Yerevan expects political will and concrete steps from Ankara: Mirzoyan

ArmInfo.In order to achieve success in the normalization of Armenian- Turkish relations today, a political will and readiness to undertake concrete steps towards this  process are necessary. The Armenian side has repeatedly demonstrated  both and we expect the same from the Turkish side. Armenian Foreign  Minister Ararat Mirzoyan stated this in an interview with the Greek  “Kathimerini” newspaper. The press service of the RA MFA reports.

The Head of the  RA MFA noted, that the leadership of Armenia stated  many times and it is also mentioned in our Government program that  Armenia is ready for the establishment of diplomatic relations with  Turkey and opening of the border between our countries that Turkey  unilaterally closed back in 1993.

The Minister also recalled that, the Special Representatives have  been appointed for the process of normalization of relations between  Armenia and Turkey and four meetings have already been held where the  sides reiterated their commitment to continue the process without any  preconditions with the goal of opening the borders and establishing  diplomatic relations. “To give a positive dynamic to that process I  accepted the invitation of the Foreign Minister of Turkey to  participate in the Antalya Diplomatic Forum and met with my  counterpart on the margins of the Forum.  Today, a political will and  readiness to undertake concrete steps towards normalizing relations  are necessary for the success of the process. The Armenian side has  repeatedly demonstrated both and we expect the same from the Turkish  side,” he noted.

It should be reminded that on July 1 the fourth meeting of Special  Representatives for the process of normalization of relations between  Armenia and Turkey, Vice-Speaker of the National Assembly of Armenia  Ruben Rubinyan and Ambassador Serdar Kilic took place in Vienna. The  parties agreed to ensure, as soon as possible, the possibility of  crossing the Armenian-Turkish land border for citizens of third  countries visiting Armenia and Turkey, respectively, and decided to  start the necessary processes in this direction. They also agreed to  start as soon as possible the implementation of direct air  transportation of goods between Armenia and Turkey and decided to  start the necessary processes in this direction. Finally, the parties  reiterated their agreement to continue the normalization process  without preconditions.  The start of the normalization process was  announced on December 13, 2021 by Turkish Foreign Minister Mevlut  Cavusoglu. At the same time, he stressed that Ankara will act in  coordination with Azerbaijan regarding steps to normalize relations  with Armenia.

On July 4, around 9:15 p.m., the units of the Armed Forces of Azerbaijan opened fire from various, including large-caliber firearms, at Armenian military positions located in the western part of the Armenian-Azerbaijani border, specifically in the Khachik village of Vayots Dzor region, as well as in the direction of the road leading to the village, as a result of which the car of the head of the community was damaged, ARMENPRESS was informed from the Defense Ministry of Armenia.

The fire of the Azerbaijani units was silenced by the retaliatory actions of the Armenian side. There are no casualties on the Armenian side.

Mothers of 161 children born in Artsakh receive gift boxes from "Anna Astvataturyan" Foundation

YEREVAN, JULY 5, ARMENPRESS. “To honor and support the heroic, inspiring, and strong people of Artsakh who choose to raise future generations in their Homeland”

This is the motto of the “Ser Artsakh” charity program initiated by “Anna Astvatsaturian” Foundation: to bring love to all those Artsakh families living in such difficult conditions.

All the items included in the gift boxes that are provided to the mothers of Artsakh in the framework of the “Ser Artsakh” Program: onesies, pajama sets, sleeping sacks, towels and blankets, health care essentials (diapers, wipes, baby shampoo, thermometer and pacifier), as well as maternity hygiene necessities for the new mother, custom-made soft baby book and a wooden wheeled toy are made in Armenia or Artsakh.  In Artsakh, they are carefully packaged and delivered to maternity hospitals right in time for the next baby to be born, ARMENPRESS was informed from the Foundation.

There are three maternity hospitals in Artsakh: Martakert, Martuni and Stepanakert. Since the launch of the program, 161 children, 10 of them in Martakert, 6 in Martuni, have received their gift-boxes. Among the newborns were 2 sets of twins, a pair of beautiful sisters and a pair of brothers with their grandfather’s strength in the veins.

Victoria is one of the most common names: parents hope that the choice of the child’s name will be decisive in the fate of both the child and Artsakh.

“The news about the donation of 18 boxes in one day made me very happy. When mothers told me how helpful these items are for them to raise these babies that was the moment when I realized how important for the diaspora to keep donating to maintain the continuity of this project,” said Anna Astvatsaturian Turcotte, president of the “Anna Astvatsaturian” Foundation, and added, “Despite my childhood of a refugee from Baku, I was taught by my parents to always work toward more out of life. With this project, I choose to do the same in Artsakh. Armenian children and their future are my constant focus and I will never stop expecting and working toward a better future for them.”

An individualized approach is taken with each mother. Working with Ministry of Health of Artsakh the Foundation is aware when these mothers will be checking out of the hospital. It is important to the Foundation that no baby leaves the hospital without receiving a gift box.

“Mothers always accept the gift with gratitude. Many are even waiting for our gift boxes. There was a case when a pregnant woman contacted us and informed that her child will be born in a few months. She asked us not to forget about her baby and to visit her with a box as well,” Armine Vardanyan, representative of the “Anna Astvatsaturian” Foundation in Artsakh, recalls with a smile.

Anna Astvatsaturian Turcotte is an American-Armenian writer, philanthropist, lawyer, elected official, president of the Westbrook City council and the president of the “Anna Astvatsaturian” foundation. Anna also is an author of a book “Nowhere, a Story of Exile, 2012″based on her diaries which she wrote as an 11 year old child escaping the Baku massacres. In 2013 Anna spearheaded a successful recognition of Artsakh at the state of Maine legislature. Since then Astvatsaturian Turcotte has implemented a number of charitable programs in Armenia and Artsakh. In 2020 she founded the Anna Astvatsaturian Charitable Foundation. One of the fund’s major projects is the “Artsakh War 2020: Losses, Challenges – Opportunities for resistance development” survey conducted after the 44-day war.




Liparit Melikjanyan dismissed as Armenian judicial watchdog member

The Supreme Judicial Council (SJC), a state body overseeing Armenian courts, has formally dismissed Liparit Melikjanyan as its member.

Melikjanyan submitted resignation on Monday, July 4, the SJC said in its decision.

The Armenian parliament has elected Melikjanyan as a judge of the Anti-Corruption Chamber of the Court of Cassation dealing with civil lawsuits. He was sworn in as Court of Cassation justice at the presidential palace on Monday.

YEREVAN, JUNE 29, ARMENPRESS. The relations between Yerevan and Lyon are entering into a new practical stage.

Mayor of Yerevan Hrachya Sargsyan met with Mayor of Lyon Grégory Doucet, the Yerevan City Hall said.

Hrachya Sargsyan is in Lyon to attend the 4th Armenian-French decentralized cooperation conference.

At the meeting the Lyon Mayor said Yerevan has a special place among their partner cities. He expressed confidence that the conference will open new prospects and opportunities for moving the partnership of the two cities into a new practical stage.

“I am sure that the friendly and partnering relations between the two cities will enable to implement new mutually beneficial projects. The problems of all large cities are almost the same, and in the stage of upcoming reforms we are ready to be useful to friendly Yerevan by sharing our successful experience”, the Mayor of Lyon said.

In his turn the Mayor of Yerevan thanked for the invitation and warm welcome and also highlighted implementing substantive programs and exchanging experience.

“Implementing programs on exchange of experience in the field of city economy management with Lyon is very important for us. We believe we can have concrete partnership in areas of transportation, traffic management and urbanization. Yerevan is really interested in the expansion and deepening of the Armenian-French decentralized cooperation, and we see great perspectives here. Today we are participating in a regular conference which is very important in terms of establishing and strengthening partnering ties between the cities”, Hrachya Sargsyan said and invited his counterpart of Lyon to visit Yerevan.

During the meeting a Memorandum of Understanding was signed between the City Halls of Yerevan and Lyon. According to the document, the sides are obliged to make joint efforts in education sector, by assisting the development of the French-Armenian professional study center.

Issues related to land reform discussed at a consultation chaired by PM Pashinyan

YEREVAN, JUNE 30, ARMENPRESS. A consultation chaired by Prime Minister Nikol Pashinyan was held, during which issues related to land reforms were discussed, ARMENPRESS was informed from the Office of the Prime Minister.

In particular, the reduction of unused land plots of agricultural significance, the distribution of land plots, the expansion of irrigated areas, the main reasons for the land plots not being used, and some works carried out so far within the framework of land reforms were referred to.  Issues related to land enlargement, implementation of a pilot program for land market development, development and application of proposed economic mechanisms for land cultivation and consolidation were discussed.

Inventory of lands that are irrigated but not used, measures to be taken to increase the efficiency of land cultivation were highlighted.

An exchange of views took place on the above-mentioned issues, various proposals and observations were submitted by the heads of the concerned departments.

Prime Minister Pashinyan attached importance to the implemenation of land reforms and increase of the profitability of farms, including as a result of enlarging the cultivated lands. The Prime Minister instructed the officials in charge to form a relevant working group, which will develop a roadmap for action. The Prime Minister considered it necessary to implement a pilot program, which will help identify the problems and further implementing the reforms effectively.

Ruling faction decides to remove Ishkhan Saghatelyan from the post of Deputy Speaker of Parliament

The Civil Contract faction of the National Assembly has made a decision to remove Ishkhan Saghatelyan, representing the opposition Armenia faction, from the post of Deputy Speaker of the National Assembly, Secretary of the Civil Contract faction Artur Hovhannisyan has said.

In addition, Vahe Hakobyan will be removed from the post of the chief of the National Assembly’s Standing Committee on Economic Affairs.

Speaker of the Armenian National Assembly Alen Simonyan said earlier today that the Civil Contract Party would consider stripping opposition MPs from parliamentary mandates.

According to the Speaker, at the moment there are 10 deputies, the number of whose absences has exceeded the maximum, which allows depriving them of their mandate.

Speaking to reporters, Simonyan did not rule out that the Deputy Speaker and the Heads of Standing Committees could also be removed.

If dram devaluation against dollar continues long, it will ease inflationary pressures, economist says

If factors contributing to decline of US dollar exchange rate, in other words, if the devaluation of the Armenian dram lasts long, it could positively affect the inflationary pressures, however, in that case exporters could suffer somehow, Economist Edgar Aghabekyan, an expert at the Amberd Research Center, said in an interview to ARMENPRESS.

Commenting on the factors affecting the devaluation of the dram, the economist said they are many. “The main phase of dram devaluation started with the increase in foreign currency flows to Armenia due to the actions of Russia in Ukraine. The banking system has some restrictions in this sense, it cannot absorb foreign currency all the time, and this leads to the fact that the foreign currency exchange rate is regularly decreasing. And this is the main pressing factor leading to devaluation”, he said.

The season, the entry of tourists to Armenia are also factors for the devaluation of the dram. Thus, demand and supply are the main factors of the formation of dram-dollar exchange rate. The question is what boosts this supply-demand. There are sometimes emotional effects when in some situation people expect to get a big benefit from exchange rate fluctuations.  

“That emotional stage, for instance, was the beginning of the Russian-Ukrainian military operations when many people here were in panic and were buying dollar, assuming that the dollar exchange rate should rise. However, according to the Central Bank and in my view, the sensitivity of our population is certainly decreasing in that sense because they understand that making predictions and trying to get major benefits from exchange rate fluctuations in a short period of time is difficult, and as a result they are taking risks”, the economist said.

The economist notes that the norms of supply, demand formed in inter-bank markets could also be factors affecting the exchange rate. The export and import volumes should also be considered in the market as factors of supply and demand.

But in order to understand the results and consequences of the dram devaluation against the dollar, it is necessary to know how long this process will last.

“As there are a lot of uncertainties, the main reasons are the Russian-Ukrainian military actions and some regional processes. And in order to have an imagination on the end, it is necessary to understand when it ends, to understand whether a new situation comes with a new price, or after the stop of flows the market returns to forming a new, more balanced exchange rate”, the economist said.

Making predictions is difficult, therefore, the economist says some scenarios should be considered. If this situation lasts long, he says that it will have some positive effect on inflation.

“As the prices of imported goods depend on the foreign currency exchange rate, in my opinion, it will positively affect it in case of lasting long. On the other hand, the exports will somehow suffer. Everything depends on economic policymakers – the government, the Central Bank, who will take respective steps to normalize the situation”, he said.

Recently the dram has been appreciated in Armenia, but inflation comprised 9% as of May. Asked why the dram devaluation has not yet affected the prices, the economist says that first of all it is necessary to understand the causes of inflation.

“The cause of the inflation is mainly the increase in prices in international markets. If we compare the price increase in international markets with the price increase in the Armenian market, it could be turned out that the prices of some goods here have increased less than in international markets. Therefore, it is possible that the exchange rate had somehow affected the price increase. But assessing it is a difficult task, because one needs to understand which commodity groups they are, which part of these goods we import in Ruble, and which part in dollar: the Ruble exchange rate has not changed considerably, we also need to understand what changes these commodity groups have faced in international markets”, Aghabekyan said.

If the dollar exchange rate have not declined, whether a higher inflation was possible in Armenia, the economist assumes that this affects some commodity groups, but identifying concrete types of goods is still impossible.

The economist also commented on the question whether the prices of gas and electricity could be revised in the conditions of decline of dollar exchange rate and devaluation of the dram. Usually, the producer applies to the Public Services Regulatory Commission requesting to revise the tariffs, however, Aghabekyan doesn’t think that such a step is possible in the near future. It is necessary to consider how long these factors will stay in the market. “It could greatly affect the tariffs, the prices, if these factors remain unchanged for a long-run”, he said.

The economist believes that the devaluation of the dram will have its biggest effect on inflation. In all this situation, he highlights the right coordination of the policy of the government and the Central Bank, as well as support to some suffering sectors in the form of tax privileges or subsidies which will raise the competitiveness of the field in international markets or for exporters.

Armenia economy minister: I will bear accountability if necessary

If necessary, I will bear the accountability provided by law within the framework of the criminal case initiated on the organization of accommodation and food for the citizens isolated as a result of the coronavirus. The Minister of Economy of Armenia, Vahan Kerobyan, told this to a press briefing Thursday.

He asked to wait for the results of the work of the relevant agencies.

“The contracts were signed before I became a minister. After some time, this function was transferred to the Ministry of Health,” the minister added.

Kerobyan assured that the guilty will be punished.

According to law enforcement agencies, officials from the Ministry of Economy caused more than 20 million drams (approximately US$50,000) in damage to the state as part of measures to provide accommodation and food to the people who were isolated in Armenia due to the coronavirus. A criminal case has been launched in this regard.

Armenian ‘Coup Plotters’ Win European Court Case

The European Court of Human Rights (ECHR) has ruled that Armenian investigators 
violated the rights of the leader and two members of a clandestine militant 
group that had allegedly plotted to overthrow former President Serzh Sarkisian.
The ringleader, Vartanian, and a dozen other individuals were arrested in 
November 2015 in a dawn raid on their hideout in Yerevan jointly conducted by 
Armenia’s police and National Security Service (NSS). The law-enforcement bodies 
found large quantities of weapons and explosives stashed there. They made more 
than 20 other arrests in the following weeks.
The NSS said afterwards that Vartanian set up a group called the Armenian Shield 
Regiment before drawing up with his associates detailed plans for the seizure of 
the presidential administration, government, parliament and state television 
buildings in Yerevan. It said they also explored the possibility of shooting 
down President Sarkisian’s plane.

Vartanian admitted acquiring weapons and ammunition for the militant group when 
he and 19 other persons went on trial in December 2016. He insisted, however, 
that he never intended to seize power or assassinate Sarkisian.
Most of the other defendants, including an Armenian Catholic priest, also 
rejected the coup charges brought against them.
The judge presiding over the continuing trial agreed to free Vartanian on bail 
in September 2019. All other arrested suspects were released from custody 
earlier pending a court verdict in the case. Two of them had joined Vartanian in 
challenging their pre-trial arrest in the ECHR.
The Strasbourg-based court ruled this week that the detention period was too 
long and unjustified and violated a relevant article of the European Convention 
on Human Rights. It said that Vartanian and another plaintiff, Harutiun 
Saribekian, must each be paid 6,000 euros ($6,300) in damages.

Vartanian expressed his satisfaction with the ECRH ruling when he spoke to 
RFE/RL’s Armenian on Friday after the latest session of his protracted trial.
“The European Court found that justifications presented by prosecutors and 
investigators were unfounded,” he said.
Vartanian reportedly lived in Spain before returning to Armenia in April 2015 
and setting up the Armenian Shield Regiment.
According to the NSS, core members of the group underwent secret military 
training in Vartanian’s paternal village in August-September 2015. Investigators 
released in late 2016 a photograph, purportedly taken in a village house, of ten 
masked and armed persons standing under the group’s banner.

Azerbaijan - Azerbaijani Foreign Minister Jeyhun Bayramov and Russian Foreign 
Minister Sergei Lavrov meet in Baku, June24, 2022
Armenia and Azerbaijan accused each other of not honoring their Russian-brokered 
agreements during Russian Foreign Minister Sergei Lavrov’s latest visit to Baku 
concluded on Friday.
Meeting with Lavrov on Thursday, Azerbaijani President Ilham Aliyev complained 
that Armenia has still not open road and railway links connecting Azerbaijan to 
its Nakhichevan exclave. He said Moscow should press Yerevan to do that in line 
with the ceasefire agreement that stopped the 2020 war in Nagorno-Karabakh.
Aliyev also claimed that Yerevan has still not reacted to his proposals 
regarding an Armenian-Azerbaijani peace treaty sought by Baku.
In March this year, Azerbaijan presented Armenia with five elements which it 
wants to be at the heart of the treaty. They include a mutual recognition of 
each other’s territorial integrity. The Armenian government said they should be 
complemented by other issues relating to the future of status of Karabakh and 
the security of its population.
In written comments to RFE/RL’s Armenian Service, Foreign Minister Ararat 
Mirzoyan pointed to those counterproposals and said Baku has still not 
officially responded to them.
“We see nothing unacceptable in Azerbaijan’s proposals regarding the future 
peace treaty while complementing those proposals with our ideas,” he said.
Mirzoyan also insisted that the Armenian side is interested in transport links 
between the two South Caucasus states. He said their opening has been hampered 
by “baseless” Azerbaijani demands for an exterritorial corridor for Nakhichevan.
Mirzoyan also said that Azerbaijan still holds dozens of Armenian prisoners in 
breach of the 2020 ceasefire.
Azerbaijan’s Foreign Minister Jeyhun Bayramov echoed Aliyev’s claims after 
holding talks with Lavrov on Friday.
“The artificial dragging of the negotiating process carries very serious risks,” 
Bayramov warned at a joint news conference.
Lavrov said, for his part, that Russia will continue to help the two sides 
negotiate a comprehensive peace accord, demarcate the Armenian-Azerbaijani 
border and open it to travel and commerce.
Visiting Yerevan earlier this month, Lavrov said the Armenian, Azerbaijani and 
Russian governments are now finalizing a deal on a “simplified” border control 
regime for the planned road to Nakhichevan. The road will be under Armenian 
control, he said.
Armenia’s Chief Judicial Officer Refuses To Quit Over Audio Scandal

Gagik Jahangirian, the controversial acting head of Armenia’s judicial watchdog, 
has dismissed calls for his resignation sparked by leaked audio in which he 
appeared to blackmail his predecessor at loggerheads with the government.
“I have never been forced by any political force, alliance to tender 
resignation,” the former senior prosecutor told Armenian Public Television in an 
interview aired late on Thursday.
Ruben Vartazarian, the previous chairman of the Supreme Judicial Council (SJC), 
publicized on Monday a 14-minute audio clip which he secretly recorded during a 
dinner meeting with Jahangirian in February 2021. The meeting took place two 
months before Vartazarian was controversially suspended as SJC chairman amid 
rising tensions with Prime Minister Nikol Pashinian.
In the recording full of profanities uttered by him, Jahangirian can be heard 
seemingly warning Vartazarian to resign or face criminal charges. He says that 
he has already blocked the opening of one or two criminal cases against the 
latter.
Speaking to the state-controlled TV channel, Jahangirian claimed that he was not 
in a position to trigger or halt any criminal proceedings and simply tried to 
trick Vartazarian into resigning.
“Do you think that Mr. Vartazarian would write a resignation letter if he knew 
that there will be cases against him and no guarantees that he will not be 
punished later on?” he said, adding that he simply used “psychological ploys.”

Opposition and civic groups are bound to brush aside this explanation. They have 
said that Jahangirian must be not only sacked but also prosecuted for what they 
see as blackmail and illegal interference in the work of law-enforcement 
agencies.
One of those agencies, the Investigative Committee, reportedly interrogated 
Vartazarian on Thursday in a preliminary inquiry into the audio scandal. It is 
not clear whether the committee will also question Jahangirian.
Despite the uproar, the SJC has refused to even start disciplinary proceedings 
against its acting chairman. The powerful body, which nominates Armenian judges 
and can also fire them, instead formally dismissed Vartazarian as its nominal 
chairman and member on Thursday.
Jahangirian also says in the leaked recording that a key motive behind his 
attempts to convince Vartazarian to quit is to prevent Robert Kocharian, a 
former president and Prime Minister Nikol Pashinian’s leading political foe, 
from returning to power.
Jahangirian told Public Television, however, that he was solely motivated by the 
need for sweeping judicial reforms in Armenia. He claimed that implementation of 
such reforms has been his lifetime “mission.”
The 67-year-old was accused of grave human rights violations when he served as 
Armenia’s chief military prosecutor and deputy prosecutor-general in 1997-2006 
and 2006-2008 respectively. Local human rights activists say that official 
cover-ups of crimes committed in the armed forces were the norm during his 
tenure.

“I know him as a bad military prosecutor who neglected people and covered up 
cases,” one such activist, Zhanna Aleksanian, told RFE/RL’s Armenian Service. 
“Putting him at the helm of the judiciary was absurd.”
“He should not have been appointed to such a position,” said Aleksanian. “He has 
a very bad biography.”
Jahangirian was appointed as a member of the SJC in January 2021 by the Armenian 
parliament controlled by Pashinian’s Civil Contract party. Lawmakers 
representing the party remained reluctant on Friday to comment on the audio 
scandal and the resulting calls for Jahangirian’s resignation.
Opposition leaders have portrayed the recording as further proof of their claims 
that Western-backed “judicial reforms” declared by Pashinian’s administration 
are in fact aimed at increasing government influence on Armenian courts.
In a statement issued earlier this week, the main opposition Hayastan alliance 
urged the U.S. and European Union ambassadors in Yerevan to comment on the 
scandal and say whether they still support the stated reforms.
Taguhi Tovmasian, the chairwoman of the Armenian parliament’s human rights 
committee affiliated with another opposition group, said on Friday that she has 
sent the transcript of the recording to international organizations for the same 
purpose.
Tovmasian said she asked them to answer the following question: “How can the 
Supreme Judicial Council interfere in any criminal case for political 
considerations in a country that has declared itself democratic?”
