investigate the fact of fires in Nagorno Karabakh and adjacent
territories is very little, reported the CE Department for Political
Affairs. The source noted that the process is rather difficult.

"The matter is that the CE does not have an official stance
specifically on that issue, as the organization does not have a
technical and material basis for checking the reliability of the facts
presented. The Council of Europe has expressed its attitude, based
on conclusions of other reliable organizations, e.g. the OSCE, whose
experts visited territories, where the fires occurred. According to
the mission conclusions, the fires were a result of a natural calamity.

Unfortunately, we as an organization cannot either confirm or deny
this information. We merely trust to OSCE data. The OSCE has larger
capacities for doing that."

The retreat of the Republican Party in Ajapniak appears to be a
tactical step, or a claim for a "great sailing". In other words, "we
do not need communities, we’ll take the whole country." Good voyage,
we would tell the Republican Party, but it is not by our word that
their voyage is going to be good or bad. The Republican Party, which
kick-started its assembly with the bishop’s blessing and repeating
the name of God twice in their program, should have known better that
the word of God was before our and generally any word. And since God
utters a word only once but for the rest of the life, it can be broken
or forgiven only once, and what is more, forgiven not for all the rest
of the life. And the Republican Party has already broken the word
of the lord once – it gave false testimony against Serge Sargsyan,
demanding his resignation in 2000, accusing him of hampering the
fair investigation into October 27. Six years ago the Republican
Party also did not do unto others as it would have others do unto
it. Andranik Margaryan would hardly like Tigran Torosyan considered
to be his friend to come to a separate arrangement with the president
and take his post of prime minister like Andranik Margaryan had done
unto Aram Zaven Sargsyan.

It is becoming apparent that the Republican Party broke the work
of God at least twice, therefore it is pointless to consider once
again what kind of voyage is awaiting the Republican Party. But
since they have already launched the ship, they cannot turn it
back to land because they are unable to conduct a ship, and have
always relied on a "legionary" captain since Ashot Navasardyan, the
"builder" of the ship died. First Vazgen Sargsyan blew the sails of
the Republican Party’s sail, then Serge Sargsyan. And since they rely
on the captain, the decision on moving the ship forward or backward
depends on him. However, they can demand not to endanger their life,
of course, and the ship will nevertheless land, since life is sweeter
than death, especially that capital punishment in Armenia has been
replaced by life imprisonment.

It appears, however, that there will be no need to make Serge Sargsyan
lead the ship to the land. He seems to have decided so. The defense
minister probably feels that the idea to seize the office of president
is not supported publicly. Perhaps he realized more that the idea of
office of the president is not supported publicly either.

And this was apparently the reason why several days ago the minister
was offended by people who had envied his "happiness" and wanted
to get to the "top" of power. Serge Sargsyan was even on the verge
of performing a public scene of self-criticism when he announced
that he gets sardonic smiles from those who want to become leaders,
then he remembered that he wants the same and announced that there
is nothing bad about it, and the problem is the methods.

In fact, the methods are highly important in politics, especially in
public politics. In this case, the question occurs what methods the
minister of defense may use to get to the "top" of power.

Unfortunately, the chess Olympiad ended soon, and the next will be
too late. Fortunately, the other types of sport are not in a good
state, otherwise Tsarukyan might become a serious opponent. However,
methods do not multiply from the lack of an opponent. Consequently,
the search for methods should go on.

The customs officer Vereschagin from the film "The White Sun of the
Desert" sang, "If you’re unlucky in battle, you will be lucky in
love". They only need to carry on the search, for we already have the
"Sun of the Desert". Tata Simonyan had charity concerts in Armenia
and Karabakh and thanked personally Serge Sargsyan for sponsoring
the concert, and in the end there was a thunder of applause in the
Republican Stadium, in front of thousands of audience and hundreds
of thousands of viewers who watched the live concert on TV. I do
not know whether it occurred to them that it was not a concert but
a musical method. If it did not occur to them, it means the method
failed. "And the bell sounded for the last time".

The public did not get it. Because in public perception Serge Sargsyan
is a defense minister and the maximum he can do is to sponsor concerts
in military units on some holidays. If Serge Sargsyan has nothing to
do in the post of the defense minister, he may quit office and sponsor
arts. None of the six posts he occupies is related to concerts. And it
is interesting to know on what money the defense minister sponsors the
concert, which was, by the way, organized rather professionally. At any
rate, it is interesting to know how the defense minister sponsored the
concert, on the money or assets of the army, Yerevan State University,
the Federation of Chess, the Armenian-Russian Government Commission,
the Council of National Security or the Council of the Republican
Party. How? On what money was the method searched for, which, by the
way, was not found and will not be found? For as the poet said, the
person does not look for a method, the method finds the person. And
the later it is found, the more suitable it is.

Karabakh will be held in October, head of the Azeri delegation to PACE
Samed Seyidov said. In his words, the agenda will include the visit of
the committee members to Azerbaijan. The issue of Lord Russell
Johnston’s visit to Azerbaijan, Armenia and Nagorno Karabakh will be
also discussed during the sitting.

Yerevan, 1 September: "The Artsakh [Nagornyy Karabakh] people have
made their historical choice, defending their national right in the
war that was unleashed on them, and building a free and democratic
state today," Armenian President Robert Kocharyan said today.

The Armenian president said this in a message on the occasion of the
15th anniversary of the proclamation of the Nagornyy Karabakh republic
[NKR], Mediamax reported.

"State building which is out carried in Nagornyy Karabakh is aimed at
all-round development of the country and increase of citizens’
welfare.

The presence of a strong and democratic statehood in Artsakh is an
essential precondition for a peaceful and fair settlement of the
Nagornyy-Karabakh conflict," Robert Kocharyan said.

The president noted that "it is the duty of the Republic of Armenia
and the whole Armenian nation to render assistance to development,
strengthening and also the international recognition of the
Nagornyy-Karabakh republic".

Prime Minister Andranik Markaryan also made a congratulatory speech on
the occasion of the 15th anniversary of the NKR proclamation.

"Feeling the consistent and reliable support of the Republic of
Armenia and the care of our compatriots from the Diaspora, the
Nagornyy-Karabakh republics perceived in the world as a state moving
towards democratic way and capable of ensuring its security, which is
one of the basic preconditions for settlement of the conflict and the
international recognition of NKR," the Armenian prime minister said.

SAAKASHVILI WANTS BUSINESS TO HELP IN EASING RUSSIA’S EMBARGO

President Saakashvili told leading Georgian businessmen on August
31 that he has to exert what he called it "a light racketeering"
and to ask each of them to buy at least 10 tones of grapes from
wine-growers in order to ease a burden of Russia’s decision to ban
import of Georgian wine.

President Saakashvili met with businessmen in a town of Sagarego in
eastern region of Kakheti, which is a home of over 60% of Georgia’s
vineyards. Outdoor meeting, which was televised live, took place in
a vineyard.

Mikheil Saakashvili told businessmen that Russia wants to replace
the current government in Georgia through triggering social unrests
and banning of import of the Georgian wine was a part of this policy.

As the harvest approaches, wine-growers, mainly in the Kakheti region,
may face serious problems selling their grapes, because Georgian
wine-producing companies will not be able to purchase as many grapes
as last year after the Russian market was closed down in March.

The authorities are now trying to somehow ease potential protest
by thousands of wine-growers, especially on the eve of the upcoming
October 5 local self-governance elections.

"I want to ask you [businessmen] one thing. We should all help Kakheti
this year. We have put an end to the state racketeering in Georgia. But
today I want to exert a light racketeering on you for the first and
the last time. So I offer each of your company to buy this year 10
tones of grapes; take it and you can either let you employees eat it
or produce a wine from it," Saakashvili said.

"You should understand that now we are in a condition of economic
war. This is not an ordinary situation… I instruct PM Nogaideli to be
in charge of [grape] harvest in Kakheti. In addition, I also instruct
PM Nogaideli, Mikheil Svimonishvili [the Agriculture Minister],
Vano Merabishvili [the Interior Minister], Irakli Okruashvili [the
Defense Minister] and Zurab Adeishvili [the Prosecutor General] to be
in charge of harvest in each of five districts of Kakheti – Signagi,
Sagarego, Telavi, Kvareli and Gurgaani," he added.

He also said that the state itself can not purchase grape, but the
state can create conditions for wine-growers to sell grapes, despite
Russia’s "embargo."

"We should overcome this harvest with minimal losses and we should
not make our enemies happy… We should not let our enemies let see
our wine-growers protesting," Saakashvili said.

Speaking Tough on Russia

During the meeting with businessmen he spoke tough on Russia and blamed
"political establishment" in Moscow for deliberately creating problems
to the Georgian state.

President Saakashvili told businessmen that although the Georgian
state is no longer "a terrorizer" of the business, as it was during
ex-President Shevardnadze’s administration, "now a new terrorizer"
of the Georgian business has emerged.

"Unfortunately it is our neighboring Russia’s political establishment,"
he said.

"Russia has a very firmly expressed policy in respect of Georgia –
I want to believe that this is the policy of only one part of the
Russian authorities – and this policy is very simple: not to let
Georgia to strengthen and not to let Georgia to restore its territorial
integrity," Saakashvili said.

"Russia has vividly defined policy aimed at replacing the current
government in Georgia very promptly. They are implementing this through
trying to stifle Georgia so that to make the Georgian people believe
that there is no reason to fight for freedom, to fight for restoring
rule of law in Abkhazia and in Tskhinvali [breakaway South Ossetia]
and to make [the Georgian people] to overthrow this government and
to kneel down in front of Russia, because success of Georgia means
a failure of ideology of those decision-makers [in Moscow]. And do
not think that they [Russian officials] are promising something in
exchange, I know this because I had talks with them, they are just
telling us: you are in a trouble now, the only thing we can do is
not to further worsen your situation… This was [a content] of my
recent talks with our partners in Russia," Saakashvili said.

He said that a closure of the Zemo Larsi border checkpoint by Russia
also aimed has also aimed at targeting Armenia.

"Because Russia is telling Armenia: let’s jointly plot [against
Georgia]. But of course they will not be able to receive anyone’s
consent on this," the Georgian leader said.

Saakashvili said that Russia has its allies in Georgia, which try to
ease Moscow’s plans in respect of Tbilisi.

"Those [political] parties, which say that the Georgian government
has closed down Russian markets for the Georgian peasants are allies
of Russia… Also those media sources which are disseminating this
information are [Russia’s allies]. Those media sources, which will
start propaganda of an idea that there is a problem with the [grape]
harvest because the government made mistakes, will be [Russia’s
allies]," Saakashvili said.

He said that the only solution in the existing situation is to find
alternative markets for the Georgian wine.

"When the Russian market will open for the Georgian wine? There is a
very simple answer: as soon as they [officials in Russia] see that
Georgia has not been devastated… This market will only be opened
when Russia sees that Georgia already has an alternative markets for
its wine," Saakashvili said.

"Yes, they [Russian officials] do love Georgian wine, but willingness
to harm us is stronger; yes they miss the Georgian wine, but they say
let’s be patient and at first throw [the current Georgian government]
away," he said.

The President said that Georgia should not even hold talks with Moscow
about opening Russian market for the Georgian wine.

"It will only make them think that they are on a right way,"
Saakashvili said.

"There is no reason to have talks with predator… The only thing we
can do is to say without any rhetoric and irritation: we will do our
job anyway," he added.

"I want to tell Kakhetian peasants that there will problems this year
my brothers… But the most important now is not to let them [Russian
officials] hear our nagging; the most important is our journalists
to cover [harvest] so that not to make them [Russian officials]
see that they have reached their goal."

In the end of his speech, President Saakashvili asked Mayor of
Tbilisi Gigi Ugulava, who is currently campaigning for the upcoming
local elections in order to retain the post, to unveil his new
initiative. Ugulava told businessmen that the Tbilisi Municipality
will buy twice more grape than they will do. He said the move will be
a demonstration of a desire to help the country in a time of trouble.

FAMILY FEUD TURNS VIOLENT IN ARMENIAN VILLAGE

Khachik Badalian, the brother of the former head of the village of
Dalar in Armenia’s Ararat province, on Wednesday was run over by a
car and taken to hospital with bodily injuries.

Police reported that an Ashot turned himself in to the authorities
later that day admitting to hitting Badalian with his VAZ 2102 car.

Investigation into the incident is continuing.

Doctors of the hospital to where Badalian was transported in an
unconscious state told RFE/RL that his life is out of danger.

Earlier on Wednesday Dalar’s village head Tigran Petrosian was found
murdered. According to the region’s prosecutor Suren Parsamian,
former village head Gegham Badalian reported to police and admitted
to the murder. He was taken into custody and a criminal investigation
was instituted into the case.

According to RFE/RL’s information, after the murder of the village’s
incumbent head, the brother of the former village head, Khachik
Badalian, was going around Dalar’s streets with a knife in his hand
and threatening local villagers. It was then that Badalian was hit
by a car. Khachik Badalian had been wanted by police since June 2.

The feud between the two village heads, Badalian and Petrosian,
began after the first round of the 2003 presidential elections that
divided the two friends into different camps, as Badalian supported
Robert Kocharian and Petrosian was the proponent of Stepan Demirchian.

After the first round of the vote, Badalian’s younger brother shot
in the direction of Tigran Petrosian. He was convicted for that later.

In 2005, in the capacity of the new head of the community Tigran
Petrosian launched an inquiry into his predecessor’s work, revealing
certain abuses and wrongdoings. Local prosecutors launched a criminal
investigation into the allegations, which is continuing to date.

Armenia Will Not Send Peacekeepers

For the time being Armenia will not send peacekeepers to the
Israel-Lebanon conflict area, stated the speaker of president of
Armenia on August 30.

"There are several reasons, I will mention two of them. First of all,
the question of mandate of peacemaking forces is not clear yet.

In other words, the boundaries their actions will be confined to are
not clear yet. And considering that the Armenian military unit cannot
have an important role beside other countries, additional problems
may occur. On the other hand, the Republic of Armenia is worried
about the interests of the large Armenian community in Lebanon,
realizing that the engagement of Armenian peacekeepers in different
clashes may bring about problems for the Armenian community," says
Victor Soghomonyan. According to him, considering this, official
Yerevan decided that the Armenian peacekeepers will not join the
peacekeeping force to the area of conflict between Lebanon and Israel.

YEREVAN, AUGUST 28, NOYAN TAPAN. 10 bln drams (about 25 mln USD) was
allocated by the 2006 state budget to the sphere of education. Out of
this sum, about 1 bln 216 mln drams is envisaged for major repairs of
18 schools within the jurisdiction of Yerevan Mayor’s Office. First
Deputy Mayor of Yerevan Kamo Areyan stated at the August 28 press
conference that 9 schools have already been repaired, and repairs of
the remaining 9 schools will be completed by late November. According
to K. Areyan, another 4 schools of Yerevan will be repaired with
132 mln drams allocated by the Social Investment Fund, and repairs
of yet another 5 schools will be finished by late 2006 with funds
of private sponsors. It was noted that out of the city capital
expenditures approved by mayor’s office, 314 mln drams was made
available for repairs of 8 comprehensive schools. The deputy mayor
said that according to preliminary data, 23 comprehensive schools in
Yerevan will be repaired with the 2007 state budget resources.

There are to-date about 20 money transfer systems in Russia. New
systems start to oust recognized leaders of the market

"Some time ago, money transfer systems were associated with
international brands, such as Western Union, Money Gram and Travelax.

However, money transfer systems from the CIS countries, including
Anelik (Armenia) and PrivatMoney (Ukraine), have lately started to
press the market leaders," says Andrei Pogoryansky, the deputy board
chairman of OAO Gorodskoy Klientsky Bank. At present, this bank
offers two types of money transfers – through Western Union and
Anelik and both of them are in demand. MDM-Bank offers the same two
systems to its customers. "Every system has its customers. Western
Union has the largest network and positions itself as the fastest
system. However, Western Union’s commission fees are higher compared
with other operators. Anelik charges low commission fees for a money
transfer within 24 hours," says Ivan Artamonov, senior vice president
of MDM-Bank.

CONTACT, a Russian international system of money transfers and
payments, is gaining popularity. "The system has over 27 thousand
service points in 79 countries of the world. Over 11 thousand persons
make use of its services daily. In 2005, the amount of money
transfers through the CONTACT system came to more than $900 million.

>>From March 2005 till March 2006, the amount of transactions exceeded
$1 billion," said Sergey Bludov, the deputy board chairman of
RusSlavBank.

The Post of Russia made up its mind to intensify competition on the
money transfer market and launched the Cyber-Money project. "About 40
thousand post offices all over Russia have taken part in the project.

However, the term of delivery of money to a remittee is still rather
long – about 48 hours," Andrei Pogoryansky says.

Experts make mention of one more serious competitor – Sberbank. This
year, Sberbank has launched a new system of express money transfers
Blitz based on the application of modern bank technologies and
high-speed communication channels. Sberbank’s press service informed
that over 4.5 thousand branches of the bank had already been
connected to the system and their number would increase to 5 thousand
by the end of this quarter. The service is in demand, according to
Sberbank: transfers to the amount of over 7 billion rubles have been
made within six months of operation of the system.

The Fast Post system is the most well-known Russian system. It takes
a few minutes to transfer money inside Russia and to the CIS
countries with the help of this system. Migom and Unistream are aimed
at the same regions.

Greek-Roman and Free-Style Wrestling Championships to be held August
29 – September 5 in Guatemala.

RA youth team of Grrek-Roman style wrestlers comprises Khosrov
Melikyan, Hrachya Hovhannisyan, Arsen Julfalakyan and Arthur
Shahinyan. The chief trainer of the team is Armen Babalaryan, the
trainer is Sokrat Petrosyan.

The team of free-style wrestlers includes Suren Adyan, Khachik
Amroyan, Edgar Yenokyan and Arthur Arakelyan. The chief trainer is
Araik Baghdasaryan.
