WASHINGTON—The Armenian National Committee of America hosted a Capitol Hill briefing for Congressional offices on Wednesday, featuring a live reporting from Artsakh Human Rights Defender Gegham Stepanyan and ANC Artsakh Director Gev Iskajyan.

Stepanyan and Iskajyan provided on-the-ground updates on the impact of Azerbaijan’s 150-day blockade and escalating campaign to complete the ethnic-cleansing of Artsakh. Both highlighted the urgency of the situation facing the citizens of Artsakh, most notably the young, elderly, and infirm, resulting from the lack of gas, food, and medicine. Speakers placed special focus on the recent placement of an illegal Azerbaijani checkpoint on the only road connecting Artsakh with Armenia, which has prevented the International Red Cross from delivering supplies or transporting critically-ill patients over the past several weeks.

ANCA Government Affairs Director Tereza Yerimyan provided a Washington, DC perspective on the crisis facing Artsakh, with a focus on specific legislative and other policy-driven solutions, urging passage of the Anti-Blockade resolution (H.Res. 108) and legislation supporting Artsakh recognition (H.Res.320). Yerimyan also urged action on the Armenian Genocide Education Act (H.R.2803 and S. 1329) as an important step toward preventing future genocides. The hour-long briefing ended with a question and answer session.

Participants included dozens of legislative offices, local ANCA chapter leaders, and a broad array of ANCA coalition partners. The top-line policy issues covered during the presentation included:

  • Ending U.S. military assistance to Azerbaijan
  • Identifying Azerbaijan as the belligerent party
  • Sending humanitarian assistance to Artsakh
  • Holding Azerbaijan accountable for war crimes

The ANCA regularly connects Artsakh stakeholders with Congressional and decision-makers in the Washington, DC foreign policy community.

 

Azerbaijan falsely accuses Nagorno Karabakh of breaching ceasefire

STEPANAKERT, MAY 12, ARMENPRESS. Azerbaijan has falsely accused the Nagorno Karabakh/Artsakh military of breaching the ceasefire.

In a statement released on Friday, the Nagorno Karabakh Defense Army said that the Azeri defense ministry’s statement accusing them of violating the ceasefire is disinformation.

 “The statement released by the Azerbaijani Defense Ministry accusing the units of the Defense Army of opening fire overnight May 11-12 at Azerbaijani positions deployed in the occupied territories of the Martakert, Askeran, Shushi and Kashatagh regions of the Republic of Artsakh is yet another disinformation,” the Defense Army of Nagorno Karabakh said.

YEREVAN, MAY 9, ARMENPRESS. Prime Minister Nikol Pashinyan held a meeting on May 9 with Armenian veterans of WWII Rosalia Abgaryan and Nerses Simonyan in Moscow. The two veterans of the Great Patriotic War traveled to the Russian capital from Yerevan for the May 9 Victory Day parade.

“The Prime Minister congratulated the veterans on the holiday, talked with them and wished robust health,” the Prime Minister’s Office said in a press release.




US Hosts Peace Talks with Armenia, Azerbaijan

The United States is pledging support for peace talks between Azerbaijan and Armenia and renewing its calls for an immediate reopening of the Lachin corridor to commercial and private vehicles.

Early Monday, U.S. Secretary of State Antony Blinken holds separate meetings with Armenian Foreign Minister Ararat Mirzoyan and Azerbaijani Foreign Minister Jeyhun Bayramov in Arlington, Virginia.

Blinken then meets with both Mirzoyan and Bayramov for bilateral peace negotiations at the diplomatic facility near the State Department.

In recent months, tensions between the two neighboring, former Soviet republics have increased over Azerbaijan’s blockade of the Lachin corridor, which is the only land route giving Armenia direct access to the contested region of Nagorno-Karabakh.

The State Department had voiced “deep concern” that Azerbaijan’s establishment of a checkpoint on the Lachin corridor undermines efforts for peace talks.

Monday’s meetings come after Blinken’s call with Azerbaijani President Ilham Aliyev on Sunday, when the top U.S. diplomat reiterated Washington’s call to reopen the land route.

A spokesperson from Armenia’s Ministry of Foreign Affairs said Mirzoyan’s working visit to the United States is to discuss “the agreement on normalization of relations” with Azerbaijan.

The two countries have had a decades-long conflict involving the Nagorno-Karabakh region, which is inside Azerbaijan but populated mainly by ethnic Armenians.

The Lachin Corridor allows supplies from Armenia to reach the 120,000 ethnic Armenians in the mountainous enclave and has been policed by Russian peacekeepers since December of 2020.

The situation has left those ethnic Armenian residents in Nagorno-Karabakh without access to essential goods and services, including life-saving medication and health care, according to Amnesty International. The rights group said Azerbaijan’s government has failed its human rights obligations by taking no action to lift the blockade.

Azerbaijan maintains the land route is open for humanitarian delivery, emergency services, and peacekeepers.

YEREVAN, May 5. /TASS/. Armenian Prime Minister Nikol Pashiyan said on Friday that his country is ready to accept Russia’s August 2022 proposal on the Armenian-Azerbaijani settlement, which was turned down by Azerbaijan and which has not been put forward again.

“In August 2022, we received the Russian side’s proposal on the Armenian-Azerbaijani settlement and were ready to sign it. But Azerbaijan turned it down. After that, we did not see these proposals put on the table by Russia again. I repeat, as soon as such a proposal is voiced, we are ready to move forward on it. We need to know how important it is for Russia to promote its proposal,” he said in an interview with Radio Liberty (listed as a foreign agent media).

He recalled that under this proposal, the issue of Nagorno-Karabakh’s status is to be postponed and Russian peacekeepers are to stay in the area.

Armenia, Azerbaijan to hold peace talks in Washington

TEHRAN, Apr. 30 (MNA) – Armenia and Azerbaijan will hold a new round of talks in Washington on Sunday to try to normalize relations.

The Ministry of Foreign Affairs of the Republic of Azerbaijan announced that  Jeyhun Bayramov left Baku for Washington on Sunday to discuss the peace agreement with Armenia.

“From April 30 Minister of Foreign Affairs of Armenia Ararat Mirzoyan will be in Washington DC on a working visit. The next round of discussions on the agreement on normalization of relations between Armenia and Azerbaijan is scheduled,” the spokesperson of Armenia’s Foreign Ministry, Ani Badalyan, said on her official Facebook page on Saturday.

Tensions have risen as Azerbaijan set up a new checkpoint on the road to Karabakh in the Lachin Corridor, a move that Armenia called a gross violation of a 2020 ceasefire.

YEREVAN, APRIL 28, ARMENPRESS. The only goal of France and the EU regarding the regional situation and the Armenia-Azerbaijan relations is the restoration of peace and atmosphere of trust, French Foreign Minister Catherine Colonna told reporters in Jermuk on April 28. 

“Only a peace treaty will allow to truly resolve all outstanding issues stemming from this situation. That is why the EU sent a monitoring mission, which is a civilian mission, an unarmed mission. The goal of the mission is to record the situation on the ground, which allows the EU countries to have direct, first-hand reports on the situation. We believe that the mission is very useful, and it is also due to the work of this mission that we will be able to move forward on the path of peace,” FM Colonna said.

She said it was important for her to visit Jermuk to express support to the EU monitoring mission and on the other hand to see the situation with her own eyes. “Naturally we get informed on the situation based on documents, but seeing it with your own eyes on the ground is also very important, and with this visit we once again reiterate our support to the friendly people of Armenia,” FM Colonna added.

“We understand the situation better by seeing the advancement on these new positions,” she added.

All Supplies to Artsakh are Halted

In a brazen move, a “welcome to Azerbaijan” sign was posted on Monday at the occupied Hakari River bridge ahead of the illegal checkpoint established by Azerbaijan on Sunday, which has cut off all humanitarian supply deliveries to Artsakh, according to officials.

Despite reports of ongoing negotiations between the Russian peacekeeping contingent and Azerbaijani representative, the sign reading “Attention! You are entering the territory of the Republic of Azerbaijan!” was installed.

The commander of the Russian peacekeeping forces Andrey Volkov is personally engaged in the negotiations, which are heading into the third day.

In a rebuke to Baku, the Russian Defense Ministry on Monday said that, “as a result of the unilateral and not-agreed-upon actions on April 23, 2023, the Azerbaijani side has blocked traffic through the Lachin corridor in the area of the observation post of the Russian peacekeeping contingent No. 1.”

With the installation of the illegal checkpoint, Azerbaijan has effectively tightened the chokehold around the people of Artsakh, with Artsakh’s State Minister Gurgen Nersisyan reporting a stoppage of all humanitarian assistance, which was being brought in by Russian peacekeepers and the International Committee of the Red Cross.

The ICRC reported that it was forced to cancel a scheduled transport of 28 patients from Artsakh to Armenia because of the checkpoint, adding that among the sick were an expectant mother whose unborn baby will need heart surgery upon being born and a nine-year-old child suffering from leukemia.

Since the Artsakh blockade began 135 day ago on December 12, the ICRC has transported 337 patents to Armenia.

Nersisyan, the Artsakh State Minister, said that the transport of rations covered by government-issued coupon has also been halted and added the government will extend the validity of the coupons beyond the specified dates.

He warned that four villages around Shushi were under the most serious threat as the checkpoint, coupled with the Azerbaijan’s breach of the line-of-contact earlier this month, have effectively cut those communities, which are currently surrounded.

The Artsakh Information Center reported late on Tuesday that due to efforts of the local administration and the Russian peacekeeping force it became possible to “somewhat restore” the supply of humanitarian goods disrupted in recent days.

YEREVAN, APRIL 25, ARMENPRESS. German lawmaker, Chair of the Human Rights Committee of the Bundestag (parliament of Germany) Renata Alt (FDP) has said that Azerbaijan has violated international law by setting up a checkpoint on Lachin Corridor.

“The new Azerbaijani checkpoint on Hakari Bridge in Nagorno Karabakh violates international law, makes freedom of movement of people and supply to the region more difficult. Azerbaijan must respect human rights and implement demands of the International Court of Justice immediately,” Alt tweeted.

The Lachin Corridor has been blocked by Azerbaijan since 12 December 2022. 

The United Nations’ highest court – the International Court of Justice (ICJ) – ordered Azerbaijan on February 22 to “take all steps at its disposal” to ensure unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions. Azerbaijan has so far ignored the ruling.
