Armenia uses summer (or daylight saving) time from the last Sunday
in March to the last Sunday in October. The change between the two
takes place at 01.00 GMT.

Armenian Economy Ministry reminds that on 25 October Armenia will
pass winter time according to the law on "Changing time."

In October, just when you get used to it getting dark at around
5.30-6.00pm we change our clocks. This means it will be dark an hour
earlier, and don’t we all notice it! It seems as though suddenly the
nights are substantially longer.

Subconsciously, many of us will feel winter has dawned. Most of us
will be traveling to and from work in darkness, so perhaps it’s not
surprising that so many people, up to one in every 20 people, suffer
from SAD (Seasonal Affective Disorder). This is a specific type of
depression that experts believe is related to a lack of exposure
to daylight. It affects people at the same time each year – during
autumn and winter.

The absence of solutions to the issues of transit between Azerbaijan
and Turkey compels Baku to look for new markets for Azerbaijani gas,
as President of Azerbaijan Ilham Aliev said at the sitting of his
government.

According to Mr Aliev, because of overestimated tariffs on gas
transit across Turkey, which are 70 percent higher than market prices,
Azerbaijan is for almost two years deprived an opportunity to export
its gas to Europe. He also noted that Azerbaijan sells its gas to
Turkey at a three times smaller price that the world average.

The ITAR-TASS quotes the head of Azerbaijan, who said that "because
of Turkish position Azerbaijan has signed an agreement with the
‘Gazprom’ on exports of Azerbaijani gas to Russia." The "Gazeta.Ru"
adds that Mr Aliev reported about possible gas deliveries to Iran
and EU countries bypassing Turkey via the Black Sea.

SEED OF POMEGRANATE CHILD-YOUTH THEATER FESTIVAL TO START IN YEREVAN

/PanARMENIAN.Net/ The second stage of the ninth child-youth theater
festival "Nran Hatik" (Seed of Pomegranate) will start in Armenia
October 24 and will last until November 1. As the chairman of the
festival Hasmik Ter-Karapetyan informed, this year’s festival will be
devoted to 140th anniversary of the great Armenian writer Hovhannes
Tumanyan.

The festival opening ceremony will be held in the house-museum of
Hovhannes Tumanyan, then the festival be continued in the "Metro"
theater, where the troupe named after Avetik Isahakyan will present
the play "Staging Tumanyan": all tales of Hovhannes Tumanyan in one
performance. 23 child- youth theatre troupes, including 12 debutants
will take part in the "Seed of Pomegranate" festival.

TURKISH NEWSPAPER ‘HURRIYET’: RAPPROCHEMENT OF TURKEY AND ARMENIA VIOLATES THE CONCEPT ‘ONE NATION – TWO STATES’

ArmInfo. The rapprochement of Turkey and Armenia violates the concept
"one nation – two states" initiated by Suleyman Demirel and Heydar
Aliyev, the Turkish newspaper "Hurriyet" says commenting on Oct 10
signing of the Armenian-Turkish Protocols.

In particular, the newspaper touches upon the fact of removal of
Turkish flags from the buildings of representations of Turkish
companies in Azerbaijan and from the mass grave in Baku. According
to the source, the specified actions were the response of Azeris to
the ban on carrying Azerbaijani flags to the Bursa stadium during
Armenia-Turkey match. As the newspaper says, this ban filled up the
Azeris’ cup and statements like "there is no more cheap natural gas"
sound in Azerbaijan. The Turkish foreign ministry is also concerned
over these developments.

According to the same source, Ahmet Davutoglu came out with a
statement that he hopes for worthy and respectful attitude of Azeri
people. The official version says that the flags have been removed
from the mass grave temporarily, for reconstruction. This argument
obviously failed to persuade the foreign minister, who said that
"there is not a single Turk on the Greek island of Corfu, however
the Turkish flag flutters there". The newspaper also reminds that the
military attache of Turkish embassy in Baku expressed to the relevant
establishments his discontent with the removal of the Turkish flags.

ArmInfo. The annual meeting of the Armenian, Georgian and Azerbaijani
representatives with the European Union Troika is scheduled for
October 26 in Luxembourg, Tigran Balayan, Armenian Foreign Ministry
Department for Mass Media, told ArmInfo.

The meeting will discuss Armenia-EU relations and implementation of
the Eastern Partnership Project. The meeting will take place before
the EU Summit.

By tradition, Armenian Foreign Minister Edward Nalbandian heads the
Armenian delegation to such meetings.

To recall, EU Troika led by Minister for Foreign Affairs of the EU
chair-state Sweden Carl Bildt was in Armenia on July 20. A broad
spectrum of issues on prospects of development and promotion of
Armenia- EU relations was discussed during the meeting with the
president and foreign minister of Armenia.

borders are marked in compliance with Treaty of Sevres. The map of
energy corridors going through Turkey was drawn by CIA and U.S.
Department of Energy, freelance French journalist Jean Eckian told
PanARMENIAN.Net.

The Treaty of Sevres (10 August 1920) was the peace treaty between the
Ottoman Empire and Allies at the end of World War I.

According to it, Armenia was given a large part of the region
according to the border fixed by President of the United States of
America which was referred as "Wilsonian Armenia" including provinces
which didn’t have significant Armenian populations remaining after the
war, such as the Black Sea port city of Trabzon.

The Treaty of Sevres was annulled in the course of the Turkish War of
Independence and the parties signed and ratified the superseding
Treaty of Lausanne in 1923.

a command of Russian language. In case of Turlkey’s attack, Armenian

Diaspora representatives’ works will be displayed at commemorative

The advances of Croatia are a clear indicator of the registered
progresses of general form for the entire set of Balkan countries

After four years of intense negotiations and deep reforms Croatia
approaches the final straight line in its way towards the European
Union. Brussels thinks that if the ancient Yugoslavian republic –
expires on time with the hanging criteria, the negotiations of
adherence might end next year. –

Community sources assume that Croatia might be the 28th member of the
Union by 2012. The commissioner responsible for the EU Enlargement,
Olli Rehn, showed yesterday that Iceland might join to the Union in the
same date as Croatia. The advances of Croatia are a clear indicator of
the registered progresses of general form for the entire set of Balkan
countries. In this sense, after candidate or applicant presented the
reports on the progress and hanging problems in every country to the
EU, Rehn added that – the strategy of enlargement is a test of our
to the European future of the Western Balkans and Turkey -.

– In these difficult times of economic crisis -, he added, – the
requests of commitment adherence of Albania and Montenegro indicate the
continuo of our Union and our role in the promotion of the stability,
the safety and the prosperity -. Croatia, with a population of 4,4
million inhabitants, has opened the negotiation of 28 of 35 chapters,
of which 13 already have been closed by the agreement.

Brussels emphasizes the progress in new legislation and the
administrative changes impelled by the Government of Zagreb especially
in – the judicial system and the struggle against the corruption
and the organized crime -, according to the report of the Commission
presented yesterday. Other advances are registered in the reduction
of hanging cases earlier in the courts of law, and the steps given
to solve the problems of the minorities, especially the gypsies.

The report point ess, that the Government of Zagreb will have to
intensify its reforms especially – to improve the independence and
efficiency of the judicial system – and – fight against the organized
crime and the corruption -. On the other hand, – the Iceland’s request
for adherence -, points out the commissioner, – adds a new dimension
to our agenda of enlargement -.

Iceland, one of the countries most struck by the recent financial
crisis, has showed its will to intensify its negotiations for a prompt
integration, which might coincide with that of Croatia. According to
Rehn, if both countries – are ready more or less at the same time,
and if the difference is a few months, then from the point of view of
the EU, it would be reasonable that both countries reach the closure
at the same time -.

The march of Turkey, which began the adherence negotiations on October
3, 2005, is equally valuable but much slower. The open opposition of
France and Germany and the ballast of the territorial conflict with
Cyprus would be the fundamental obstacles. Until now Turkey has opened
11 out of 33 negotiation chapters and has merely managed to close the
politically the easiest one, as the one of Science and Investigation.

Rehn praised the mutual normalization in Turkey and Armenia relations,
which – constituted a historical step and the EU welcomes it as a
contribution to the stability of the region -. Brussels also sees as
a positive gesture the opening of the public television channel in
Kurdish language.

Nevertheless, the report is very critical towards the existing
problems on the subject of domestic violence. The report mentions an
investigation according to which 39 % of the women say to have been a
victims of physical violence and 15 % of them having suffered sexual
abuses. Commissioner Rehn expressed his worry for the shortcomings
on the subject of freedom of expression, where – the intellectuals
keep on feeling bothered by his declarations

body having 85 kg weight, Eduard Hovhannisyan , Chairman of Achilles
organization told a press conference today. According to him it is
necessary to lower the allowable amount of alcohol up to 0.4 ppm. He
brought up an example of Russia, where an allowable level number is
equal to 0.3ppm.

He also stressed that unlike many countries, in Armenia there is
no technique for rapid determination of the degree of sobriety of
the driver.

will pay today a two-day working visit to Astana where he will be
present at the joint active round of "Partnership 2009" military
exercises of the CSTO operative reaction forces.

Presidential press service told Armenpress that the delegation headed
by the president consists of Secretary of the National Security
Council Arthur Baghdasaryan, Defense Minister Seyran Ohanyan and
other high-raked officials.
