ArmInfo. Turkish Prime Minister Recep Tayyip Erdogan may deserve the
Nobel Peace Prize for his work to promote peace both in Turkey and
regionally, Thorbjorn Jagland, secretary-general of the Council of
Europe and also chair of the Nobel Peace Prize Committee, suggested
in an interview with a Turkish news agency.

According to the Turkish sources, praising the ruling Justice and
Development Party’s (AK Party) recent democratic initiative, Jagland
said Turkey is fast becoming the strongest country in Europe. Saying
that the AK Party is taking important steps to advance democracy
throughout Turkish society, Jagland praised the government’s policies.

"I admire his (Erdogan’s) leadership," Jagland said. Citing Turkey’s
recent moves to normalize relations with Armenia and lift visa
requirements with many countries, Jagland said he can’t understand
people who oppose Turkey’s EU bid. Turkey has one of the strongest
armies in Europe, is a bridge between the East and the West, and
plays a unifying role in the Middle East, he said.

showing signs for deepening cooperation, something that may affect
CSTO and NATO programs," ARFD faction member Hrayr Karapetyan, Chair
of NA Standing Committee on Defense, National Security and Internal
Affairs, told a news conference in Yerevan.

When asked by a PanANRMENIAN.Net reporter whether possible opening
of Armenian-Turkish border would contribute to stability in South
Caucasus, he characterized Turkey as an unpredictable country guided
by pan-Turkism ideology which poses regional threat to Armenia.

"Otherwise, Turkish side wouldn’t link Armenian-Turkish border opening
with Karabakh conflict settlement," politician stressed.

Unless Turkey repents for crimes against humanity, particularly
Armenian Genocide, it will pose a national security threat to Armenia,
ARFD parliamentarian finds.

YEREVAN, NOVEMBER 25, ARMENPRESS: In 2010 Kazakhstan will assume the
chairmanship of the OSCE. On this occasion a discussion was conducted
today in Yerevan organized by the embassy of Kazakhstan in Armenia and
Analytical Center of Globalization and Regional Development. Diplomats
accredited in Armenia, political analysts, parliamentarians and other
officials participated in the discussion.

During the event Kazakhstan’s opportunities and speeches on the
prospects of the coming chairmanship of the OSCE were presented.

Head of the Analytical Center of Globalization and Regional Development
Stepan Grigoryan said that Kazakhstan has always come forth with
important and interesting initiatives, thus its chairmanship will be
beneficial for all the member countries.

S. Grigoryan noted that Armenian-Kazakh relations have always been
on a high level and that country’s chairmanship will promote their
development.

Head of the OSCE Yerevan Office Sergey Kapinos said that Kazakhstan is
the country which has equal attitude toward all the OSCE countries:
its chairmanship may be an impetus for the solution of issues the
organization is facing.

Charge d’affaires of Kazakh embassy in Armenia Nurbolat Alimbayev
said that Kazakhstan assumes a big responsibility. "We will take
into consideration the opinion of all our partners. As to Armenia,
Kazakhstan is interested in boosting cooperation with it in different
spheres. Of course there are difficulties which first of all are
connected with the economic cooperation. The trade turnover between
the two countries makes 2,5 million USD. We hope that the situation
will improve," he said.

/PanARMENIAN.Net/ Unsafe road traffic conditions in the countries of
Europe and Central Asia (ECA) have tremendous adverse implications
for their economic and social well-being, says a World Bank
report released today. Treating road safety victims is imposing
an increasingly unbearable burden on these countries’ health and
social services. Road traffic injuries are a major cause of death
and disability, affecting young and working-age groups of society
in particular, and ECA countries need to act now to prevent injuries
and save lives, suggest World Bank experts.

The report Confronting "Death on Wheels": Making Roads Safe in
Europe and Central Asia, released after the first Global Ministerial
Conference on Road Safety, reviews the size, characteristics, and
causes of the road safety problem in ECA countries. The report will
help bring into action the agreements reached during the conference
held in Moscow on November 19-20, 2009 under the main theme Time
for Action. The report finds that the magnitude of the road safety
problem in countries of the Commonwealth of Independent States (CIS),
Eastern and Central Europe, the Baltics, and the Balkans is much higher
than in Western Europe, even though their car fleet is smaller and the
number of kilometers they travel by car is lower. The report provides
compelling evidence on the economic and social consequences of the
silent epidemic and suggests a range of policies and strategies and
to confront and prevent "death on wheels".

In ECA, the highest estimated annual costs to governments are in
the large economies that also have sizeable populations: Russia
(US$ 34 billion per year), Turkey (US$ 14 billion), Poland (US$ 10
billion), and Ukraine (US$ 5 billion). A combination of weak road
safety management capacity, deteriorated roads, unsafe vehicles,
poor driver behavior, and patchy enforcement of road safety laws,
alongside exponential growth in the number of vehicles, are the
key factors contributing to road traffic injuries and fatalities
multiplying at a rapid pace.

According to the report, an effective country road safety strategy
requires a systematic multisectoral approach with a politically strong
and technically competent lead agency to coordinate contributions
by the many government departments across which road safety
responsibilities tend to be diffused: transport, interior, police,
health, and education, among others. The goal should be to prevent
the occurrence of injury, minimize the severity of injury when traffic
injuries occur, and prevent lasting disability in the aftermath.

The report concludes that growing urbanization, accelerating growth in
the number of vehicles, and patchy efforts to legislate and enforce
road safety measures result in continued growth of road injuries and
fatalities, and the time has arrived to support concerted efforts
to make roads in ECA countries safer. Together with seven other
development banks, on November 11, 2009, the World Bank issued a joint
statement ahead of the Global Ministerial Conference on Road Safety,
outlining a broad package of measures that each institution would
implement to reduce an alarming rise in the number of road injuries
fatalities and disability in low and middle income countries.

The ECA countries include Albania, Armenia, Azerbaijan, Belarus, Bosnia
and Herzegovina, Bulgaria, Croatia, the Czech Republic, Estonia, FYR
Macedonia, Georgia, Hungary, Kazakhstan, Kosovo, the Kyrgyz Republic,
Latvia, Lithuania, Moldova, Montenegro, Poland, Romania, the Russian
Federation, Serbia, the Slovak Republic, Slovenia, Tajikistan, Turkey,
Turkmenistan, Ukraine, and Uzbekistan.

Georgia has sold the cable that enters Armenia through the railway. At
an auction yesterday, Georgian Railways sold 100% of Georgian Railway
Telecom (GRT) shares to Link Telecom Georgia.

Georgian Railways press secretary Irma Stepnadze informed local
Armenian paper Capital that the Railway Telecom shares were sold for
$14,344,800 USD (the opening bid for the cable was $14,144,800 USD).

Stepnatze noted that, all in all, there were 4 bidders: 3 companies
were Georgian, while one was not.

The 600-km fibre-optic cable that stretches along the length of
Georgia’s railway belonged to Railway Telecom. It was created in 2000
from funding received from the European Union. It is through this
cable that the Armenian company Fibernet Communications connects to
the internet.

According to auction rules, the winning bidder is mandated, over
the course of three years, to implement reconstruction work on the
fibre-optic cable along the length of the railway.

The Railway Telecom bid was open to all. According to Capital, this
was a good opportunity to raise Armenia’s communication, safety and
internet connection reliability. From the perspective of developing
Armenia’s communication networks, it would’ve been beneficial for
Armenian companies to have participated in the bid.

Armenian internet providers in order to acquire the assets of
these Georgian providers (in the case that their own means were
insufficient), could’ve requested support from the Armenian government,
reports Capital.

ArmenTel has 6 internet lines with a connection speed of 155 Mb/sec,
five of which pass through Georgia. But this company doesn’t make
up a big part of the wholesale market; a substantial amount of the
internet is used for its own needs.

A serious player today in Armenia’s wholesale internet market is
Fibernet Communications, who takes up 90% of the market. That means
that a substantial portion of the internet coming into Armenia comes
through the Railway Telecom cable.

VivaCell-MTS, who leases a portion of Fibernet Communications’ cable,
brings in internet from Rostelecom through this cable for its own
needs. If an Armenian provider had acquired Georgian Railway Telecom,
it would’ve been possible not only to raise the reliability of internet
provision, but also to reduce fees.

The ARF Bureau member Vahan Hovhannisyan on November 24 dwelt on Levon
Ter-Petrosyan’s latest speech. He said that Levon Ter-Petrosyan’s
speech can be very well assessed by economists because according
to the ARF member it had a commercial character-offering services
to the government expecting for repayment in exchange. According to
Hovhannisyan, if this payment will be made from the budget, it will
make the situation in Armenia worse considering that the 2010 budget
is already very bad and if it is not from the budget, the payment is
possible to be some percent from the 2012 parliamentary election.

Vahan Hovhannisyan also said that the fact that the court decided
to give Nikol Pashinyan the needed document for putting forward his
candidature views in the context of Levon Ter-Petrosyan’s speech.

Vahan Hovhannisyan says the reason for this supposition is that they
"know the government very well and know that they are not inclined
to make even small concessions".

Lectures Devoted to Prominent Cultural Figures from the 1850-1950 Period
Take Place at AGBU Aleppo Center

A series of lectures, organized by the AGBU AYA Cultural Committee, took
place on October 21, 22 and 23, 2009 at the AGBU Calouste Gulbenkian
Center in Aleppo, Syria.

Narine Tukhikian, director of the Hovhannes Toumanian House-Museum in
Yerevan, was the guest lecturer for this series, during which the Aleppo
Armenian community, over three successive days, became more closely
acquainted with some of our great literary and cultural figures:
Hovhannes Toumanian, Bedros Atamian, Nadezhda Babayan, Marie Nuard,
Shahan Shahnour, Krikor Zohrab and Sempad Piurad. Avoiding literary and
critical analyses, Tukhikian relied on the letters of these well-known
figures to highlight the role of each in Armenian cultural and national
life.

The first lecture was devoted to Toumanian, the great freedom-loving
Armenian humanitarian, whose life coincided with the bloodiest period in
Armenian history. Toumanian, who was the embodiment of devotion and
patriotism, contributed to the preservation of the Armenian spirit in
all possible ways, through his literature and journalism, as well as
political and social activity.

The second lecture was devoted to the famous Armenian actors and
actresses of the second half of the 19th century, who graced Armenian
and European stages: "brilliant actor, great master of the stage" Bedros
Atamian; "the first Armenian opera singer with human simplicity and
magnificent artistry" Nadezhda Babayan; Marie Nuard, an actress who won
much praise and proved that "the Armenian public in Constantinople has
already overcome biases and feels the need to see women on stage."

On the last day of the lecture series, the topic included a discussion
of the work of Shahan Shahnour, Krikor Zohrab and Sempad Piurad.

Tukhikian explained Shahnour’s literary merits within the confines of
world literature. She then presented Krikor Zohrab, the writer, lawyer,
parliament deputy and public worker, who won the hearts and minds of
numerous readers with his short stories. The excerpts quoted from
Zohrab’s letters, which revealed Zohrab as a loving husband, a joyful
and witty individual, were moving and impressive.

Unfortunately, however, he suffered a cruel fate: "At the very beginning
of his life, he didn’t have a document confirming the day of his birth,
and at the end of his life, he didn’t have a tombstone attesting to that
end."

The Turkish scimitar cut short the lives of many brilliant Armenian
figures, who, if they had been lucky enough to live and work, would
undoubtedly have produced works to portray the evolving Armenian
reality. Such a figure was the writer, educator and public worker Sempad
Piurad, who, before suffering a martyr’s death in Ayash, wrote the
following sentence on the wall of his prison cell: "I’m certain that we
are going to die but the Armenian nation will not die and it’s obvious
that Turkey shall lose much after this war." The three-day lecture
series ended with this citation.

Credit for the success of the lecture series goes to Arevig Atashian,
Mano Meyneshlian, Nayiri Ohanian and the AYA Gomidas chamber music
ensemble directed by Hovhannes Moubayed.

At the conclusion of the third lecture, Silva Darakdjian, chairman of
the Cultural Committee, invited Executive Committee Chairman Vicken
Attarian and Local Chairman Raffi Tchaghlasian to come up on stage;
they, in turn, presented Tukhikian with a silver plate and the series of
reprinted volumes of Teotig’s Amenun Daretsuits [Everybody’s Almanac].

Supreme Spiritual Council Statement on Collapse of
St. Gevork of Mughni Armenian Church in Georgia

On Friday, November 20, His Holiness Karekin II, Supreme Patriarch and
Catholicos of All Armenians, presided during a meeting of the Supreme
Spiritual Council in the Mother See of Holy Etchmiadzin. Discussed during
the meeting was the collapse of the St. Gevork of Mughni Armenian Church in
the Diocese of Georgia. At the end of the meeting, the following statement
was released:

The Supreme Spiritual Council regrets to confirm that the St. Gevork of
Mughni Armenian Church (built in 1356) in Tbilisi, Georgia, has collapsed.

The Supreme Spiritual Council regretfully states that years of effort on the
part of the Mother See of Holy Etchmiadzin and the authorities of the
Republic of Armenia, to regulate the legal standing of the Armenian Diocese
of Georgia and secure the return of Armenian churches, through dialogue with
the authorities of the Republic of Georgia and the Georgian Orthodox Church,
were unsuccessful. The collapse of the St. Gevork of Mughni Armenian Church
is only one of the consequences of the unwarranted delays exhibited by the
Georgian side in the handling of the aforementioned issues. The authorities
of the Republic of Georgia and the Georgian Orthodox Church are wholly
responsible for the collapse of the church.

The indifference exhibited by the Georgian state toward the preservation of
Armenian holy sites does not correspond in any way with: 1) the
establishment of good neighborly relations, 2) fidelity to universal human
values, 3) respect for the rights of ethnic minorities, 4) the constant
statements made by the Georgian state regarding the preservation of the
historical and cultural heritage of their ethnic minorities, and 5) the
Georgian state’s acceptance of responsibilities before the international
community.

The Supreme Spiritual Council calls on the authorities of the Republic of
Georgia and the Georgian Orthodox Church to immediately implement steps to
grant legal status to the Armenian Diocese of Georgia and to return the
Armenian churches in Georgia to the Armenian Diocese of Georgia for the
normal functioning of national-ecclesiastical life for the Georgian-Armenian
community and the safe preservation of Armenian holy sites.
