PACE Resolution Has Weak And Strong Points

PACE RESOLUTION HAS WEAK AND STRONG POINTS

A1+
25 June, 2008

Members of the Popular Movement do not hold a unanimous stance
towards PACE Resolution 1609, especially in light of the protection
of democratic values. For instance, Levon Zurabian highlights that
the implementation of Res. 1609 has been put into the consideration
of the Parliamentary Assembly of the Council of Europe. This gave
rise to new demands, among them A1+’s return to the air and urgent
release of political prisoners.

Among weak points Zurabian points out the terms set for the
implementation of the PACE resolution. "The Parliamentary Assembly
could have posed tough terms for the release of Armenia’s political
prisoners."

Asked to comment on the statement of the NA ad hoc committee regarding
their readiness to work with Ter-Petrossian’s representative, HHSh
Gevorik, Zurabian said, "The statement speaks of the Committee’s
exiguity." Then he added: "The Committee members have made biased
statements on the March 1 events, they have assumed the role of
a judge. Obviously, they do not strike a neutral pose and instill
confidence amongst people. Moreover, they cannot investigate the
occurrences of March 1-2 as none of them had been on the scene."

"While the PACE doubted the impartiality of the committee,
a non-partisan parliamentarian /Levon Khacahtrian/ withdrew his
participation thus leaving the right to vote with the Coalition. The
National Assembly didn’t even call a special sitting to fill the
vacancy. Currently, the committee features people who fully endorse
the Government’s version of the occurrences," said Zurabian.

The ad hoc committee had invited Levon Ter-Petrossian’s
representative. Asked why Robert Kocharian has no representative in
the committee and whether it suggests that the committee presents
the interests of Robert Kocharian, Levon Zurabian said, "You have
just answered the question."

Note, on June 28 the Center of the Popular Movement will hold a rally
in Gyumri, which has been authorized by the Town Hall. The rally will
be attended by the key oppositionists.

FREEDOM HOUSE: CLOSE TIES OF POLITICAL AND BUSINESS STRUCTURES IN ARMENIA HINDER ESTABLISHMENT OF TRANSPARENT AND DEMOCRATIC STATE INSTITUTIONS

The close ties of political and business structures in Armenia hinder
establishment of transparent and democratic state institutions, says
the Freedom House Report ‘Nations in Transit 2008> published Tuesday,
RFE/RL reports.

Election rigging raises public distrust in the authorities and
political and civil activity, the report says. The authors of the
report believe that the unsettled Nagorny Karabakh conflict scares away
foreign investors, hinders diversification of trade and involvement
in regional projects. The report outlines a positive factor i.e. the
comparatively positive establishment of macroeconomy and 13% GDP
growth in 2007. Poverty is reduced, however, many experts say the
population has not yet tasted the fruits of macroeconomic successes.

Freedom House experts evaluate every country by a 7-point scale on
the basis of 9 key criteria. The election process in Armenia was
evaluated at 5.50 points. In 2006 this indicator made up 5.75 points.

The developments of the year 2008 will be reflected in the report
for 2009.

The source reports that a number of indicators were left the same
as a year ago: Civil structure – 3.50; Independent press – 5/75;
State Democratic Government – 5.25; Local Democratic Government – 5.50.

Justice System and Independence was down from 5 to 5.25. Corruption
and Democracy were left unchanged – 5.75 and 5.21 respectively.

‘Armenian Genocide’ Still Not In U.S. Vocabulary

‘ARMENIAN GENOCIDE’ STILL NOT IN U.S. VOCABULARY
by Russ Minick

The Fresno Bee Editorial Opinion Blog, CA
June 19, 2008 Thursday 12:24 PM EST

Jun. 19, 2008 (The Fresno Bee delivered by Newstex) — A new nominee
for the post of American ambassador to Armenia, Mary Yovanovitch,
faces a Senate confirmation hearing today, but she won’t be making
any direct reference to the Armenian genocide. That’s in line with the
longstanding policy of the State Department and several administrations
to give Turkey a rhetorical pass on recognition of the crimes that took
the lives of 1.5 Armenian men, women and children nearly a century
ago. For many years we have joined with Armenian Americans, many
foreign governments and people who care about an honest accounting of
history in criticizing the U.S. reticence, and we did so again today
in this editorial. American officials have been reluctant to upset
the Turks owing to that nation’s strategic value as an ally. But that
kind of realpolitik doesn’t wash with the survivors of the genocide,
nor should it. Acknowledging the past is the best way for Turkey to
move forward, especially with its quest for membership in the European
Union, which is stymied in large part because of Turkey’s failure to
own up to its own history.

Armenian Opposition Determined To Hold Rally In Yerevan Center, Desp

ARMENIAN OPPOSITION DETERMINED TO HOLD RALLY IN YEREVAN CENTER, DESPITE COURT BAN

Interfax News Agency
June 17 2008

The Armenian opposition says it will not accept a court ruling, which
says that the ban on a Pan-National Movement rally in the center of
Yerevan was lawful, and will hold the rally anyway.

"Our action will take place at the chosen venue and at the chosen
time despite the fabricated and politically motivated court ruling. I
hope police will abide by the law. The organization of rallies is the
constitutional right of every citizens of Armenia," Arman Musinian,
spokesman for the Pan-National Movement, led by ex-President Levon Ter-
Petrosian, told Interfax.

Earlier reports said that the Yerevan authorities on June 12 banned
the Pan National Movement’s rally on the Freedom Square in the center
of Yerevan, set for June 20, and proposed that the rally be moved to
the city limits. The movement appealed the ban with an administrative
court.

On Tuesday, the court upheld the ban, saying that the rally could not
be held simultaneously with a children’s festival on the same square
on the same day.
