As Russian Peacekeepers Leave for Ukraine, Armenia and Azerbaijan Resume Border Clashes

According to reports in the Azerbaijani media, Armenia shelled Azerbaijani positions near the war-torn Karabakh region over the weekend. The two former Soviet republics have been fighting over this area for almost thirty years. This time, the Azerbaijani Defense Ministry accused Armenia of attacking Azerbaijani military positions near Lachin and Kalbajar. And later, the Azerbaijani military retaliated.

The Second Karabakh War ended with a cease-fire agreement in 2020, but there continue to be flare-ups between the two countries, and those have worsened since the start of the war in Ukraine. The ceasefire was brokered by Russia and used to be monitored by a Russian peacekeeping force. But since the war in Ukraine began, Russia has not been paying attention to events in Karabakh, which encourages flare-ups.

According to the Carnegie Endowment for International Peace, “even before the Ukraine war, the Karabakh conflict was already a diplomatic and security minefield that Moscow could navigate only with difficulty. Now Russia also seems unable (or unwilling) to enforce the peace, with reports that Moscow no longer has a full contingent of peacekeepers deployed there.”

In light of this, other countries have been attempting to fill in the gap left by the Russian peacekeepers. According to State Department Spokesman Ned Price, “Secretary of State Antony J. Blinken spoke with Azerbaijani President Ilham Aliyev. The Secretary and President Aliyev discussed Azerbaijan and Armenia’s historic opportunity to achieve peace in the region. The Secretary reiterated the United States’ offer of assistance in helping facilitate the opening of regional transportation and communication linkages.”

“Secretary Blinken encouraged continued bilateral dialogue, such as the recent meeting between the Azerbaijani and Armenian Foreign Ministers in Tbilisi,” Price added. “The Secretary also reaffirmed his support for productive EU-brokered discussions. He conveyed that the United States has been an OSCE Minsk Group Co-Chair since 1994 and stands ready to engage bilaterally and with like-minded partners to help Armenia and Azerbaijan find a long-term comprehensive peace.”

Four UN Security Council Resolutions recognize that the Karabakh region and the seven adjacent Azerbaijani districts including Lachin and Kalbajar belong to Azerbaijan under international law. Armenia occupied these areas of Azerbaijan in the 1990s, which resulted in one million Azerbaijanis becoming internally displaced persons. For almost thirty years, the international community under the auspices of the Minsk Group attempted to get Armenia to give back these lands and make peace with Azerbaijan, without success.

After Armenia attacked Azerbaijani positions in 2020, Azerbaijan retaliated by liberating most of Karabakh and the seven Azerbaijani districts. Nevertheless, although a ceasefire agreement was signed under the auspices of Russia, ending the conflict, many in Armenia refuse to accept their defeat, was the case with the past weekend’s shelling.

Armenia complains to ECtHR about Azerbaijan’s actions in border villages
A complaint has been lodged to the European Court of Human Rights (ECtHR) about Azerbaijan’s actions in the villages of Parukh and Khramort in Nagorno-Karabakh, the Armenia’s official at the ECtHR and the International Court of Justice has stated.

The “Caucasian Knot” has reported that on March 8, due to shelling, Khramort villagers were evacuated. After March 15, they began returning home, but on March 24, Nagorno-Karabakh announced that Azerbaijani militaries had violated the contact line. Villagers claim that they need security guarantees from Nagorno-Karabakh authorities and Russian peacemakers in order to return to the village and quietly engage in agrarian works, without fear of shelling by Azerbaijani militaries.

On July 27, Yerevan submitted an interstate complaint against Azerbaijan to the ECtHR, Eghishe Kirakosyan, the Armenia’s representative on international legal issues, said on August 2.

“Among other things, the complaint concerns [Azerbaijan’s actions] against the civilian population of the villages of Khramort and Parukh,” the TASS has quoted him as saying.

The Armenian government has also complained about the threat from Azerbaijan to the population of the border villages of Nagorno-Karabakh and the actions of Azerbaijani militaries in 2021-2022 against the population of the unrecognized republic, as a result of which, according to the Armenian party, the right to life was violated, Mr Kirakosyan has added.

Two Armenian soldiers killed, 14 wounded in Azerbaijani attack – Artsakh MoD

Two contract servicemen have been killed in Azerbaijani attack,
Artsakh’s Defense Ministry reports. The soldiers have been identified
as Gurgen Gabrielyan and Artur Khachatryan.
Another 14 servicemen have received injuries of various degrees.
Starting from 09:00 today, in gross violation of the ceasefire regime,
Azerbaijani units targeted the combat positions of the Defense Army
and the permanent deployment location of one of the military units,
using mortars, grenade launchers and strike drones, in addition to
firearms of various calibers.
The Ministry of Defense of the Republic of Artsakh shares the sorrow
of the heavy loss and expresses its support to the family and friends
of the fallen servicemen.
The Defense Ministry says measures are being taken to stabilize the
situation in cooperation with the command of the Russian troops
carrying out a peacekeeping mission in the Republic of Artsakh.
As of 18:00, the operational tactical situation is relatively stable.
 

​Soldiers drafted from Armenia to Artsakh discharged early at Azerbaijan’s demand, MP says

MP Tigran Abrahamyan of the opposition Pativ Unem faction has addressed reports concerning the early discharge of soldiers drafted from Armenia to Artsakh.

After the 2020 war, no conscripts were drafted from Armenia to Artsakh and the last conscripted soldiers were expected to be discharged later in August.

“Although in August 2022 the last groups of soldiers drafted from Armenia two years ago were to be discharged in Artsakh, it seems that the demobilization was carried out ahead of schedule at the behest of Azerbaijan,” Abrahamyan wrote on Facebook on Wednesday.

“In other words, both in this case and in the issue concerning the shutdown of the Lachin corridor, Azerbaijan, besides implementing its political priorities, is doing everything possible to completely humiliate the Armenian authorities.

“The Artsakh authorities and the Defense Army are yet to explain why the demobilization is being carried out promptly and under which document,” the deputy said.

Pallone Blasts UN Leader for ‘Capitulating’ to Turkey

Representative Frank Pallone (D-NJ) blasted the United Nations General Assembly president Abdulla Shahid for “capitulating” to Turkey, when he removed a tweet after visiting Dzidzernagapert last week while visiting Armenia.

Shahid tweeted about his visit to the Armenian Gencocide Memorial Complex last week, but deleted the post reportedly after receiving a complaint from the Turkish foreign ministry.

“33 countries, including the United States, have formally recognized  the Armenian genocide. The UN should not be complicit in Turkey’s  rejection of history. [UN General Assembly President] Abdulla Shahid was wrong for deleting  his tweet and capitulating to pressure from Turkey,” Pallone wrote in a Twitter post on Tuesday.

Sports: Armenian athletes ready for World U20 Championships in Colombia

PanARMENIAN.Net – Young Armenian athletes will participate in the World Athletics U20 Championships in Cali, Colombia on 1-6 August.

Triple jumper Gor Hovakimyan and long jumper Gor Beglaryan will be joined by more than 1500 athletes from 145 teams at the Pascual Guerrero Olympic Stadium.

For 15 athletes, their road to Cali has gone via Eugene, where they recently competed at the World Athletics Championships Oregon22.

The World Athletics U20 Championships returns in Cali, Colombia, just one year after the last edition in Nairobi, Kenya. As a result, 16 individual world U20 champions were eligible to defend their titles and of those, eight will be in action at the Pascual Stadium.

Agvan Ovsepyan, former Armenian PPG, hospitalized

Agvan Ovsepyan, who was arrested on charges of bribery and money laundering, has been taken to hospital in Armenia, his secretary has informed. The health condition of the former Public Prosecutor General (PPG) is grave.

The “Caucasian Knot” has reported that on March 4 this year, the court granted the investigators’ petition to extend Agvan Ovsepyan’s arrest by two months. On May 6, the court rejected the defence’s motion to release Ovsepyan on bail.

Ovsepyan is in grave condition; they prepare to operate on him, lawyer Erem Sargsyan, his advocate, has informed, adding that his client’s diseases have worsened.

According to investigators, in 2004-2013, while being the PPG, and in 2014-2018, while being the Chairman of the Investigating Committee (IC), Ovsepyan was managing several enterprises, received a bribe of USD 380,000, embezzled property worth USD 1.6 million, and legalized the proceeds of crime in the equivalent of USD 2.6 million. Ovsepyan refused to plead guilty.

Sports: Next round in Armenia

For lack of a precise date, the International Boxing Federation (IBA, ex AIBA) has found a place for its extraordinary congress. It will take place in Yerevan, the capital of Armenia. The decision was taken at the end of the week by the board of directors of the authority, meeting in hybrid mode from Algeria. The congress will be held at a date yet to be determined, between September 24 and October 1, 2022. It will be accessible via streaming, to allow all delegates to participate, at least online for those who can not travel in person to Armenia. This extraordinary congress promises to be decisive for the Olympic future of boxing, as it will be dominated by a new election for the presidency of the IBA. The last election, held in May in Istanbul, saw the victory of the Russian Umar Kremlev, re-elected to the presidency after the exclusion of his only rival, Boris van der Vorst (photo above). Judged ineligible on the eve of the vote, for an obscure story of rules, the Dutchman appealed to the Court of Arbitration for Sport (CAS). He won his appeal. A new electoral battle will therefore take place in Yerevan, at the end of September, between Umar Kremlev and Boris van der Vorst. It will be closely observed by the IOC, which has never made a secret of its doubts and concerns about the Russian leader.

Opposition MP brushes off authorities’ explanation over decision to deny entry to Mourad Papazian

The Armenian authorities on Friday issued an explanation regarding the decision to deny entry to French-Armenian community leader Mourad (Franck) Papazian, Armenpress reports.

The Prime Minister’s Office said that Papazian, Chairman of the Coordination Council of Armenian Organizations of France (CCAF) and a citizen of France, was barred from entering Armenia under the domestic law because he was among those who “organized the attack” on the official motorcade of the Armenian PM’s delegation in France earlier in June, 2021.

“The said person was denied entry into the Republic of Armenia based on Clause G and Z, Article 8 of the law on foreign nationals. This person is one of the organizers of the attack on the official motorcade – displaying the state flag of Armenia – of the governmental delegation led by the Prime Minister near the Armenian Embassy in France on June 1 last year.

“Various objects and items were thrown in the direction of the motorcade. The official Armenian flag-bearing car carrying the Prime Minister was attacked and the situation was resolved only as a result of intervention by French police and security forces,” Pashinyan’s office said.

Speaking to Panorama.am, ARF Supreme Body member and opposition Hayastan bloc MP Gegham Manukyan dismissed the authorities’ explanation as “disgraceful”.

“It is hard to imagine a more disgraceful explanation that the Armenian authorities could ever offer regarding a Diaspora public figure or an Armenian citizen,” he said, adding it points to the authorities’ “vengeful attitude and rejection of political dissent.”

As for Mourad Papazian being “one of those who organized the attack on the motorcade carrying the Armenian flag”, Manukyan said: “The current authorities are so stupid that they don’t even understand the powers, rights and duties of the institutions.”

“Mourad Papazian has always defended the interests of the Armenian people, protesting against the Turks, French authorities and even Armenian government members. But it had never occurred to anyone to ban him from entering Armenia because of his political views.

“It is stated once again that Armenia, Turkey and Azerbaijan have declared Mourad Papazian persona non grata, or rather Nikol, Aliyev and Erdogan have declared him persona non grata,” the MP noted.

He recalled that in 2010, when then President Serzh Sargsyan visited France against the backdrop of football diplomacy, Papazian staged a protest outside the monument to Komitas in Paris and clashed with police, but the authorities never considered banning him from Armenia.

The correspondent of ARMENPRESS reports that during the press conference held in the National Assembly of Armenia, Eduard Aghajanyan, the chairman of the National Assembly Standing Committee on Foreign Relations, stated that on July 22, David McAllister had meetings in Yerevan with Prime Minister Nikol Pashinyan, President of the National Assembly Alen Simonyan, Vice President of the National Assembly and the chairman of the National Assembly Standing Committee on Foreign Relations.

According to Aghajanyan, David McAllister’s delegation also met with the representatives of the three parliamentary factions.
