YEREVAN, APRIL 26, NOYAN TAPAN. Armenia’s National Assembly on April
26 finished discussing (in the first reading) the bill envisaging
amendments to the RA Law on State Assistance to Small and Medium
Entrepreneurship. The bill was submitted at the previous four-day
session and will be voted on tomorrow.

The government said that the proposed amendments aim to ensure
comparability of the indices characterizing small and medium
enterprises and bring them into line with EU standards. The bill
revises and specifies the current standards of classifying SMEs
in Armenia, in particular it is proposed classifying them not by
the number of employees, as under the the current law, but by their
incomes in the previous year or by the balance sheet value of their
assets at the end of the previous year.

The bill proposes the following classification of SMEs: very small
and small commercial organizations are those where the average number
of employees on payroll is from 10 to 50 employees, the incomes from
their activity in the previous year did not exceed 100 million drams,
while the balance sheet value of their assets did not exceed 500
million drams at the end of the previous year. Medium enterprises
are commercial organizations and private entrepreneurs with up to
250 employees on payroll, whose incomes in the previous year did not
exceed 1.5 billion drams and the balance sheet value of their assets
did not exceed 1 billion drams at the end of the previous year.

According to the government, in case of adoption of new classification
standards, about 99% of operating enterprises to be considered as SMEs
will receive assistance under an annual program of state assistance –
as compared to 97% at present.

World Junior Boxing Championship 2010 started today in the Azerbaijani
capital of Baku. Of all the six Armenian boxers participating in this
contest Karen Tonakanyan was the first to compete, though he could
not seriously resist his English rival Henry Thomas.

Tonakanyan yielded to Thomas at a 4:6 score during the first round
and then at 3:8 in the second one. Thomas widely won the third round
(11:6) securing his victory.

Tonakanyan was in this way left out of the competition.

Three Armenian boxers are also expected to compete today. Among
them are Koryun Soghomonyan (48kg) will compete with Nurbek Ablagov
(Kyrgyzstan) today. Should he defeat Ablagov, Soghomonyan will then
compete with the winner of Moris Ochieng (Kenya)- Charlie Edwards
(England) couple.

Hovhannes Bachkov will compete with Edgaras Skurdelis (Lithuania)
in the 54 kg category.

Among Armenians to compete today is also Hrayr Matevosyan (60kg). His
rival is Juan Karasko (Argentine), reports Armsport.am.

Armenians mark anniversary of mass killings

Armenians marked the 95th anniversary on Saturday of mass killings
under the Ottoman Empire. Tens of thousands of people gathered in the
Armenian capital Yerevan. There were also peaceful demonstrations in
Beirut, while in Istanbul human rights activists and artists organised
a rally at Haydarpasa train station, where the first convoy of
deported Armenians left on 24 April 1915.

A constant stream of people laid flowers at a hilltop memoral in
Yerevan to pay tribute to the massacres, which Armenians say
constituted genocide.

`We thank all of those who in many countries of the world, including
in Turkey, understand the importance of preventing crimes against
humanity and who stand with us in this struggle. This process has an
inevitable momentum which has no alternative,’ Armenia’s President
Serzh Sarkisian said in a statement.

Sarkisian had attended a memorial service with the head of the
Armenian Apostolic Church, Karekin II.

There had been hopes last year of reconciliation between the two
neighbours. However the historic accord recently fell apart with
Armenia halting ratification of agreements aimed at normalising ties.

`For all intents and purposes the ratification of the protocols had
been stalled in both countries,’ correspondent Jasper Mortimer told
RFI.

Protestors in Yerevan chanted `recognise’ and carried Armenian flags,
alongside flags of countries who have recognised the massacres as
genocide, including Canada, France, Poland and Switzerland.

`Everybody is waiting for what President Barack Obama says today when
he issues the traditional White House declaration on the anniversary,’
says Mortimer.

Last year Obama avoided using the term `genocide’.

`Both Yerevan and Ankara will be watching to see if he calls those
mass killings genocide or not. Turkey has made it quite clear that it
objects to that word, it doesn’t believe that the killings were
systematic and its threatened to take retaliatory steps against
America, if it uses that word,’ says Mortimer.

Armenians say that up to 1.5 million people were killed between 1915
and 1917 as the Ottoman Empire was failing apart.

Turkey rejects the label of genocide and says between 300,000 and
500,000 Armenians and as many Turks died.

Around April 24, the Remembrance Day of the tragic events of World
War I, emotions in the Spring season of the resurrection are high on
the both Turkish and Armenian sides.

The Armenian coalition government of President Serge Sarkisian halted
the ratification process of the protocols Thursday, injecting even
more stress into the process. Although the Armenian leadership has
given signals in recent times that they might make such a move,
the announcement of a pause in the ratification process still came
as a surprise.

The Turkish officials took the halting notification rather calmly.

During Thursday, when the announcement came from the coalition parties
in Yerevan, the Turkish officials were pretty relaxed while explaining
the Turkish government’s take on the unfolding events. The Turkish
officials stated that the decision to freeze matters was for Armenia
to make. "We do not take a position on the decision negatively or
positively," said one official. "If the Armenian administration can
handle the process, let them handle it."

According to one school of thought, the Armenian government’s halting
of the process is a way to show off for its audience both inside
Armenia and in the worldwide diaspora. Before April 24, the Armenian
government wanted to prove that it is serious about getting rid of
the process.

Another school of thought, voiced by one of the leading
Armenian-American opinion makers who wanted to stay anonymous, argues
for an immediate stop to the protocols.

"The Armenian government knows what it is doing, as the Turkish
government knows what it is doing," the expert said, who continued
by arguing that the protocols are not going anywhere and that Armenia
should just withdraw its signature from them without any hesitation.

"Because all that was needed to be done," the Armenian writer argued,
"was to open borders and exchange diplomats between the countries."

And later on, other steps would have followed.

Anthony J. Barsamian, chair of Public Affairs for the Armenian
Assembly of America, said: "Armenia came to the table in good faith
and extended a hand toward normalization with Turkey. Unfortunately,
Turkey came to the table with preconditions which now has resulted
in frustrating the process."

Cengiz Aktar, head of European Union Relations Department at Bahcesehir
University and who is known to be pretty straightforward on the issues
related the historic relationships between Turkish and Armenian people,
said that with this halt, the Armenian government declares that they
are not in a mood to step forward on the Karabakh issue.

Such a declaration would change U.S. President Barack Obama’s mind
not to utter word of genocide, even if he decided he would have just
done so before Armenia’s latest declaration. If Obama says genocide,
Aktar argues, "That would mean sacrificing the relationship with
Turkey, which is impossible."

Obama will not use the word of genocide in his yearly statement on
April 24, the general expectation in Washington goes.

Another part of this year’s puzzle is the low number of co-sponsors
on the both Houses of the Congress for different versions of bills,
which urge the U.S. president to call the 1915 events a genocide. There
are about 140 signatures that have been collected in the House of
Representatives this year – which is a surprisingly lower number than
the 200 some signatures of past years. In the U.S. Senate as well,
the numbers of co-sponsors are down sharply this year when comparing
with the past years.

One of the reasons of this lower reception from American lawmakers
could be to give more chance for the normalization process, a Turkish
official speculated. This explanation encloses a flawed argument which
is to claim that the U.S. lawmakers ever think about international
affairs when they decide to vote on a bill.

The other reason for the low reception could be the increasing Turkish
presence in America.

It is really remarkable to see that the visibility of the
American-Turkish presence across the U.S. land increasing rapidly. A
lot of Turkey-centered talks are being conducted in various Washington
think tanks, and there is almost always a packed audience for such
discussions. The Fethullah Gulen Movement has also added a whole new
avenue to this Turkish presence in various states in America. The
Gulenists organize ever-more events, and there is growing number of
the grassroots organizations of this movement that host senators and
congressmen for their fundraising events.

It should not belittled: the Armenian coalition partners decided
for a freeze, not for an end to the process. On the contrary, the
Armenian leaders repeatedly stated in last months that they are not
happy with their counterparts’ efforts in Turkey and the Turkish
Parliament should do more and fast.

The Armenian government and diaspora openly applied to April 24 this
year to pressure on Turkey for the ratification without making any
gestures on the Karabakh issue. The U.S. administration also backed
the Armenian position and stayed firm throughout recent months to show
their "anger" with the Turkish administration in various channels. At
the end, it became clear, Turkey is not moving ahead, unless there is
tangible advancement on the Karabakh issue, in spite of the pressure.

One of the most plausible criticism about the current White House
in Washington is that this administration usually go between the
idealistic and realistic postures so quickly and unexpectedly. Run up
to the April 24, the Obama administration, without much consideration
over the possible repercussions of nationalistic uproar in Turkey,
urged the Justice and Development Party, or AKP, ideologically or
emotionally to ratify protocols hastily, in a time, when the AKP
administration wounded badly by the colossal domestic fights and
various democratic openings within Turkey. The U.S. administration,
was too busy to see that for the Turkish administration, compromising
over the ratification process was too much to ask and could be a
lethal along with trading the brotherly relationships with Azeris
for better relationships with Armenia.

It can now be said that the U.S. administration might adapt a more
realistic protocols policy after April 24.

Both sides, the Armenian and Turkish leaderships, proved that they
have enough courage to have come forward to talk over some tough
issues and historic grievances in recent years. Many courageous steps
have been taken by the leaders and much ground covered lately in both
communities in regard to empathizing with each other. This proves
that there is some kind of a long healing process underway as well
between the two communities.

Did the leaders of the both countries come to the table a couple
of years ago to just show off and "play for their interests" as one
Armenian expert put it, or there is some more courage till to the end.

Times like this play a great litmus a test to prove for either.

Azerbaijan Urged To Release Dissenting Journalist

Amnesty International has urged the Azerbaijani authorities to free
a journalist jailed on trumped up charges of terrorism and defamation
after the European Court of Human Rights ruled he had been wrongfully
imprisoned.

The Court said on Thursday that Eynulla Fatullayev, who was jailed
in April 2007 after writing a series of newspaper articles critical
of the authorities, should be released immediately.

"Azerbaijan should take this opportunity to show it is willing to
bring to an end its reputation for silencing dissenting voices and
imprisoning those that speak out against the government," said Natalia
Nozadze, Amnesty International’s researcher on Azerbaijan.

Eynulla Fatullayev was convicted of defamation after writing two
articles that disputed the official account of the 1992 mass killings
of Azerbaijani civilians in the town of Khojaly, during the conflict
between Azerbaijan and Armenia in the Nagorno-Karabakh region.

He was subsequently convicted on terrorism charges for publishing
an article discussing the possible consequences for Azerbaijan of
a US-Iranian war, which the Azerbaijani authorities regarded as a
threat of terrorism. The article criticized foreign policy decisions
made by the Azerbaijani government.

The European Court verdict stated that Eynulla Fatullayev’s convictions
on charges of defamation and terrorism violated his rights to free
expression. It found that he had been unfairly tried and that there
was "no justification for the imposition of a prison sentence".

"As a journalist and a private individual, [Eynulla Fatullayev] had
not been in a position to influence or exercise any degree of control
over any of the hypothetical events discussed in the article," stated
the Court.

"Thus, the domestic courts’ finding that the applicant had threatened
the State with terrorist acts had been arbitrary."

The Court’s verdict becomes final after three months if it is not
contested.

Amnesty International believes that Eynulla Fatullayev’s imprisonment
is an attempt to silence his reporting and considers him to be a
prisoner of conscience.

As a state party to the European Convention on Human Rights, Azerbaijan
is obliged to adhere to the court’s final judgement. "The authorities
should release Eynulla Fatullayev without delay." said Natalia Nozadze.

After the European Court began reviewing Eynulla Fatullayev’s case
in September 2009, he was accused of heroin possession. Amnesty
International believes this new charge was fabricated in order to
keep him in prison. The charge was not considered in Thursday’s ruling.

An Azerbaijani MP has said USA spends income from oil contracts in
Azerbaijan to support Karabakh separatists, Baku based Turan news
agency reported on 20 April.

MP Fazail Agamali criticized the USA for its efforts to reconcile
Turkey and Armenia and added that American share in oil contracts
should be decreased because income from Azerbaijani oil is used to
support separatists. "In general, the US activities in Azerbaijan
should be ceased," Agamali was quoted as saying.

APA news agency quoted Ali Ahmadov, the deputy chairman of the ruling
New Azerbaijan Party and an MP, as saying it was time to replace
co-chair countries of the OSCE Minsk Group, which is trying to
broker a peace to the Azerbaijan-Armenia conflict over the Nagornyy
Karabakh: "Failure of the co-chair countries of the OSCE Minsk Group
to demonstrate an unwavering position and insufficient protection
of Azerbaijan’s interests which is a victim of occupation, gives
grounds to say that time is ripe to make changes to the structure of
co-chairmanship institution of the OSCE Minsk Group."

The USA, Russia and France are co-chairs of the OSCE Minsk Group.

Embassy of Azerbaijan in Ukraine protested in connection with the
construction of the park in memory of Armenian victims of the XX
century "in Kiev.

"The Embassy held several meetings in the Ukrainian Foreign Ministry
and the relevant structures of the country in which the position of
the Azerbaijani side was voiced on this issue. Our position is based
on Ukrainian legislation, under which construction of the park can
not be devoted to a particular topic," Counsellor of the Azerbaijani
Embassy in Ukraine Irfan Davudov told Trend today.

Golosiyiv District Council of Kiev considered a proposal to erect
a monument dedicated to the 95-th anniversary of the genocide of
Armenians, received from the Armenian community. A decision was made
to allocate place to erect a monument in Odessa square.

Azerbaijani diaspora in Ukraine also protested the first people of
the country in connection with the construction of the park and the
monument to "victims" of false "Armenian genocide" in Kiev, chairman
of the Congress of Ukrainian Azerbaijanis Akif Gulmammadov told Trend.

He said that the Congress sent a statement to the President of Ukraine,
chairman of Verkhovna Rada, Foreign Minister, which referred to the
falsification of historical facts by the Armenians.

"We sent a protest letter to the prosecutor’s office of Kiev, and
hope that we can prevent this injustice," he said.

Moreover, the chairman of the Congress said that it is planned that
Azerbaijanis will take actions in parallel with Armenians’ ones who
come up with slogans about the fictional "Armenian genocide".

Armenia and the Armenian lobby state that the predecessor of Turkey
– the Ottoman empire committed "genocide" against Armenians living
in Anatolia in 1915. Armenians willing to recognize this fact in
the world by strengthening propaganda of the so-called "genocide"
in the world countries, achieved its recognition by the parliaments
of some countries.

S. Safaryan Says Thought Content Of Coalition Still More Is Expected

The chairman of "Heritage" Party Stepan Safaryan talked to Panorama.am
about the coalition statement to suspend the ratification of
Armenian-Turkish protocols, claiming that he has been stating earlier
the process is very dangerous and tricky for Armenia. And now the
deputy said time proved his observations were right.

"At Washington visit, Armenian side declared about the reinforcement
of our conclusions instead of reinforcement of our dispositions in
the negotiations. Hence, this is objectively done, and we expected
Armenian authorities would acknowledge it earlier," NA deputy said
adding that Armenian authorities have left the only path to their
Turkish counterparts.

But still S. Safaryan says he has more expectations from our
authorities to suspend the signature putting complete abortion to
the Armenian-Turkish protocols.

It’s worth reminding that political coalition of Armenia released a
statement today which reads: "…Taking into consideration the refusal
of the Turkish side from its commitment to ratify the protocols
without preconditions and within a reasonable timeframe makes the
continuation of the process over their ratification in the Armenian
National Assembly pointless at this stage, the coalition considers it
proper to suspend the process and withdraw the issue from the agenda
of the four-day sittings until the Turkish side is ready to continue
the process without preconditions."

In January-February 2010 the trade turnover between the Grodno oblast
and the Republic of Armenia totaled $184,600 (up 25.3% on the same
period 2009), said acting chairman of the Grodno oblast executive
committee Ivan Zhuk at a meeting of Grodno officials with a delegation
of the Shirak province of Armenia on 19 April.

The Grodno oblast exports dairy products and packaging to Armenia. In
2010 the Grodno oblast started supplies of agricultural machinery
and mechanical devices to Armenia. Armenia did not export anything
to the Grodno oblast in 2010.

Lidselmash exports potato diggers, potato planters, sowing machines,
and fertilizer spreading units. Lida Dairy delivers full cram milk
powder and butter. The KonteSpa company delivered $42,200 worth of
hosiery goods to Armenia in January-February 2010.

The sides are mulling over the deliveries of the Lidaagroprommash
grain harvesters and the Neman buses to Armenia.

The sides expressed their confidence in the expansion of bilateral
cooperation. Lida Nanyan, Governor of the Shirak province, said
that Armenia wants to develop cooperation with the Grodno oblast in
agriculture, industry, economy, education, healthcare and culture.

Grodno and Gyumri are likely to establish twin city relations.
