecture, I asked one of the Azeri students to find Khojaly
on my Armenian-produced map. After a protracted, head scratching
silence, he looked up bewildered and said, "it’s not there -they’ve
simply erased it from existence."

There are always at least two sides to the history of every conflict,
but in the Caucasus that divide seems wider and deeper than most.

Political forces represented in the Armenian Parliament commented
mutual statement of heads of the Russian and French foreign ministries
and aid of the U.S state secretary on Karabakh problem adopted on 4
Dec. in Helsinki.

Stepan Safaryan, secretary of Heritage oppositional faction, stressed
that solution of Karabakh problem is strongly included in agenda
of European organizations, time to imitate talks for the conflict
parties passed and it is time to make concrete decisions.

Avet Adonts, member of Flourishing Armenia parliamentary faction, named
the statement of Minsk group representatives as the positive document.

Grayr Karapetyan, vice speaker of parliament, who represents
Dashnaktsutun faction, stated that the statement became confirmation
of Moscow declaration’s provisions and didn’t contain ant new
postulate. He was surprised of irresponsible and mutually exclusive
statements of U.S. Ambassador Matthew Bryza, the OSCE Minsk group
co-chair. It is evidence of the fact that the U.S diplomat doesn’t
discharge his obligations seriously and expresses what he wishes as
real, according to parliament MP.

YEREVAN, DECEMBER 4, ARMENPRESS: Armenian Prime Minister Tigran
Sargsyan received today delegation of the European Bank for
Reconstruction and Development which consisted of the head of the
Yerevan office of EBRD Michael Weinstein, directors of offices of
the bank in other countries, representatives of European community.

Governmental press service told Armenpress that greeting the guest,
the prime minister expressed assurance that the visit of the EBRD
delegation will give new impetus to the further consolidation and
boosting of cooperation between the bank and Armenia.

Referring to the priorities of the cooperation with EBRD, Tigran
Sargsyan pointed out the expansion of support to small and medium-sized
enterprises, development of infrastructures, formation of free trade
zones development of capital market.

Armenian prime minister presented to the delegation the current state
of the Armenian economy, 2009 programs, negative impact of global
financial crisis on Armenia.

The members of the delegation presented their viewpoints and opinions
over the raised issues, referred to the activity of the bank in the
conditions of world financial and economic crisis.

During the meeting the interlocutors also referred to the relations of
Armenia with neighboring countries. Armenian prime minister said that
Armenia is interested in having stable and predictable neighbors and
greets Turkey’s strive to become member of EU. According to him,
reforms taking place in Turkey will make the country stable and
predictable.

Krekorian Named Assistant Majority Leader of State Assembly

SACRAMENTO, CA – Speaker of the Assembly Karen Bass (D-Los Angeles)
today appointed Assemblymember Paul Krekorian (D-Burbank) to serve as
the Assistant Majority Floor Leader of the State Assembly. The post is
the third-ranking leadership position in the Assembly after the Speaker
herself.

TBILISI: Armenian Parliament Receives 2009 Budget

The Armenian Parliament has adopted the budget for 2009. This consists
of expenditure of more than USD 3.3 billion. PM Tigran Sarkisian stated
that GDP in 2009 will reach USD 13.7 billion and growth will be 9.2%.

Next year imports will increase by 20%, reaching USD 4.3 billion,
but exports by 10%, reaching USD 1.3 billion. The negative trade
balance will be USD 3 billion. The country’s total state debt will
reach USD 2.2 billion, 16.1% of GDP. 13.1% of this is external debt.

Budget income is the nearly the same as expenditure. The deficit
comes to approximately USD 13 millions, around 1% of GDP.

Education will receive USD 416 million in funds, healthcare USD
215 million and social care USD 827 million. The average salary of
teachers will now be around USD 380 and doctors’ approximately USD 300.

The Deputy Prime Minister of Armenia Armen Gevorgyan had a range
of meetings in the Council of Europe, reported the public relations
department of the Ministry of Territorial Administration. The Deputy
Prime Minister had a meeting with the Deputy Secretary General of
Council of Europe Maud Boer de Boer-Buquicchio amd other high ranking
officials.

During the meetings the officials have discussed a range of
questions on the activities of local self-governing bodies, the
process of implementation of the obligations that Armenia undertook
towards European Parliament, as well as the legislative reforms of
self-governing bodies based on the changes of the Constitution. It
was mentioned that taking into account the expertise made by the
European Parliament, the power of the Mayor has been extended.

Next week "Ararat" football club is planning to file a claim with the
RA Prosecutor’s, against the President of the Football Federation of
Armenia Ruben Hayrapetyan.

Besides that the club is planning to submit a complaint to the UEFA
against the extra game for the title of the Champion of Armenia and
in case of necessity even to Lozano Sports International Arbitration
Court.

During the press conference yesterday the leaders of the club announced
that after the 28th tour between "Pyunik" and "Ararat" on November 15,
the President of the Football Federation of Armenia Ruben Hayrapetyan
severely beat the Executive Director of "Ararat" club Varujan Simonov.

The latter said that he simply couldn’t resist his emotions after
the victory of his team, but he didn’t have any bad intentions.

of the American University of Armenia, noting its significance
from both the economic and educational points of views. The Head of
the State considered important to diversify activities in Artsakh

European Parliament wants full disclosure of Ergenekon

The European Parliament has insisted that Turkey should firmly
investigate the shadowy Ergenekon network and this network’s
connections within the state, while also urging authorities to take
pains in regards to offering a fair trial to defendants in this case.

The Ergenekon gang, a neo-nationalist group accused of involvement in
plans to stage a violent uprising against the government, was
discovered at the end of an investigation that came upon the heels of
a police raid in June of last year that uncovered an arms depot in a
house in İstanbul’s Ã`mraniye district. The prosecutor in
the Ergenekon case has said the gang worked to create disorder and
chaos through divisive and violent acts so that the public would be
willing to accept a military intervention to restore order.

The group is suspected of involvement in the murder of three Christian
missionaries in Malatya in 2007, the 2006 murder of a priest in the
northern city of Trabzon, the murder of ethnic Armenian journalist
Hrant Dink in 2007, a 2006 attack on the Council of State and a
grenade attack on the Cumhuriyet daily in 2006. The 20th session in
the trial of 86 suspects on charges of involvement in Ergenekon was
held yesterday before the 13th High Criminal Court in İstanbul,
with the suspects continuing to provide their defense testimonies.

The European Parliament "welcomes the beginning of the trial against
those accused of being members of the Ergenekon criminal organization;
encourages the authorities to continue investigations and to fully
uncover the organization’s networks which reach into the state
structures; is concerned about reports regarding the treatment of
defendants in this case; urges the Turkish authorities to provide them
with a fair trial and to adhere strictly to the principles of the rule
of law," said a draft report penned by Dutch Christian Democrat
European Parliamentarian Ria Oomen-Ruijten.

The first debate on the draft report, which is expected to be amended
several times before approval by the European Parliament, will be held
on Tuesday, Oomen-Ruijten, who had talks with Turkish leaders in
Ankara earlier this week, told reporters.

The draft includes serious warnings for the Turkish government, which
is harshly criticized for not putting forward "a consistent and
comprehensive program of political reforms, despite its strong
mandate."

Voicing concern to "see in Turkey, for the third consecutive year, a
continuous slowdown of the reform process," the draft "called on the
Turkish government to prove its political will to continue the reform
process to which it committed itself in 2005."

Another concern highlighted in the draft was the ongoing polarization
within Turkish society and between the main political parties, which
Oomen-Ruijten said that has deepened in the course of 2008 and has
negatively affected the functioning of political institutions and the
process of reforms.

Stressing that political reforms are at the heart of the reform
process, the European Parliament noted that no comprehensive program
of political reforms has been adopted by the government.

Even though it has been almost four years since the EU agreed that
Turkey had sufficiently fulfilled the Copenhagen criteria related to
democracy and the rule of law and was able to open negotiations for
full membership, talks have stalled due to a perceived slowdown in the
pace of the Turkish government’s political reforms.

Under the heading "Fulfilling the Copenhagen Criteria; Democracy and
the rule of law," the European Parliament voiced "regrets that the
initial effort to reform comprehensively the constitution resulted in
dispute over the headscarf issue and generated further polarization of
society; calls on the Turkish government to resume its work on a new,
civilian constitution which would place the protection of human rights
and fundamental freedoms at its core, and urges the government to
ensure that political parties and civil society, as well as ethnic and
religious minorities, are closely involved in this constitutive
process."

The pro-Kurdish Democratic Society Party (DTP), which is facing a
closure case before the Constitutional Court on charges of becoming a
focal point for separatist activities, has also been warned by the
European Parliament, which has asked the party to make clear their
position vis-à-vis the terrorist activities of the outlawed
Kurdistan Workers’ Party (PKK).

"The European Parliament urges the DTP and all its elected members to
distance themselves clearly from the PKK and its terrorist activities,
and appeals to all parties to contribute to a solution that enhances
the stability, prosperity and integrity of the Turkish state," the
draft says, while also calling on the Turkish government "to launch as
a matter of priority a political initiative favoring a lasting
settlement of the Kurdish issue, which initiative needs to address the
economic and social opportunities of citizens of Kurdish origin, and
to tangibly improve their cultural rights, including real
possibilities to learn Kurdish within the public and private schooling
system and to use it in broadcasting, in daily life and in access to
public services."

Calling the PKK a terrorist group and clearly condemning its violent
attacks, the European Parliament reiterated its solidarity with Turkey
in the fight against terrorism and once again called on the PKK to
declare and respect an immediate and unconditional ceasefire.

Ankara’s rapprochement with Iraqi Kurds, meanwhile, was appreciated in
the draft report.

"The European Parliament welcomes the communication and cooperation
developed over the last year between Turkish and Iraqi authorities,
including the contacts between Turkey and the Kurdish regional
government; encourages those authorities to further intensify their
cooperation, so as to ensure that terrorist attacks from Iraqi
territory are prevented under Iraqi responsibility, to guarantee
stability and to contribute to the economic development of the whole
Turkish-Iraqi neighborhood area; recalls its earlier appeals to the
Turkish government to respect, when conducting anti-terrorist
operations, Iraq’s territorial integrity, human rights and the rule of
law, and to make sure that civilian casualties are avoided," the draft
says.
