Expert: Sabotage against Lydian Armenia poses investment risks

Arminfo, Armenia

ArmInfo. Illegal blockade of roads to Amulsar is not only fraught with environmental, social, economic consequences, but also poses risks that can seriously damage Armenia’s investment rating. Lydian Armenia’s Social Sustainability Manager Nara Ghazaryan expressed this opinion in a conversation with ArmInfo when asked to comment on the situation related to blockade of the road to the field, undertaken by a number of green activists.

”There is a law in accordance with which we carry out our activities. And now, when we are at the final stage, when 70-80% of the work has been done, we face such kind of sabotage, and the authorities are not taking concrete steps to resolve the problem. I’m not an expert, and I can not operate with indicators, but I believe that the situation related to Amulsar will affect the country’s investment rating. Such an attitude to investors is unacceptable, “she stressed.

In this regard, the expert referred to the recent statement made by US Ambassador Extraordinary and Plenipotentiary to Armenia Richard Mills, who stressed that US investors are not ready to implement major projects in Armenia until they are assured that the incumbent government will find solutions also in the situation with Amulsar.

The expert continued that for the international community participation in the Amulsar project of such authoritative structures as the European Bank for Reconstruction and Development (EBRD) and IFC, participating in the project at the initial stage, indicates that Lydian Armenia is guided in its work by the best world standards. “Considering the abovementioned, and the fact that Lydian Armenia carries out its activities within the law, it is unacceptable that operation of other fields continues uninterruptedly. For any investor it becomes obvious that unequal rules of the game are applied to the company, ” Ghazaryan stated.

Returning to the issue of economic indicators, the expert noted that the company loses about $ 500,000 daily because of  idle period at the field not considering the wages: “If the government does not take concrete steps to stop this sabotage, the company will have  to dismiss certain local employees whose average salary is about 300 thousand drams. ” In particular, Ghazaryan noted that 32% of the total number of employees, which at the time of the blockade of roads made 1,313 people, are residents of local communities – Jermuk, Gndevaz, Saravan and Gorayk. And in case people lose their jobs, influx of financing into families will stop, which in turn will lead to a new migration wave. “The situation has a significant multiplier effect. This should be a serious alarm for the government to take certain steps in time to avoid deterioration of economic figures. “

Concerning purchases Ghazaryan informed that in the period from March 2017 until May 2018  contractor companies in local communities alone, mainly from Jermuk and Gndevaz, made purchases amounting $ 2.1 million. ”The main consumable items of contractors are fuel, food, housing and transport services.  Considering that the population of the communities total 6.5 thousand – 7 thousand citizens, these are quite good indicators, “she stressed.

In addition, because of the current situation businesses in the communities, supported by Lydian Armenia suffer. In this regard, she noted that, as part of the previously announced tender, the company assisted the development of small business, in particular, launch of production of stationery, which was purchased by Lydian. The monthly revenue was about $ 1.4 thousand. Another business in Saravan to provide transportation services, according to Ghazaryan, may suffer because the company organized the transportation of employees from Saravan and Gorayk to the field. And there are a lot of such examples, because over the past two years Lydian Armenia has provided assistance to 54 small business enterprises in 4 communities.

According to the expert, the situation has reached a critical point, as the government has not yet proposed concrete plans for resolving the situation, although several letters have already been sent to the government by the company and community residents. Moreover, according to Ghazaryan, delaying the decision of the issue by the government is causing concerns of the residents as well.

“The situation becomes critical in terms of perception as well. People are very concerned, because there is no order. They call us, asking how they can help. A group of citizens who blocked the roads, intends to act aggressively, anarchy reigns. This makes negative impact not only on the company, but the state as a whole. We even proposed that the National Security Service be involved in this matter, let it conduct appropriate checks. I do not remember any company that would have made such a statement, “she stressed.  In conclusion, Ghazaryan expressed hope that the authorities realize the seriousness of the issue and will take the necessary steps. There can not be further delay, risks can lead to escalation. The situation is indeed becoming more serious, “she summed up.

To recall, Lydian Armenia is a subsidiary of the British Lydian International, whose shareholders are also large international institutional  investors from the United States, Great Britain and a   number of  European countries, including IFC and EBRD. The Amulsar   project is  the largest industrial project in Armenia for the   development of the  Amulsar gold deposit at a total cost of $ 370   million.  In August  2016, a project for the construction and   development of the field was launched. Preliminary work has been   carried out since 2006.  The life  of the Amulsar deposit will be 10   years and 4 months, an annual  average of 200,000 ounces of gold   (about 10 million tons of ore) is  planned. The company’s shares are   quoted on the Toronto Stock  Exchange.  Amulsar deposit is the second  largest in Armenia.

Vlogger Nas Daily’s latest video from Armenia will certainly make you scratch your head.

Nas himself said : “This experience is one of the most crazy ones I had!”

The vlogger made the video on a hill on Mount Aragats, the highest mountain of Armenia.

The section is known for a part of the road where “gravity doesn’t work”. But actually it is just an optical illusion, and observers perceive the section to go uphill, whereas it is headed downhill.

“There is a tiny hill on Mount Aragat in Armenia that due to some weird nature optical illusion, it looks like the hill is going up when it’s actually going down.

So you’re doing everything the opposite way. Going down is hard, going up is easy. Cars go up on Neutral, water goes uphill and so does the ball.

It’s a real magical experience. The world is a fun place, and in these places, it’s even more fun!” Nas Daily said.

Richard Mills: It is still too early to announce new major investments

Yerevan /Mediamax/. U.S. Ambassador to Armenia Richard Mills said today that it is still too early for new major U.S. investments to be announced in Armenia.

The U.S. said that corruption and lack of a level playing field for businesses has been the biggest obstacle in attracting investments.

“The Armenian government’s actions to tackle the issue of corruption and ensure a level playing field are very welcome in the United States. But it is still too early for new major investments to be announced.

We are getting expressions of interest from the business community in the United States about the opportunities in Armenia. But these potential investors are waiting to see whether now the government will follow up with some concrete actions. They also want to see whether the investigations, launched into credible allegations of corruption, are carried out in a fair manner, according to the rule of law.

And they want to see how the government is treating foreign and local firms. They are also looking at the issues around Lydian to see how the government is handing those very sensitive and controversial issues and whether Lydian will be treated fairly as that process unfolds,” U.S. Ambassador said, noting that he is confident about the government’s commitment.

Azerbaijan to display new weapons at army parade

BBC Monitoring
Azerbaijan to display new weapons at army parade
By BBC Monitoring
Azerbaijan's defence minister has said that a military parade to be
held on 26 June will feature new weapons that this country has bought,
news reports have said.
Zakir Hasanov was speaking at a news conference on 20 June. He said
that Baku had acquired helicopters capable of destroying enemy targets
without entering the battlefield, haqqin.az said. "Those helicopters
are equipped with systems that make it possible to carry out strikes
at a distance of 10 to 50 km," Hasanov said. He said the army would
demonstrate state-of-the art hardware and weapons at the upcoming
military parade. He also said, however, that "we have weapons that we
will not demonstrate yet because we have not yet tested those
weapons".
APA news agency quoted Hasanov as saying that Baku had bought "new
types of weapons" for its army. "[Azerbaijan has] bought new tanks,
new infantry fighting vehicles and new armoured vehicles that are used
in fighting. All this hardware will be demonstrated at the 26 June
military parade," Hasanov said.
He added: "At present, we have state-of the-art missile and artillery
systems. Those missiles are capable of destroying any enemy target.
The supreme commander-in-chief [Azerbaijan's president] familiarised
himself with those missiles several days ago. All the missiles will be
demonstrated at the parade."
Azerbaijan may have Iron Drome air defence system
Minval.az news website said that the minister hinted that Azerbaijan's
army possessed the Israeli-made air defence system Iron Dome.
It quoted Hasanov as saying that Baku would demonstrate an
anti-missile shield system at the parade. "We possess long-range
artillery missile systems. They are capable of using precise targeting
to destroy ground and air enemy targets. A shield system will also be
demonstrated at the parade. Many say there cannot be this system in
Azerbaijan, but you will see at the parade that it can. This is just
one part of new weapons purchased," the report quoted the minister as
telling the briefing. It added that the minister did not specify what
shield system he was talking about.
Hasanov also said that the country's president had tasked them with
ensuring the army's combat readiness for actual military action. "We
will completely achieve our objectives within several years," he said.
He explained he was referring to acquisition of new military vehicles
and modernisation of military vehicles, and purchase of new artillery
systems. He added that the Azerbaijani army was 90 per cent equipped
with automated control systems. "A colossal amount of work is being
done to this end," he said.
In the meantime, Turan news agency cited the minister as telling
cadets from a military school that the parade would feature
Azerbaijan's anti-missile system. The report said the minister was
speaking about long-range artillery missile systems capable of
destroying ground and air targets deep in enemy territory, and that he
did not provide further detail.
Turan pointed out that Azerbaijan had the Russian-made missile air
defence systems S-300 Favorit, S-200, BUK M1, and TOR2E, the
Israeli-made missile air defence systems Iron Dome, Barak, and Spider,
and also several Israeli- and Russian-made radar systems. In June
2018, Azerbaijan has obtained the medium-range missile systems Polonez
(Belarus) and Lora (Israel), the report added.
Land reclaimed; Armenia losing its own information war
Hasanov also spoke about "a very successful" military operation
conducted by Azerbaijan in its exclave Naxcivan in May to reclaim land
from Armenians. APA quoted him as saying: "As a result of the
successful operation by our army, 11,000 ha of land were liberated
from the occupation. I want to say that our army is now in control of
the road to [the Armenian-held Azerbaijani district of] Lacin. This is
our latest success."
The minister said that Azerbaijan was also a success in an information
warfare that he said Armenia had started against it. "The enemy has
unleashed a large-scale information warfare against us. However, they
are losing to us even in it," APA quoted Hasanov as saying.
Hasanov went on to urge Azerbaijan's media not to yield to Armenian
"provocations". "At present, we all must fight the enemy. The Armenian
special services are using social networking websites to try to make
our soldiers unconfident about their strengths. Media outlets that
respect themselves should not yield to those kinds of provocations. I
am asking journalists to be careful. Media outlets are a great power.
That great power should join the fight against the enemy and defend
the country," he said.
Hasanov also said that the recent change of government in Armenia was
a result of diplomatic efforts by the Azerbaijani president. "We try
to defeat the enemy in all possible ways. You have all seen that the
supreme commander-in-chief [Azerbaijan's president] put an end to the
rule of [former Armenian President and then former Armenian Prime
Minister Serzh] Sargsyan without resorting to the power of weapons,
using diplomacy alone," he said.
The minister added that Azerbaijani army soldiers were provided with
best-quality food, which he said was done "to enhance combat
readiness".
Baku and Yerevan are locked in a conflict over Azerbaijan's
Armenian-populated breakaway region of Nagorno-Karabakh and seven
districts around it.
