The speech of Armenian Foreign Minister Vardan Oskanyan at the 61st
session of the U.N. Assembly General takes a blackmail character,
the Head of the International Relations Department of Azerbaijani
President’s Office Novruz Mammadov told Trend.

He considers that the speech of Oskanyan made an impression not only
in Azerbaijan, but also in the whole world public that the Armenian
minister was very nervous and emotional during the speech. His speech
went away from the diplomacy. "Oskanyan wanted to misinform the
international community. Armenians have a habit to deceive. He spoke
about thousands of pomp stones as though destroyed by Azerbaijanis.

It is a new falsehood," Mammadov emphasized.

Touching on the statement of Oskanyan that Armenia agrees with all
conditions of OSCE regarding the settlement of Nagorno-Karabakh
conflict, Mammadov spelled out that "if it is so, then who did
Armenian president and foreign minister immediately left Paris after
Rambue meeting, by not respecting to his friend – French President
Jacque Chirac".

Kars-Akhalkalaki-Tbilisi-Baku railway construction, a Turkish senior
official said.

According to him, despite the efforts of Turkey and Azerbaijan to start
the building, Georgia slows down the process by all means. "Turkey
is ready to allot $220 million for the construction and Azerbaijan
has already assigned its share. We do not ask Georgia for money
while it’s the country that will derive a greater benefit from the
project. Despite this, Tbilisi poses various bureaucratic obstacles to
delay the constriction. It’s incredible," the Turkish diplomat said,
reported APA news agency.

the paragraph on the recognition of the Armenian Genocide as a
precondition to the adhesion of Turkey. Under the pressure exercised by
Turkey, the Socialist and Liberal groups -while being the two principal
promoters of the paragraph in question during the vote of September 4
in the Committee on Foreign Affairs – have performed an about turn by
submitting an amendment which aims to suppress the precondition. These
amendments do not enjoy the unanimity of their groups.

"Turkey has imposed these amendments by intimidating certain members of
the two groups. Several parliamentarians close to the file have even
been personally threatened" declared Hilda Tchoboian, the president
of the European Armenian Federation.

"Turkey, while not in Europe, is attempting to revert and direct
the political line of our European representatives and is imposing
its denial. The recognition of the genocide as a precondition to
the adhesion was adopted in the same terms in the resolution of
September 2005. We warn against this risky strategy which will
offend the European nations in order "not to offend" a state which
is definitively negationist" concluded Hilda Tchoboian.

/PanARMENIAN.Net/ A joint Russian-Armenian exercise will be held
in Russia in the initial half of 2007, said Major General Vladimir
Gorshukov, the head of the RF Interior Ministry’s department for
coordination of special forces’ activities. "The exercise for
coordination of joint moves and prevention of terrorist acts will
be conducted in Rostov-on-Don with the participation of the special
forces of the Russian Ministry of Interior and Armenian Police by
initiative of the joint board," he said.

Vladimir Gorshukov also informed that Armenian military will take
part in the special forces’ exercise in Novosibirsk in October 2006
as observers.

Besides, they will participate in the round table discussions upon
completion of the exercise, reported newsarmenia.ru.

YEREVAN, SEPTEMBER 20, ARMENPRESS: Manuk Hergnyan, an expert from
an economic think-tank, called Economy and Values, told the third
Armenia-Diaspora Conference in Yerevan yesterday that the share of
Armenian Diaspora investments in Armenia’s economy between 1994-2004
made only 25 percent or only $260 million in terms of money.

Hergnyan said Armenian authorities managed to attract the bulk of
investments, about 40 percent, through infrastructure development
programs. He said these investments were made by non-Armenians.

But along with this Diaspora Armenians make 70 percent of all direct
foreign investors. So, in terms of numbers, Diaspora Armenians exceed
all other investors. Hergnyan said an average investment made here
by a Diaspora Armenian businessmen is between $150,000-$200,000. This
means, the expert said, that Diaspora Armenians do not invest heavily
in the ancestors’ land.

YEREVAN, September 18. /ARKA/. Armenia’s average GDP for recent five
years has made 12.21%, Armenian President Robert Kocharyan said Monday
at Armenia-Diaspora 3rd forum.

He said private sector contributed 85% to the growth, of which 40%
came from small- and mid-scale entrepreneurship.

The president said offshore investments totaled $500 million last year.

He finds this a great achievement for a country having neither oil
nor gas.

Kocharyan also pointed out that large-scale reforms had been
implemented in Armenia last four years.

He stressed that Armenia’s membership in WTO speeded up the country’s
integration in the world economy and made its relations with trade
partners predictable.

The head of state singled out energy sector as well as mining,
processing and jewelry industries, information technologies and
construction as the leading areas in the country’s economy.

He stressed the role Armenian communities worldwide with their direct
investments play in Armenia’s economy.

The 3rd Armenia-Diaspora forum is to last three days – from September
18 to 20 – in Yerevan.

Armenian Apostolic Church leader Catholicos Garegin II is set to
speak at the forum.

Moscow, 19 September: The head of the State Duma international affairs
committee, Konstantin Kosachev, does not consider it necessary for NATO
to expand in order to oppose new challenges and urges the alliance to
"rid" the process of addressing this issue of mercenary considerations.

"Russia is a member of the Collective Security Treaty Organization
[CSTO] and at the same time it cooperates with NATO closely, and I do
not see any contradiction here. NATO is not perceived as an enemy,
as an adversary," he said replying to the question on how Russia
perceives cooperation between Armenia, which is a CSTO member state,
and the North Atlantic Treaty organization.

"When we say that we cannot agree to NATO’s further expansion we view
this issue exclusively in a practical dimension. We do not see any
sense in this from the point of view of the global problems faced by
the humanity," the Russian deputy said.

According to Kosachev, it is difficult to understand "how Georgia’s
possible entry to NATO could help solve the problems of nuclear
nonproliferation or international terrorism".

"In countering these problems, NATO has proved to be an absolutely
inefficient organization. It is enough to look at what is happening
in Afghanistan today," Kosachev said and added that, in his opinion,
this is precisely why Russia objects to the further expansion of
the alliance.

"Ukraine’s possible entry to NATO, ignoring the opinion of the
Ukrainian people, would result in the disruption of absolutely unique
cooperation ties between the military-industrial complexes of Russia
and Ukraine. Neither Russia nor Ukraine needs this," the deputy said.

He also pointed out that Armenia had not yet discussed its possible
membership of the North Atlantic Treaty alliance.

"But I am convinced that this hypothetical project does not meet
either the interests of Armenia or the interests of Russian-Armenian
relations," Kosachev said.

He pointed out that Russia’s appeal to NATO "boils down to the fact
that this situation should be rid of political mercenary considerations
and that it should be looked at from the point of view of expediency".

COURT HEARS MOTION TO DISMISS GENOCIDE DENIERS’ CASE

Armenian Assembly Argues As "Friend of the Court"

Washington, DC – In U.S. District Court in Boston yesterday, Assistant
Attorney General William Porter argued for the dismissal of a lawsuit
brought by a Turkish group and others seeking to reinsert genocide
denial materials into the Massachusetts school human rights curriculum
guide. In support of the Attorney General’s position, the Armenian
Assembly filed an amicus curiae (friend of the court) brief, and
argued for the rights of the defendants to recommend teaching the
facts of the Armenian Genocide.

The lawsuit, filed last year by the Assembly of Turkish American
Associations (ATAA), asserts that the Massachusetts Department of
Education’s decision to remove denialist materials in the school
curriculum guide amounts to "censoring" and therefore would be a
violation of the First Amendment. Yesterday in court, Assistant
Attorney General Porter, who represented the Commonwealth, argued
that the First Amendment cannot be applied to statements by the
government and said that the Statute of Limitation requires that the
case be dismissed.

Furthermore, the state pointed out that the plaintiffs have no
standing to sue since there was no harm suffered because students and
teachers may still independently access genocide denial information
from sources not recommended by the state’s curriculum guide.

The ATAA Web site, which the lobbying group seeks to include in a list
of educational sources, is available online although not sanctioned in
the curricular guide. Among the historical distortions on the site is
the statement that it is "….a fact that more than 2 million Turks
and Muslims were massacred by the Armenians…"

"If the plaintiffs succeed with this lawsuit, there will be no stopping
point for the demands anyone can make for the inclusion in curriculum
recommendations, no matter how flawed or outrageous," said Attorney
Arnie Rosenfeld of Kirkpatrick & Lockhart Nicholson Graham LLP, who
argued the Armenian Assembly’s Amicus together with Board of Trustees
Counselor Van Krikorian.

Rosenfeld and Krikorian warned that if the court accepts the
plaintiffs’ First Amendment claims, it would open the door for any
extremist group, such as Holocaust deniers, to challenge curriculum
matters in court.

Harvey Silverglate, a Boston-based lawyer representing the ATAA,
questioned the veracity of the crimes as the "alleged" Armenian
Genocide in a courtroom full of members of the Armenian community. In
so doing, he joined the ranks of genocide deniers who seek to question
the systematic extermination of the Armenians despite the fact that
there is no credible and scholarly evidence to support such claims.

Also, Attorney General Gabriel Wolohojian of Wilmer, Cutler, Hale
and Dorr LLP, represented an Amicus Class including the Armenian Bar
Association, the Armenian National Committee, the Irish Immigration
Center, the Jewish Alliance for Law and Justice and the NAACP.

  Armenian Assembly Board of Trustees President Carolyn Mugar, Vice
President and Counselor Robert A. Kaloosdian, and Executive Committee
Member Anthony Barsamian also attend the proceedings. Additionally,
representatives of the Armenian Bar Association, Armenian National
Committee, International Association of Genocide Scholars, Jewish
Community Relations Council, Irish Immigration Center, NAACP and the
American Jewish Committee, were also on hand.

In 1998, the Massachusetts State Legislature unanimously passed
legislation requiring the Board of Education to formulate
guidelines for a curriculum designed to provide instruction on
several well-documented human rights abuses, including the Armenian
Genocide. In compliance with this requirement, the Department
of Education prepared a draft guide and released it for public
comment. The plaintiffs were afforded opportunities to present their
materials to the Department of Education. Proposed revisions to
the draft were considered, in some cases adopted, and in some cases
rejected. A final guide was then prepared. The ATAA, having failed
to insert their web site replete with historical distortions and
inaccuracies, brought forth the lawsuit in another attempt to cover
up the facts of the Armenian Genocide.
