ArmInfo. Turkey has not yet refused of a dream to join the European
Union, Director of the Institute of Oriental Studies of the Armenian
National Academy of Sciences, a turcologist, professor Ruben Safrastyan
told ArmInfo when commenting on the regular statement by the president
of France saying there is no place for Turkey in EU.

‘Turkey still has chances, as France does not represent EU singly,
and if, for example, the social-democrats in Germany come to power, the
position of Germany with regard to the prospects of Turkey’s membership
in EU will apparently change’, he said. Moreover, R. Safrastyan
thinks Turkey has chances to join EU against the background of USA’s
aspiration to push it in it, although the majority of the Europeans
are against this. ‘I think the highlight of the European policy with
respect to Turkey is just to keep it at the doors of EU on petitioner’s
bench, opening the door but not letting Turkey in’, Safrastyan resumed.

The Armenian Police will not be against if the journalists get the
right to have weapons. The Head of the Department of Criminal
Investigations of the Police, Hovik Tamamyan stated this. Tamamyan
noted that the Police are worried by the numerous assaults against the
journalist. Tamamyan also stated that there had been held a session on
the attacks against the journalists on these days. `We will work day
and night and will do everything possible to reveal those cases.
Believe me’, stated Hovhannes Tamamyan. He stated that he is not
against arming the journalists adding that the perpetrators should
know that the journalists have a weapon and may use it.

Friday that he had the impression that some steps have been made
at the meeting of Azerbaijani President Ilham Aliyev and Armenian
President Serzh Sargsian.

"I hope such opportunities will not be missed and I hope positive
developments will occur in the Caucasus," President Gul told a news
conference in Prague where he came to attend "EU Southern Corridor"
energy summit.

"Relations between Turkey and Armenia were discussed during my meeting
with Sargsian and all the matters related to the Caucasus were assessed
during my meeting with Aliyev," he said.

Gul said Turkey was located at an important route related to shipping
of gas and oil coming from the Caucasus, Central Asia, Middle East,
Russia and Arab countries to western countries.

"Nabucco is one of the most important part of southern energy corridor
project. Turkey gives high importance to this project," Gul said and
expressed hope that an intergovernmental memorandum of understanding
would be signed.

issues briefing with Congressman Xavier Becerra (CA-31) on May 27,

Labor Fair held in by the Armenian State University of Economics on
May 5.

As the Norvik UCO press-service told ArmInfo, various organizations
took part in the event, each of them presented its activity, the
principles of selecting new personnel, and informed the participants
of the vacancies. Not only the students of the State University of
Economics visited the Labor Fair, but also students and graduates of
all universities of Armenia.

Norvik UCO also took an active part in the discussion which raised
various important issues and aimed to reveal the ways of raising

State Revenue Committee tax service, 1,429 people won prizes totaling
11.2mln AMD through the third drawing of cash register receipts on
April 3.

As of April 30, 1,207 people won 5,000 AMD each, 194 – 20,000 AMD
each and 28 – 50,000 AMD each. The residents received their prizes
in 18 commercial banks.

The first and second drawings of cash register receipts were held in
Armenia on February 6 and March 6 respectively.

The lottery is aimed at reducing shady turnover and involving entities
into a single tax filed. A total of about 45,000 cash registers are
installed in trade centers in Armenia, including 7,200 cash registers
in trade fairs.

Hopes of a breakthrough in the long-running Nagorno-Karabakh conflict
between Armenia and Azerbaijan are increasing as the presidents of the
two countries prepare to meet this week at a European Union summit in
Prague.

There is a sense of a window of an opportunity that must be seized.

The meeting is the culmination of a series of moves which has seen
both sides edging towards a lasting peace.

It is also linked to a third player in a complicated diplomatic
triangle: Turkey.

A rapprochement between Armenia and Turkey, which could lead to the
opening of their joint border, has caused alarm in Azerbaijan, which
has always had Turkey’s sympathy over Nagorno-Karabakh.

Azeri President Ilham Aliyev But at the same time, there are signs
that the thaw may also unstick that frozen conflict.

The Azeri and Armenian foreign ministers have visited Washington this
week for discussions with US Secretary of State Hillary Clinton.

They follow recent talks between the two countries’ leaders and their
Russian counterpart Dmitry Medvedev, after which President Ilham
Aliyev of Azerbaijan and President Serge Sarkisian of Armenia
expressed their high hopes for a lasting peace.

‘Ready to move’
A deal has been a long time coming.

A ceasefire was signed in 1994 after a three-year war which claimed up
to 30,000 lives.

The Azeri population of Nagorno-Karabakh – an ethnic Armenian enclave
within Azerbaijan – was displaced as a result of the war and now lives
in different parts of the country.

Azerbaijan demands an immediate withdrawal of Armenian forces from the
territory.

Armenia insists on the enclave’s independence.

But now a peace plan has been drafted by the OSCE Minsk Group, which
was set up to help settle the conflict.

One of the main issues to be solved is that of the Lachin corridor,
the main transport route between Armenia and Nagorno-Karabakh.

The president of Azerbaijan has made some unusually warm statements
saying that "we understand the importance of links between Armenia and
Nagorno-Karabakh, and the issues regarding Lachin corridor can be
resolved efficiently".

Mr Medvedev said that the parties were "ready to move in a
constructive direction in order to solve this very difficult problem".

Matthew Bryza, the American co-chair of the Minsk group, sounds
optimistic, saying that a framework for a peace accord between
Azerbaijan and Armenia is "absolutely possible" within the next
months.

Turkish influence
The meeting in Prague comes two weeks after Armenia and Turkey agreed
on a roadmap to normalise relations.

President Aliyev (left) has had some unusually warm things to say

of Azerbaijan in the Nagorno-Karabakh conflict.

Turkey and Armenia started
high-level talks last year but the real thaw came just weeks after US
President Barack Obama urged Turkey to come to terms with the past and
open its borders.

The "positive mood" created by the Turkish-Armenian roadmap "gives a
new energy to accelerate our work to help resolve the Nagorno-Karabakh
conflict" according to US envoy Matthew Bryza.

The EU, which will formally launch a new Eastern Partnership this week
with six former Soviet republics, including Azerbaijan and Armenia,
has so far stood back from the Nagorno-Karabakh problem.

But the EU could gain a lot from a deal, as it attempts to secure
energy supplies by completing the Nabucco gas pipeline project which
would carry Caspian gas to European markets, reducing their dependency
on Russia.

The opening of borders and easing tension in the region suits both the
US and EU, as they attempt to prize Armenia gently away from Russian
influence.

Limited window However, there are problems to be overcome.

Azerbaijan hints that it is not happy at Turkey having the opening of
the Armenian border "in mind", though Turkey continues to insist that
this would be dependent on an end to the Nagorno-Karabakh conflict.

Azerbaijan also does not seem to be in the mood to make any
concessions regarding its territory.

President Aliyev has said recently that self-determination of Azeris
and Armenians in Nagorno-Karabakh "can happen within the framework of
territorial integrity of Azerbaijan" and the conflict can be resolved
"only on this basis".

Rasim Musabeyov, an Azeri political pundit told the BBC Azeri Service
that if this chance of settling both the Turkey-Armenia rift and the
Nagorno-Karabakh problem is lost, "it might bring the region to the
very brink of a new war".

Many experts believe that it will still take several months of
intensive diplomatic effort involving the EU, US and Russia before any
substantial breakthrough is made.

But if the negotiating parties fail to achieve a peace deal in the
coming months and the window of opportunity closes, it is feared that
the West, including the EU, may turn their political energies away
from what may by then seem an intractable problem.

The 2009 Toronto Documentary Forum – the largest doc market in North
America – kicked off this morning on the campus of the University of
Toronto, with hundreds of filmmakers, producers, broadcasters and
distributors gathering to witness twenty-five presentations of
documentary projects at various levels of completion. Despite an
economic climate that isn’t exactly conducive to stimulating the
international co-production financing, the Forum – celebrating its tenth
anniversary as part of the Hot Docs International Canadian Documentary
Festival – wagered on.

`These last 10 years have seen unprecedented growth in our industry – a
growth that has been clearly paralleled with the world’s economy,’ TDF
director Elizabeth Radshaw, having the unfortunate role of taking on her
first year in the position in the midst of a recession, said. `While we
have learned that this wider economic growth was built on a shaky
foundation, let us not doubt that the growth in appetite for factual
content and documentary film couldn’t be more true and lasting.’

Projects ranging from a story of a boy and his quest for a donkey to an
examination of the Bush Administration’s war crimes case to a detailing
the dark closet of Rock Hudson will fill out the 2-day event, which
culminates in the very first Good Pitch event in North America. But
first, here’s the lowdown on nine notable projects from the Toronto
Documentary Forum:

A Donkeymentary: Through The Eyes of a Donkey

The Lowdown: `This is a donkeymentary,’ the film’s treatment begins.
What this means is that it’s a film that explores the small island of
Lamu (off the coast of Kenya), which consists of 24,000 people, 6,000
donkeys, and 2 cars. `The donkey capital of Africa,’ the island is a
place where donkey traffic jams occur, where the largest humanitarian
organization is a donkey sanctuary, where donkeys are the key to earning
a living, and where `a young boy’s fondest dream is to have a donkey of
his own.’ The film follows 14-year old Shefama as he pursues this dream.
After winning a donkey race with a borrowed animal last year, Shefama is
determined to provide for his family by owning his own, and winning more
races. As the treatment notes: `Through Shefama’s eyes we will see the
traditions of Lamu’s Swahili culture – the festivals, the music, the
races and especially the donkey races.’

name (which spent 19 weeks on the New York Times’ bestseller list),
`god’ will feature Hitchens’ onscreen persona, and will be divided into
sections similar to Hitchens’ book (`The Pantheon of Religious Failure,’
for example, which looks at some eccentric sects that never quite made
it to the status of `religion’). The film will feature interviews with
figures like Ted Haggerty, once an evangelical superstar but now
enjoying his new life post-revelation of his methamphetamine addiction
and his use of drugs to enhance sex with gay prostitutes; Tony Blair,
who recently converted to Catholicism; and Ayaan Hirsi-Ali, a crusader
for the rights of women and the rule of law within both Islamic
countries and those Western countries with Islamic immigrants. In the
film’s treatment, the producers state that through these interviews,
Hitchens `will continue and enlarge his crusade against the sinister
intrusion of superstition into the life of our
planet.’

The Guantanamo Trap – The War Crimes Case Against The Bush Administration

examining the `intimate and private world’ of Hudson through interviews
with former co-stars like Elizabeth Taylor, Paula Prentiss, and
`Dynasty’`s Heather Locklear and Linda Evans, as well as family members
and friends, like novelist Armistead Maupin and Hudson’s assistant of 10
years, Tom Clark. As the producers note: `The film will reveal a gay
star doing a secret balancing act between the heterosexual world of an
obviously very male-looking star and the dark side of forbidden

The UN Czech presidency convened a summit in Prague on May 7 where
the heads of the participant states into the UN and the Eastern
Partnership (Armenia, Georgia, Moldova, Ukraine, and Belarus) will
sign a declaration on the launch of the Eastern Partnership.

The UN plans to allocate 600 million dollars for the finance of the
goals of the Eastern Partnership until 2013. But the implementation
of the Eastern Partnership will need additional measures.

The Eastern Partnership will include a wide range of "actors"-
executive, legislative governments, non-governmental organizations,
international financial institutions, etc.

OSCE Special Representative To Visit Armenia

The OSCE Special Representative for Combating Trafficking in Human
Beings, Ms Eva Biaudet, will visit Armenia for the first time on
6-8 May.

During this official visit, she will meet with a number of high level
Armenian officials from the Ministries of Foreign Affairs, Labour and
Social Issues, Justice, Prosecutor General’s office, Armenian Police,
National Assembly of Armenia. She will participate in the meeting of
the Anti-Trafficking Inter-Ministerial Council Working Group chaired
by the Armenian Foreign Ministry.

The Special Representative meetings will help to further develop and
strengthen cooperation of the Armenian anti-trafficking actors with
the OSCE, determining the areas where the OSCE support and expertise
can be of use.

The OSCE Office in Yerevan, in close cooperation with other
international organizations active in Armenia, assists the Armenian
Government in its efforts to combat human trafficking, developing
anti-trafficking policies and mechanisms to protect and assist
victims. The Office’s activities are currently focused on supporting
a national referral mechanism (NRM) development and improving
anti-trafficking training for Armenia’s law enforcement bodies. The
OSCE Office in Yerevan, in close cooperation with the Ministry
of Labour and Social Issues, has established an Anti-Trafficking
Support and Resource Unit (ATRSU) in the Ministry. The Unit carries
out activities aiming at improved protection of trafficked victims.
