YEREVAN, SEPTEMBER 2, ARMENPRESS. President of Armenia Vahagn Khachaturyan released a congratulatory message on the occasion of the 31st anniversary of the proclamation of the Republic of Artsakh.

“Dear compatriots,

On September 2, 1991, the declaration of the Republic of Nagorno Karabakh was adopted, which put a start to a process primarily aimed at ensuring the security of the people of Nagorno Karabakh and guaranteeing their inalienable rights to live in their homeland.

Today, we celebrate this anniversary in a very tough period, in a difficult situation created after the 44-day war in Artsakh, when the wounds of the irreversible losses of the war are still open, when our priority issues continue to be ensuring the security of Artsakh Armenians and the inviolability of their right to live in peace.

The issues related to the threat of a new war, the status of Artsakh, as well as issues of socio-economic and humanitarian type are the permanent agenda priorities of Armenia and Artsakh. They cannot be solved without the existence of a politically and economically strong, developed Armenia, without full use of the existing potential, comprehensive cooperation with our international partners, without guaranteeing international rights and humanitarian norms.

Today, our people are once again facing new challenges, which we can overcome with endurance, joint efforts, realization of national potential and unification.

Armenia and Artsakh have gone through a heavy struggle, and that struggle has become a guarantee for Artsakh to remain Armenian, for Artsakh citizens to live and work in their homeland.

Today we bow to the memory of our compatriots who died for the rights and defense of Artsakh, and we are committed to a sustainable and lasting peace for Armenia, Artsakh and our region,” President Khachaturyan said in the address published by his office.

Armenia doesn’t have direct international-legal obligation to apply absolute ban on death penalty – Prosecution

YEREVAN, SEPTEMBER 1, ARMENPRESS. The Office of the Prosecutor General of Armenia responded to some interpretations made over today’s proposal of Prosecutor General Artur Davtyan on using death penalty for high treason. 

When asked whether Armenia, as a member of the Council of Europe, has not assumed an obligation to impose an absolute ban on death penalty, the Public Relations Department of the Office of the Prosecutor General told Armenpress that Armenia’s international obligations assumed before the Council of Europe in the aforementioned sector are reflected in two documents: Protocol No. 6 to the European Convention for the Protection of Human Rights and Fundamental Freedoms Concerning the Abolition of the Death Penalty and Protocol No. 13 to the European Convention for the Protection of Human Rights and Fundamental Freedoms Concerning the Abolition of the Death Penalty in All Circumstances.

“According to Article 1 of the Protocol No. 6 to the European Convention for the Protection of Human Rights and Fundamental Freedoms Concerning the Abolition of the Death Penalty, the CoE member states are obliged not to condemn anyone to death penalty or execute. However, Article 2 of the Protocol says that “a State may make a provision in its law for the death penalty in respect of acts committed in time of war or of imminent threat of war”.

This agreement has been signed and ratified by all member states of the Council of Europe (except former CoE member Russia, which signed it on 16.04.1997, but didn’t ratify). 

However, it’s worth noting that with this agreement Armenia’s assumed obligations in fact will not obstruct to impose death penalty for some crimes committed in war situations”, the Office said.

As for the Protocol No. 13 to the European Convention for the Protection of Human Rights and Fundamental Freedoms Concerning the Abolition of the Death Penalty in All Circumstances (adopted in Vilnius 03.05.2022), the Office of the Prosecutor General said that Article 1 of the Protocol says that “the death penalty shall be abolished. No one shall be condemned to such penalty or executed”.

“This agreement has been signed and ratified by all member states of the Council of Europe, except Armenia, which signed it on 19.05.2006, but didn’t ratify, and Azerbaijan which has not signed it at all. 

Therefore, in conditions of that agreement which has been signed but not ratified, Armenia doesn’t have a direct international-legal obligation to apply an absolute ban on death penalty”, the Office stated.

Pyunik FC to play in UEFA Europa League playoff

YEREVAN, AUGUST 10, ARMENPRESS. Yerevan’s Pyunik F.C. will play in the UEFA Europa League playoff round.

Pyunik will face Moldovan Sheriff Tiraspol. The first match will take place August 18 in Yerevan, and the second leg is scheduled for August 25 in Moldova.

Earlier, Pyunik FC advanced into third qualifying round of the UEFA Champions League in a historic achievement for the national champions of Armenia. However, Pyunik lost to Serbia’s Crvena Zvezda and left the tournament.

Vietnam urges restraint in Taiwan Strait, calls for dialogue between China and US

YEREVAN, AUGUST 12, ARMENPRESS. Vietnam on Thursday called on all parties to refrain from complicating the situation in the Taiwan Strait, and reaffirmed its adherence to the “One China” policy, Viet Nam News Daily reported citing the foreign ministry spokesperson’s statement.

The spokesperson for the Ministry of Foreign Affairs Lê Thị Thu Hằng made the statement on Thursday during the regular press briefing held in Hà Nội, in response to Chinese news agency Xinhua’s requests for comment on the Taiwan Strait situation following US House of Representative Speaker Nancy Pelosi’s visit to Taiwan.

Hằng said peace, stability, and cooperation in the Taiwan Strait play an important role in the region and in the world, amid complex regional and global developments.

The foreign ministry’s spokesperson emphasised that Việt Nam’s stance is consistent and has been reflected in joint documents made during high-level visits between Vietnamese and Chinese leaders, on the basis of upholding the principle of the “One China” policy.

“Vietnam wants relevant parties to exercise restraint, not elevate tensions in the Taiwan Strait, and actively contribute to the maintenance of peace, stability, cooperation and development in the region and the world,” Hằng noted.

The foreign ministry spokesperson was also asked about Vietnam’s response to and plans to deal with escalating tensions between China and the United States following Pelosi’s visit, which has led to disruptions in several cooperation programmes between the two countries.

Hằng said China and the United States are both major powers and important partners of Việt Nam, and the relationship between the two countries influences on global peace, stability and prosperity.

“Việt Nam hopes the two countries to maintain healthy and stable relations, and resolve all disagreements through dialogue, based on international law,” the spokesperson said.

British lawmakers share concerns over the situation in Artsakh with Foreign Secretary Liz Truss

In a letter to UK Foreign Secretary Liz Truss, a group British lawmakers have raised concerns regarding the deteriorating security situation in Nagorno Karabakh. The letter sets out six urgent concerns, all of which should be urgently addressed.

The letter reads:

Dear Foreign Secretary,

The security situation in Nagorno Karabakh is now critical. We have six urgent concerns, all of which require an immediate and meaningful response.

1) Azerbaijani military offensives
Escalating numbers of Armenian villagers are threatened and ordered to leave their homes. As recently as 3 August, Azerbaijani Armed Forces reportedly used drones, grenade launchers and anti-aircraft weapons along the north-western border of the Line of Contact. Two Armenian soldiers were killed and 19 others injured. The attack follows similar Azerbaijani military offensives in the direction of Parukh, Hin Tagher and Khtsaberd villages. These are blatant and recurring breaches of the 2020 ceasefire agreement, which commits each party to “stop at their current positions.”

2) Dangerous rhetoric
Recent military offensives by Azerbaijan are a practical outworking of President Aliyev’s avowed commitment to take “timely steps”, “liberate lands” and “crush the enemy’s head”. During his victory speech after the 44-Day War in 2020, he claimed that territories beyond Nagorno Karabakh – including Armenia’s capital Yerevan – “are our historical lands” and belong to Azerbaijan. He made similar claims in 2013, 2014, 2016 and 2018, promising the return of these territories to Azerbaijan. The UK Government has made no attempt to condemn such provocative rhetoric, nor have OSCE Minsk Group initiatives resulted in a cessation of hostilities.

3) Maltreatment of detainees
Armenia has returned all Azerbaijani prisoners captured during the 44-Day War. Yet many Armenians remain in Azerbaijani custody, a significant proportion of whom are undergoing speedy criminal trials. Some have been filmed or photographed in captivity but with no indication as to their current whereabouts. Tens of others remain vulnerable to killings, torture, indefinite imprisonment or enslavement, with widespread evidence of humiliating treatment and desecration of corpses by Azerbaijani soldiers – a war crime and a further breach of the ceasefire agreement, which commits each party to “the exchange of prisoners of war and other detainees.”

4) No accountability
During the 44-Day War, civilians in Nagorno Karabakh endured almost-daily military offensives by tanks, helicopters, cluster munitions and Smerch multiple rocket launchers – weapons incapable of precision targeting – in breach of international humanitarian law and Geneva conventions. Civilians also suffered widespread destruction of non-military objects, including medical emergency service centres and ambulances, schools and pre-schools, religious sites, food stocks, crops, livestock, electricity and gas plants, and drinking-water installations and supplies. These are war crimes, horribly reminiscent of what is happening in Ukraine.

5) Lachin humanitarian corridor
We continue to receive reports that Azerbaijan prohibits free passage of the Lachin humanitarian corridor (currently the only road linking Armenia to Nagorno Karabakh), all the while seeking to force Armenia into more concessions and further capitulation agreements. Any plans by Azerbaijan to construct a new route along the Lachin corridor must be approved by Armenia, as per the ceasefire agreement.

6) Destruction of Armenian heritage
Serious concerns remain over the fate of hundreds of Armenian Christian monuments and ancient cultural heritage sites, which are now under Azerbaijan’s control – some of which were shelled or erased during the 44-Day War. The sites include 161 churches, the ancient city of Tigranakert, Azokh Paleolithic Cave and the Nor Karmiravan tombs. UNESCO is denied access to the sites by Azerbaijan.

There is an urgent need to end the impunity with which Azerbaijan has carried out such systematic violations of the 2020 ceasefire agreement and international law. Perpetrators of atrocities must be held to account. We must no longer turn a deaf ear to the suffering of the people of Nagorno Karabakh.

The letter was signed by Baroness Cox (Crossbench), Tim Loughton MP (Conservative), Tim Farron MP (Liberal Democrat), Lord Boateng (Labour), Christopher Cocksworth, Lord Bishop of Coventry. Lord Alton of Liverpool (Crossbench), Marie Rimmer MP (Labour), Lord Singh of Wimbledon (Crossbench), Derek Thomas MP (Conservative), Lord Loomba (Crossbench), Lord Dholakia (Liberal Democrat) and Lord Curry of Kirkharle (Crossbench).

David Babayan: The world has entered the era of naked geopolitics

The world has entered the era of bare geopolitics, where, unfortunately, norms, principles and morals are far from being in the foreground. Artsakh Foreign Minister David Babayan wrote on his Facebook page.

“The world has entered the era of naked #geopolitics, where, unfortunately, norms, principles, morality are far from being in the foreground. Therefore, when we talk about the aspirations of our people, their dreams and wishes, it is quite obvious that the wishes, demands, opinions based on international law, human rights and freedoms, unfortunately, will be taken into account at best. Now we are faced with threats of an existential nature, and this requires composure, professionalism, patriotism, proper organization of work, patience and hard work. It is very important distance as much as possible from demagogues, provocateurs, jingoists who “cut the throats of enemies in social networks and verbal battles.” These are the guarantees for the salvation of the people and the state in the current conditions.

Dear compatriots, never lose faith and self-control, never. Never trust demagogues, loudmouths and political vagabonds. Screamers are never true patriots, understand this obvious thing, finally. These are the key components of overcoming difficulties, making it possible to save the country even in the most difficult periods of history. The next two or three years will be a very important period.

And if we think correctly, understand that our strength is in intelligence, honesty and decency, then the minimum program – the salvation of #Artsakh will be realized,” the minister wrote.


Azerbaijan specialist: Armenia opposition will not achieve change of power with such methods

With such methods, the opposition will not achieve a change of power in Armenia. Armine Adibekyan, an expert on Azerbaijan affairs, told this to a press conference Tuesday.

“If the [Armenian] opposition thinks that on September 2 the people will assemble with the slogan ‘Death to [PM] Nikol [Pashinyan]’ and the situation will change, then they are wrong. There is no change of power with such methods. If they know it, but don’t do [it], then I can’t say anything good about them,” said Adibekyan.

She explained that in order to change the power, it is necessary to invest resources and invite specialists.

“People should be motivated to take action, and that motivation is formed as a result of correct, targeted work. The slogans of Paphos are of little interest to anyone. Area specialists should deal with these matters,” the analyst emphasized.

Adibekyan is convinced that come September, the Armenian authorities will start a new round of repression.

The Armenian opposition plans to hold a rally on September 2, the Artsakh (Nagorno-Karabakh) Independence Day anniversary.

HayPost CEO Hayk Karapetyan leaves office

YEREVAN, JULY 25, ARMENPRESS. Kuwait named the emir’s son as prime minister on Sunday, replacing caretaker premier Sheikh Sabah al-Khalid who faced a combative parliament amid a feud between the government and elected assembly that has hindered fiscal reform, Reuters reports.

Crown Prince Sheikh Meshal al-Ahmad al-Sabah, who took over most of the ruling emir’s duties late last year, named Sheikh Ahmad Nawaf al-Sabah to the post in a decree and asked him to propose a new cabinet for approval.

Sheikh Ahmad was deputy prime minister and interior minister in the outgoing government, which had submitted its resignation in April ahead of a non-cooperation motion in parliament against Sheikh Sabah, who had been premier since late 2019.

Sheikh Ahmad, in his late 60s, began his career with the police force and then entered the interior ministry. After his father Emir Sheikh Nawaf al-Ahmad took power in 2020 he was appointed deputy head of the National Guard.

Some 800 babies born in Karabakh in first half of 2022

PanARMENIAN.Net – 792 babies, including 406 boys and 386 girls were born in the first half of 2022 in Artsakh (Nagorno-Karabakh), according to information provided by the Artsakh Ministry of Health.

Health authorities said 697 babies were born in the capital Stepanakert, 66 babies in the town of Martakert and 29 others in the town of Martuni. During the reporting period, 4 twin pairs were registered in the country.

The Health Ministry revealed that 6 babies — 3 girls and 3 boys — were born through IVF.

A further 15 children from Artsakh – 8 boys and 7 girls – were born in medical facilities in Armenia, which means total births in the first half of the year amounted to 807 children.
