Third-generation composite banknotes to be put into use in Armenia in 2018

YEREVAN, July 12. /ARKA/. New composite banknotes of third generation will be put into use in Armenia in 2018, and they will gradually oust current banknotes, the press office of the Central Bank of Armenia reported on Wednesday.

The central bank says that the 25th anniversary of the Armenian dram will be marked in 2018.

The regulator says in its press release that a printing office will be chosen through a tender.

The new-generation banknotes will be designed in conformity with the central bank’s special requirements.

In particular, the new banknotes will be highly protected and they will be more durable.

It has also become known from the central bank’s press release that a banknote of the nominal value of 2,000 drams will be issued.

Instead, banknotes of the nominal value of 100,000 drams no longer will be issued.

The central bank’s board, approved the idea to place Paruyr Sevak picture on a 1,000 drams banknote, Tigran Petrosyan on a 2,000 drams banknote, William Saroyan on a 5,000 drams banknote, Komitas on a 10,000 drams banknote, Hovhannes Aivazovsky on a 20,000 drams banknote and Saint Gregory the Illuminator on a 50,000 drams banknote.

Eubank Jr vows to KO Abraham and give judges an easy night
Chris Eubank Jr is adamant there will be nothing for the judges to do
when he faces Arthur Abraham in London this month.
Brighton fighter Eubank Jr says he will halt former two-weight world
champion Abraham and confirm his status as the rising star of the
super middleweight division on July 15.
Eubank defends his IBO World super middleweight crown against Abraham
at The SSE Arena, Wembley, on ITV Box Office.
Last weekend's victory for Jeff Horn over Manny Pacquiao has again
raised questions over boxing's judging system - but Eubank says his
clash with Abraham will not go to points as he is going to flatten the
Armenian-born German.
Eubank Jr said: "I think Arthur Abraham has a great chin as he has
shown on numerous occasions against some of the best fighters in the
world, but I'm going in there to knock him out and knock him out cold.
"I have the tools in both fists to stop Abraham and I will have the
crowd on the edge of their seats.
"I'm faster than Abraham, I hit harder and I have quicker feet. I can
dance around him, peppering shots from all angles and I'm going show
just how lightning fast my fists are.
"It's going to be a tremendous night for me to stop Arthur Abraham
because I'll be doing what so many other fighters have been incapable
of doing. It will be a boxing masterclass."
Abraham has only ever lost once inside the distance, when his clash
against Robert Stieglitz in 2013 was halted by the ring doctor at the
start of the fourth round as his eye was completely closed. Abraham
avenged that loss two years later by stopping Stieglitz.
Abraham's other four defeats were all on points and the German has
racked up 46 wins in a glittering career which has seen his crowned
world champion at both middleweight and super middleweight.
But Eubank Jr reckons Abraham's granite jaw will not be able to stand
up to his speed and accuracy.
Eubank said: "Speed kills in this game and I'm only getting faster and
hitting harder. I'm so confident of winning.
"I know I have the game plan and overall speed to finish Abraham off
early. The judges won't be needed in this one.
"I'm going absolutely all out to KO Abraham and show the rest of the
world just who is the best 12-stone fighter out there. Loads of
fighters have tried to stop Abraham and I'm going to show them how
it's done.
"The crowd on the night are in for a treat. I'm going to take it all
out on Abraham. He isn't going to know what has hit him.
"He won't see the shots coming and when he is lying flat on his back
he will realise just how good I am."

World featherweight title against Jonathan Barros, Kid Galahad versus

The rapid events took place in the subsequent stage of Grand Chess
Tour held in Leuven, Belgium.
Leader of Armenian chess Levon Aronian defeated Viswanathan Anand
(India) and Vladimir Kramnik (Russia), but lost to Ian Nepomniachtchi
(Russia).
On the last day of the rapid chess tournament, Aronian will play with
white pieces against Vassily Ivanchuk (Ukraine) and Maxime
Vachier-Lagrave (France). He will also play with black pieces against
Wesley So.
After the 6th tournament, the Armenian grandmaster ranks 6th with 6
points. Wesley so is on the lead with 10 points.
Earlier, Aronian lost to World Champion Magnus Carlsen and Dutch Anish
Giri, defeating Georgian Baadur Jobava.

Chicago high school students win USC Shoah Foundation's 2017 IWitness
Video Challenge
LOS ANGELES, 
 A group of students from Chicago who inspired their fellow students
to embrace each other's unique identity has won the 2017 IWitness
Video Challenge sponsored by USC Shoah Foundation.
As the first-place winners of this year's short-video contest - which
invites students to make a positive contribution to their communities
- Alana Chandler, Yu Jing Chen, and Natalia Wang of Walter Payton
College Preparatory High School in the Chicago Public School District
will split the $5,000 in scholarship money for their project,Who are
You?: Embracing Identity in Our Community.
Initiated by USC Shoah Foundation - which collects and uses
testimonies of genocide survivors and witnesses for education and
research - the IWitness Video Challenge asks students to submit short
videos to show how they were inspired by testimony to make positive
choices and create value in their community. The contest is open to
middle and high school students across the United States and Canada
(except Quebec).
Using the testimony of Armenian Genocide survivor Haig Baronian, who
was forced to shed his own Armenian identity as a child, the winners
had their fellow students illustrate their own identity.
The drawings didn't focus on any one thing; they featured collages of
flags, maps, musical instruments, yoga mats, trees, and even paw
prints - things that illustrated that the students saw themselves as
complex people with various ways to define themselves.
"We want the audience to learn more about themselves, to reflect on
who they are and their identities, after watching our video," Yu Jing
said. "We want them to realize that they are not alone and that they
should always fight for an accepting environment."
This year's contest - the fourth annual - offers prizes for
scholarships and additional money for educators and schools. In all,
$10,000 in prizes was awarded courtesy of the Institute's partner Ford
Motor Co., which is sponsoring the event as part of its commitment to
innovative educational outreach.
Also helping to make this year's challenge the most successful to date
was the Institute's partnership with Discovery Education, the leading
provider of digital content and professional development for K-12
classrooms, which administered the challenge and helped maximize reach
and impact through its deep partnerships with school systems,
administrators and educators worldwide.
In addition to splitting a $5,000 college scholarship, the winning
students have secured a $2,500 grant for their school to be used for
the betterment of the community. Their teacher, Matt Silvia, will
receive a $1,000 grant awarded in the form of a check, to be used to
promote tolerance and empathy at the school.
A $1,000 scholarship went to second-place winner Acadia Grantham of
the School of Biotechnology, Health and Public Administration at
Olympic High in Charlotte, N.C., whose project,Silence, tackled the
topic of bullying and the consequences of not speaking up. And a $500
scholarship went to Shayna Kantor of the Berkshire Country Day School
in Stockbridge, Mass., for her project, Are You Listening?,which dealt
with efforts to connect with the deaf community after watching
testimony from a deaf Holocaust survivor.
The contest is based on one of the more than 150 activities found in
IWitness, USC Shoah Foundation's free educational website
(iwitness.usc.edu), which brings the human stories from the
Institute's Visual History Archive - the world's largest repository of
testimony from survivors and witnesses to the Holocaust and other
genocides - to teachers and their students via engaging
multimedia-learning activities.
The IWitness Video Challenge first presents students with selected
testimonies from survivors who demonstrate what is possible when we
make the courageous choice to act. Then, the Challenge takes students
through the steps necessary to identify a problem, determine how to
contribute to solving that problem, and how to create a video that
captures their efforts and impact on helping to solve a problem in
their community. Students will then be instructed on how to use the
built-in video editor in IWitness to construct, edit and submit their
one- to four-minute video project. No prior video editing knowledge is
needed to participate.

Sheik Omar Ndiaye to return in Armenia as ambassador

Sheik Omar Ndiaye, a Senegalese student at University of Clermont Auvergne, France, has been living in Armenia since April. He pursues his practice at French University in Armenia together with his fellow student Lely Bonne.

Omar has told Aravot.am that he does not imagine a life without Armenia, where he has acquired a number of friends and has even learned to speak Armenian: “Hi mate, how are you? No problem, thank you for your hospitality, goodbye…”, these are phrases which Omar uses in everyday communication in Armenia. He has decided to come back to Yerevan which has become a dear city to him and will keep in touch with his friends via telephone and electronic messages.

He has decided to return to Armenia as the ambassador of Senegal in Armenia in the future. By the way, his father has been a rector back then, afterward – an ambassador.

Sarkisian Denies Rift With Armenian PM

President Serzh Sarkisian dismissed on Tuesday media claims that Prime
Minister Karen Karapetian is increasingly at odds with him and will
step down soon.
A number of Armenian media outlets and commentators have speculated in
recent weeks that Sarkisian plans to become prime minister or replace
Karapetian by someone else after serving out his final term in April
2018. Some of them have claimed that the premier will resign or be
sacked before that time because of his worsening relationship with the
president.
The Yerevan daily "Zhoghovurd" reported on Tuesday that Karapetian has
already twice tendered his resignation and that Sarkisian has refused
to accept it. Citing unnamed sources, it said that Karapetian will not
remain in office much longer.
"The prime minister has no reason to resign," Sarkisian said in rare
comments to Armenian reporters made later in the day. "Periodical
reports about alleged differences or a confrontation are untrue."
"We understand very well, both at the party and the government levels,
who the authors of those fabrications are and what they want. But I
think that that cannot have any impact on the situation," he added,
according to the Armenpress news agency.

Sarkisian appointed Karapetian as prime minister in September last
year with the stated aim of improving the socioeconomic situation in
Armenia through more radical reforms. The 53-year-old premier, who is
a former business executive, has since repeatedly pledged to create a
level playing field for all businesses, combat corruption and tax
evasion, and attract large-scale investments in the Armenian economy.
Karapetian has also indicated his desire to retain his post after the
end of Sarkisian's decade-long tenure, which will be followed by
Armenia's transition to the parliamentary system of government. He
told reporters on May 9 that he does not "see" preparations by
Sarkisian to take his place at the helm of the government.
The president himself has not publicly ruled out such a
possibility. In a March 25 speech in Nagorno-Karabakh, he said vaguely
that he would like to "play a role, in some capacity, in ensuring the
security of our people" after April 2018.
A spokesman for the ruling Republican Party of Armenia (HHK) declined
to clarify last week whether Karapetian, who is also the HHK's first
deputy chairman, will stay on as prime minister next year.
Ohanian Vows Continued Fight For Regime Change

Former Defense Minister Seyran Ohanian made clear on Tuesday that he
will not quit politics despite his opposition alliance's poor showing
in Armenia's recent parliamentary elections.
"False media reports that I left Armenia, got a job abroad [in Russia]
and so on are untrue and unacceptable," Ohanian told RFE/RL's Armenian
service (Azatutyun.am) in an interview. "I have served my homeland for
38 years, I have spent my entire life here, and I will carry on with
my service for the homeland."
"I will present the methods, forms and principles [of doing that] to
the public after deciding on them," he said.
"Everyone is in politics today," Ohanian went on. "Today no capable
and intelligent force thinking about Armenia's future, security and
development can stay away from processes taking place in Armenia and
around Armenia."
A retired army general, Ohanian was sacked in October last year after
working as defense minister in President Serzh Sarkisian's
administration for more than eight years. He began criticizing the
Armenian government shortly afterwards. In January, he teamed up with
opposition parties led by former Foreign Ministers Vartan Oskanian and
Raffi Hovannisian to run in the April 2 parliamentary elections.

According to the Central of Election Commission (CEC), their ORO
alliance polled only 2 percent of the vote, falling well short of a 7
percent threshold for having seats in Armenia's new parliament. The
bloc rejected the official vote results as fraudulent but refrained
from staging post-election street protests. Its leaders have kept a
low profile since then.
Ohanian insisted that the new National Assembly controlled by
Sarkisian's Republican Party (HHK) "does not reflect the will of the
people." Opposition groups not represented in the legislature must
therefore strive to "make our people's voice heard" by the
authorities, he said.
"In that regard, I do not exclude developments outside the parliament
that could lead to a force majeure situation," Ohanian said, alluding
to the possibility of future anti-government protests. "I believe that
the people must make their voice heard by the authorities," he added.
More Armenian Judges Prosecuted For Corruption

Two more Armenian judges as well as one prosecutor have been accused
of accepting thousands of dollars in bribes in return for making
illegal decisions on two court cases in the country's Gegharkunik
province.
It also emerged on Tuesday that law-enforcement authorities have
arrested six other local residents who allegedly arranged or paid the
kickbacks to the chairman of the Gegharkunik court of general
jurisdiction, Aghvan Petrosian, one of its judges, Vanik Vartanian,
and a regional prosecutor, Sevak Shoyan.
Petrosian and Shoyan have been taken into custody. Armenia's Justice
Council was expected to give the green light to Vartanian's arrest
later in the day.
A statement by the Office of the Prosecutor-General claimed that
Petrosian was paid $23,000 to hand a suspended prison sentence to a
young man prosecuted for his role in a violent assault that occurred
in Vartenis, a small regional town, in 2014. Armenia's Court of
Appeals subsequently struck down the lenient sentence and sent it back
to the Gegharkunik court.
According to the statement, the Vartenis man was detained and went on
trial even though Shoyan, the local prosecutor, received a $4,000
bribe from the suspect's parents.
The statement added that the two judges were also paid around $2,500
in exchange for an "illegal verdict" in a property dispute involving
other Gegharkunik residents. The ruling was handed down by Vartanian,
it said.
Two other Armenian judges are being prosecuted on similar charges. One
of them, Ishkhan Barseghian, was allegedly caught red-handed in
October while being paid $1,000 by a citizen. Armenia's National
Security Service (NSS) circulated video purportedly showing him
receiving the sum at an underground pass in Yerevan. Barseghian, who
served in a district court in Yerevan for 20 years, pleaded not guilty
when he went on trial in April.
Another judge was charged with taking a $600 bribe last month. He
worked in the lower court of the Ararat and Vayots Dzor provinces.
Despite having undergone frequent structural changes over the past two
decades, Armenia's judicial system is still regarded by many people as
corrupt and highly dependent on the government. Armenia's former human
rights ombudsman, Karen Andreasian, highlighted the problem in a 2013
report that accused judges of routinely taking bribes.
The report based on confidential interviews with lawyers, judges and
prosecutors singled out the Court of Cassation, the highest body of
criminal justice in the country. Both the court and an Armenian
government body monitoring the judiciary denied the allegations.
Yervand Varosian, a well-known defense attorney, insisted on Tuesday
that bribery among Armenian judges remains widespread. "Few people in
the judicial system are not corrupt," Varosian told RFE/RL's Armenian
service (Azatutyun.am). Only sweeping personnel changes in the
judiciary can eradicate the illegal practice, he said.
Opposition Bloc Offers Guarded Support For New Anti-Graft Body

A senior member of the opposition Yelk alliance on Tuesday welcomed
the Armenian government's plans to set up a new body tasked with
tackling corruption in the country.
Under a bill approved by Prime Minister Karen Karapetian's cabinet on
Thursday, the body is to prevent and detect corrupt practices among
Armenian officials. It will be created on the basis of the existing
State Commission for the Ethics of High-Ranking Officials. The
commission receives income and asset declarations from Armenia's 600
most high-ranking state officials, including ministers and judges.
The new body would not only scrutinize those financial disclosures but
also investigate possible conflicts of interest or unethical
behavior. It would be empowered to ask law-enforcement bodies to
prosecute officials suspected by it of engaging in corrupt practices
or even submitting false declarations.
Under the bill, which the Armenian parliament will start debating on
Wednesday, the anti-corruption body will consist of five members
appointed by the National Assembly for six-year terms. Their
candidacies would be submitted by a special council comprising not
only government officials but also civil society representatives.
Lena Nazarian, a parliament deputy from Yelk, said she on the whole
supports the government initiative and is ready to vote for it despite
having some misgivings. In particular, she said, state officials
should be required to disclose not only their incomes but also
expenditures.
"I think that any bill that gives the opposition and the civil society
an instrument to oversee submission of [income] declarations is
positive," Nazarian told RFE/RL's Armenian service (Azatutyun.am).
Some civic activists are far more skeptical about the new
agency. Daniel Ioannisian of the Union of Informed Citizens predicted
that it will not stop corrupt officials from falsely attributing their
wealth to their friends or relatives. He also argued that the body
will not be allowed to conduct criminal investigations.
Former Justice Minister Arpine Hovannisian, who is the main author of
the bill, insisted late last week that the anti-graft body will have
sufficient powers to prevent many instances of corruption.
The bill was also welcomed by Piotr Switalski, the head of the
European Union Delegation in Yerevan. Switalski described it as a
"step forward."
Armenia ranked, together with Bolivia and Vietnam, 113th out of 176
countries evaluated in Transparency International's most recent
Corruption Perceptions Index released in January.

"Zhoghovurd" quotes Nagorno-Karabakh's prime minister, Arayik
Harutiunian, as saying that international mediators' peace proposals
praised by Armenia are unacceptable to the authorities in
Stepanakert. The paper notes that the Karabakh Armenian leadership has
long made clear its opposition to the so-called lands-for-status
formula favored by the U.S., Russian and French co-chairs of the OSCE
Minsk Group. "It will be interesting to see how this dilemma will be
solved if Karabakh continues to reject the variant under discussion,"
it says. It also wonders why President Serzh Sarkisian has not
convinced the Karabakh Armenians to drop their objections to what he
has publicly described as a reasonable compromise.
Konstantin Zatulin, a Russian pundit and former parliamentarian, tells
"168 Zham" that Moscow does not want to see any decline in its role
and presence in the South Caucasus. "Unfortunately, the existing facts
are that Azerbaijan sharply increased arms purchases from Russia and
it may well be that the military balance [in the Karabakh conflict]
was somewhat disrupted because of that," he says. "[Recent] Russian
arms supplies to Armenia indirectly testify to that fact. If we sold
weapons only to Azerbaijan and did not give or sell weapons to
Armenia, we would undermine the balance. The challenge is to maintain
it." Russia is "using" that balance in its policy towards the Karabakh
dispute, adds Zatulin.
"Zhamanak" says that opposition forces that failed to win seats in
Armenia's new parliament "seem to be recovering from their
post-election shock." "They have started to speak up little by
little," writes the paper. "Not all of them, of course. The former ORO
alliance -- and one of its leaders, Raffi Hovannisian, in particular
-- is more active right now, even if Seyran Ohanian (another ORO
leader) also does not miss opportunities to address the public."
"Aravot" complains that pro-government and opposition politicians go
out of their way to stress what they think must be done in Armenia but
will not specify how. "They must put an end to meaningless air
fluctuations," the paper says.

SACRAMENTO, CA – The Armenian Assembly of America
(Assembly) is pleased to report the passage of California State Assembly Bill
1597 (AB 1597), authored by Assemblymember Adrin Nazarian (D-46), in the State
Assembly’s Appropriations Committee on May 26.

 

Known as the
Divestment from Turkish Bonds Act, the approval of AB 1597 by the
Appropriations Committee comes on the heels of the bill’s passage in April
2017, with a 5-0 vote, in the State Assembly’s Committee on Public Employees,
Retirement, and Social Security (PERSS), chaired by Assemblymember Freddie
Rodriguez (D-52).

 

“I am
humbled and grateful for my colleagues in the Assembly for joining with me to
fight for justice for the 1.5 million Armenian souls who perished in the
Genocide,” stated Assemblymember Nazarian. “If Turkey continues to fund
Armenian Genocide deniers they must be financially punished,” he added. 

 

Upon the
enactment of a federal law imposing sanctions on Turkey, AB 1597 would prohibit
the boards of the California Public Retirement System (CalPERS) and California
State Teachers’ Retirement System (CalSTRS) from “making additional or new
investments or renewing existing investments issued, owned, controlled, or
managed by the government of Turkey.”

 

Prior to the
vote in the PERSS Committee, the Armenian Assembly submitted a letter of
support in favor of the passage of AB 1597. In the letter, the Armenian Assembly
emphasizes that “a vote in favor of this bill would underscore California’s
long-standing commitment towards the protection of universal human and civil
rights, and send a clear signal to repressive regimes, the world over, that
California invests in countries which do right by their respective citizens.”

Assembly of America, in support of AB 1597, contributed substantially towards
the positive outcome in the Appropriations process,” said Assemblymember Adrin

German MP: Karabakh conflict settlement should base on Madrid principles

The Madrid principles should be base of the settlement of the Nagorno-Karabakh conflict, German parliamentary Christoph Bergner told news.am on May 28.
 
“I think we all need to understand that the Madrid principles must underlie the solution of this complicated conflict,” said the MP.
 
Bergner added that the Nagorno-Karabakh conflict should be resolved through peaceful negotiations. “Germany cannot resolve the conflict. It needs to be solved in the framework of the OSCE Minsk group, and only through negotiations.”
 
Azerbaijan and Armenia fought a lengthy war that ended with signing of a fragile ceasefire in 1994. Since the war, Armenian armed forces have occupied 20 percent of Azerbaijan’s territory, including Nagorno-Karabakh and seven surrounding regions. More than 20,000 Azerbaijanis were killed and over 1 million were displaced as a result of the large-scale hostilities.
 
While the OSCE Minsk Group acted as the only mediator in resolution of the conflict, the occupation of the territory of the sovereign state with its internationally recognized boundaries has been left out of due attention of the international community for years.
 
Armenia ignores four UN Security Council resolutions on immediate withdrawal from the occupied territory of Azerbaijan, thus keeping tension high in the region.

This discourse column is about the Gentlemen of Quality brotherhood,
commonly referred to as GQ. A fraternity of self-identified Gentlemen,
made up mostly of men of color, GQ was founded in 2007 and is unique
to Knox. This fraternity uses the Greek letters AGA. A Gentleman,
Always.
Alpha Gamma Alpha is an all-Armenian sorority, founded in 2002.
Registered with the U.S. Government as a philanthropic organization,
AGA members have been doing incredible things for the advancement of
their community and nation as a whole.
Considering the fact that GQ is a registered fraternity at Knox
College, its executive board must know how Greek systems operate. The
executive board must know that Greek letters, given to each
organization, are not arbitrary. They are one of a kind. And a simple
Google search of any assortment of Greek letters alongside the terms
"sorority" or "fraternity" links all existing and discontinued Greek
organizations with mentioned letters.
So why would GQ use the already active letters AGA? I can only think
of two possibilities.
I) GQ has not done research on the letters they are using and the toes
they have been stepping on since 2007. This option seems highly
unlikely since some GQ members know of the existence of the Armenian
sorority AGA. Which leads us to the second option.
II) GQ as an organization and Knox as an institution are okay with the
preventable exploitation of women of color who work hard to maintain
their sorority and sisterhood, Alpha Gamma Alpha.
As an Armenian woman it hurts me immensely to see the erasure and
exploitation of Armenian femme culture, history and advancement by the
hands of men of color. It is saddening to see that the same people who
are supposed to be rooting for us on the sidelines of our marathon are
putting out their legs and tripping our runners.
My hope is that this column encourages GQ to reevaluate their values
and their symbols as a fraternity. However, I especially put this
responsibility and request on the shoulders of the brown men of GQ.
Please, stand by your brown sisters and siblings.
