ArmInfo.The “Hayastan” and “I have the Honor” opposition parliamentary factions will hold a rally on April 5 at 6:30pm  on Freedom Square in Yerevan, RA NA Deputy Speaker  Ishkhan Saghatelyan said on April 1 in the parliament.

According to him, the rally will be held under the slogan “In the  name of Armenia and Artsakh.” “We will discuss how to keep Artsakh,  how to protect Armenia, we will take steps and actions for the sake  of the security of Armenia and Atsrakh,” he said. As the opposition  MP pointed out, the current authorities are not able to organize the  defense of the country.

On April 6, Brussels will host a joint meeting of European Council  President Charles Michel, Armenian Prime Minister Nikol Pashinyan and  Azerbaijani President Ilham Aliyev. Yesterday, during a government  meeting, Pashinyan once again confirmed the readiness of the Republic  of Armenia to sign a peace agreement with Azerbaijan. “Armenia is  ready for the immediate start of peace talks”: “And I hope that  during this meeting all issues related to the start of peace talks  will be discussed and agreed with the President of Azerbaijan,” the  prime minister said.

Baku criticized Moscow’s statement amid escalation in Karabakh

The leadership of Azerbaijan sharply criticized the recent statement of the Russian Defense Ministry regarding the aggravation of the situation in Nagorno-Karabakh.

Baku’s main claim is that Armenian armed formations have not yet withdrawn from the territory of Azerbaijan (in the Karabakh zone), which is temporarily controlled by Russian peacekeepers. Meanwhile, this condition is included as one of the points of the tripartite statement that ended the second Karabakh war in the fall of 2020.

Baku also reminds the Russian Ministry of Defense that it should not use the name “Nagorno-Karabakh” at all, since there is no such administrative-territorial unit on the territory of Azerbaijan.

At the same time, a message was published that Azerbaijan would soon restore gas supply to Khankendi (in Armenia this city is called Stepanakert) and adjacent settlements.

On the evening of March 26, the Russian Ministry of Defense in its newsletter announced a violation of the terms of the tripartite statement of November 10, 2020, which put an end to the second Karabakh war.

Meanwhile, according to reports from Khankendi (Stepanakert), the situation in the part of Karabakh where Russian peacekeepers are stationed has not changed. The Azerbaijani Armed Forces are holding the positions they occupied on March 24 – the village of Farrukh and the height of Dashbashi.

“The Russian peacekeeping contingent continues to carry out tasks in the territory of Nagorno-Karabakh.

From March 24 to March 25, the armed forces of the Republic of Azerbaijan, violating the provisions of the tripartite statement of the leaders of Russia, Azerbaijan and Armenia dated November 9, 2020, entered the zone of responsibility of the Russian peacekeeping contingent on the territory of Nagorno-Karabakh and set up an observation post. Four strikes were made by an unmanned aerial vehicle of the Bayraktar-TB 2 type on units of the armed formations of Nagorno-Karabakh in the area of the FURUKH settlement.

At present, the command of the Russian peacekeeping contingent is taking measures to resolve the situation and return the troops to their original position. An appeal has been sent to the Azerbaijani side for the withdrawal of troops”, says the information bulletin of the Russian Ministry of Defense on the activities of the Russian peacekeeping contingent in the zone of the Nagorno-Karabakh conflict.

Immediately after the publication of this bulletin, a sharply negative response from the Ministry of Defense of Azerbaijan was issued.

“The Ministry of Defense of the Republic of Azerbaijan regrets the one-sided statement of the Ministry of Defense of the Russian Federation dated , which does not correspond to reality”, the press service of the Defense Ministry of Azerbaijan reported.

“On March 25, during a telephone conversation between Defense Minister Colonel-General Zakir Hasanov and Russian Defense Minister Sergei Shoigu, the situation in Azerbaijan, where the Russian peacekeeping contingent is temporarily stationed, was discussed. During the conversation, the Azerbaijani side stated that the positions and locations at the sites are being specified.

However, on the morning of March 26, members of the illegal Armenian armed groups attempted to sabotage the units of the Azerbaijani army. As a result of immediate measures, members of the illegal Armenian armed groups were forced to retreat.

Azerbaijan is committed to the tripartite statement of November 10, 2020 and has not violated any of its provisions.

Unfortunately, in accordance with paragraph 4 of this statement, the complete withdrawal of the remnants of the Armenian army and illegal Armenian armed formations from the territory of Azerbaijan has not yet been carried out. Therefore, it is Armenia, and not Azerbaijan, that violates the provisions of the statement.

This statement by the RF Ministry of Defense contradicts the essence of bilateral relations and the Declaration on Allied Interaction signed between the two countries on February 22, 2022.

There is no administrative-territorial unit called “Nagorno-Karabakh” on the territory of Azerbaijan. The village mentioned in the statement is not called Furukh, but Farrukh.

In connection with the above, the Ministry of Defense of the Republic of Azerbaijan calls on the Ministry of Defense of the Russian Federation to ensure the complete withdrawal of the remnants of the Armenian army and illegal Armenian armed formations from the territories of Azerbaijan recognized by the international community, in accordance with the provisions of the tripartite statement. It also asks to abstain from using the term “Nagorno-Karabakh” and correctly indicate the names of the territories of Azerbaijan”, the statement says.

On Sunday morning, March 27, the Azerigaz Production Association, which is responsible for the distribution of natural gas in Azerbaijan, announced the imminent restoration of gas supply to Khankendi (in Armenia this city is called Stepanakert) and adjacent settlements.

The issue of providing natural gas to the part of Karabakh, where Russian peacekeepers are stationed, has recently become more acute and must be neogitated between Baku and Yerevan, an expert believes

“In recent days, the failure of gas distribution lines in the Karabakh economic region, which have been operating without repair for many years, has caused problems in gas supply.

Despite the heavy snowfall, Azerigaz employees are taking the necessary measures to eliminate the consequences of the accident despite complexity of the local terrain.

On March 28, the supply of natural gas to Khankendi and other nearby settlements will be restored, and first of all, tests will be carried out. In this regard, consumers are advised to be careful when using natural gas and strictly observe safety regulations.

After the completion of the tests on March 29, the supply of natural gas to the territory of the Karabakh economic region will be fully restored”, Azerigaz said in a statement.

In the Azerbaijani segment of social media, the latest events in the part of Karabakh, where the Russian peacekeeping contingent is deployed, are being actively discussed.

“Currently, about 30,000 Armenians live in Nagorno-Karabakh. Most of Nagorno-Karabakh, the main strategic heights are under the control of the Azerbaijani army.

The Lachin corridor is beyond the control of our army, but Lachin has nothing to do with the territory where the Armenians live. In a word, now Nagorno-Karabakh is in the position of an enclave.

One of the key countries in the South Caucasus is Turkey, which is a member of NATO and an ally of Azerbaijan. Armenia is located between Azerbaijan and Turkey, and in the post-Putin period it will be forced to take into account our interests. The West is also aware of these realities.

In Joe Biden’s letter to Ilham Aliyev on the occasion of the Novruz holiday, democracy was first mentioned. Another noteworthy fact in that letter was that the US President never mentioned the OSCE Minsk Group. Although in a similar letter last year he dwelled on the Minsk Group in detail.

All this is due to the fact that the West is aware of the realities, and the United States, first of all, recognizes the territorial integrity and inviolability of Azerbaijan’s borders as a factor in the peace process.


The progressive world, and primarily the West, today does not need the opening of a second front and the spread of the Ukrainian conflict to other regions. This tension is beneficial to Putin only.


Tension in Nagorno-Karabakh is also beneficial to the opposition of Armenia, led by Kocharyan. They understand that Putin does not want to give Nagorno-Karabakh to Azerbaijan anyway and will not withdraw his troops from there in the near future…

We will subsequently be accused of ethnic cleansing and inciting ethnic intolerance – both now and in the post-Putin period. But after Putin’s departure from the political arena, Nagorno-Karabakh will still remain the territory of Azerbaijan.

We should just avoid spoiling the situation now. After the military successes of 2020, our main concern should be the recognition of Azerbaijan as a supporter of peace, adherent to the international law, the principle of inviolability of the territorial integrity of states and interstate borders, respecting good neighborly relations and able to ensure a common life with ethnic groups of the population.

Unlike the Aliyevs and those who are unable to see the future of these processes, the Azerbaijani people need democracy. Azerbaijan must and will become democratic. This is our main task for today and tomorrow”, Azer Gasimly, head of the Institute of Political Management, wrote on social media.

The head of the Atlas analytical center, political scientist Elkhan Shahinoglu, draws attention to the tone of the message of the Russian Ministry of Defense:

The Ally is trying to scare us. The message deliberately uses the expressions “Nagorno-Karabakh” and “Nagorno-Karabakh Republic”. In fact, none of them are illegal.

We are entering a new stage of the information war. We have plenty of arguments, and we just have to use these tools.”

Expert Elchin Efendi warns Russia about underestimating the balance of power and warns against a clash with Azerbaijan:

“Any clash between Russia and Azerbaijan at the present time will deliver a final blow to Russia.

First, Azerbaijan is an ally of Russia and its main supporter in the Caucasus in economic terms.

Secondly, during the days of the second Karabakh war, Russia saw perfectly well what the Azerbaijani army was capable of.

Thirdly – the Shusha Declaration. Turkey is our military ally, and the inclusion of Turkey in clashes automatically means the inclusion of NATO in it.

Fourthly, a second front against Russia may appear in the Caucasus.

Fifth, there will be pressure from Azerbaijani businessmen living in Russia”.

Russia accuses Azerbaijan of violating Nagorno-Karabakh ceasefire

Moscow on Saturday accused Azerbaijan of violating a ceasefire agreement by entering the Russian peacekeeping mission’s zone in the breakaway region of Nagorno-Karabakh, the first time Russia publicly assigned the blame for violating the 2020 deal.

The Russian defence ministry also accused Azerbaijani troops of using Turkish-made drones to strike Karabakh troops, while the foreign ministry in Moscow expressed “extreme concern” over the spiralling tensions in the region.

Incidents between the armed forces of arch enemies Azerbaijan and Armenia have been frequent in recent months but Saturday’s announcement was the first time since the end of the hostilities over Karabakh in November, 2020 that Moscow has accused one of the parties of violating the uneasy ceasefire.

Moscow denounced the flare-up on the 31st day of Russia’s military campaign in Ukraine, with signs indicating that both sides were digging in for a protracted conflict in the pro-Western country.

The Kremlin said on Saturday that President Vladimir Putin had discussed the situation with Armenian leader Nikol Pashinyan twice — on Friday and Thursday.

“Violating the provisions of a trilateral statement of the leaders of Russia, Azerbaijan and Armenia from November 9, 2020, Azerbaijan’s armed forces between March 24 and March 25 entered the zone of responsibility of the Russian peacekeeping contingent in Nagorno-Karabakh and set up an observation post,” the Russian defence ministry said in a statement.

The statement added that Turkish-made drones were used to strike Karabakh troops near the village of Farukh also known as Parukh.

Russia urged Azerbaijan to pull back troops.

“An appeal has been sent to the Azerbaijani side to withdraw its troops,” the defence ministry said.

“The command of the Russian peacekeeping contingent is taking measures to resolve the situation.”

The foreign ministry in Moscow urged all the parties “to exercise restraint and ensure strict compliance with the existing tripartite agreements”.

There was no immediate reaction from Azerbaijan.

In 2020, Armenia and Azerbaijan fought a war over the long-contested enclave which claimed more than 6,500 lives.

A ceasefire deal brokered by Putin saw Yerevan cede swathes of territory, with Russia deploying a peacekeeping contingent to the mountainous region.

On Saturday, the breakaway region’s defence ministry said in a statement that Azerbaijani drones had killed three people and wounded another 15.

“Azerbaijan’s armed forces are continuing to remain in the village of Parukh,” the statement added.

Armenia called on the international community to prevent attempts aimed at “destabilising the situation in the South Caucasus”.

“We also expect the Russian peacekeeping contingent in Nagorno-Karabakh to undertake concrete, visible steps to resolve the situation and prevent new casualties and hostilities,” the Armenian foreign ministry said in a statement.

Yerevan said that the “invasion” of Parukh “was preceded by constant shelling of Armenian settlements and civilian infrastructure”.

Armenia has also warned of a possible “humanitarian catastrophe” in Karabakh after gas supplies to the disputed region were cut off following repair work.Armenia’s foreign ministry said earlier this week that Azerbaijani troops on Thursday moved into the village of Parukh  — under control of Russian peacekeepers  — in what they said was “a clear violation of the ceasefire agreement”.

Yerevan has accused Azerbaijan of deliberately leaving Karabakh’s ethnic-Armenian population without natural gas, a charge which Azerbaijan’s foreign ministry rejected as “baseless”.

Ethnic Armenian separatists in Nagorno-Karabakh broke away from Azerbaijan as the Soviet Union collapsed in 1991, and the ensuing conflict claimed around 30,000 lives.

France urges Azerbaijani troops to withdraw to their initial positions in Artsakh

France is concerned by the advancement of the Azerbaijani military in Nagorno-Karabakh (Artsakh), and urges them to return to the positions defined in the November 9, 2020 ceasefire agreement, TASS reported, citing  the French Foreign Ministry.

“France expresses regret regarding the incidents in Nagorno-Karabakh, in particular armed incidents and the advancement of troops in the districts of Parukh and Khramort. It calls upon the forces, that moved forward according to reports, to withdraw back to previous positions in accordance with the November 9, 2020 ceasefire agreement,” the ministry said in a statement on Friday night.

The ministry also expressed its concerns about delays in gas supplies to residents of Nagorno-Karabakh and demanded to restore it.

The Nagorno-Karabakh issue was raised during French Foreign Minister Jean-Yves Le Drian’s talks with his Armenian and Azerbaijani counterparts.

The Azerbaijani troops seized the village of Parukh in Artsakh on Thursday. Three Armenian soldiers were killed, while 14 others were wounded in Azerbaijani drone attacks.

Azerbaijan’s criminal and impudent behavior is a slap in the face to all civilized humanity, which remains persistently silent, Artsakh’s Human Rights Defender said in a statement.

“The genocidal acts committed against the Armenians of Artsakh at the beginning of the 20th century, the 70-year persecution of the Armenians after the annexation of Artsakh to Soviet Azerbaijan in 1921, the systematic discrimination and ethnic hatred, the atrocities committed by Azerbaijan since 1988 in Sumgait, Baku, Gandzak, Kirovabad and other places to suppress the free _expression_ of will of the Armenians of Artsakh, the war imposed in the 1990s, the 2016 April aggression, the 44-day war of 2020, which is full of war crimes, all the criminal actions taken by the military-political leadership of Azerbaijan since November 9, 2020 are an attempt to nullify the collective measures taken by the international community over decades after the Second World War to prevent such crimes,” the Ombudsman said.

“Azerbaijan is openly, publicly giving a “master class on the destruction and deportation of a concrete ethnic group” to the world, which even fails to make a condemning statements. That is why Azerbaijan is developing its arsenal of tools and means of committing crimes almost every day, that is why the Armed Forces of Azerbaijan, openly violating the provisions of the Trilateral statement of November 9, 2020, dare to occupy civilian communities, to leave more than 120,000 people without heating and hot water, forcibly displace them. It can be listed endlessly.,” he added.

Addressing the international community, Gegham Stepanyan said “the facts and evidence are more than enough to enforce the principle of “responsibility to protect” adopted to prevent genocide, crimes against humanity, and mass crimes, to recognize the Artsakh Republic and save the Armenians of Artsakh from ethnic cleansing and genocide.”

He urged to finally realize that there is no other option – the criminal must be punished and not negotiated with.

Any status of Artsakh within Azerbaijan would mean genocide, warns ex-MP Naira Zohrabyan

YEREVAN, MARCH 21, ARMENPRESS. Former MP, founder of the Security and Democracy Human Rights Organization says any status of Artsakh within Azerbaijan would mean “genocide”.

Zohrabyan pointed out that Azerbaijan is again making threats.

“Yesterday the Azerbaijani foreign ministry spokesperson said that ‘Armenia isn’t drawing conclusions from the 44-day war’”, Zohrabyan said at parliamentary hearings.

“Artsakh as part of Azerbaijan in any status, be it cultural autonomy or any other status, would mean genocide, genocide of Artsakh,” Zohrabyan warned.

She pointed out the Azeri glorification of Ramil Safarov, the convicted murderer who axed to death an Armenian serviceman during a NATO training program in Hungary, whom the Azeri authorities are presenting as an “example of patriotism.” Zohrabyan said there can’t be any talk on a peace treaty in these conditions.

She warned about the danger of a total loss of Artsakh, noting that it is time to act.

“I regret that Russia withdrew from the Council of Europe. It’s not ruled out that Russia could also withdraw from the OSCE Minsk Group, and this would mean to directly fail the OSCE Minsk Group works,” she warned, adding that Armenia must rely on itself.

Armenia sees heaviest snowfalls in 40 years for March

YEREVAN, MARCH 21, ARMENPRESS. Record amounts of snowfalls were recorded in the past three days in different parts of Armenia, the Hydrometeorology and Monitoring Center said.

60-70cm snowfalls were recorded in three days in different parts of Tavush, Lori and Syunik, reaching up to 100cm and more in some areas.

“In the past 40 years, snowfalls of such intensity and duration were never recorded in March,” the Hydrometeorology and Monitoring Center said.

Moreover, the daily mean temperature was 6-8 degrees lower in the past week.

The cyclone effect will remain this week, but with significantly lesser strength.

Snowfalls will continue in different parts of the country and temperatures will remain 5-8 degrees lower than the norm.

Turkey, Armenia agree to press ahead with mending fences

ANTALYA, Turkey (AP) — Turkey and Armenia have agreed to press ahead with efforts to establish diplomatic relations “without conditions” and continue the normalization efforts that could lead to the reopening of their shared borders for trade, their foreign ministers said Saturday.

Ararat Mirzoyan met with his Turkish counterpart Mevlut Cavusoglu, on the sidelines of a diplomacy forum near the Turkish Mediterranean city of Antalya during a rare visit to Turkey.

Mirzoyan said he welcomed Turkey’s invitation to the forum “as a positive signal” for improved relations between the two countries that have had decades of bitterness and have no diplomatic ties.

“I can say that it was a very productive and constructive meeting,” Cavusoglu said.

Turkey, a close ally of Azerbaijan, shut down its border with Armenia in 1993 in a show of solidarity with Baku, which was locked in a conflict with Armenia over the Nagorno-Karabakh region.

In 2020, Turkey strongly backed Azerbaijan in the six-week conflict with Armenia over Nagorno-Karabakh, which ended with a Russia-brokered peace deal that saw Azerbaijan gain control of a significant part of the region.

Turkey and Armenia also have a more than century-old hostility over the deaths of an estimated 1.5 million Armenians in massacres, deportations and forced marches that began in 1915 in Ottoman Turkey.

The two countries have appointed special representatives who have so far held two rounds of talks in Moscow and Vienna to improve ties.

It is their second attempt at reconciliation. Turkey and Armenia reached an agreement in 2009 to establish formal relations and to open their border, but the agreement was never ratified because of strong opposition from Azerbaijan.

This time around, however, Azerbaijan has given the nod for the reconciliation efforts. Cavusoglu has said that Ankara would “coordinate” the normalization process with Azerbaijan.

Cavusoglu told reporters in Antalya: “Azerbaijan is also pleased with the steps that are being taken and the normalization process between Turkey and Armenia.”

As a first step toward reconciliation, charter flights between Yerevan and Istanbul resumed earlier this year.

Azerbaijani forces fire mortar shells at Artsakh village

Azerbaijan again violated the ceasefire in Artsakh late on Tuesday, the Artsakh Defense Army said.

Azerbaijani forces fired three 60mm mortar shells at the village of Khramort in the Askeran region at around 11pm.

No casualties were reported on the Armenian side.

The Russian peacekeeping command was alerted about the Azerbaijani ceasefire violation.

The situation is currently calm.
