ARMENIAN, AZERBAIJANI MPS TO MEET AT THE RUSSIAN STATE DUMA

Azerbaijani and Armenian parliamentarians are set to discuss the
Nagorno Karabakh conflict settlement in the lower house of Russia’s
parliament on today.

Five MPs from each side, as well as Azerbaijani and Armenian
ambassadors to Russia and Russian presidential representative on
international cultural cooperation Mikhail Shvydkoi, will take part
in the meeting in the State Duma.

The Armenian delegation comprises Ara Baloyan (Republican Party
of Armenia), Vardan Bostanjyan (Prosperous Armenia Party), Vahan
Hovhannisyan (ARF Dashnaktsutyun), Hermine Nagdalyan (Republican Party)
and Vardan Khachatryan (former Heritage party representative).

President Serzh Sargsyan’s visit to the defense positions of the
defense positions of our country and the Nagorno Karabakh Republic.

Accompanied by NKR President Bako Sahakyan, Defense Minister Seyran
Ohanyan and representatives of the supreme command staff of the
armed forces of the Republic of Armenia, President Sargsyan attended
military exercises at two battalions. Later Defense Minister Seyran
Ohanyan summed up the results of the maneuvers and gave corresponding
instructions to the Officers.

President Serzh Sargsyan laid flowers at the memorial to Monte
Melkonyan, National Hero of the Republic of Armenia.

At the end of the visit President Sargsyan convened consultations on
issues of socio-economic development of Artsakh.

Economy

Despite Armenia’s 0.1% economic growth in January-September this year,
there is still an 18.3% fall compared with the same period last year.

According to the National Statistical Service’s macroeconomic ratings
showing the social-economic state in Armenia, this year’s GDP is
2123218.4 million drams

Let us remind that the decline was 18.4% last month. There has been
insignificant growth in almost all spheres compared with August,
while the figures are not too satisfying compared with last year.

There has been a growth of officially registered unemployed citizens by
10.3% (83,100 people), while there were 83,800 unemployed last month;
in other words, 700 people have been employed.

According to information from the National Statistical Service,
construction has grown by 8.8% since last month. Ratings show that
the fall of construction was 43.8% in January-September and 52.6%
last month. Fall in industry makes up 11.4%, 1.4% in services and 1.3%
in agriculture.

Circulation of foreign products reduced by 30.7% in January-September
and figures were positive last month with 29.9%. Exports decreased
by 41.5% and imports by 27.7%.

Figures show that the growth of construction has played a major role
in the 0.1% growth last month.

October 21 agenda of the Turkish Parliament is already clear, Turkish
Memurlar website reports.

According to the schedule, the oppositional People’s Republican Party
two MPs will hold press conferences at 11:00 and 11:30 a.m.

respectively.

Turkish Foreign Minister Ahmet Davutoglu will give information on the
Armenia-Turkey Protocols signed in Zurich in the General Council of
Turkish Grand National Assembly.

The Protocols were already introduced for discussion in the Turkish
parliament. The documents will be considered in the Foreign Affairs
Committee, and submitted to the General Council of the Parliament
further.

/PanARMENIAN.Net/ Exhibition hall in Khachatur Abovyan’s home-museum
will open in Yerevan early in November. The hall which has a total
area of 600 sq. meters is divided into 12 sections.

Reconstruction complying with international standards cost AMD 20,
of which AMD 10 million was allocated by Government and the remaining
part was paid by sponsors, particularly VivaCell-MTS.

Khachatur Abovyan -an Armmenian writer and enlightener-democrat,
founder of new Armenian literature and new literary language,
pedagogue and ethnographer – was born in Kanaker, a village in the
vicinities of Erivani (Yerevan). He studied in Ecmiadzin and then,
in Nersisyan Seminary of Tbilisi (1824-26). Later he graduated from
Derpt (currently: Tartusk) university. Upon returning his homeland,
he devoted himself to teaching activity. Abovyan met a hostile attitude
by reactionary Armenian clergy and Tzarist officials for being against
dogmatism and formalism in school education. Beginning 1837, Abovyan
was a supervisor in a Tbilisi district college, and beginning 1843
he held the same post in Yerevan. On April 2 (14), 1848 Abovyan left
his home and never returned.

in Moscow area, featuring round table discussions with CIS young
writers’ participation. The forum was organized with the assistance
of Intergovernmental humanitarian collaboration fund.

In his opening speech, RF President Dmitry Medvedev emphasized the
importance of the forum and CIS writers’ participation. "The forum
became a notable event in the cultural life of the country. The forum
features professional discussions on literature, national culture
preservation, creative seminars. CIS writers’ participation is an
important factor".

The forum is attended by famous artists and literary people including
Alexander Gorodnitskiy, Vladimir Makanin, Olesya Nikolayeva, Yuri
Simonov-Vyazemski, Alexander Timofeevskiy, Marietta Chudakova,
Karen Shakhnazarov.

The parliament will debate the protocols signed with Armenia
this week. On Oct 21, foreign minister Ahmet Davudoglu will brief
lawmakers on the accords and political parties will take the floor
to express their opinions. On Oct 10 in Zurich , Davudoglu and his
Armenian counterpart, Eduard Nalbandian, signed historic agreements
to establish diplomatic ties, development of bilateral relations
and reopen borders. The opposition parties CHP and MHP are against
the normalisation of the relations unless Armenia withdraws from the
disputed Nagorno-Karabakh region. Meanwhile, the rapprochement between
Turkey and Armenia apparently restrains relations with Azerbaijan .

Local media reports that Turkish flags were removed from a monument
in Baku while Azeri President Ilham Alivey ordered that the price of
the natural gas sold to Turkey should be reconsidered. The Turkish
authorities did not allow the Azeri flags during an official football
game between the national teams of Turkey and Armenia and the Azeri
government protested against the ban. Local daily Milliyet also reports
that Aliyev told cabinet ministers that Azerbaijan could not reach
an agreement with Turkey on the transport of natural gas to Europe
via Turkey thus an alternative route should be considered.

became a good experience, and Union intends to introduce it in other
partner states, Head of European Commission, Ambassador Raul de
Lutzenberger announced in Yerevan. "Consultative group has the right
to ensure a format for EU initiatives," Ambassador said, declaring
EU’s intention to further cooperation with Armenia.

Lutzenberger also stressed the importance of elaborating "road maps"
introducing concrete steps for Armenia in the frameworks of EU
cooperation package.

On October 20, Armenian Foreign Minister Edward Nalbandian welcomed
U.S. Deputy Assistant Secretary of State for European and Eurasian
Affairs Tina Kaidanow.

As announced by the press and information department of the Armenian
foreign ministry, Nalbandian expressed hope that the experience and
skill gained by Kaidanow during the years of her diplomatic service
will be useful for the development of the bilateral relations.

During the meeting, both sides discussed prospects in the development
of bilateral relations. Nalbandian said that Armenia attaches
importance to deepening substantial relations and strengthening
partnership and cooperation with the U.S.

The interlocutors exchanged ideas on the establishment process
of Armenian-Turkish relations. In that context, Edward Nalbandian
thanked Kaidanow for the U.S.’s assistance to the process and the
efforts made to that end.

Nalbandian and Kaidanow referred to the latest developments in
the negotiation process over the peaceful settlement of Nagorno-
Karabakh issue.

The October 20 plenary session of the Azerbaijani Milli Majlis turned
into a platform for political elite’s new wails at the Armenian-Turkish
Protocols. During the very first hours, representatives of the
ruling New Azerbaijan Party led by President Ilham Aliyev made
statements. Using the same old stock phrases about the firm
Azerbaijani-Turkish friendship, the speakers continued their

The most "substantial" speech was delivered by Vice-Speaker Ziyafat
Askerov, who, after expressing his resentment at Turkey’s "insulting
the Azerbaijani flag," made a "slight shift" to criticizing the OSCE
Minsk Group for being passive in the process of "getting the occupied
territories vacated." "The great powers’ double standards in getting
Azerbaijan’s occupied territories vacated are taking an infamous form.

If the international norms are nothing, let them say it," Askerov
said. The greatest resentment over the latest developments is that
the Armenian-Turkish Protocols were signed in the presence o U.S.

Secretary of State Hillary Clinton as well as that the OSCE Minsk
Group Co-Chairs were involved. Mr. Askerov’s discontent with the
international mediators’ latest statement refuting any link between
the Armenia-Turkey normalization and Nagorno-Karabakh peace process
"betrayed" once again the actual reasons for official Baku’s concern.

Although with reluctance, the Azerbaijani authorities have come
to realize the only optimal option selected by the international
mediators: following the principle of territorial integrity in
the case of a number of Azerbaijani regions, which currently form
a security zone round about the Nagorno-Karabakh Republic (NKR),
and that of nations’ rights to self-determination by determining
Nagorno-Karabakh’s status through a referendum.

It is realizing this fundamental principle — the world geopolitical
players are following with the obvious intention to act through
Turkey’s mediation — that has recently made the Azerbaijani leaders
suffer from fits of hysteria. This hysteria is what is "taking an
infamous form" mentioned by Vice-Speaker Ziyafat Askerov, who referred
to the OSCE MG Co-Chairs’ activities.

One more piece of evidence of the deepening rift between the
Azerbaijani and Turkish peoples is the latest statements made by the
second Vice-Speaker of the Azeri Parliament Bakhar Muradova. "As
regards the national flags of Turkey and other states, the Law on
the National Flag of Azerbaijan was applied — without any malicious
intent," she said at the plenary meeting, commenting on the removal
of the Turkish flags from the "Shahid lane" in Baku. Thus, with
her own mouth, a high-ranking official in Azerbaijan’s political
hierarchy confirmed that the incident was not a mere coincidence. Her
further statements about the absence of any anti-Turkish propaganda
in Azerbaijan, despite her own admission of "Azerbaijan’s sharp
response to the Armenian-Turkish Protocols," proved to be striking
evidence of disagreements between the Armenian and Turkish leaders,
which are getting sharper and sharper.

Of course, one can hardly speak of an inevitable "global" conflict
between Ankara and Baku. The Azerbaijani authorities, which are "going
through pain" because of the present geopolitical changes in the
region, cannot do anything. In any case Turkey remains Azerbaijan’s
most reliable and closest ally. It is just high time for Azerbaijan
to realize that Turkey cannot fuss over Azerbaijan to the detriment
of its own interests. And if Turkey’s interests are in harmony with
great powers’ position now, Azerbaijan has to do nothing but revise
its uncompromising policy – or else it will become a rogue state.
