YEREVAN, MAY 31, ARMENPRESS. The Russian peacekeeping contingent continues to fulfill its tasks in Nagorno-Karabakh, ARMENPRESS reports the Russian Defense Ministry said in a statement.

Russian peacekeepers are monitoring the situation around the clock at 27 checkpoints and monitoring the ceasefire.

According to the statement, no violations were registered in the area of responsibility of the Russian peacekeeping contingent.

YEREVAN, MAY 31, ARMENPRESS. Artsakh, its existence is a highly important factor of maintaining regional and even global geopolitical balance, the Minister of Foreign Affairs of Artsakh Davit Babayan said in a statement published on social media.

Babayan said that if Artsakh were not to exist the geopolitical landscape would fundamentally change in South Caucasus, and then also in adjacent regions, after which maintaining geopolitical balance with traditional means (geostrategic balance system and others) would become practically impossible.

“This would lead to an open, hard and direct collision of centers of power. And what can happen when maintaining geopolitical balance with traditional means is impossible, and when global and regional powers would overtly oppose each other? I think the answer is very clear: the world could even appear on the verge of nuclear warfare,” Babayan warned.

The President of Azerbaijan stated that the conflict over Nagorno-Karabakh has been resolved. According to him, the OSCE Minsk Group has completed its activities. “If we define the borders, then what status of NK is there to talk about?”, Aliyev said, speaking at the opening of a smart village in the Zangilan region, which returned under the control of Azerbaijan as a result of the second Karabakh war.

Azerbaijani President Ilham Aliyev attended the opening of the first stage of the smart village of Agali in the Zangilan region, which returned under Baku’s control as a result of the second Karabakh war.

Aliyev also visited the construction site of the international airport in Zangilan.

Azerbaijan plans to build three international airports in the territories returned to the country’s control after the 44-day war in 2020. The first of them, Fizuli, was put into operation in October 2021. The Zangilan airport should be operational by the end of this year. The commissioning of the Lachin airport is scheduled for 2024.

In his speech at the opening of a smart village in the Zangilan region, Ilham Aliyev said that the Nagorno-Karabakh conflict is done and dusted:

“We have resolved this issue. Whether Armenia wants it or not, the whole world has already accepted it. We have resolved the Nagorno-Karabakh conflict.

As for the administrative territory of Nagorno-Karabakh, there is no such territory in Azerbaijan. Therefore, Nagorno-Karabakh is not in the lexicon of international organizations, and the meeting in Brussels proved this. Yes, in Armenia they once again started a fuss because of this, but these is the reality, and they are forced to come to terms with it”.

Aliyev’s remarks on peace negotiations with Armenia : “If Yerevan does not accept the five principles proposed by Baku, Azerbaijan will not recognize territorial integrity of Armenia”

“The OSCE Minsk Group has completed its activities. I have already spoken about this, and I see no reason to repeat myself.

We are now in a post-conflict period. We live in this period and dictate the agenda in the post-conflict period. We have achieved everything we have done in these one and a half years. We have achieved or are achieving everything that I talked about.

First, the whole world, leading countries, and international organizations have accepted the new realities. It was very important, because how could it be otherwise. This is our great political success.

And secondly, our agenda is accepted by leading international organizations as the basis”, the President of Azerbaijan said.

In his speech, Aliyev also touched upon the issue of negotiations on the delimitation of the state border with Armenia:

“I said that we should define the borders with Armenia. Armenia refused, and did not agree to do this for six months. And what did they come to? On May 24, the first meeting of the commissions took place on the Azerbaijani-Armenian border. This is of great importance.

From the point of view that we will define these boundaries and this is important. Because the Armenians occupied the borders. On the other hand, this officially puts an end to the territorial claims of the revanchist forces in Armenia against Azerbaijan.


If we define the borders, then what status of “Nagorno-Karabakh” can we talk about? There is the Karabakh zone, the Karabakh region. This is the territory of Azerbaijan and the whole world recognizes it.


For this reason, the first meeting of the commissions on the delimitation of the border between Azerbaijan and Armenia is of great importance”.

“We said that a peace treaty should be signed between Armenia and Azerbaijan. Armenia tried to evade this. Because a peace treaty means recognition of each other’s territorial integrity. But in the end, we achieved this and Azerbaijan has already identified a working group on this issue.

There is such experience all over the world, in Europe. There are various conventions to which the countries of the Council of Europe have joined, the EU also has its own rules and official documents. Everything is indicated there, and we are moving along these universal human trends.

But if Armenia puts forward some special demands, we may also have our own demands. Here, not far from this place where I am now standing, is our ancient land – Western Zangezur.

Let them open books, encyclopedias: when was Western Zangezur separated from Azerbaijan and given to Armenia? November 1920.”

Joseph Bohigian, Kevork Mourad’s Syrian-Armenian Project ‘Rerooted’ to Premiere in June

Armenian-American composer Joseph Bohigian announced the premier of a new piece, titled “Rerooted,” which features the recorded testimonies of Syrian-Armenians who have resettled in the Republic of Armenia since the beginning of the Syrian Civil War.

The composition will receive a virtual premiere on Saturday June 4 at 11:00 a.m. PST. The piece will feature an original video by artist Kevork Mourad, born in Qamishli, Syria, and performed by the Argus Quartet.

“Rerooted” traces the journeys of over a dozen Armenian families through interviews conducted by the Rerooted Archive, from their expulsion from the homeland during the genocide in the early 20th century to the rebuilding of their lives and community in Syria, their displacement during the civil war in their adopted home, and their resettlement in the Republic of Armenia.

The piece explores the complicated process of “rerooting” a community that is defined by exile and the realities of being displaced over and over again.

According to Bohigian, his idea for the piece came from the increasing Syrian presence he saw in Armenia over the course of his trips there since 2012, whose Western Armenian culture reminded him of home when the “homeland” felt foreign. This grew into a collaboration with the Rerooted Archive, who shared audio from their over 200 interviews with Syrian-Armenians documented since 2017.

The virtual premiere of Rerooted with music by Joseph Bohigian and video by Kevork Mourad will be held on Saturday June 4 at 11:00 a.m. PST.

Armenia appointed member of WHO General Committee for first time

YEREVAN, MAY 23, ARMENPRESS. Armenia has been appointed a member of the General Committee of the World Health Organization (WHO) for the first time, the Ministry of Healthcare said.

Armenia has been appointed a member of the Committee within the frames of the 75th World Health Assembly.

The delegation of Armenia led by Minister of Healthcare Anahit Avanesyan is in Geneva, Swizterland, on a 7-day official visit.

The General Committee consists of 25 members.

Oppositionist: After Pashinyan’s ouster, Armenia won’t have to implement any agreements

No document was signed between Armenia and Azerbaijan at the meeting hosted by European Council President Charles Michel in Brussels on Sunday, opposition member Edgar Ghazaryan, a former chief of the Constitutional Court staff, said on Monday, referring to the statement following the talks between Nikol Pashinyan and Ilham Aliyev.

“None of the documents signed by Nikol Pashinyan to date has undergone domestic ratification procedures,” he wrote on Facebook.

“The Republic of Armenia has made no commitments to Azerbaijan, any other country or international organization. All the anti-Armenian documents have been signed personally by Nikol Pashinyan. It also applies to the agreements reached.

“As long as Pashinyan stays in power, he can implement them. After his ouster, Armenia will have no obligation to implement the agreements,” Ghazaryan stated.

As negotiations between Armenia and Azerbaijan intensify, through mediation efforts by either Europe or Russia, Artsakh authorities reiterated their unequivocal position on the fate of Artsakh, demanding that its independence and the right to self-determination be recognized and declared unacceptable any status within Azerbaijan.

Speaking to Armenpress on Monday, Artsakh’s presidential spokesperson Lusine Avanesyan said that the government’s position remained unchanged as expressed by President Arayik Harutyunyan and several announcements made by Artsakh National Assembly.

“The full recognition of the right of the Armenians of Artsakh to self-determination cannot become bargaining chips or conceded. The people of Artsakh are the sole proprietor of that issue,” Avanesyan said.

“The international recognition of the independence of the Artsakh Republic remains the guideline of the authorities. Any status within Azerbaijan is unacceptable,” added Avanesyan.

During a demographic forum held in Stepanakert over the weekends, Artsakh State Minister Artak Beglaryan said the “Future Armenians” forum was an inclusive environment for many professional Armenians to present their observations and proposals for the solution of the demographic problems facing Artsakh.

“Artsakh has and continues to be of exceptional importance for the Armenians in the past, present and future. Demography is one of the important facet for guaranteeing the future of Artsakh. Therefore, this forum is welcome, and will seriously support the state efforts to develop and implement a demographic strategy,” said Beglaryan.

YEREVAN, MAY 19, ARMENPRESS. Minister of Foreign Affairs of Armenia Ararat Mirzoyan met with European Union’s High Representative for Foreign Affairs and Security Policy Josep Borrell in Brussels ahead of the 4th session of the Armenia-EU Partnership Council, the foreign ministry said.

During the meeting the sides touched upon the Armenia-EU relations, as well as regional and international issues of mutual interest.

Ararat Mirzoyan presented Armenia’s position on the establishment of regional peace and stability and the peaceful settlement of the Nagorno Karabakh conflict. The FM highlighted the international community’s support, particularly that of the EU to the OSCE Minsk Group Co-Chairmanship to contribute to the comprehensive and lasting settlement of the conflict.

ArmInfo.Europe’s involvement in the Nagorno-Karabakh peace process is impossible with Russian peacekeepers deployed ‘on land’, Andrey Areshev, a Russian expert in  the Caucasus, said in an interview with ArmInfo. 

“As an expert, I cannot understand at all how Brussels is going to do  it. Also, it is absolutely unclear how European structures are going  to be involved in the border delimitation and demarcation process  between Armenia and Azerbaijan, without any practical mechanisms ‘on  land’ at their disposal. What is clear is only Europe’s desire to  establish control over both the Karabakh pace process and entire  process of settling Armenian-Azerbaijani problems,” Mr Areshev said.  

Europe’s attitude to Moscow and its interests in the post-Soviet  space is not at all inspiring optimism. And the previous relative  cooperation, at least within the OSCE Minsk Group, has given way  Europe totally ignoring Russia. The same can be said of other  regional mechanisms. 

According to Mr Areshev, Armenia’s Premier Nikol Pashinyan is trying  to maneuver without taking sides with Moscow or Brussels, seeking to  retain its seemingly stable political positions with the help of  Europe’s promises and money. In this context, the expert recalls  Brussels’ promise of Euro 2.6bln to Armenia. However, since most of  the funds are loans, they will make Armenia even more dependent on  the West.  

“The current actions of the statesman Pashinyan and his team appear  more tactical than strategic. These people go on ‘patching up  economic and political holes’, which cannot last long for obvious  reasons. And his notorious geopolitical maneuvering is being  accompanied by serious reputation risks for Armenia and, primarily  for Nagorno-Karabakh, which, in turn, is causing discontent and  protests inside Armenia,” Mr Areshev said.
