Aliyev: any mention of Nagorno-Karabakh in peace deal is unacceptable

Azerbaijan’s President Ilham Aliyev and Armenia’s Prime Minister Nikol Pashinyan took part in a joint panel on Saturday. Aliyev afterwards stressed that any mention of Nagorno-Karabakh’s status in the peace deal with Armenia was ‘unacceptable’.

Aliyev made the statement to journalists after a panel discussion with Armenia’s Prime Minister Nikol Pashinyan and Georgia’s Prime Minister Irakli Gharibashvili at the Munich Security Conference.

Prior to the discussion, Aliyev and Pashinyan met with US Secretary of State Antony Blinken, who reaffirmed Washington’s readiness to mediate a peace agreement between the two countries.

Three key issues remain undecided in Azerbaijan and Armenia’s peace agreement process: the demarcation of borders between the two countries, the opening of transport links, and the rights and security of Nagorno-Karabakh’s Armenian population.

In an interview published by the Azerbaijani presidency, Aliyev stated that Azerbaijan wanted its borders to be ‘delimited based on historical maps’ and that Armenia should ‘give up its territorial claims’ against Azerbaijan.

While Aliyev stated during the debate that Azerbaijan had agreed with international partners to discuss the ‘rights and guarantees’ of Nagorno-Karabakh’s ethnic Armenian population, he went on to state in the interview that Nagorno-Karabakh could not be mentioned in the peace agreement. 

He also claimed that Armenia had recently responded to Azerbaijan’s proposals regarding the peace agreement, confirming Armenian claims that they had submitted their own proposals last week.

‘At first glance, there is progress in Armenia’s position, but it is not enough’, said Aliyev.

The Azerbaijani president said that he had that day officially proposed the establishment of bilateral checkpoints on the Armenia–Azerbaijan border, including one on the Lachin Corridor, and one on either end of the ‘Zangezur Corridor’.

The Zangezur Corridor is a Baku-proposed road that would connect Azerbaijan to its western exclave of Nakhchivan through Armenian territory.

‘If we are talking about border delimitation, it is impossible without checkpoints’, he said.

Another point of contention between the two countries is the status of Nagorno-Karabakh and its people: last year, Yerevan’s rhetoric appears to have significantly stepped back from previous demands for the region’s autonomy, instead asking for ‘security guarantees’ for its Armenian population.

This shift in tone was met with disapproval by the Armenian opposition and Stepanakert’s leadership, both of whom accused Yerevan of making ‘destructive statements’.

Armen Grigoryan, the Secretary of the Armenian National Security Council, says that the latest version of the peace agreement submitted by Yerevan does include mention of the Nagorno-Karabakh conflict, but noted that the text is ‘not final’.

During the panel discussion, Aliyev stated that Azerbaijan agreed with international partners to discuss ‘the rights and guarantees of the Armenian minority in Karabakh’.

‘We are ready to do it but with representatives of the Armenian community who were born in and lived all their lives in Karabakh.’

He alluded to Nagorno-Karabakh’s State Minister Ruben Vardanyan, saying that Baku is not willing to negotiate with ‘the person who was exported from Russia to have the leading position in Karabakh’.

‘Maybe “exported”  is not the right word’, he added. ‘I would prefer the _expression_ “smuggled into”’.

Aliyev also denied that Azerbaijan was blockading the Lachin Corridor — the road that connects Nagorno-Karabakh to Armenia — and said that Vardanyan’s alleged visit to Moscow in early February was proof that the region was not under blockade.

‘No one knows how [Vardanyan] ended up in Karabakh and how he’s [able to] go to Yerevan and then to Moscow and then back to Yerevan and then back to Karabakh. This fact alone demonstrates that there is no blockade.’

Vardanyan has been the subject of Azerbaijani criticism since his appointment in November, with Aliyev and other high-ranking officials in Baku repeatedly demanding his removal from power.

Speaking on the panel with Aliyev, Armenia’s Prime Minister Nikol Pashinyan suggested that the blockade of the Lachin corridor violated the 2020 Nagorno-Karabakh ceasefire agreement, stressing that the Lachin Corridor should be ‘outside’ of Azerbaijani control. The 2020 ceasefire agreement stipulates that the corridor should be under the control of Russian peacekeepers.

The Armenian prime minister also called on the international community to pay close attention to the developments over Lachin corridor, noting that it could have ‘irreversible humanitarian consequences for the Armenians of Nagorno-Karabakh’.

Retired army general Grigory Khachaturov detained on charges of money laundering

YEREVAN, FEBRUARY 21, ARMENPRESS. Retired army Major-general Grigory Khachaturov is under arrest amid an ongoing criminal investigation, the Prosecutor-General’s Office said in a statement.

The investigation concerns his tenure as commander of a military base from 2006 to 2010.

Khachaturov is charged with money laundering.

Major-general Khachaturov was the Commander of the 3rd Army Corps from 2016 to 2021.

He was detained by authorities on February 21.

YEREVAN, FEBRUARY 21, ARMENPRESS. Armenian Minister of High Tech Industry Robert Khachatryan, who is on a visit in the United Arab Emirates, met with Mohammed Hamad Al Kuwaiti, the Director of the Cybersecurity Council of the United Arab Emirates.

During the meeting Minister Khachatryan and Mohammed Hamad Al Kuwaiti discussed the possibilities of bilateral cooperation between Armenia and the United Arab Emirates in cybersecurity, the ministry said in a read-out.

An agreement was reached to sign an MoU on cybersecurity to regulate sectoral cooperation.

Khachatryan is leading a delegation to the United Arab Emirates to participate in the International Defense Conference and IDEX 2023 defense exhibition.

Mirzoyan Visits Armenia Rescue Team Sent to Turkey after the Earthquake

The foreign ministers of Armenia and Turkey, Ararat Mirzoyan and Mevlut Cavusoglu met in Ankara on Wednesday and pledged to continue the process of normalization of relations between the two countries that began in early 2021.

As a practical step toward the normalization process, it was announced that work will begin on the restoration of the Ani bridge ahead of the potential opening of the land border between Turkey and Armenia.

“Our meeting today is taking place on the occasion of the deadly disaster,” Mirzoyan said at a joint press conference with Cavusoglu following their meeting. “Being here in Turkey, however, at this difficult moment, I’d like to once again reiterate Armenia’s readiness and intention to build peace in the region, and particularly to fully normalize relations and establish diplomatic relations with Turkey and fully open the border between Armenia and Turkey.”

“Today we discussed certain details related to this process. We have an agreement to restore the Ani Bridge through joint efforts, and to take care of the respective infrastructures ahead of the full opening of the border,” Mirzoyan said, according to Armenpress, whose correspondent traveled with Mirzoyan’s entourage. 

Mirzoyan’s visit to Turkey is taking place while Azerbaijan continues its more than two-month long blockade of Artsakh. Despite a mutual understanding that the talks to normalize relations between Armenia and Turkey would take place without preconditions, official Ankara, including Cavusoglu, has continuously pushed Yerevan to make concessions on efforts to normalize relations between Armenia and Azerbaijan, saying every step of the process will be coordinated with Baku.

Azerbaijan’s blockade of Artsakh was not mentioned in any of the public comments made by Mirzoyan, instead much of the topics addressed during the joint press conference centered on the mutual grief caused by devastating earthquakes in both countries, as well as efforts to open the Armenian-Turkish border.

Cavusoglu thanked Armenia for sending a rescue mission to Turkey, while Mirzoyan hailed that the border between the two countries was opened for the first time in 30 years, when Armenian cargo trucks carrying humanitarian aid drove through the border on Saturday.

Cavusoglu said that during the meeting with Mirzoyan the efforts to normalize relations between Turkey and Azerbaijan were discussed.

“The process of normalizing relations continues in South Caucasus. We believe that the cooperation that happened during the past several days will contribute to this process. The normalization processes of Armenia with Turkey and Azerbaijan, I believe, will contribute to establishing stability and welfare in our region. With sincere steps our three countries can bring lasting stability to the Caucasian region,” Cavusoglu said.

“I’d like to emphasize, if these three countries take sincere steps, we can establish lasting peace and stability in the South Caucasus, and lasting stability in the South Caucasus is extremely important in terms of economic development of this region,” added the Turkish foreign minister.

He also emphasized the importance of the Ani Bridge rebuilding, saying that the Covid-19 pandemic, as well as the Russia-Ukraine war have elevated the need for unimpeded communication in the region.

“I said that today we again discussed what steps we can do in the normalization process. One of them is the reconstruction of the Silk Road Bridge of the historic Silk Road, which is located on the Armenian-Turkish border,” the Cavusoglu said, referring to the Ani Bridge which passes over the Akhuryan River.

“On one hand our preparations aimed for the future continue, there’s research, conclusions and approvals regarding the bridges in the border crossing points on both sides, and there are steps related to the roads leading to the border which we can make. We agreed to speed up these steps,” Cavusoglu added.

At the onset of the effort to normalize relations between Armenia and Turkey each country appointed a special envoy to advance negotiations. Ruben Rubinyan, Armenia’s envoy and Serdar Kilic, his Turkish counterpart, spoke to reporters after the meeting between the foreign ministers and emphasized both countries’ commitment to advance the normalization process.

Kilic, once again, thanked Armenia for its earthquake-related assistance.

The European Union and France were quick to welcome what they called the “historic” meeting between Mirzoyan and Cavusoglu.

“This is a historic visit following Armenia’s decision to support its neighbour in need. Hopefully a harbinger of developments to come in the Turkish-Armenian relationship,” the EU’s special representative to the Caucasus Toivo Klaar tweeted on Wednesday.

“As the Minister of Europe and Foreign Affairs, Catherine Colonna, had the opportunity to announce during her visit to Turkey in September, France supports the efforts undertaken by Armenia and Turkey to normalize relations,” a message from the French Foreign Ministry posted on social media said.

Following his meeting with Cavusoglu, Mirzoyan headed to Adiyaman in southeastern Turkey and met with Armenian rescue team dispatched to assist in earthquake efforts.

Captain of the Armenian brigade Vahe Gevorgyan, briefed Mirzoyan on the progress of the team’s efforts.

“Everyone is approaching us and thanking us. Some even get surprised that we’ve come from Armenia, and in that case they say thank you twice. I can say that our work was flawless, because we were able to effectively work together with the rescuers from other countries,” Captain Gevorgyan told Armenpress.

Grigoryan added that he visited the CIA as part of his visit to Washington.

On Thursday, Grigoryan discussed with US Deputy Assistant Secretary of Defense for Russia, Ukraine and Eurasia Laura Cooper the prospects for developing bilateral relations.

U.S., Armenia, Azerbaijan Top Diplomats will Meet in New York

Secretary of State Antony Blinken urged President of Azerbaijan Ilham Aliyev to adhere to the ceasefire agreement reached last week after Azerbaijani forces launched a large scale attack on Armenia’s sovereign territory.

“Secretary of State Antony J. Blinken spoke today with Azerbaijani President Ilham Aliyev. Secretary Blinken welcomed a halt to recent hostilities between Armenia and Azerbaijan. He urged President Aliyev to adhere to the ceasefire, disengage military forces, and work to resolve all outstanding issues between Armenia and Azerbaijan through peaceful negotiations,” State Department spokesperson Ned Price said in a statement.

Armenia’s foreign ministry announced on Monday that Blinken will host a meeting between the foreign ministers of Armenia and Azerbaijan, Ararat Mirzoyan and Jeyhun Bayramov, In New York when the top diplomat will attend the United Nations General Assembly.

YEREVAN, SEPTEMBER 2, ARMENPRESS. The Ministry of Justice of Armenia, in partnership with the International Foundation for Electoral Systems (IFES), launched a series of thematic discussions relating to electoral reforms, the ministry said.

Deputy Minister of Justice Yeranuhi Tumanyants thanked the event participants and partners, as well as IFES Armenia Director Jérôme Leyraud and his team for the constant and productive cooperation with the Ministry of Justice within electoral reforms.

The deputy minister informed that according to the government’s 2021-2026 Action Plan, the measures aimed at electoral reforms are planned to be implemented by the last ten days of March 2023. She also presented the timetable of the thematic debates and highlighted ensuring inclusive participation to the discussions. 

The event was attended by representatives of parliamentary, extra-parliamentary forces, public administration, civil society organizations and international organizations in Armenia.

Rumors about Azerbaijani refugees returning to Ivanyan or other communities under the control of Artsakh authorities have nothing to do with reality, Artsakh Republic State Minister Artak Beglaryan said, Artsakhpress reported.

According to Artak Beglaryan there is no such an issue on the agenda of Artsakh authorities.

“We consider unacceptable to spread such provocative gossip in the society in this difficult period. As it is, we have numerous unresolved problems, security issues, the burden and responsibility for solving which lies first of all with the authorities. YEREVAN, AUGUST 30, ARMENPRESS. Armenia highly appreciates the stance of the French and United States ambassadors for rejecting the Azerbaijani government’s invitation to visit Shushi, the Armenian Foreign Ministry spokesperson Vahan Hunanyan said in response to a query from ARMENPRESS.

Question: Recently, a conference was held in Shushi with the participation of foreign diplomats and representatives of international organizations accredited in Azerbaijan. What would you comment on in this regard?

Answer: We reiterate our position regarding the inadmissibility of unilateral visits to the territory of Nagorno-Karabakh. We are convinced that the population of Nagorno-Karabakh should be involved in the programs of international cooperation and support. At the same time, we highly appreciate the position of those countries which, having a deep understanding of the conflict, refused to participate in such unilateral action.

The Azeri government said that the French and United States ambassadors to Azerbaijan have ignored their invitation to visit Shushi for an event. Azeri president Ilham Aliyev’s Assistant Hikmet Hajiyev described the rejection as “disrespect towards Azerbaijan’s territorial integrity”, adding that the American and French sides consider the conflict to be unresolved.

As a result of the large-scale investigative operations carried out within the framework of the criminal proceedings being investigated at the General Department of Investigation of Particularly Important Cases of the Central Office and General Military Investigative Department of the Investigative Committee of Armenia, it was found that Lieutenant General M.A. (former commander of Artsakh Defense Army Mikael Arzumanyan – ed.), during the aggressive war unleashed by the military and political leadership of the Republic of Azerbaijan against the Republic of Artsakh, under the conditions of declared martial law, during the period from October 30 to November 9, 2020, during the organization of the defense of the city of Shushi and adjacent regions, showed a negligent attitude towards his official duties by not fulfilling or by improperly performing them, which inadvertently caused serious consequences; the armed forces of the enemy occupied the city of Shushi and its suburbs, the Armenian units suffered casualties and wounded, ARMENPRESS was informed from the press service of the Investigative Committee of Armenia.

Charges were pressed against Mikael Arzumanyan on August 30. He is arrested.
