Expert: Aliyev’s ‘long-cherished dream’ came true

Karen Vrtanesyan, a security expert and coordinator of the military news website Razminfo, says the dissolution of the OSCE Minsk Group dealing with the Nagorno-Karabakh conflict is a “long-cherished dream come true” for Azerbaijani President Ilham Aliyev.

“Aliyev’s long-cherished dream to destroy the institution of the OSCE Minsk Group co-chairs came true,” Vrtanesyan wrote on Facebook on Saturday.

“It happened for one, so to speak, objective reason (the confrontation between Russia and the West) and one subjective reason, which is Nikol [Pashinyan]. It was another chance ruined by the consistent efforts of Nikol,” the expert said.

At a joint news conference with his Armenian counterpart on Friday, Russian Foreign Minister Sergey Lavrov said that the United States and France had stopped working with Russia within the framework of the OSCE Minsk Group.

“I don’t know what fate awaits the Minsk Group, since our so-called French and American partners in the group, in a Russophobic frenzy, have canceled the trio of the OSCE Minsk Group co-chairs, saying that they will not be communicating with us in this format,” he said.

Russian President Vladimir Putin and Armenian Prime Minister Nikol Pashinyan discussed preparations for Pashinyan’s visit to Russia in a phone call, the Kremlin press service said in a statement on Saturday, TASS reported.

“The parties discussed pressing issues on the bilateral agenda, including preparations for the Armenian prime minister’s upcoming visit to Russia,” the statement says.

According to the press service, the conversation was initiated by Yerevan. “Russia and Armenia will maintain active contact at various levels,” the Kremlin added.

Putin and Pashinyan confirmed the importance of the implementation of trilateral agreements on Nagorno-Karabakh. “Nikol Pashinyan briefed [Putin] on his talks with Azerbaijani President Ilham Aliyev in Brussels on April 6. In this regard, Vladimir Putin and Nikol Pashinyan confirmed the importance of the consistent implementation of the trilateral agreements on Nagorno-Karabakh that the leaders of Armenia, Azerbaijan and Russia had reached on December 9, 2020, January 11, 2021, and November 26, 2021, including the creation of a commission on the delimitation of the Armenia-Azerbaijan border and the launch of projects aimed at restoring economic and transport links,” the statement reads.

Putin and Pashinyan also touched upon issues related to the development of a peace treaty between Armenia and Azerbaijan.

YEREVAN, MARCH 30, ARMENPRESS. Deputy Prime Minister of Armenia Hambardzum Matevosyan participated on March 29 in the Annual Investment Meeting 2022 in Dubai, the United Arab Emirates, his Office said.

While delivering remarks at the event, the deputy PM presented the Armenian government’s policy of “open doors” for investments. He said this conference will allow to reveal the whole potential and the policy directed to smart investments of the participating states.

“The government of Armenia assumed a commitment to build a science-based, export-directed and inclusive economy. On this path we promote the inflow of foreign investments which push forward innovation, generate knowledge and technologies, contributing to the overall upgrading of the economy”, the deputy PM said, assuring that the government remains committed to the policy of “open doors” and ensuring transparent, fair and beneficial environment for foreign investments.

He also said that the government continues the reforms directed to the investment climate and the public services, proposing to foreign investors predictable and competitive business environment, with strong protection guarantees in accordance with the best international standards.

“In addition to general economic reforms, Armenia is also actively diversifying its economy, giving priority to those areas which create broad investment opportunities. For example, the impressive progress of Armenia’s information technologies industry boosted the revolutionary industries, including the biotechnologies and agrotechnologies. The prospering IT industry has not only become an engine for stable growth, but also an exemplary model for other countries”, he said, proposing the foreign entrepreneurs also to consider Armenia for their successful business initiatives. The deputy PM also presented the Enterprise Armenia agency, created by the government for boosting investments.

As for the COVID-19-related consequences and challenges, the deputy PM assured that Armenia’s investment environment is well positioned for the post-Covid world. “As the pandemic is gradually receding, we expect growth in investments from different countries. Our investment specialists are ready to help, the government in its turn will come up with new initiatives, by creating a favorable legislation for the business aimed at attracting investments from the whole world. I repeat, we are staunch advocates for small investments, and the great opportunities are ahead”, he said, calling on investors to take action.

Armenia’s Minister of Emergency Situations arrested over alleged corruption

Armenia’s Minister of Emergencies Andranik Piloyan and over a dozen employees of the ministry have been arrested for alleged corruption. 

Earlier this week, Armenia’s law-enforcement bodies searched the ministry’s building. Piloyan’s detention was made public on 30 March. 

The same day, a  motion to arrest him has been submitted to the court.

According to a press release published by the Anti-Corruption Committee, an investigation into allegations concerning Piloyan and over a dozen of his subordinates revealed alleged acts of bribery, abuse of office, embezzlement, as well as receiving and granting of illegal payments․

Additionally, during the preliminary investigation, firearms and ammunition were reportedly found and confiscated from the house of the Minister’s adviser Ashot Hakobyan.

Prime Minister Nikol Pashinyan spoke about the case in a government session on Thursday, commenting that ‘the situation is unpleasant, but the rule of law and equality before the law is more important’. 

‘We have publicly undertaken zero-tolerance for corruption and it is important to keep this principle’ he stressed.

Piloyan was appointed as a minister in the summer of 2020. During the Second Nagorno-Karabakh war, he was awarded the title of National Hero of Armenia for his actions during the war.

Valerie Boyer calls on France, EU and UNESCO to protect the Armenian population and heritage in Artsakh

French Senator Valerie Boyer has called on the French government, the European Union and UNESCO intervene to protect the population of Artsakh and the Armenian heritage.

“I was received several months ago by Father Hovhannes at the Monastery of Dadivank. I wanted to meet him again in the Senate,” Mrs. Boyer said in a Twitter post.

“Accompanied by Monsignor Kamo Abrahamyan, they again wanted to alert me about the Azerbaijani threat,” the Senator added.

“While the international community is fully focused on the war in Ukraine, I again call on the Government, the European Union and UNESCO to intervene to protect the population and the Armenian heritage,” she said.

The sides discussed issues related to the steps being taken aimed at ensuring security and stability in Nagorno Karabakh, the tense situation caused by the invasion of the Azerbaijani units into the area of responsibility of the Russian peacekeeping contingent in Nagorno Karabakh.

The need for full implementation of the agreements reached by the trilateral statements signed by the leaders of Armenia, Russia and Azerbaijan on November 9, 2020, January 11 and November 26, 2021 was reaffirmed.

Edgar Ghazaryan: Suren Papikyan claims to become an ambassador

Former Chief of Staff of Armenia’s Constitutional Court Edgar Ghazaryan charges that the Armenian authorities are making new territorial concessions.

“Comparing reports of the new Azerbaijani military advancement into Syunik Province, the “explanations” offered by the Armenian Defense Ministry and additional information provided by the Kapan community leader, it is obvious that the Armenian authorities are ceding new territories to Azerbaijan in compliance with Nikol Pashinyan’s verbal orders,” he wrote on Facebook on Wednesday.

His comments came after the Azerbaijani military reportedly advanced further into sovereign Armenian territory, taking control of an area within the administrative territory of the village of Nerkin Hand in Syunik Province.

“In the case of [former Defense Minister] Vagharshak Harutyunyan, Nikol Pashinyan appointed him Armenian Ambassador to Russia in exchange for fulfilling such instructions. This move probably encouraged [incumbent Defense Minister] Suren Papikyan to take advantage of the promising prospect of being appointed ambassador to a country in exchange for territorial concessions to the enemy on the basis of verbal orders.

“He may also be appointed ambassador-at-large to carry out Nikol Pashinian’s special assignments to surrender the homeland to the enemy,” Ghazaryan said.

It has been for over a week, the Azerbaijani side is not allowing the representatives of Artsakh to restore the alleged “disruption” of the gas pipeline, Human Rights Defender of Armenia said in a statement, adding that as a result, more than 100.000 people have been deprived of heating in cold weather conditions.

“In parallel, the electricity is being regularly cut. This further worsens the difficult humanitarian conditions which has been emerged during and after the war.

As a result, hospitals, schools, kindergartens, temporary shelters for displaced persons are deprived of their basic living conditions; it is impossible to exercise the right to health care of people, and the right of children to education.

Moreover, it has been a week since the Azerbaijani military forces have been shooting intensively in the direction of the peaceful villages of Artsakh; Khramort village and Askeran city of Askeran region, and Karmir Shuka and Khnushinak villages of Martuni region. In Khramort village, a peaceful civilian was injured.

All these are aimed at maintaining an atmosphere of fear and terror among the people living in Artsakh, with ultimate aim of making Armenians to leave and annihilate Artsakh from its indigenous Armenian population”, the Ombudswoman said.

“I strongly condemn the ongoing criminal policy of the Azerbaijani state. I call on international organizations to clearly respond to the situation and to increase the pressure on Azerbaijan to stop this criminal behavior.

Human Rights are universal, and they should be viewed outside the geopolitical framework.

This statement has been sent to international organizations and diplomatic missions”, she said.
