“The risk of new escalation is very high both along the border with Armenia and in Nagorno-Karabakh,” the Prime Minister of Armenia said during a regular press conference. Nikol Pashinyan came to this conclusion “from the aggressive rhetoric of Azerbaijan” and “some information” he had received. He considers it important that Armenia be able to prove that it is not responsible for the escalation, as Baku is trying to claim.

“We have solved this problem along the Armenian-Azerbaijani border [referring to the deployment of EU civilian observers monitoring the situation]. Nagorno-Karabakh also has this tool and I hope it will work properly. We are talking about the Russian peacekeeping forces and the facts they publish,” Pashinyan said.

The prime minister spent more than four hours answering journalists’ questions. He spoktalkede about the possible signing of a peace treaty with Azerbaijan and the need for international guarantees for the implementation of these agreements. Pashinyan also explained how Armenian-Russian relations are currently being maintained and how he assesses Armenia’s membership in the CSTO military bloc.

This is how Pashinyan characterized a statement by the “Community of Western Azerbaijan” organization about the desire of Azerbaijanis who lived in Armenia before the conflict to return to their homes, a political initiative is supported by the President of Azerbaijan, who, at a meeting with representatives of this organization, said: “The current Armenia is our territory.”

Pashinyan believes that “this is an illegal and obvious encroachment on the sovereign territory of Armenia”, more proof that “Azerbaijan has territorial claims.”

He stated that forced migrants from Nagorno-Karabakh, in particular from Hadrut and Shushi, are also presenting their demands to the Armenian government regarding the realization of their rights, and that according to the tripartite statement signed at the end of hostilities in November 2020, these people should have already returned to their homes. According to Pashinyan, the Armenians who once lived in the Nakhichevan autonomy and were evicted thence are also “raising questions today” before the Armenian government:

“For the entire last century, forced de-Armenization took place there, and after a while not a single Armenian remained. Armenians evicted from Azerbaijan have the right to demand compensation. I believe that these people will fight for their rights.”

He mentioned the pogroms against Armenians and deportations from Baku, Sumgayit and Kirovabad, emphasizing that Azerbaijanis living in Armenia were not subjected to pogroms and were not forcibly deported:

“Moreover, in our archives there are documents that the government of Soviet Armenia paid compensation to Azerbaijanis, just astronomical amounts.”

According to Nikol Pashinyan, a meeting between the leaders of Armenia and Azerbaijan is not yet scheduled. He said that he has never avoided such meetings, but that there should be guarantees for the implementation of the agreements reached as a result.

As an example he cited the Brussels format, with ten unfulfilled agreements. Pashinyan listed the return of Armenian prisoners of war from Baku, the start of work on the activation of the railway, and mutual withdrawal of troops on the border with Azerbaijan. The prime minister believes that this is a “fundamental problem”, which he also discussed with the mediator of these negotiations and head of the European Council, Charles Michel.

“They say that when there are no negotiations, the risk of escalation increases, this is true. But Brussels has shown us that there are negotiations that not only do not reduce the risk of escalation, but increase it. A few days after the meeting in Brussels, Azerbaijani troops invaded the sovereign territory of Armenia [referring to the events of September 2022].”

Pashinyan said that Yerevan is ready to continue negotiations, but that all agreements must be fulfilled:

“If Azerbaijan uses the negotiations only to justify the escalation, then this is not an acceptable option. Negotiations should become a guarantee of stability. I am ready to take responsibility for signing a document that will not be a dream document, but will not give reason to be ashamed of it.”

The Prime Minister believes that the meeting in Prague with the participation of the President of France was the most effective of the negotiations organized by mediators so far. He says that Baku wants to work “with less efficiency, in the Brussels format”, Azerbaijan does not like the presence of France. In this case, Pashinyan proposes to expand the list of participants to include representatives from Germany or the United States.

Trilateral negotiations took place in Munich with no clear result or change in position.

The Prime Minister said that a couple of days ago, Azerbaijan received a response to Armenia’s proposals regarding a possible draft peace treaty.

“It should be emphasized that we see some progress, but the further we go deeper, the more fundamental problems appear,” Pashinyan said.

He listed the following issues:

  • “Azerbaijan is trying, through a possible agreement on peace and the establishment of relations, to formulate territorial claims against Armenia,
  • with proposals on the text of the peace agreement, Baku is trying to get a mandate to carry out genocide or ethnic cleansing in Nagorno-Karabakh, signed, among other things, by Armenia,
  • Azerbaijan is pursuing such a line that we do not even have a system of guarantees for the execution of the agreement.”

According to him, all these points are red lines for Armenia.

“Any document that will be signed must have guarantees of fulfillment, preferably international,” he said.

He maintained that official Yerevan “is not playing for time” and is ready to sign a peace treaty, but that Armenia needs guarantees.

Pashinyan believes that Armenia should promote the issue of security and rights of the people of Nagorno-Karabakh on international platforms, consistently present its positions.

“Azerbaijan is taking every step to justify the existence of a humanitarian crisis in Nagorno-Karabakh at the international level. We need to further substantiate the facts of the humanitarian crisis, ethnic cleansing and the danger of the Armenian genocide in NK, which will create the possibility of sending an international fact-finding mission to Nagorno-Karabakh without the consent of Azerbaijan.”

According to him, sending a fact-finding mission to the Lachin corridor and Nagorno-Karabakh is expedient right now, in a situation where “the road connecting it with the world is blocked by Azerbaijanis, there is a humanitarian crisis in Nagorno-Karabakh, and Azerbaijan is clearly preparing for ethnic cleansing.”

Journalists were interested in whether Armenia would be a guarantor of the security of the Armenians living here in the event of a possible new escalation in Nagorno-Karabakh. In response, Pashinyan emphasized that the November 9, 2020 statement states that Russia is now the guarantor of security:

“The point is not that Armenia refuses this responsibility. Unfortunately, after the defeat in the 44-day war in 2020, Armenia cannot fulfill this function.”

“Our relations are in a normal state, which does not mean that there are no worries on both sides,” Pashinyan said.

He is confident that there is no crisis in relations with Russia, as there is a conversation going on and the existing “objective problems” are being discussed in working order.

The day before, at the initiative of Armenia, he had a phone call with Vladimir Putin. According to Pashinyan, he spoke with Putin about the danger of escalation in Nagorno-Karabakh, presenting his “concerns about the problems that are on the face in the area of responsibility of the Russian peacekeepers deployed there.”

The prime minister reiterated that Armenia does not intend to leave the CSTO military bloc:

“My opinion is that voluntarily or involuntarily, the CSTO is in fact leaving Armenia. And that worries us.”

Yerevan refused its quota for the post of Deputy Secretary General of the CSTO. Pashinyan said on this occasion that the country would accept this position, but the country’s authorities do not want to give their people the “wrong signal”:

“If it adds another factor to the security of Armenia, we will use it. If not, then we see no reason to take on this position, at least based on the logic of being honest with our people.

According to Pashinyan, in the event of the final withdrawal of the CSTO from Armenia, Yerevan should try to ensure its security needs in all possible ways.

Pashinyan was asked about the veracity of accusations by former Armenian authorities regarding the problems in the army that arose with the coming to power of his team, specifically that since 2018 the country has not acquired weapons. Pashinyan called this statement nonsense. According to him, in 2018-20 more weapons were acquired than in the previous ten years combined:

“I believe that we lost the war because the 5th column operated in our army. If you look carefully, you will see this. I think that in the near future they will become so public that this statement will not seem so strange.”

He recalled that more than fifty soldiers are accused of espionage, high treason and failure to properly perform their direct duties. According to him, these actions directed by the “former authorities” harmed not the political power, but the statehood and independence of Armenia.

On a recent message from the Russian Foreign Ministry on the upcoming EU civilian mission to the Armenian border

“As a result of the invasion on May 12, 2021, as well as the military actions of September 2022, Azerbaijan occupied the sovereign territories of Armenia. This problem cannot have a one-step solution, and there is no need for hasty action.

The territorial integrity, sovereignty and independence of Armenia are a red line for us, but we see the need for a strategic, long-term, lasting, deep and comprehensive solution to these problems,” he said.

He stated that since 1994 Azerbaijan has taken control of the sovereign territories of Armenia.

According to the Prime Minister, peace is the best way to ensure security, and Armenia strives for peace, which is possible only with good relations with all countries in the region. According to him, Azerbaijan is not inclined to resolve and normalize relations, since it has military superiority.

Pashinyan believes that the following thought is hidden in the context of Baku’s statements: “We won the war, there is nothing to negotiate, you must sign what we say.” Pashinyan declared: “Yerevan does not agree with this.”

Infantino stood unopposed, making his re-election as head of football’s governing body a formality, even if he is not universally popular among member associations amid controversies including the treatment of migrant workers in the run-up to last year’s World Cup in Qatar and a failed plan to play the tournament every two years.

“It is an incredible honour and privilege, and a great responsibility,” Infantino said. “I promise to continue serving FIFA and football around the world. “To those that love me, and I know there are many, and those who hate me … I love you all.”

Officer who survived Azeri ambush in intensive care following surgery

YEREVAN, MARCH 6, ARMENPRESS. The Nagorno Karabakh police officer who survived the Azeri ambush on March 5 is in intensive care at the Republican Medical Center in Stepanakert after undergoing surgery for a gunshot wound to the chest, the ministry of healthcare has said.

The officer is in “stable serious” condition with mild positive dynamics.

Three officers died in the Azerbaijani ambush on a police vehicle in Nagorno Karabakh on March 5.

Turkish press: Twin earthquakes damage Virgin Mary Church in Hatay, Türkiye

The Church of Virgin Mary, located in a village in southern Türkiye inhabited by Armenian-origin Turkish citizens, has been partially damaged in the back-to-back earthquakes that shook southern Türkiye last week.

With a drone, Anadolu took photographs of the village, Vakifli, where the Armenian Catholic church is located, in the province of Hatay.

While none of its 130 residents lost their lives during the earthquakes, the outer walls of the church, which is one of the symbols of the village, were partially damaged, as were the village school and some of its houses.

The Moses Tree, registered as a monumental tree in 1981 and believed to have been planted by the Prophet Moses and grown with the “water of immortality,” did not suffer damage in the quakes.

‘We are grateful for our situation’

Berc Kartun, the administrative head of Vakifli, told Anadolu that they were caught asleep during the earthquake and awoke with a strong jolt.

Vakifli is one of the rare places where nobody died due to the tremors, Kartun said. “I’m extending my condolences to all of Türkiye, and hope for a speedy recovery.”

“Damage occurred inside and outside of the historical church in our village. When we saw the scenes in Hatay, we were grateful for our own situation,” he said. “We feel heartbroken when we see the destroyed buildings and the people who were pulled out of the rubble.”

Noting that six people from the Armenian community lost their lives in the city center of Hatay, Kartun said the state met all their needs by sending blankets and provisions since the first day of the disaster.

He also conveyed his gratitude for all the aid that has been sent and already arrived in the area from all around Türkiye.

‘The Annihilation of Christians’: Armenian Believers Are Being Cut Off from Humanitarian Aid

Armenian Christians who are cut off from the outside world are facing desperate conditions. An ongoing blockade is preventing much-needed food, medicine and other resources from reaching the territory of Nagorno-Karabakh. One Christian group that’s sounding the alarm, fears that time is running out.

Baroness Caroline Cox, a prominent member of the U.K.’s House of Lords warns, “The situation is now very, very serious. Indeed, it has been said by people, it may indeed be an impending genocide.”
 
Those foreboding words summarize the state of affairs in Nagorno-Karabakh. 

It’s been more than two months since Azerbaijani protestors blocked the only road into this small, landlocked region preventing the transport of food, medicine, and other essential needs.

“I’m afraid it’s a continuity of aggression by Azerbaijan against the Armenians,” Cox told CBN News. “The nether land of Nagorno-Karabakh was relocated by Stalin inside Azerbaijan, and Azerbaijan has been trying to carry out ethnic cleansing of the Armenians from there for a long time.”

As the blockade persists, the 120,000 predominantly Armenian Christians living there are suffering and pleading for assistance. 

“The shortage of food is now getting desperate,” Cox said. “The shortage of medicines is very, very serious, especially medicines like insulin for people with diabetes, and the transfer of patients from Karabakh into Armenia needing urgent medical treatment, that has been very, very much stymied.”

She continued, “One has already died, so it is a very dire situation indeed.”

Gayane Beglarian’s 4-year-old daughter, Monika, suffers from liver cancer. Gayane recently sounded the alarm about her child being trapped inside Nagorno-Karabakh and risked missing life-saving treatment. “We were frightened,” she told CBN News. “And we were really worried about the situation because her life depends on this treatment.”

After weeks of anxiously awaiting transport, the Red Cross helped the family exit. Still, Gayane warns that other ailing residents need help.

“We have no necessary equipment; we have no doctors,” she said. “We don’t have doctors who can come there and have necessary treatment.”

Cox also warned about another element of the crisis — the potential destruction of Christian churches, historic landmarks, and entire cultures.

“This could be another stage of genocide, destruction of Christian people, destruction of Christian heritage,” she said. “And we need to pray.”

Cox continued, “The annihilation of Christians is very much part of the agenda or getting rid of the Christians. And that’s one of the things that the Armenians are really worried about because they will lose part of their unique Christian heritage.”

As the chaos continues, prayers for peace, eased tensions, and resolution are desperately needed.

Tax revenues from mining industry amounted nearly 200 billion drams in 2022

Mining ensured nearly 200 billion drams in tax revenues to the state budget in 2022, i.e. 10% of the total of 2 trillion of revenue of the budget was provided by the mining sector, the First Deputy Director General of the Zangezur Copper and Molybdenum Combine, President of the Union of Miners and Mettalurgists Vardan Jhanyan said at a press conference.

However, he added, such “unprecedented” revenues aren’t expected in 2023.

“2022 was unprecedented in terms of the state budget revenues. 10% of the over 2 trillion in revenue was ensured by mining, that is, mining secured nearly 200 billion drams in revenues to the state budget,” Jhanyan said.

But this year there won’t be such high figures. Jhanyan pointed out several factors while explaining the projection. For example, the export duty for metal concentrates has been lifted. Last year, taxes were paid under the 2021 profitability calculation. “We don’t expect such unprecedented revenues in 2023, but in the next years when the output will grow we expect such tax revenues,” Jhanyan said.

Speaking about the challenges facing the sector, he pointed out the dram appreciation.

“Now the exchange rate is 20-30% more than in the beginning of 2022. Everyone in the sector is an exporter, they are in a very difficult situation. Their expenses are in drams but profits are in dollars. And today many exporting companies in the sector are working with damages,” he said. But Jhanyan is against any intervention by the Central Bank in this matter. He said that the Union of Miners and Mettalurgists presented recommendations to the government, such as easing the tax burden or at least offering tax breaks.

The sector has two main products in Armenia: copper concentrate (which contains gold) and ferromolybdenum.

The main market for exports of ferromolybdenum has been Europe, with some volumes being exported to Russia, while China has been the main market for copper concentrate.

The Zangezur Copper and Molybdenum Combine increased its output and exports in 2022 by 20%.

EU ‘Takes Note’ of ICJ’s Order, Calls on Azerbaijan to Open Lachin Corridor

The European Union on Friday, once again, called on Azerbaijan to open the Lachin Corridor, saying that it had taken note of Wednesday’s ruling by the International Court of Justice, which compelled Azerbaijan to to ensure “unimpeded movement” along the road that has been blockaded since December 12.

“The European Union takes note of the binding Order issued by the International Court of Justice (ICJ), indicating that Azerbaijan shall take all measures at its disposal to ensure unimpeded movement of persons, vehicles and cargo along the Lachin corridor in both directions.

The EU remains concerned about the obstructions that continue to be in place in the Lachin corridor and the resulting humanitarian implications for the local civilian population. All concerns of Azerbaijan about the usage of the corridor can and should be addressed exclusively through dialogue,” said Peter Stano, a spokesperson for the European Union’s External Action Service.

“The EU reiterates its call on the Azerbaijani authorities, and all those responsible, to guarantee the freedom and safety of movement along the Lachin corridor, in line with commitments undertaken under the trilateral statement of 9 November 2020. We also underscore the vital need to ensure uninterrupted supplies of gas, electricity and other services to the affected population,” Stano added.

“The EU remains engaged, including at the highest, level to support efforts towards strengthening peace and security in the South Caucasus,” said Stano’s statement.

YEREVAN, FEBRUARY 21, ARMENPRESS. Secretary of the Security Council Armen Grigoryan held a meeting with the delegation led by Stefano Tomat, the Civilian Operations Commander of the EU External Action Service.

Welcoming the arrival and launch of the new civilian EU monitoring mission in Armenia, Grigoryan expressed confidence that the mission will continue contributing to establishment of stability and peace in the region, Grigoryan’s office said in a read-out.

Commander Stefano Tomat thanked the Armenian side for the support provided to the EU mission and presented their work in Armenia.

Other issues related to future cooperation were also discussed.

Below is the statement published by the Foreign Ministry of Artsakh.

“The Republic of Artsakh (Nagorno-Karabakh Republic) today marks the 35th anniversary of the current stage of the national liberation struggle of Artsakh Armenians – Karabakh movement, a struggle that embodied the collective aspiration of the people to restore historical justice, preserve national identity and dignity, and fully realize their inalienable right to live freely and develop in their homeland. In response to the decades-long discriminatory policies of Azerbaijan, the people of Artsakh gathered all their will and rallied for the idea of the revival of Artsakh and reunification with Armenia.
 
35 years ago, on 20 February 1988, an extraordinary session of the Council of People’s Deputies of the NKAO was held, which decided to petition the Supreme Soviets of the Azerbaijan SSR and the Armenian SSR to transfer the autonomous region from Azerbaijan to Armenia. The issue of the transfer of Nagorno-Karabakh to Armenia was raised in a democratic, parliamentary way, on the basis of the people’s will, in strict accordance with the Soviet legislation in force at that time and the generally recognized norms of international law.
 
The decision of the session, which confirmed the right of the people of Artsakh to decide their own destiny, marked the current stage of the Karabakh Movement and predetermined the prospects for the socio-political development of Nagorno-Karabakh. It, in fact, became the forerunner of the Declaration of Independence the Nagorno-Karabakh Republic, adopted on 2 September 1991, under the new historical and political realities created by the collapse of the Soviet Union, and marked the beginning of the path to the state independence of Artsakh.
 
This act of a nationwide _expression_ of will by the people of Artsakh was rightly regarded as a reliable guarantee against the policy of discrimination of the ethnic Armenian population pursued by Azerbaijan for decades, which ultimately should have led to its complete destruction. Subsequent events confirmed the legitimacy and rightness of the historical choice of the people of Artsakh. Just a week after the session of the regional Council, the Azerbaijani authorities organized brutal pogroms and murders of Armenians in Sumgait and other cities of Azerbaijan, and with the collapse of the Soviet Union, they unleashed a full-scale war against Artsakh. The criminal policy of official Baku, aimed at the destruction of the people of Artsakh, has not changed even decades later. This is evidenced by the military aggressions of 2016 and 2020, the ongoing state terrorism against the people of Artsakh, as well as the transport and energy blockade of the Republic that has been going on for the third month already.
 
Despite the incredible difficulties and trials, the people of Artsakh continue the struggle for their free and independent existence in the historical homeland, thereby realizing the right of peoples to self-determination, enshrined in international law, including the UN Charter. The past 35 years have clearly demonstrated that the most important prerequisite for solving national problems is national unity, the consolidation of the moral and spiritual forces of Armenia, Artsakh and the Diaspora, which makes it possible to confront the most serious challenges of the time.
 
Through many years of struggle for national dignity and the right to freely decide their own fate in their historical homeland, as well as the creation of a democratic and viable state, the people of Artsakh proved that they deserve recognition of their independence by the international community.
 
On this memorable day, we honour the memory of all those who gave their lives for the freedom and independence of Artsakh, and for universal ideals and values.”

EU Again Urges Azerbaijan to End Artsakh Blockade

The European Union renewed its call to Azerbaijan to end the now more than two-month blockade of Artsakh.

In response to a question from a European Parliament member, the EU’s foreign affairs chief Josep Borrell said the “EU remains seriously concerned about the distress the ongoing restrictions to freedom of movement and to the supply of vital goods are causing for the local population.”

“The EU has called on Azerbaijan to take the measures that are within its jurisdiction to ensure freedom and security of movement along the corridor, in line with its obligations deriving from the trilateral statement of November 9, 2020,” Borrell’s statement said.

“The responsibility of Russia, whose peacekeeping contingent is in control of the Lachin corridor, as per the same trilateral statement, should also be highlighted,” the EU leader added.

Borrell also outlined that EU’s humanitarian funding mobilized to address the consequences of the Armenia-Azerbaijan conflict amounted to 3.6 million euros for 2022, saying that the funds have been entirely allocated to the International Committee of the Red Cross, which is the only international humanitarian organization able to operate on the ground along the Lachin corridor.

“Since the escalation of the conflict in 2020, the EU has provided close to 27 million euros in humanitarian aid and early recovery to support the most vulnerable populations affected by the hostilities,” Borrell said.
