PYATIGORSK, JULY 27, NOYAN TAPAN – ARMENIANS TODAY. The exhibition of
our compatriot from Kislovodsk Yuri Baghdasarov’s works opened at the
Central City Library of Pyatigorsk (the region of Stavropol). He is a
famous master of printing graphics. Besides, Yuri Baghdasarov is known
in Mineral Waters region of Caucasus as the author of the project
for formation of the Armenian Church of Kislovodsk and the Memory
Bell monument dedicated to the memory of the Armenian Genocide victims.

Ethnographic collections of books, Armenian people’s and author’s
tales, Fasic Iskander’s works, foreign writers’ novels, from Swift
to Haxel, are among the books illustrated by Yuri Baghdasarov.

According to the Yerkramas newspaper of the Armenians of Russia, during
opening of the exhibition which involves illustrations and portraits,
Yuri Baghdasarov represented the guests his favourite Armenian modern
writer Aghasi Aivazian’s book entitled "Senior Martiros’ travelling"
which was also illustrated by him.

settlement of Nagorno-Karabakh conflict, and simultaneously be ready
to resume hostilities, Eduard Abrahamyan, the expert of the `Mitk’
analytical center told journalists in Yerevan.
"The Nagorno Karabakh conflict cannot be resolved through compromise,
since it is an ethnic struggle. Many politicians mistakenly compare
the Nagorno-Karabakh conflict with the Franco-German one. If in the
case of Karabakh, there were ethnic cleansings, in the case of the
Franco-German conflict, the ethnic structure of Alsace-Lorraine has
not been changed at all,’ the Armenian expert said.
According to Eduard Abrahamyan, it is not right to talk about
reciprocal concessions for the Karabakh problem resolution and keep in
mind only territorial concessions. `The territory can be passed only
in exchange for other territories. It should be noted that today
Azerbaijan needs to establish a land connection with
Turkey. Therefore, it needs to negotiate with Armenia more than we,
because the Armenian side in the military, geographic, and ethnic
terms, solved its tasks. So, Baku should be more interested in
continuation of negotiations, than we, ` the expert said.
Referring to the recently promulgated Madrid principles, Eduard
Abrahamyan observed that the American side, by publishing these
principles, made it clear that there is some agreement on them

Peter Balakian is primarily a poet, with several acclaimed volumes
to his credit. But beginning in the late 1990s, with the appearance
of his prize-winning memoir, Black Dog of Fate, recently reissued by
Basic Books in a updated edition, Balakian began delving into his
family’s Armenian past, and especially the fate of certain members
at the hands of the Ottoman Turks. His goal, ostensibly, was to find
out what it meant for him, an all-American, baseball-loving boy who’d
been raised in Tenafly, N.J.

At the heart of this expansive, multi-layered volume is the author’s
personal discovery of the truth about what the Turkish government did
to 1 million Armenians in 1915, what Balakian has called "the first
time a state bureaucracy was mobilized against another people." He also
examined how his family dealt with the issue of the mass slaughter,
which had directly affected his relatives, his beloved grandmother
among them. His family’s wish, as his parents and others like them
sought to establish themselves in America, had been to repress the
memories and move on, to leave the pain and degradation behind.

Balakian continued his research into the Armenian genocide with
The Burning Tigris, another prize-winning work. But in this book,
he analyzed not only the tragedy but its aftermath — how the world
initially reacted to it, and then, like his family, how the public
buried it and moved on.

In fact, following the 1915 slaughter, the Armenian question was
a human-rights issue, championed by American citizens and their
leaders. According to Balakian, there was no ambiguity at the time. The
New York Times described the occurrence as "state-planned killing."

But once America began its push toward isolationism in the wake of
World War I, and as Woodrow Wilson’s postwar plans went down in defeat,
the intellectual and and political climate in the country turned away
from any sort of human-rights issues based in foreign places.

Turkey soon became a modern republic; Armenia was swallowed up by
the Soviet Union; and the genocide became lost as a cause. Turkey
also became adept at suppressing testimony about the killings. All
of these various developments are discussed in depth in The Burning
Tigris. Now, with the appearance of Armenian Golgotha by Grigoris
Balakian, the poet’s uncle, the younger Balakian has completed what
he’s designated as his trilogy (he has acted, in the current instance,
as a guide, in his splendid introduction, and as co-translator with
Aris Sevag). Even without its distinguished predecessors, this new work
would constitute a publishing event of significance — for Armenians,
undoubtedly, but for Jews and the world as well. This memoir, which
covers the years 1915 to 1918, is witness literature of the highest
order, to be put beside the great testimony from the Shoah. Despite
the horrors it describes, Armenian Golgotha, published by Knopf,
becomes, by its appearance alone, required reading for those who wish
to comprehend the 20th century and the modern world we inhabit.

‘Depth of Understanding’ According to the biography provided by the
publishers, Grigoris Balakian, who was born in 1876, was one of the
foremost intellectuals of his generation. Educated in Germany and the
Ottoman Empire, he was ordained a celibate priest in 1901 and served
the Armenian Apostolic Church as an emissary to Europe, and Russia
in particular. Aside from writing a number of books, he also became
bishop of the Armenian Apostolic Church in southern France. He died
in Marseilles in 1934. As his nephew says of his uncle’s considerable
achievement, Grigoris was the first survivor to provide the world with
a "depth of understanding" about what happened to his fellow Armenians
as they were driven from their homes and slaughtered en masse. He also
"portrays in detail" an "unexplored dimension" of the genocide —
"the second wave of massacres aimed at surviving Armenians (between
160,000 and 200,000) in camps in the summer of 1916." His uncle’s
statistics suggest that more than 400,000 "perished in Der Zor,
making it a kind of Auschwitz of the Armenian Genocide."

Those who consider themselves informed individuals — and those who
especially consider themselves well-versed in the dangers that still
face the world — will ignore Armenian Golgotha at their peril.

Armenian Prime Minister Tigran Sarkisian said the rate of economic
decline in the country slowed in June 2009.

Statistics for the first half of 2009 show that "positive trends are
already being seen – the rate of decline turned out lower than the
government’s forecast, and the anti-crisis measures are producing
positive results," he told journalists on Wednesday.

Specifically, major improvements were seen in the construction sector
in June 2009 compared to May, which softened the economic decline
significantly, he said.

"A slowdown in the rate of decline is also being seen in other
macroeconomic indicators, which inspires hope that the situation in
the economy will be more favorable by the end of 2009 and we won’t
reach the government’s worst-case scenario that envisions a 20%
decline in GDP," he said.

According to the latest statistics, Armenian GDP declined 16.3%
tentatively to $3.2 billion in the first half of 2009 compared to
the same period of 2008.

YEREVAN, JULY 21, ARMENPRESS: In the conditions of the global financial
crisis there is a necessity to review the project of reconstruction
of state institutions through the state budget means.

The head of the Construction Policy department of the Armenian Urban
Development Ministry Gor Kamalyan told Armenpress that at the beginning
of this year the Ministry was provided with 22 billion 054 million
Drams, within the frames of which reconstruction works of 289 objects
must be carried out.

Works of about 55 objects, which didn’t require an urgent
reconstruction, were postponed because of the crisis and are to be
implemented in the fourth quarter of the running year.

According to G. Kamalyan, the reconstruction works of the secondary
schools of the Republic haven’t been suspended, the tenders
within its frames have taken place, the works run according to the
chronology. Construction works mainly of cultural, sport and health
care establishments have been moved to the fourth quarter.

ArmInfo. The Armenian Government is negotiating with Asian Development
Bank (ADB) on attracting a loan worth $500 mln for the next four years,
Armenian Prime Minister Tigran Sargsyan told journalists.

According to him, the preliminary agreement on this has already been
reached. The loans will allow qualitatively improving the country’s
infrastructure and implementing economic reforms, the prime minister
said.

He added that at the moment the Armenian government has agreements
with the International Monetary Fund on receiving loan worth $720
mln for the next four years, as well as an agreement with the World
Bank on receiving $540 mln for 4 years, and an agreement with Russia
on receiving a loan worth $500 mln. The are all target loans as they
aim to solve specific problems, T.Sargsyan said. To recall, ADB has
recently approved provision of a loan worth $80 mln to Armenia. Armenia
became an ADB member in September 2005.

Its share participation in the ADB authorized capital is 10,557 shares,
or 0,301%, and the voting right is 24,266 shares, or 0,55%.

YEREVAN, July 18 (RIA Novosti) – The remains of five Armenian citizens
who died when an airliner crashed in Iran this week were flown to
Yerevan on Saturday.

The Tu-154 of Iran’s Capsian Airlines crashed in northern Iran on
Wednesday en route from Tehran to Yerevan, killing all 153 passengers
and 15 crew on board.

According to Iran’s Foreign Ministry, 35 ethnic Armenians died, five of
whom were Armenian citizens, as well as two Georgian citizens.

Relatives of the five victims also flew on the Caspian Airlines flight
on Saturday. First aid workers were waiting at Yerevan’s international
airport to meet them, and grieving families were to receive police
escorts for their journey home.

The three "black boxes" belonging to the aircraft have been recovered
from the crash site on a farm in the Qazvin province. The flight
recorders were badly damaged but could help investigators to identify
the cause of the accident.

Iranian authorities said on Thursday the crashed Tu-154M was built in
1987, bought by Iran in 1998, and had an overhaul certificate valid
until 2010.

The Tupolev Tu-154 might have crashed in Iran because of crew error,
chairman of the Armenian Union of Aviators Dmitry Adbashian told a
press conference on Friday.

The information made available to him suggests the crash might have
been caused by the fire in one the plane’s engines, as result of which
the plane got out of control, he said.

Tu-154 planes are very reliable and conform with international flight
safety standards, the specialist said. "It could have made an
emergency landing even with one operating engine, and the plane has
three," Adbashian said.

"Most likely, the crew got confused. It is not ruled out that the fire
was so big that it could not be extinguished," he said.

There are many reasons why the engine caught fire, for instance, it
could be the presence of sand particles from sandstorms, which have
become more frequent in Iran, or some other object in the engine, he
said.

On July 15 a Caspian Airlines Tu-154 plane from Tehran bound for
Yerevan crashed in Iran, killing all 153 passengers and 15 crewmembers
on board.

Tehran, Iran, Jul. 15 – Some 150 people are believed to have died
as a plane travelling from Tehran to Yerevan, capital of Armenia,
crashed in north-western Iran on Wednesday.

The plane crashed near the city of Qazvin at 11.33 am local time,
the official news agency IRNA said, adding that the incident occurred
only 16 minutes after the plane had taken off.
