The tournament of world eight best chess players is continued in
Linares. After the tenth round Indian GM Wiswanathan Anand leads
the tournament with 6.5 scores. He played with Norwegian 17-year-old
Magnus Karlsen. Now the Norwegian chess player is the second.

Levon Aronyan, Armenian GM and the champion of "Chorus-Chess Open
2008" is in the third horizontal with 5.5 scores. Aronyan played with
Azeri Taymur Radjabov. Bulgarian Vesselin Topalov is in the fourth
horizontal with 5 scores.

Radjabov, Shirov and Ivanchuk are in the 5-7 horizontals. Peter Leko
has 3.5 scores and is the last in the tournament.

YEREVAN, MARCH 3, NOYAN TAPAN. Precipitations are expected in the
coming night in Armenia, then no precipitations are forecast. According
to the information provided to a Noyan Tapan correspondent by
the Meteorological Forecast Department of the "Haypethydromet"
administration, on March 4-5 temperature will decrease by 3-5 degrees,
and on the following days it will increase as much.

It was also mentioned that on March 4 the highest temperature will
be 8-10 degrees, and on March 15 it will be 12-14 degrees.

Romania is buzzing with geopolitical significance at a time when
NATO’s heads of state arrive in Bucharest this April.

After a rare moment of calm, the Balkans is again a flashpoint
of political struggle. There is a major schism in the EU between
countries choosing to support Kosovo’s independence and those who deny
its legality. Russia has never been more at odds with the west since
the Cold War. The greater Black Sea region is dividing into countries
with Russian influence, such as the Republic of Moldova, those tied to
the EU consensus, such as Romania, and those with divided loyalties,
including Ukraine and Serbia. The geography of these new divisions
forms a kind of iron patchwork.

But Romania is no longer playing poodle to the USA. Bucharest’s
non-recognition of Kosovo is the first moment when modern Romania has
challenged American and major European powers on a serious geopolitical
issue. Instead the country has sided with its neighbours and domestic
public opinion.

Recent bilateral visits between Presidents Basescu and Tadic indicate
that Romania wants to show solidarity with the embattled EU-leaning
head of state’s moderate position. The motivation for this seems to be
a good neighbourliness. The kind that was absent when Romania allowed
NATO air strikes to pass over its territory and bomb Belgrade during
the 1999 Kosovo uprising.

Serbia also has great relations with Russia, whose foreign policy over
the last three years publicly seems to have been to ignore Romania’s
existence. Bucharest must regain some dialogue with Moscow, beyond the
trading of insults. Hopefully, Belgrade can build a bridge for Romania
to Russia, while Bucharest can act as a bridge for Serbia to the EU.

Romania has nothing to fear from the ‘Kosovo precedent’. This is the
theory that any European region fostering hopes of independence could
use Kosovo as an example for the realisation of its aims.

Recent international news reports have hyped up Romanian fears
of partition north of the Carpathian mountains. But there is no
Transylvanian Liberation Army or People’s Front of Targu Mures
preparing to kick out Romanians from the Hungarian-speaking
territories.

Instead members of the Union of Democratic of Hungarians in Romania
are in Strasbourg to learn about the best EU forms of federal
Government. Romania’s future may be federalist, with regional powers
granted to Iasi, Cluj-Napoca or the Hungarian speaking counties. But
this will be decided by law-makers and bureaucrats, not gunfire.

More pertinent is the issue of the breakaway Moldovan state of
Transnistria. Kosovo’s independence may embolden the state to call
for international recognition. The parallels are vague. This district
is a melting pot of Russians, Ukrainians and Moldovans, unlike the
clear Kosovan Albanian majority in the ex-Yugoslavian territory.

Transnistria is a rogue nation which regularly declares its
independence or unification with Russia in statements which gain no
official support, not even from the Kremlin.

This could change with Kosovo. But any major country choosing this
moment to grant sovereign status to Transnistria, Abkhazia, Ossetia
or even Nagorno-Karabakh would be acting on political opportunism
designed only to anger the west and destabilise the region.

Today Prime Minister Serge Sargsyan offered the post of the secretary
of Security Council to the leader of the Orinats Yerkir Party Arthur
Baghdasaryan. Today Serge Sargsyan and Arthur Baghdasaryan have
signed a memorandum at the government. Serge Sargsyan said they hope
to reach agreement with the ARF Dashnaktsutyun as well. For his part,
Arthur Baghdasaryan said he came to this agreement for the sake of
the interests of the country.

announced, and international observers produced positive assessments,
RA President Robert Kocharian said at a meeting with the students
and teaching staff of Yerevan State University.

"Following the recommendation received, we introduced amendments into
the Electoral Code and invited international observers. I would like
to emphasize there are no elections without violations. The point is
that they must not become systematic," he said.

"The authorities and opposition will establish cooperation within
next 2 days. Of course, there those who are discontent… To be more
precise, one discontent politician who appeals to the Constitutional
Court, on the one hand, and organized unauthorized rallies, on the
other hand. We predicted this ‘Armenian tradition’. I went through
it in 1998 and 2003," the President said.

"Ter-Petrosyan announced victory two weeks before the election. Now,
he understands that he can’t step back," he added.

"I see four possible scenarios. First, rallies will continue, because
there is an opinion that the longer people remain on Theater Square the
more difficult it will be for the authorities to cope with the crowd.

It’s a deadlock for Levon Ter-Petrosyan. Second, to follow the scenario
of 1996 and seize the government institutions, what will result in
great number of arrests. Third, to thank the people and send them
to their homes. Political struggle is a long way. And fourth, to
congratulate the new President and go home.

The authorities are ready or any of the above mentioned variants,"
Mr Kocharian said.

"The Armenian authorities have either to show patience and wait
until all this comes to an end or to take action. We are ready for
either. We are not in 1988, when the Soviet empire was in agony and
rallies produced the desired effect. The law enforcers can clear the
Theater Square of people but we never forget that these people are
Armenians. On the whole, speeches delivered at the rallies represent
a perfect material for students of psychology faculty," the President
remarked.

/PanARMENIAN.Net/ The International Steering Group on Kosovo (ISG)
began its formative meeting in Vienna on Thursday.

Main task of the ISG will be to monitor the plan presented by UN
Kosovo negotiator Martti Ahtisaari by the authorities of the newly
independent former Serbian province.

Ahtisaari envisaged the formation of the ISG in his status proposal
which foresaw internationally monitored independence for Kosovo with
special protection mechanisms for the Serbian minority population
and Serbian cultural heritage.

The ISG meets at Italy’s initiative and will comprise of
representatives from the EU, NATO, but members of the Kosovo Contact
Group – but without Contact Group member Russia which does not
participate because of its opposition to Kosovo’s independence.

The Contact Group, with its members Russia, Germany, France, Britain,
Italy and the United States has been the most important group to deal
with the issue.

Other states like Austria, Australia, Sweden, Finland, Japan or
Switzerland were also invited to participate in ISG, the AFP reports.

Proclaimed on February 17, Kosovo’s independence was recognized by
the U.S., EU, some European powers and Turkey as well as by a number
of Muslim states.

Former Deputy Prosecutor General of Armenia Gagik Jhangiryan detained
on February 23 and his brother Vardan Jhangiryan have been arrested,
Press Service of RA Police reported.

Gagik Jhangiryan was accused of illegally purchasing, selling,
keeping or carrying weapons, ammunition and explosives, as well as
application of force against a public agent.

Vardan Jhangiryan has been accused of applying force against a
public agent.

YEREVAN. Feb 26 (Interfax) – Armenian Foreign Minister Vardan Oskanian
has said he was going to sign an order to dismiss the ministry’s
six employees who signed a statement in defiance of the presidential
election results.

"The law concerning diplomats does not allow such things to happen,"
Oskanian told journalists on Monday.

The diplomats "joined the movement led by a person who has long
called Armenia a nation of outlaws and its president their leader,
the chief outlaw," he said.

"Which means that they agree with that. The president had nothing
else to do but to sign the order [for their dismissal]," Oskanian said.
