YEREVAN, MARCH 26, NOYAN TAPAN. "I have decided not to respond
to slanders," Tigran Torosian, the former RA National Assembly
Speaker, currently an independent deputy, stated at the March 26
press conference responding to the question of whether the rumors
published in press that he bought an apartment in an elite building
and uses NA Speaker’s car are true. T.

Torosian said that though for some time, after he introduced an
application to the NA leadership he used the car given to the NA
Speaker, some newspapers taking the opportunity invented lies. "That
"process" started in summer when a great number of articles were
published about me," he noted.

Touching upon the rumors on opening the Armenian-Turkish border,
T. Torosian said that the Turks have a serious apprehension that
U.S. President Barack Obama’s April 24 address will be unpleasant
for them. According to the deputy, therefore the Turks speak about
border’s possible opening, "for April 24 to proceed smoothly for them."

In response to the question of what is the reason that Armenia does not
become a normal country T. Torosian said that the country indeed has
problems, the main reason of which is multi-party system’s not being
fully-fledged. "The other reason is ignorance with its exceptional
manifestations," he said.

Speaking about dram’s depreciation, T. Torosian expressed an
opinion that it was not useful for society at all. According to him,
government’s actions aimed at overcoming the consequences of economic
crisis do not fill him with optimism, either.

As to the trial on the "case of the seven," according to T. Torosian,
it is discreditable for the country, the opposition, as well as for
other political forces.

Chairman of the Board of the Union of Armenian Associations in Sweden,
Historian and Editor in Chief of the Armenica.org Vahagn Avedian
addressed an open letter to US President Barack Obama. The full text
of the letter is presented below:

"Mr. Minister, The persecutions of the Armenians have reached
hair-raising proportions and all points to the fact that the Young
Turks want to seize the opportunity, since due to different reasons
there are no effective external pressure to be feared, to once and
for all put an end to the Armenian question. The means for this are
quite simple and consist of the extermination [utrotandet] of the
Armenian nation. – Per Gustaf August Cosswa Anckarsvärd, Swedish
Ambassador to Turkey, in his report to the Swedish Foreign Minister
Knut Wallenberg, July 6, 1915, Constantinople

Dear President Obama,

The above stated report is merely one of several which were recently
found in the Swedish National and Military Archives, confirming
the reality which has since long been established by the genocide
scholars regarding the events in the Ottoman Turkey during World War
I. The world was far from as hesitating as it is today in condemning
the treatment of the Armenians, demanding justice for the victims
and punishment of those guilty of "crimes against humanity and
civilization", the very first occurrence of the term in international
circumstances. However, the soon growing Kemalist movement put a stop
to the demands for justice and the clever politics of the Republic
of Turkey have ever since held the world conscience as hostage in
exchange for economic and political gains.

In nine decades the Armenians and other affected minorities have lived
this reality on daily basis while the rest of the world just recently
has become aware of the "forgotten genocide of the 20th Century". The
Armenian Diaspora, a direct result of the 1915 Genocide, has during
the last 90 years of its struggle for recognition, been called liars
and propagandists, smearing the Turkish reputation. But, what is
more hurtful, is the fact that the surrounding world, including USA,
has indirectly joined Turkey in labeling the victims as liars and
propagandists, simply by refusing to recognize what is a historical
fact. As the prominent Turkish Professor Taner Akcam pointed out
recently, on April 24, the USA annually joins Turkey in its lie,
"denying for one day what they believe the other 364 days of the year."

The Turkish denial has developed and evolved, changing shapes and
strategies during the past 94 years, adapting to the prevailing world
situation and argumentation. The most recent morphing has supplied
Turkey with the argumentation that the ongoing reconciliation process
between Armenia and Turkey must=2 0be left unharmed and that external
interference, such as an American recognition of the genocide, will
jeopardize the fragile process. By saying this, however, Turkey is
rather stating that history is a matter of negotiations. Taking into
account the existing consensus among the majority of genocide scholars,
evident not only in the massive bulk of research and publications,
but also in the very resolutions of the International Association
of Genocide Scholars (IAGS), the Armenian Genocide does not need
revisiting or reconsideration. Thus, neither USA nor any other
country in the world should refrain from recognizing the truth while
the reconciliation process between Turkey and Armenia continues and
must go on. That process will not change the already established fact
about the Armenian Genocide.

Furthermore, it is my firm belief that no reconciliation process
or any democratization process will benefit from harboring lies and
suppressing the truth.

Like the election campaigns of Your predecessors, the issue of the
recognition of the Armenian Genocide and calling it by its true
name, was one of the issues You have addressed at several occasions,
correctly pointing out that "America deserves a leader who speaks
truthfully about the Armenian Genocide and responds forcefully to
all genocides. I intend to be that President." I hope that You will
bring the change You promised during the election campaign, breaking
the tradition of Your predecessors in failing to honor their campaign
vows in this regard, and that You, unlike the US Presidents before
You, will tell the truth about the Armenian Genocide in each and one
of the 365 days of the year.

I wish You the very best in the tremendous challenges that You and
Your Administration are faced with in the current world situation,
and I am confident that You will fulfill our expectations regarding
"The Change We believe in.""

On March 25 the Foreign Minister of Armenia,Edward Nalbandian, had
a meeting with the US Co-Chair of the OSCE Minsk Group, US Deputy
Assistant Secretary of State Matthew Bryza.

Matthew Bryza conveyed to Minister Nalbandian the message of the US
Secretary of State, Hilary Clinton, where recalling her recent phone
talk with the President of Armenia, Serzh Sargsyan, the Secretary of
State referred to the friendly Armenian-American relations, regional
issues and the opportunities of normalization of the Armenian-Turkish
relations.

In the message Mrs. Clinton expressed willingness to render every
assistance to the process of peaceful resolution of the Karabakh issue.

During the meeting Edward Nalbandian and Matthew Bryza discussed issues
related to the negotiations on the settlement of the Artsakh issue.

ANKARA – State Minister and Deputy Premier Hayati Yazıcı visited
Surp Vartanants Church in Istanbul on Monday. Yazıcı held talks
with Aram Atesyan, the Turkish Armenian patriarchal archbishop and
chairman of the Religious Council.

"Political parties should not have any beliefs and they should create
an atmosphere where individuals can freely fulfill the requirements
of their beliefs," Yazıcı said.

According to a recent UN report, Armenia ranks among the countries
having the highest index of emigration. Great is the number of
Armenians who seek refugee’s status overseas, largely in developed
countries. Large-scale migration is registered in Azerbaijan, Somalia,
Iraq, Serbia, Afghanistan, Pakistan, Nigeria and Russia. The latter
tops the list with Iraq and Somalia.

In 2008 the number of refugees has increased by 383 000 in 51
developed countries. The number of refugees getting political asylum
has gone up by 20.5 thousand.

The USA is leading among the countries giving asylum to refugees with
the highest immigrant population, followed by Canada, France, Italy,
Great Britain, Sweden, Germany, Greece, Switzerland and Norway.

According to statics, there are more than 11 million refugees all over
the world.

YEREVAN (RFE/RL)–A senior U.S. official paid on Wednesday a brief and
apparently unexpected visit to Yerevan which the Armenian Foreign
Ministry said focused on international efforts to resolve the
Nagorno-Karabakh conflict.

Deputy Assistant Secretary of State Matthew Bryza, who is also
Washington’s chief Karabakh negotiator, met with President Serzh
Sarkisian and Foreign Minister Eduard Nalbandian and made no public
statements afterwards. Sarkisian’s office also did not immediately
report any details of the talks.

According to the Armenian Foreign Ministry, Bryza passed on to
Nalbandian a message from U.S. Secretary of State Hillary Clinton
relating to U.S.-Armenian relations, regional security and the ongoing
dialogue between Armenia and Turkey. A ministry statement said Clinton
`warmly recalled’ her March 17 phone conversation with Sarkisian that
also touched on these subjects.

`In the message, Secretary of State Clinton expressed her readiness to
provide utmost support to the process of a peaceful settlement of the
Karabakh conflict,’ said the statement. `During the meeting Eduard
Nalbandian and Matthew Bryza discussed issues pertaining to the
Artsakh (Karabakh) negotiating process,’ it added without elaborating.

Bryza already visited Yerevan as well as Baku and Stepanakert early
this month together with the two other co-chairs of the OSCE Minsk
Group, Yuri Merzlyakov of Russia and Bernard Fassier of France. The
three mediators expressed hope that the presidents of Armenia and
Azerbaijan will meet again soon and make further progress towards the
signing of a framework Karabakh peace accord. The meeting could take
place on the sidelines of a European Union summit in Prague scheduled
for May 7.

YEREVAN, March 25. /ARKA/. Board of Millennium Challenges Corporation
decided not to resume financing of rural rehabilitation program
in Armenia, Executive Director of Millennium Challenges – Armenia
Foundation Ara Hovsepyan reported.

Yet, the Board of the Corporation allowed Armenian Government providing
funds for the program, he told journalists Friday.

After the post-election development in Armenia in March 2008 having
led to clashes between the opposition and the Police and ten deaths,
Millennium Challenges Corporation refused to allocate the funds for
road construction scheduled for the spring last year. In response to
this, Armenian Government allocated 16.8mln dollars from its own funds.

The official website of the Corporation says that the Board confirmed
its concerns over the state of democratic development in Armenia at
its meeting of March 11 2009.

Yet, this measure taken by the Corporation does not apply to the
project "From water to market" on the All the remaining components
of the program will get further financing, he said.

Hovsepyan also reported that the Board of the Corporation decided to
hold another meeting on the issue by June.

This means that in March-April the program can be financed only from
government funds, Hovsepyan said.

Hovsepyan said that in early May the Foundation is to submit
a special application to the Corporation for provision of 4.8mln
dollars for June.

According to estimates, total cost of the program on rural road
reconstruction is 60mln dollars.

The program of the American "Millennium Challenges" Corporation started
in Armenia on September 29 2006. Under the agreement signed on March
27 2006 the Armenian Government is to receive a grant for $235mln
during five years. The grant means are to be used for reduction of
rural poverty in Armenia, rehabilitation of rural roads and irrigation
systems.

Armenian wager-booking companies are already beginning to take bets
on whether US President Obama will call the 1915 incident a ‘genocide’
on April 24th, the annual day of remembrance.

Betting companies in Armenia are beginning to accept wagers on
whether US President Barack Obama will mention the term ‘genocide’
on April 24th, the annual day of remembrance. Up until now, wagers are
appearing to lean towards the option that he will indeed not mention
the term ‘genocide.’ Wages that he will mention the term ‘genocide’,
which was of course an issue he supported during his campaign, are at
1.30, while betting rates against his mentioning the issue are at 3.2,
showing that wagers believe he is more likely to refrain from making
such a stand on April 24th.

LOW PROBABILITY OF GENOCIDE REFERENCE It appears the recent display by
the Obama administration of significance placed on mutual relations
with Turkey, may result in US President Barack Obama backing down
from calling the incidents that took place in 1915 ‘genocide,’ which
was a promise he had made during his campaign. An article in the
Los Angeles Times, published in California, which has a significant
Armenian population, wrote on March 17th that the Obama administration
is apprehensive about using the term genocide on April 24th, the date
of remembrance in which many Armenians anticipate Obama may make
an announcement. The article addressed the fact that Washington is
seeking support from Turkey on a number of regional issues. According
to the article, the Obama administration is leaning towards repairing
relations between Turkey and Armenia.

Six parties and one alliance, the Armenian National Congress, will
run for the Yerevan municipal elections of May 31. The deadline for
the nomination and document submission expired at 6.00 p.m., March
22. The seven forces standing for the city council are the Prosperous
Armenia Party (BHK), People’s Party (ZhK), Armenian National Congress
(HAK), ARF-Dashnaktsutyun, Social Labour Party of Armenia (HASK),
Republican Party of Armenia (HAK), Orinats Yerkir Party (OYK)

The Chairman of the Central Election Commission (CEC), Garegin
Azaryan says the election will be noteworthy and ensures high
voter turnout. Asked whether the election will be held without major
incidents, Mr. Azaryan said: "I am not a weather forecaster to predict
the election outcome. Provided that our candidates read the Electoral
Code, everything will be all right both for the candidates and for
the public."

Vic Darchinyan Stops Jorge Arce With Relative Ease

The first couple rounds, it looked like it was going to be an easy
night for Vic Darchinyan. Then in the 3rd round, Jorge Arce looked
like he might, after all, give his fellow power puncher but better
boxer a handful. But it didn’t take long for Darchinyan to take back
over, and by the 11th round, after round upon round of Darchinyan
dominance, the doctor recommended stopping the bout, and I couldn’t
disagree.

So count me as surprised. This was no surefire action brawl among tiny
action-oriented junior bantamweights (115 lbs.), as I’d
anticipated. It was a compelling bout in places with a few minutes of
drama and Darchinyan’s swollen and damaged face suggested a closer
result than we got, but it was a tad anticlimactic given my
expectations.

Darchinyan fought well, even if his impatience at times led him to
degenerate into sloppy, careless Vic, and Arce, aside from a few
punches here and there, fought just about as poorly as I could
imagine. On the other hand, I can’t remember the last time a boxing
match didn’t utterly behave opposite my expectations. It’s just one
week after another of things not going according to plan. Think
welterweights (147 lbs.) Andre Berto and Luis Collazo will fight a
skillful technical battle? Think again — it was all slugfest. Think
welterweight Antonio Margarito will stomp his elder Shane Mosley?
Quite the opposite. Expect Darchinyan-Arce to thrill one way or the
other? Nah, but it had its good attributes, anyway.

The issue was that, as I feared (hey, look — I got something right!)
Darchinyan was at least one full level above Arce. Arce is a tough
sumbitch, no doubt about that at all, but against anyone with a shred
of toughness and a modicum of skill, you need something else.

And Arce, I can’t say this enough, basically did everything
wrong. From the very 1st round, I was like, "Are you kidding me? Is he
really just going to put his head down and launch punches from 45
degree angles from behind his head and see what happens? And if that’s
his ‘strategy,’ could he at least not do it from 10 feet across the
ring?" It just didn’t make sense. He circled in the wrong direction
plenty, too, as the Showtime commentators pointed out. I thought there
may have been some rhyme or reason to it when he stunned Darchinyan in
the 3rd with a hail mary left and quick straight follow-up right, but
it was about the only straight punch he threw all night. When things
got ragged in the next couple rounds, I even found another one to
award to Arce, in the 5th. His body work did some good in spots, too.

But basically for every other moment, Darchinyan was in control. He
sprinkled in uppercuts from way the hell out and body blows and right
hooks to season his signature straight left, and Arce didn’t want to
or couldn’t get out of the way of much of it. Darchinyan countered
most of Arce’s ill-timed and ill-considered Lunges of Exceptional
Clumsiness. His face was cut up, and even the back of his head and his
ear was cut. My friend Kevin estimated his face was a full 1/8th
bigger in the late rounds than it was in the fighter introductions. I
read somewhere that someone thought Arce would be the faster man, and
there was some talk by the Showtime crew before the bill that Arce was
"technical" or "skillful" or something. I don’t know what Arce fights
they saw. Again, I like Arce. He makes fun fights and he’s got guts
and I like his punch variety. But that’s it. Darchinyan knew how to
use this little technique commonly referred to as "dodging" and was
just better in every category except maybe his ability to take a shot.

By the 11th, Arce was complaining to the referee and getting thrown
around in clinches. I thought in that round, "Maybe they should stop
this." I could have gone either way, really. Arce wanted to fight on
— of course he did — but the California State Athletic Commission
was on its game tonight, unlike other recent evenings of boxing (ahem
ahem). Cuts did Arce in. Arce tried appealing to the enthusiastic
pro-Mexican crowd, but it was clear that the Australian Armenian’s
fists had more of an influence over the CSAC than did any other ethnic
group.

We’ll get to the undercard bout tomorrow when we examine all the other
weekend action, but I’m not convinced Darchinyan-Arce was even the
best fight of the night. It’s nobody’s fault. Darchinyan was just
significantly better, and only Arce’s fighting spirit and Darchinyan’s
careless urges to score the knockout made it remotely entertaining.

Next for the loser: Arce said he wanted a rematch, and while I praise
him for wanting to challenge himself, he’s a tad on the delusional
side if he thought Darchinyan’s elbows were to blame for the loss. For
every elbow Darchinyan landed, there were another 3,472 punches that
did more harm. That he hung at all speaks well of him, but I’m
thinking Arce needs to stick to crowd-pleasing brawls with lesser
opponents, or at best guys who are maybe only .5 levels above him,
like your Dimitri Kirilovs or somebody.

Next for the winner: Ah, here’s where things get offensive. Darchinyan
promoter Gary Shaw is s*****oo determined to punish Nonito Donaire for
his "disloyalty" that he won’t make the fight that Darchinyan himself
and any right-minded fan ought to want to see, which is
Donaire-Darchinyan II. As I’ve said before, every promoter has his or
her good qualities and bad qualities, but by far Shaw’s worst quality
is his pettiness toward any boxer who decides to leave him and any
other promoter he doesn’t like at the moment. Is a boxing promoter’s
job to throw temper tantrums and act on vendettas, or is it to make
good fights and good money? It is just endlessly annoying that Shaw
doesn’t care what fans might want if it is contrary to his grudge of
the moment. So Darchinyan says he wants Donaire again, and Shaw says
"no way," instead offering up Rafael Marquez or Israel Vazquez. I know
Darchinyan wouldn’t mind either man, but if he gets caught and hurt by
Arce, what would either of those two do to him eight pounds north? If
Darchinyan must move up, I say he does so at bantamweight (118 lbs.),
against either Fernando Montiel, Joseph Agbeko or Gerry Penalosa. But
in an ideal world, Darchinyan could fight who he wanted without having
to abide by whatever wild hair Shaw has that day.
