FRENCH UNIVERSITY OF ARMENIA ADMITS 200 FIRST-YEAR STUDENTS

YEREVAN, SEPTEMBER 12, ARMENPRESS: The French University of Armenia
has admitted this year 200 first-year students out of 256 applicants.

Guillome Loerren, chief secretary of the French University of Armenia,
said to Armenpress that students are majoring at three departments
of law, economy and management.

Overall the University has now some 1000 students.

Its diplomas are valid both in Armenia and France.

Guillome Loerren said 30 four-year students with excellent academic
records are given an opportunity to have a training course at Lyon-3
University in France.

All their expenses are covered by the French government.

Organization (KLO) is calling the Azerbaijanis not to allow the
Armenian wrestlers to visit Baku.

Azerbaijani coaches, wrestlers and referees should refuse to
participate in the championship, the KLO said on 10 September. The
Armenian wrestlers will participate in the championship, which will
be held in Baku from 17 to 23 September.

"We will make every effort to prevent the Armenians from participating
in this championship," the statement said. The KLO related the decision
to allow Armenians to visit to Baku as ‘dirty plans’.

"Azerbaijani sportsmen, especially the wrestlers, should not allow
Armenian sportsmen to participate in this championship and this
shameful event to appear in the country’s sports history," the
KLO urged.

The KLO was established in Baku on 28 January 2000, with the objective
of a public struggle for the liberation of Nagorno-Karabakh. Akif Nagi,
a Ph.D candidate in history, has been elected Chairman of the KLO at
the Constituent Assembly of the organization.

KLO unites representatives of intelligentsia, refugees and internally
displaced persons (IDPs), old and young people as well as former
military soldiers. The organization has 74 departments in the regions,
cities and tent camps in Azerbaijan. Its representatives are working
in Turkey, Iran, Russia, Sweden, Germany, France, Canada, Estonia
and Iraq. KLO has more the 10,000 members.

The conflict between the two countries of South Caucasus began in 1988
due to territorial claims by Armenia against Azerbaijan. Armenia has
occupied 20% of the Azerbaijani land including the Nagorno-Karabakh
region and its seven surrounding Districts. Since 1992, these
territories have been under the occupation of the Armenian Forces. In
1994, Azerbaijan and Armenia signed a ceasefire agreement at which time
the active hostilities ended. The Co-chairs of the OSCE Minsk Group
(Russia, France and USA) are currently holding peaceful negotiations.

Organization (KLO) activists had planned to demonstrate against the
Armenian Interior Minister’s visit to Baku, but instead were detained
by policemen, Akif Nigi, the chairman of the organization, told Trend
News Agency. Activists were set free after receiving a warning.

The meeting of the Interior Ministers of the CIS countries was held
in Baku on 6 September. The KLO protests against the visit of the
Armenian Interior Minister to Baku.

The KLO was planning to protest in front of the Hayat Regency Hotel,
police, however, thwarted the organization’s intent.

Although many people in our reality are convinced that the Opposition
will fail in its attempts to run for the 2008 presidential elections
with a united candidate, they didn’t expect scenes of an extremely
speedy and stormy divorce.

But what really happened? Yesterday, the leader of "New Times" party
announced without hesitation that "I am not going to join anyone. I
will run for election on my own." It is quite easy to understand this
kind of sincerity expressed by Aram Karapetyan, since he is strongly
against the option of appointing a united candidate in an artificial
manner, and pins hopes on "natural elections", i.e. the probability
of a one of the pro-Opposition leaders participating in the second
stage of the elections.

A. Karapetyan’s statement is the first stone thrown into the political
pool which faces the danger of stagnation, and it promises to bring
about new fluctuations.

It is clear from now on that Tigran Karapetyan, leader of the
People’s Party is will propose his candidacy by all means, without
joining anyone.

It is also obvious that ARFD will also run for Presidency with
a candidate of its own. And for this purpose, the nearest Supreme
Assembly is an opportunity of determining the personality of a specific
candidate, rather than reviewing their principle.

Such divisions observed inside the Governmental camp will, in their
turn, play the role of a catalyzing machine for those pro-Opposition
leaders who, deep in their heart, wish the Opposition to run for
elections in separate teams; however, they do not yet dare to declare
of such intention. Vazgen Manoukyan has a specific role among them,
his chances for becoming the Opposition’s united candidate lessening.

Let’s try to find what chances the four leaders of the present-day
Parliamentary majority (Stepan Demirtchyan, Artashes Geghamyan,
Arthur Baghdasaryan and Raffi Hovhannisyan) have in terms of joining
one another or running for election separately. The latter among
them becomes faced with serious obstacles in case of advancing his
candidacy; therefore the chances of uniting around him are purely
theoretical in character. As to the other three, deep in their hearts
they certainly cherish desires of becoming the Opposition’s united
candidate, however, the "big game" that the Armenian pan-National
Movement has started around L. Ter-Petrosyan, has moved them at least
to the bench of "substitutes".

The following question comes up: First: whether these two leaders
will join Levon Ter-Petrosyan, should he, nonetheless, advance his
candidacy?

Second: whether a special ‘trilateral agreement’ among Stepan
Demirtchyan, Artashes Geghamyan and Arthur Baghdasaryan will be
possible without L. Ter-Petrosyan’s participation.

We believe, the current negotiations with the above-mentioned three
candidates for joining Mr. Ter-Petrosyan are bilateral tactical
games. In this way, the Armenian pan-National Movement and its leaders
demonstrate their "broad opportunities", whereas each of the remaining
three candidates nourishes disguised hopes that Ter-Petrosyan will quit
the arena at the last moment, and he will come in possession of the
vacant "seat". It is not accidental that neither Arthur Baghdasaryan
nor his party members are trying to conceal the fact that they have
joined the game on one condition only: the whole camp supporting the
Armenian pan-National Movement will unite around Arthur Baghdasayan,
in case Mr. Ter-Petrosyan refuses to run for Presidency.

As to S. Demirtchyan and A. Geghamyan, their goals are a little bit
different. Faced by the fact of being banished from the Parliament,
these people acutely perceive the danger of falling into total
oblivion. However, the prospect of uniting around Levon Ter-Petrosyan
is not a guarantee for any of them to overcome the existing threat. In
that case, they simply have certain chances of "offering a high price"
for their personality, if, of course, there are relevant "buyers"
in the other political camps.

In case of any solution to the "great fraud" resulting from the issue
of L. Ter-Petrosyan’s nomination, each of these three leaders will
also think only about his future. And in that respect, proposing
one’s own candidacy will be the best way out, as it may provide
the only opportunity of participating in the "political bargaining"
expected during the coming months.

Thus, the inevitable process of self-nominations will result in
such serious divisions on the political arena that the pretenders to
presidency will grow exponentially, exceeding the borderline of 10
candidates by all means.

YEREVAN, September 5. /ARKA/. International recognition of the
Nagorno-Karabakh Republic (NKR) and the settlement of Karabakh problem
do not need any precedent, MP from the ruling Republican Party of
Armenia (RPA), member of RPA’s Council Armen Ashotian told journalists.

According to him, the Karabakh problem is on the international
political agenda and cannot be solved separately from the international
developments.

"Being the place of collision of the interests of super powers
Karabakh problem is doomed to consideration within the global logics
of international developments, as a result of which OSCE MG Co-Chairs
and the conflicting sides fail to come to a final conclusion,"
Ashotian said.

According to him, settlement of NKR’s status is within the
international law and the parallels with Kosovo can serve as an
additional, not decisive factor. Ashotian pointed out that NKR is
de-facto recognized as a separate state formation practically by all
the sides of the negotiations, including Azerbaijan and the Co-Chairs.

The issue of de-jure recognition can be brought up by Armenia and
Karabakh only if an opportune moment and the required state of affairs
are available, Ashotian said. In this respect, the time passes in
favor of NKR’s and Armenia’s people.

YEREVAN, SEPTEMBER 5, NOYAN TAPAN. "Although all measures have
been taken to prevent penetration of the African plague virus into
Armenia, some cases of infection have been registered in Lori and
Tavush marzes." The head of the State Food Safety and Veterinary
Inspection of the RA Ministry of Agriculture Grisha Baghian said
at the September 5 press conference that a total of 1,700 pigs were
killed in the indicated marzes (regions), after which their bodies
were either burned and buried in 5-meter-deep pits.

A quarantine has been imposed in these marzes, as well
as round-the-clock control introduced in order to prevent
transportation of infected pork from these marzes to other parts of
Armenia. According to G. Baghian, constant contol is also carried out
at Yerevan markets. Besides, all vehicles passing through Armenia’s
check points are disinfected, with all foodstuffs made of pork being
destroyed. The headquarters for fight against African plague has been
created, and a phone hot line has been set up.

G. Baghian said that in case of ordinary plague, pigs are vaccinated
but there is no cure or medicine for African plague. At the same time
the inspection head called on not to get into panic because humans
do not contract this disease.

I write these words while I say good-bye to you, my beloved Baghdad. I
say good-bye while the pain and the grief tear my heart and fill
my essence and feeling. You are the city which embraced my father
and other Armenians who survived the Armenian Genocide in 1915 and
provided them with shelter and means of living and comfort. In you
I was born, grew up and finished my elementary, intermediate and
secondary studies in the Armenian Private School.

Also in you, I dreamed and had my first childhood love in school. I
graduated from the school, where I was ever superior, to enter your
College of Engineering from which I had graduated as a constructional
engineer to serve you through my specialty and to engage in your
reconstruction. Then, I joined the compulsory military service
during the Iraqi-Iranian war and completed my postgraduate study in
1988. During the study, I loved an Armenian young woman, who was a
student at the same Department and broke off my relation after years,
because she had left you and immigrated to the unknown world. After
invading Kuwait in 1990, I served in the Army as a reservist and went
out of it after the end of the Second Gulf war in 1991.

In you, my beloved Baghdad, I practiced activities in the Armenian
Diocese and cultural associations and Iraqi cultural forums by
giving lectures on the history of the Armenian people and Church,
the Armenian Cause and interpreting the Bible. I also wrote articles,
worked as a journalist in some of your newspapers and worked in the
Embassy of Armenia, till the members of the mission left you before
the US-UK campaign to invade you began in March 2003. I worked as a
lecturer in the University and this was my history I made in you with
great efforts which I was proud of and I dreamed to tell my children
about in the future while being in you.

However, everything in you has changed, my beloved Baghdad, after you
are afflicted with wounds and treachery of the friends and enemies
from each side. You are bleeding, death is spread everywhere in you
not excluding anyone and life became unbearable and kind of madness
and suicide. You lost means of living and all kinds of public services.

Despite great difficulties I faced in you that lasted for more than a
quarter century, beginning with the Iraqi-Iranian war, passing through
the UN economic unjust sanctions and the invasion, I remained adhered
to you like a baby adhered to his mother. However, I now may have lost
patience and the ability to withstand after all my family members and
relatives have left you and I remained alone with my sick mother and
brother. Under these circumstances, I do not find anyone who aids me
in taking care of them and the atmosphere around me is depressed and
sad. So, I was forced to think of what I didn t think of before… I
thought of separating from you, leaving behind my history which I made
in you through long years and beginning a new history away from you.

However, my sick mother did not wish to leave you. She told all around
her: I wish that my son bury me in Baghdad before leaving the city. She
wanted to be buried close to my deceased father to be loyal to him
even in death. She also felt that her sick body would not endure the
hardships of the long way away from you. Her wish was fulfilled and
she passed away fifty days before leaving you. My deceased mother
faced her end fearlessly and even she had prepared the new clothes
that she would wear when being shrouded years ahead! Your soil, my
beloved Baghdad , contains now the remains of my beloved precious
mother, beside the remains of my father and sister that will increase
the pain of being away from you. I kept taking care of my father,
sister and finally of my mother during their well-being and sickness
and they all passed away satisfied with me.

However, what will relieve my pain is that I am leaving you to
beloved Yerevan , which is in my dreams since my childhood, but you
are the beloved city which lived in and with me. But, from now on,
the situation will be reversed; the beloved Yerevan will be the city
where I ll live and you ll be the beloved city in my dreams. Your
wounds will heal; you ll restore your charming image and will remain
in my heart forever.

The last place I visited before leaving you, my beloved Baghdad, was
the site of the house I was born in the street of your Colonel Abdul
Karim Qasim. He led in you the 14th of July 1958 revolution against
the royal regime, declared the republican regime and led Iraq for
less than five years (1958-1963).

I took a long look at the site of the house which is now a private
hospital and sat in a restaurant in the opposite side. I ate my launch
there to spend more time looking at the site, although the restaurant
was not offering my favorite meals!!

I remembered, my beloved Baghdad, what my deceased father and
mother told me about the circumstances that surrounded my birth in
this house. My birthday (November 8th 1960) came across martial law
declared because of the unstable political and security conditions
prevailed in Iraq then. My father was standing in the street in front
of our house at late night waiting for a taxi car to take my mother
to a hospital to give birth to me. The Colonel Abdul Karim Qasim,
who used to return from the meetings of the Cabinet after midnight to
his house opposite to our house in the street that bears his name so
far, passed by. He asked my father, whom he knew as a neighbor, about
the reason of waiting in the street at that late time of night. After
knowing the reason, the Colonel ordered his guards to take my father
and mother by his own car to the hospital where I was born in the
six o clock in the morning!

Taking a look at the site, I also remembered my childhood and youth
years I spent in this house for more than a quarter century. My
family sold the house to a group of well-known doctors and surgeons
who erected a new hospital at the location of the house which became
a widely known private hospital in Baghdad.

Good-bye, my beloved Baghdad These are the most difficult moments in
the life of your pious son; the moments of separation from you. I ll
miss you; miss your immortal Tigris River, my home and life in you
and the kindness of your people. I ll keep praying for you so you
recover your health and bloom.

During your history, you proved the calamities and the difficulties
did not ever affect you and you were soon rising to take your fitting
status.

Good-bye, my beloved Baghdad, you are in me forever despite the
distance that apart us. Separation from you is difficult and
bitter. May God help me to bear it.

The victory of Turkish PM Erdoghan’s "Justice and Prosperity"
party in the parliamentary elections and the victory of the party’s
candidate Gyul in the presidential elections is very important for
Ankara’s foreign policy and will cause structural changes in the state
system. The new changes will be conditioned by the elaboration of the
new constitution carried out by the party. Whether he will manage spare
the new constitution from the principles of Cemalism, the time will
show. The current constitution was adopted by the military regime of
Kenan Evren in 1982. It not only violated the basic freedoms of the
citizens, but also neglected the rights of the national and religious
minorities of the country.

On August 31, Erdoghan represented his program at the parliament. On
September 3 it was discussed. Having considered the PKK terrorism
and separatism the primary problem for Turkey, Devlet Bahcheli,
leader of Nationalistic Movement Party, stated that they will spare
no efforts to resist any attempt of shaking the basic principles of
the Turkish state.

Ahmed Turk, head of "Democratic Society" faction, emphasized that
without putting at stake the unity of Turkish nation they expect that
the Kurdish issue will be settled in such a way that will be based
on the principles of unity and fraternity. He said that the program
of the "Justice and Prosperity" party will make no progress.

Kemal Kerchedaroghli, deputy head of the Democratic-Republican party,
stated that the program submitted by the PM resembles a party program
rather than a government program. On the same day, Erdoghan held a
speech in response. He said that they proclaim any political force
supporting terrorist a terrorist force (hinting at the Democratic
Society Party and the PKK). He added that they will jointly fight for
their common values, adding that only in this case the differences
will become a wealth for everyone.

Erdoghan added that they are against ethnic and religious
nationalism. "We will be led by "One nation, one flag, one homeland
and one state" principle," he stated. Erdoghan added that Turkey is
a democratic, social, legal and a secular state.

Yerevan And New Delhi To Sign Cooperation Agreement

As invited by Yerevan’s city hall, the head governor of New Delhi,
Sheyla Dikshit, arrived in Armenia.

Yerevan’s mayor, Yervand Zakharyan, pointed out during a meeting with
journalists that Dikshit had been in Armenia as far back as 2003,
during the meeting of the Armenian and Indian presidents. The purpose
of this meeting was to establish cooperation between the two cities
concerning culture, self-government, health, and science.

"Today trade between the two countries reaches only about 15 million
dollars per year, and we must add to that figure, as everything is
in place to make this happen," Zakharyan stated. As to the fields
where cooperation can be improved, they noted agriculture, science,
and information technologies. Besides that, the Indian side is ready
to assist in the establishment of democratic institutes in Armenia.

A document is being prepared for the two sides to sign, after which
more active steps will be taken to implement the programs. The Indian
governor then invited Yerevan’s mayor to India, an invitation she
hopes will not be turned down.

their friendly matches against Cyprus on Saturday and against Malta
next Wednesday.

Cancer treatment The 61-year-old Porterfield, whose side have beaten
Kazakhstan, defeated Poland and drawn with Portugal in their last three
UEFA EURO 2008~Y qualifiers, has been readmitted to a London hospital
where he is undergoing treatment for colon cancer. He will be replaced
