ARMENIAN PARLAIEMNT SPEAKER’S CONGRATULATION OF INTERNATIONAL TV DAY

The President of the National Assembly of Armenia, Hovik Abrahamyan,
issued a congratulatory message on the occasion of the International
Day of TV. The Public Relations Department of the National Assembly
informs that the message states:

"Eighty years ago television came into the life of people, becoming
a unique means of communication.

After the first test program of November 29, 1956, the Armenian
television gradually penetrated into the lives of all of us, changing
our views of time and space. Today it is impossible to imagine our life
without television, which has become a means of shaping the public
opinion and an indispensable means for peace, security, economic and
social development, cultural exchange. Appreciating the merits of TV,
the UN General Assembly announced November 21 as International Day
of Television.

I warmly congratulate all employees of TV. Let the capacity of being
in the centre of events, at the right moment in the right place,
always accompany you, helping you remain a source of information about
the important events in the socio-political, scientific-educational,
historical-cultural life and simply a friend, without which it’s hard
to imagine our life today."

OSCE Minsk Group French Co-chair Bernard Fassier to discuss regional
developments and their influence on the Nagorno Karabakh conflict
settlement talks, RA Defense Minister’s spokesman, col. Seyran
Shahsuvaryan told PanARMENIAN.Net.

"The OSCE Minsk Group is the only efficient format for resolution of
the Nagorno Karabakh conflict. We will assist the mediators in every
way possible," Minister Ohanyan said.

Turkish President’s Visit to Armenia Unlikely to Entail Soon Opening
of Borders: Experts

V.Zhavoronkova, R.Hafizoglu/ Experts believe visit of Turkish
President Abdullah Gul to Armenia is unlikely to entail soon opening
of borders between the two countries.

`It is early to speak about opening of borders, but given slyness of
Armenian politicians, that can take place as time goes by,’
independent Turkish political scientist Mehmet Bekaroglu said.

Turkish President Abdullah Gul will visit Yerevan on 6 September on
the invitation of Armenian President Serzh Sargsyan to watch a
football match between the national teams of the two countries within
the selection stage of World Championship 2010.

There are no diplomatic links between Turkey and Armenia and the
border between the two countries has been closed for recent 15
years. Analysts consider Gul’s visit to Yerevan to be an opportunity
to normalize the relationships between the two neighbour countries,
through opening of borders will not be settled in near future.

For a long period Armenia has been in partial economic blockade due to
closed border with Turley and Azerbaijan. Therefore, now Armenia will
make a compromise to open a part of the borders.

`For Armenia it is important not only to resume diplomatic relations
but also to open borders between the two states,’ Bekaroglu, former MP
of the Turkish Parliament, told Trend News in a telephone conversation
from Istanbul.

Anyway, one issue remains unsolved ` how much is Turkey ready to open
the border?

`A visit is not beginning of negotiations,’ European expert of
Caucasus Svante Cornell said. `That should be taken as nor more than a
gesture,’ co-director of the Stockholm Institute of Security &
Development Policy Svante Cornell said to Trend News in a telephone
conversation from Stockholm. According to him, Turley will not change
its hard political policy towards Armenia and it is not the time to
open Turkey-Armenia border.

That can be the beginning, a rather serious endeavour to solve, at
least partially, the problems between Turkey and Armenia or to
commence negotiations in this connection, Azerbaijani political
scientist Rasim Musabayov said. `I think Gul’s visit to Armenia to
watch football match will not be followed by opening of borders a
month or two later,’ Musabayov said to TrendNews by telephone.

This needs certain level of diplomatic relations. This process will
also help to become part of dialogue and it will be an attempt to
normalize Turkish-Armenian relations. But I do no think it will taken
place any time soon, he said.

According to Turkish political expert Bekaroglu, Turkey has a
principal position on Armenia and Yerevan will make any concessions to
restore relations and such development of events can lead to opening
of borders in future.

Opening of borders will provide Armenia with a chance to revive
economy of the country and Armenia can even give up exaggeration of
`genocide’ for this purpose but only until those it will revive
economy to the necessary level, he said.

The official Ankara have stated repeatedly that the resolution of
Nagorno-Karabakh conflict and giving up policy of international
recognition of `genocide’ against Armenians in the Ottoman Empire
during World War I when some nearly 1.5mln people were killed, can
serve as a ground for restoring diplomatic relations with Armenia.

West played a big role in normalizing relations between the two
states, expert said.

The crisis around South Ossetia necessitates the opening of borders
between Turkey and Armenia for the barter among region states, Joseph
Pennington, charge d’affaires of US in Armenia said to media in
Yerevan. No other state, but only US is interested in opening of
borders and normalizing relations between Armenia and Turkey, Caucasus
junction portal reported.

Turkey made this move not under its own will, but under US influence
as the war in Abkhazia and South Ossetia seriously affected economy of
Armenia, Cornell said.

`West understands only restoration of relations with Turkey can help
to revive economy in Armenia,’ Cornell said.

conflict of the region", Karel Schwarzenberg, Foreign Minister of
Czech Republic told journalists in Baku, APA reports.

The Foreign Minister expressing his country’s position on Nagorno
Karabakh conflict said that the problem should find its peaceful
solution uniquely. "We have always focused on this idea and
Czech Republic has always supported the territorial integrity
of Azerbaijan. The sovereignty and territorial integrity should
certainly be taken into consideration during the solution of the
Nagorno Karabakh problem".

Political Scientist Melik Shahnazaryan announced yesterday, Azerbaijani
Special Service made an attempt upon his life on April 22.

He said, undoubtedly, the article published in the Russian language
magazine "Karabakh Express", in May 2007, served as a reason for
this encroachment.

"If a big tree drops on me, if the lightening hits me, or I die because
of pneumonia Ilham Aliev will be accountable for it, a person engaged
in international terrorism.

As far as I can understand and as far as I’m informed the Special
Service of any country will never dare to take similar actions without
the order and agreement of the country’s leader," the Political

the fourth day. As NT correspondent was informed by Arsen Babayan,
the Spokesperson of the Penitentiary Department of the RA Ministry
of Justice, S. Sureniants’ health condition is normal, he is under
permanent control of doctors. All demands of S. Sureniants have been
fulfilled, the investigator, the representatives of the Ombudsperson,
deputies have visited him.

It should be mentioned that S. Sureniants has been arrested for
organizing and holding a mass event by violation of the order
established by the law.

agreement on the fundamental principles of the peaceful settlement of
the Nagorno Karabakh conflict, said Russian Co-chair of the OSCE MG
Yuri Merzlyakov. `As to subjective factor, it’s a bit harder. However,
the Co-chairs do not lose hope and work for coordination of the
remaining unsettled issues,’ he said.

The Prague process is not impeded by the upcoming parliamentary
election in Armenia. However, leaders of the states are not expected
to meet before the election, Merzlyakov said adding that the Armenian
and Azerbaijani Foreign Ministers are likely to launch a regular round
of talks in April, reports Novosti Azerbaijan.

YEREVAN, MARCH 22, NOYAN TAPAN. Turk composer of songs and singer
Yasar Kurt is in Armenia. The first visit of Turk musician to Armenia
is a peculiar mission: K. Yasar and musician Arto Tuncboyacian are
going to release a disk dedicated to the memory of their friend,
Agos newspaper’s editor Hrant Dink. As Noyan Tapan correspondent
was informed by Armenian Navy Band’s manager John Grigorian, the
two musicians were united by the circumstance that like Dink they
are against hatred, intolerance and revenge. In their opinion, the
mankind should be united, as life belongs to everybody and atmosphere
of hatred will result only in misfortunes and losses. J. Grigorian
said that as a result of this initiative a band has been formed
from several well-known Armenian and Turkish musicians, which by
names of Yasar and Arto is called Yas Ar (translated from Turkish
means living). The band will record a disk, then will shoot a video
clip on one of the songs. Y. Kurt was born in Turkey. He started his
professional music career in the 1990-s by recording three disks of
author songs. In his songs Yasar struggles against wars, violence
and obtacles of human life.
