YEREVAN, JANUARY 29, ARMENPRESS. British Airways suspended all flights between the United Kingdom and China due to the new coronavirus outbreak in the Chinese city of Wuhan, reports TASS.

The company made the respective decision following the statement of the UK foreign office.

“We have suspended all flights to and from mainland China with immediate effect following advice from the Foreign Office against all but essential travel”, the company said.

The UK’s Foreign Office warned people against traveling to mainland China in all but essential cases.

YEREVAN, JANUARY 30, ARMENPRESS. The 2020 World Athletics Indoor Championships in Nanjing have been postponed because of the coronavirus outbreak in China.

The championships were to be held from 13-15 March but governing body World Athletics pushed them back 12 months, World Athletics said in a press release.

World Athletics sought advice from the World Health Organisation and turned down offers to host from other cities.

“The advice from our medical team, who are in contact with the World Health Organisation, is that the spread of the coronavirus both within China and outside the country is still at a concerning level and no one should be going ahead with any major gathering that can be postponed.

“We have considered the possibility of relocating the event to another country and would like to thank the cities that have volunteered to host the championships.

“However, given concerns still exist regarding the spread of the virus outside China, we have decided not to go with this option, as it may lead to further postponement at a later date.

“We have chosen not to cancel the championships as many of our athletes would like this event to take place so we will now work with our athletes, our partners and the Nanjing organising committee to secure a date in 2021 to stage this event,” the governing body said in a statement.

Armenia’s PM says issue of maternity houses manipulated

Armenia’s Prime Minister Nikol Pashinyan again referred today to the issue of maternity houses in provinces.

He said yesterday he saw a coverage on Public TV from Achajur maternity house.

“In this coverage a pregnant woman tells that she came to Achajur from Voskepar village to give birth in Achajur maternity house, which though is in the list of maternity houses not corresponding to the standards for continuing operation,” the head of the government said.

He said Voskepar is 15km away from Noyemberyan where there is a good, renovated, fully equipped maternity house.

“Achajur community is in 25km distance from Voskepar, which means that Noyemberyan is closer to Voskepar than Achajur,” he said, asking why to prefer a maternity house which is more far to the one which is closer and better.

He said he stresses all these circumstances to show the manipulative speculations over the issue.

“A pregnant women may reach the better maternity house faster thanks to the brilliant roads as well unlike in 2018. This fact shows that we are dealing with simple manipulations,” the premier said.

Former Armenian Security Chief Found Shot Dead (UPDATED)

Armenia - Georgi Kutoyan, the former director of the National Security Service.
Georgi Kutoyan, who headed Armenia’s National Security Service (NSS) in the 
final years of former President Serzh Sarkisian’s rule, was found shot to death 
in Yerevan on Friday.
A spokeswoman for the Investigative Committee, Naira Harutiunian, reported in 
the afternoon that Kutoyan’s body had a gunshot wound then it was discovered by 
his wife at his Yerevan apartment “a short while ago.”
Forensic experts and other officers of the law-enforcement agency are already 
“working at the scene,” Harutiunian wrote on Facebook.
A high-ranking Investigative Committee official, Artur Melikian, said later in 
the day that preliminary indications are that Kutoyan, 38, was killed by a 
gunshot fired at his head. But investigators also found dozens of bullets in the 
apartment and forensic experts will determine whether those were fired from the 
same pistol, he told reporters outside the apartment building cordoned off by 
police.
Melikian said that premeditated murder is therefore one of the theories of 
Kutoyan’s death considered by the investigators.
“We don’t yet have information that anyone heard gunshots,” he said, adding that 
more residents of the apartment block will be questioned in the coming days.
A lawyer by education, Kutoyan had worked as an assistant to Sarkisian from 2011 
until his surprise appointment as director of the NSS in February 2016. He was 
sacked by newly elected Prime Minister Nikol Pashinian in May 2018 immediately 
after the “Velvet Revolution” that toppled the country’s former leader.
Kutoyan has made no public statements since then. He also kept a low profile 
during his tenure.

Sarkisian offered condolences to Kutoyan’s family and said he is “deeply 
shocked” by the death of the former NSS chief whom described as a highly 
competent and “decent” individual. In a statement, the ex-president also called 
for public scrutiny of the unfolding probe of his death.
Armen Ashotian, the deputy chairman of Sarkisian’s Republican Party of Armenia 
(HHK), also expressed shock at the “murder” of Kutoyan. “This tragic incident is 
very strange and raises many questions,” he wrote, demanding a “transparent and 
comprehensive” investigation from law-enforcement authorities.
Edmon Marukian, the leader of another opposition party, Bright Armenia, likewise 
demanded that relevant authorities find “clear answers to many questions” 
resulting from the fatal shooting.
“This is an unexpected and shocking development which we need to seriously 
analyze and understand … what caused it,” Alen Simonian, a senior lawmaker 
representing the ruling My Step bloc, told RFE/RL’s Armenian service.
Simonian suggested vaguely that Kutoyan’s death is one of the “echoes of the 
past which we are still hearing.” He declined to elaborate.
Kutoyan is the second former senior security official found shot dead in the 
last four months. Hayk Harutiunian, a former chief of the Armenian police, was 
found dead in his country house in September.
Harutiunian reportedly had a gunshot wound to his head. Investigators suggested 
that he committed suicide.
In the months leading up to his death, Harutiunian was repeatedly interrogated 
in an ongoing criminal investigation into the 2008 post-election violence in 
Yerevan. The Special Investigative Service, which is conducting that inquiry, 
told the Armenpress news agency that it never questioned Kutoyan as a witness or 
suspect.
The Investigative Committee and the NSS did not investigate or interrogate 
Kutoyan either, according to the committee spokeswoman.
Armenian Gas Operator May Seek Price Rise

Armenia’s national gas distribution company owned by Russia’s Gazprom giant 
confirmed on Friday that it may ask public utility regulators to raise its 
retail prices set for households and corporate consumers.
“The company is discussing the issue of revising the tariffs,” said a spokesman 
for the Gazprom Armenia network. He did not specify the scale of the possible 
price rise.
The retail prices are set by the Public Services Regulatory Commission (PRSC). 
Its chairman, Garegin Baghramian, did not comment on the likelihood of their 
increase when he spoke to RFE/RL’s Armenian service. He said only that the two 
sides are continuing their discussions on “long-term pricing.”
The cost of Russian gas supplied to Armenian consumers remained unchanged after 
Gazprom raised its wholesale price for Armenia from $150 to $165 per thousand 
cubic meters in January 2019. This translated into additional major expenses for 
Gazprom Armenia, which already reported growing financial losses in the course 
of 2018. Armenian officials have said until now that the gas network can offset 
those losses through cost-cutting.
In a statement issued on New Year’s Eve, Gazprom announced that it will not 
raise further the price of gas supplied to its Armenian subsidiary at least 
before the end of 2020.
The announcement came after months of negotiations between Armenian and Russian 
government officials and Gazprom executives. Armenian Prime Minister Nikol 
Pashinian and Russian President Vladimir Putin discussed the issue when they met 
in Yerevan in October.
“We talked about a gas price for Armenia that will not break Armenia’s economic 
dynamics,” Pashinian said afterwards.
One of Pashinian’s deputies, Mher Grigorian, expressed confidence in November 
that the domestic gas tariffs will not rise before April 2020.
Armenian households currently pay 139 drams (30 U.S. cents) per cubic meter of 
Russian gas.
Parliament Attack Ringleader Appeals To Pashinian

Prime Minister Nikol Pashinian’s office on Friday confirmed reports that he has 
received a letter from the jailed man who led a deadly attack on the Armenian 
parliament in 1999.
The office declined to disclose the content of the letter sent by Nairi Hunanian.
An obscure former journalist, Hunanian led an armed group that burst into the 
National Assembly and sprayed it with bullets on October 27, 1999. Then Prime 
Minister Vazgen Sarkisian, parliament speaker Karen Demirchian and six other 
officials were killed in the shooting spree that thrust Armenia’s government 
into turmoil.
Hunanian accused the government of corruption and misrule and called for regime 
change as he held dozens of parliament deputies and government officials hostage 
following the killings. He and the four other gunmen, including his brother 
Karen and uncle Vram Galstian, surrendered to police after overnight 
negotiations with then President Robert Kocharian. The gunmen were subsequently 
tried and sentenced to life in prison.
Hunanian became eligible for parole in October last year because of having spent 
20 years in prison. He asked appropriate authorities to set him free. The 
application was rejected.
The jailed ringleader, who turned 54 recently, appears to have written to 
Pashinian shortly after law-enforcement authorities decided late last month 
resume a criminal investigation into the 1999 killings. They will presumably try 
to establish whether Hunanian’s armed group had powerful sponsors outside the 
parliament building.
Some relatives and supporters of the assassinated officials still suspect former 
Kocharian and his successor President Serzh Sarkisian (no relation to Vazgen), 
who was Armenia’s national security minister in October 1999, of masterminding 
the killings to eliminate powerful rivals. Both men repeatedly dismissed such 
suggestions during and after a serious political crisis caused by the killings.
Throughout his and his henchmen’s marathon trial Hunanian insisted that he 
himself had decided to seize the parliament without anybody's orders.

“Chorrord Ishkhanutyun” accuses Armenia’s former rulers of plotting to overthrow 
the current government and alleges that members of the Constitutional Court are 
part of this creeping “coup.” “At any moment they may decide to declare Nikol 
Pashinian’s government illegal,” claims the paper. It says that they are not 
only spreading fake news but also trying to form “some counterweight against the 
authorities.”
“Haykakan Zhamanak” complains that most Armenians still feel that people 
demonstrating against various government decisions or policies are definitely 
right. “The reasons for this sentiment are understandable,” writes the paper. 
“With a handful of exceptions, this has for decades been the case in Armenia. In 
hopes of solving their problems, victims of one or another injustice simply 
organized protests, having no other means of communication with the authorities 
… We now have a situation where everyone is by and large in favor of changes and 
believes that Armenia must become a more modern state. But everyone thinks that 
everything except the ‘traditional’ practices of their sphere must change.” The 
paper says that this sentiment is fanned and exploited by the country’s former 
leaders.
“Aravot” comments on Armenian reactions to Human Rights Watch’s latest annual 
report on human rights practices around the world, including Armenia. The paper 
says pro-government and opposition forces cherry-picked different parts of the 
report fitting their conflicting political agendas. “The authorities maintain 
that Human Rights Watch glorified Armenia’s post-revolution achievements while 
the oppositions are convinced that the organization voiced devastating criticism 
of the state of human rights in Armenia,” it says.

YEREVAN, JANUARY 15, ARMENPRESS. The Human Rights Defender Artak Beglaryan of the Republic of Artsakh issued a statement on the 30th anniversary of the Baku massacres of Armenians organized by Azerbaijan in January 1990.

Armenpress presents the text of the statement:

“In January 1990, the Azerbaijani city of Baku again became a tramp for continuously executing massacres against Armenians (third time after 1905 and 1918 massive massacres of Armenians), where, unlike in other Azerbaijani settlements, a considerable number of Armenians were still living. After a crowded rally in Baku on January 13th, according to a predefined plan, a crowd of about 50,000, divided into groups, invaded the homes of Armenians in order to “clean” the city from them.

During the period from 13th to 20th January, the Armenians of Baku were subjected to violence, massacres, looting and forcible expulsion for their nationality, massively violating their rights to life, not being tortured and discriminated against, liberty and security, property, fair trial, among others. The exact number of the killed people is not known yet, but according to our latest research, it is over 450 people.

On the occasion of the massacres of Armenians in Baku and attacks on Getashen and other Armenian villages of Shahumyan region, on January 18th, the European Parliament adopted a resolution titled “On the Situation in Armenia”, which called upon the authorities of the USSR to “guarantee real protection for the Armenian people living in Azerbaijan by sending forces to intervene.”

Only on the night of January 20th, the Soviet Army subdivisions were brought to the capital of the Azerbaijani SSR. Overcoming the fierce resistance of the Azerbaijani National Front troops, The Soviet army stopped the 7-days massacre of Armenians.

On September 27th, 1990, an open letter addressed to the international community was published in the New York Review of Books. The letter was signed by 133 prominent scholars and human rights advocates from Europe, Canada and the USA, who voiced their complaint against the killings and pogroms of Armenians in Baku. It stated particularly that “The crimes committed against Armenian minority have become a consistent practice in Soviet Azerbaijan, if not an official policy.”

That crime against humanity, organized by Azerbaijan in Baku, has accelerated and almost finished the full ethnic cleansing of the Armenian population in Azerbaijan. Within the framework of that ethnic cleansing, during 1988-1990, thousands of Armenians were killed and more than 400,000 Armenians were deported from Azerbaijani Sumgait, Kirovabad and other cities, as well as from the Nagorno-Karabakh Autonomous Oblast, with knowledge and permission of the USSR authorities.

In subsequent years (including during the 1991-1994 Azerbaijan-Karabakh war), Azerbaijan continued the policy of ethnic cleansing of Armenians, according to our analysis, which is in full compliance with the legal formulation of the genocide perpetrated under the UN 1948 Convention on the Prevention and Punishment of the Crime of Genocide. Moreover, our research shows that apart from the depatriation of hundreds of thousands of Azerbaijani Armenians, their rights to property and free movement, among others, have also been violated on a continuous basis. Many of these Armenians still bear the physical, psychological and material consequences of that policy.

Those committed crimes have not received relevant legal assessment and have remained unpunished, which led to the implementation of the official anti-Armenian hatred policy pursued by the Republic of Azerbaijan. The victims of that policy are not only Azerbaijani Armenians and the population of the Republic of Artsakh (Nagorno Karabakh), but also all Armenians worldwide, as well as foreigners visiting Artsakh. As a reminder, the Artsakh Republic Human Rights Ombudsman published a special report in 2018 on the Azerbaijani anti-Armenian hatred policy, presenting concrete examples of its manifestation and relevant international law analysis.

An active stage of manifestation of Armenophobia in the Azerbaijani society was also recorded in April 2016 – during the large-scale attack on Artsakh by Azerbaijan. The Human Rights Ombudsman, within the framework of his fact-finding mission, presented a report in 2016 on killings, beheadings, tortures and other cases of war crimes and human rights violations against civilians and military servicemen of Artsakh. It is noteworthy that the Azerbaijani servicemen, who have committed such crimes, were later rewarded and encouraged by the Azerbaijani authorities.

The Ombudsman urges the international community to give a proper legal assessment to the 1990 January massacre in Baku, in accordance with the fundamental principles and norms of international law, as well as to take action to end the ongoing anti-Armenian hatred policy. This path of racial hatred not only contradicts the well-known principles of international law, but also takes the two peoples away from conflict resolution and lasting peace”.

Artsakh highlights restoration of full trilateral format of NK negotiation process

STEPANAKERT, JANUARY 15, ARMENPRESS. On January 15, Foreign Minister of the Republic of Artsakh Masis Mayilian held a press conference to summarize the activities of the Ministry of Foreign Affairs for 2019, the ministry told Armenpress.

During the press conference, Masis Mayilian briefed on the works carried out in the foreign policy sphere for the reporting period aimed at the international recognition of the independence of Artsakh, the peaceful settlement of the Azerbaijan-Karabakh conflict, the provision of favorable external conditions for the safe development of Artsakh, the implementation of initiatives in the international arena that meet the interests of the country.

The Foreign Minister noted that the cornerstone of Artsakh’s foreign policy is expanding the scope of Artsakh’s international recognition and international cooperation, strengthening interaction and friendship between Artsakh and other states, and expanding the Republic’s involvement in the peace process, emphasizing that the main efforts of the Foreign Ministry have been focused on ensuring success in these processes.

Referring to the realization of the goals, Masis Mayilian noted that the year was quite effective. Not only have efforts continued to strengthen Artsakh’s international relations, but steps have been taken to expand the geography of Artsakh’s international cooperation. Thus, the working visits of the Artsakh delegation to Uruguay, Argentina, Australia, the United States, Russia, France and Egypt were held, within the framework of which the NKR Foreign Minister met with representatives of the political, public and scientific circles of the respective states. As a result of these meetings arrangements on cooperation were reached. Within the framework of the visits traditional meetings with Armenian Diaspora organizations took place.

The Foreign Minister of Artsakh stressed the importance of continuing the efforts on expanding the frameworks of the decentralized cooperation between the administrative units of Artsakh and different countries. In this regard, Masis Mayilian noted, in particular, the adoption of the resolution on establishing friendly relations between Stepanakert and the Australian city of Ryde in the run-up to the working visit of the Artsakh delegation to Australia. A Circle of Friendship with Artsakh was established in Australia, involving MPs and Senators of the Federal Parliament, Ministers, as well as the Prime Minister of the State of New South Wales, the Speakers of the Upper and Lower Houses of the State Parliament, scientists, clergy and culture representatives. The Declaration of Friendship signed between Hadrut region of Artsakh and Isere Department of France in September 2019, as well as the joint Declaration signed by Artsakh’s Foreign Minister Masis Mayilian and President of the Regional Council of Auvergne-Rhône-Alpes of the French Republic Laurent Wauquiez in October 2019 also testify to the continued strengthening of the friendly relations.

The Foreign Minister of Artsakh stressed the importance of the key political event of the year held in Stepanakert – the Friends of Artsakh Forum “Cooperation for the Sake of Justice and Peace” – organized jointly by the Foreign Ministry of the Republic of Artsakh and the ARF Dashnaktsutyun. Representatives of parliamentary Friendship Groups and Circles, twin cities, as well as the administrative-territorial units, which had recognized the independence of Artsakh or cooperate with Artsakh, in general, over 150 representatives from about 30 states, participated in the Forum. Following the Forum, the participants adopted a Declaration, in which they called on the international community to take all necessary steps to remove the obstacles to the full-fledged participation of Artsakh in the international cooperation aimed at promoting democracy, as well as strengthening peace and stability in the region. Within the frameworks of the Forum, a decision was also made to create an international network of friends of Artsakh – “ProArtsakh” – with the aim of raising awareness of Artsakh in the international arena, protecting the legitimate interests of its people and promoting the involvement of Artsakh in international processes.

Masis Mayilian informed that the activity of the Foreign Ministry of Artsakh in international structures was reaching a new level; in particular, the Artsakh side had started a process of submitting national reports on the implementation of the provisions of international conventions, primarily in the sphere of human rights. Thus, for the first time, Artsakh disseminated in the UN a periodic report on fulfilling the provisions of the International Covenant on Civil and Political Rights. Works on the report on implementing the provisions of the International Covenant on Economic, Social and Cultural Rights were launched. Within the frameworks of this process, the Republic of Artsakh plans to accede to the core international human rights instruments. The Republic is also expanding its involvement in the process of discussing global issues and trends. Just in this context should be considered the adoption by Artsakh of the UN “2030 Agenda for Sustainable Development,” within the frameworks of which the National Council for Sustainable Development was established and the Voluntary National Review on the implementation of the ‘Sustainable Development Goals’ was prepared and submitted to the UN.

The Foreign Minister of Artsakh also touched upon the Azerbaijan-Karabakh conflict settlement process, noting that the processes of the international recognition of the Republic of Artsakh, expansion of its international integration and the negotiations on the peaceful settlement of the Azerbaijan-Karabakh conflict are proceeding in parallel. At the same time, he stressed that the redoubling of the efforts of the policy aimed at the international recognition of Artsakh would not only help to alleviate Azerbaijan’s uncompromising negotiating positions, but would also contribute to raising the level of Artsakh’s security and regional stability. Masis Mayilian stressed that in order to make real progress in the peace process and reach a final settlement of the conflict, it is necessary to restore the full trilateral format of the negotiation process with the full-fledged participation of official Stepanakert.

The Foreign Minister also noted that in 2019, the peace process on the settlement of the Azerbaijan-Karabakh conflict was largely aimed at maintaining stability in the region. It was noted that in general, the ceasefire regime was maintained at the state border between Artsakh and Azerbaijan. Emphasizing the importance of excluding the prospects of war and ensuring stability in the conflict zone, Masis Mayilian emphasized that the Artsakh authorities continued to support the OSCE mission’s regular monitoring of the ceasefire. The Foreign Minister also noted that during the year a number of confidence-building measures were agreed and implemented between the parties to the conflict aimed at creating favorable conditions for the promotion of the peace process. Masis Mayilian also underlined the importance of the meeting with the OSCE Chairman-in-Office, Slovak Foreign Minister Miroslav Lajcak, during which the NKR Foreign Minister presented the Republic’s position on the Azerbaijan-Karabakh conflict settlement. With the support of the Ministry of Foreign Affairs, head of the Artsakh Union of Armenian Refugees from Azerbaijan Sarasar Saryan had an opportunity to present to the OSCE Chairman-in-Office the situation regarding the refugees in Artsakh. The Minister also noted that during the year the OSCE Minsk Group Co-Chairs visited Stepanakert twice, met with the President of Artsakh, the Foreign Minister and the Minister of Defense.

Masis Mayilian noted that the year of 2019 had marked the 25th anniversary of the most important document in the Azerbaijan-Karabakh conflict settlement process – the Agreement on the full cessation of fire and hostilities, signed by Artsakh, the Republic of Armenia and Azerbaijan, which had allowed to transfer the conflict settlement to the diplomatic realm. In this regard, on May 10, a conference was organized in Stepanakert at the initiative of the Ministry of Foreign Affairs of the Republic of Artsakh, with the participation of political and public figures from Artsakh, Armenia and Russia. Former Co-Chairman of the OSCE Minsk Group Vladimir Kazimirov participated in the conference as an honorable guest.

During the press conference, Masis Mayilian also noted the high level of cooperation between the Foreign Ministries of Artsakh and Armenia, which allows Stepanakert to present to the counterparts in Yerevan the position of Artsakh on different key aspects of the Pan-Armenian agenda, as well as issues related to the peace process. In this context, Masis Mayilian stressed the importance of signing on July 5 the Plan of consultations between the Foreign Ministries of the Republic of Artsakh and the Republic of Armenia for 2019-2020, which allows the two Foreign Ministries to intensify the cooperation at the institutional level.

The Foreign Minister also noted that at the initiative of the Foreign Ministry the procedure for issuing visas to foreign tourists was revised. This step, along with nationwide and international political, sports and cultural events held in Artsakh, including, in particular, the Friends of Artsakh Forum, the European Championship of the Confederation of Independent Football Associations and the Pan-Armenian Games, allowed to register a record growth in the number of foreign citizens who had visited Artsakh. Compared with the previous year, the growth in 2019 amounted to around 47 %.

Papikyan got acquainted with the latest news and production capacities of electric power products and equipment presented here by local and foreign companies, the ministry informed Armenian News-NEWS.am. Also, he discussed with the representatives of a number of companies the possibilities of cooperation in product supply.

Within the framework of the exhibition, Suren Papikyan met with the advisor of the Minister of Energy of Iran Ali Farahnakian, and the head of MAPNA company, the largest producer of energy equipment in Iran.

In particular, during the conversation with the head of MAPNA, the minister highly appreciated the Iranian achievements in applying innovations and new technologies in power generation, and expressed hope that in the near future Armenia will also be able to participate in such exhibitions.

The Minister discussed with the head of MAPNA the possibility of involvement of the company in the construction of alternative power plants in Armenia, in particular the participation of the company in construction of wind power plants.

Within the framework of his working visit to Iran, Minister Suren Papikyan met also with Iranian Energy Minister Reza Ardakanian.

The Central Bank has set the following prices for precious metals.

Gold price stood at 22863.97 drams. Silver price stood at 268.27 drams. Platinum price stood at 13708.13 drams.

YEREVAN, OCTOBER 25, ARMENPRESS. Deputy Foreign Minister of Armenia Avet Adonts says the agenda formed between Armenia and the European Union demands at least to start the visa liberalization dialogue.

“This is today’s demand because the formed agenda, its content and the implementation of its agenda require that”, the deputy FM said during an international conference titled “Effective promotion of visa liberalization in Georgia, Moldova and Armenia through exchange of experience” in Yerevan.

The deputy FM said the talks on visa liberalization will start when there is a consensus between all member states over the launch of the dialogue. The deputy minister said there is no consensus yet, despite the fact that the EU’s institutions have positive moods and repeatedly announced that.

“The inter-agency group formed in Armenia, which involves representatives of the Police, the Foreign Ministry and the Migration Service, already visited more than 10 EU member states, and currently technical issues are being discussed. But now I can state that this issue has started to bear a political character”, he said, adding that the visits and the working consultations continue.

The deputy FM expressed hope that the visa liberalization dialogue will launch by the end of the year.
