Armenian-Iranian ties have recently intensified due to "tense"
relations between Russia and Georgia on the one hand and change of
the US administration on the other, an article in the pro-opposition
Armenian daily 168 Zham, authored by Robert Ghazinyan, has said.

The article said that the Iran-Armenia gas pipeline, completed a year
ago, was put into operation in April 2009 due to "current extremely
tense" Georgian-Russian relations, which could lead to a situation
where Russia, Armenia’s main gas supplier, would stop gas supplies
via Georgia.

Ghazinyan said that commissioning of the planned Iran-Armenia railway
would help Russia solve two issues: it could now stop its gas supplies
to Georgia "at any moment" without having Armenia suffer great losses
and at the same time it would not lose Armenia as a gas consumption
market as gas supplies from Iran are still "very limited".

The article said that by offering recently to Armenia a preferential
loan for construction of the Iran-Armenia railway, the Iranian side
proved "how important Armenia is against the background of challenges
faced by Iran". Ghazinyan believes that with this railway Iran will
gain access to Europe through Armenia and will "finally acquire a
new strategic route".

Ghazinyan said that according to a few analysts, such intensification
in Iran’s policy in the region has to do with the change of the US
administration. The article cited the example of Iran’s intensification
in the region, noting that Iranian Parliament Speaker Ali Larijani has
welcomed the Turkish-proposed Caucasus Stability and Security Platform,
saying that the platform will be incomplete without Iran. Ghazinyan
added that no "abrupt changes" are expected in Iran’s foreign policy
before the presidential election in June.

to Armenia.

(FAS Russia) initiated a case against Microsoft for violating
Clauses 4 and 6 Par 1 Article 10 of the Federal Law "On Protection
of Competition".

FAS Russia suspects that Microsoft violated the antimonopoly law by
economically and technologically unjustified termination of production
and supplies of "Microsoft Windows" operational systems (OS) for
PC, box versions – distributives of "Windows XP" OS, to the Russian
Federation, and reducing supplies of the pre-set OS for new computers,
as well as fixing different prices for "Windows XP" operational system.

To prevent and suppress antimonopoly violations of the Russian
Federation in information technology, FAS Russia investigated the
situation on the software market, Federal Antimonopoly Service press
office reports.

Having analyzed the market of proprietary operational systems for PC
(bound software products when the rights holder reserves the monopoly
for their use, copying and modification, and the source code of
software products is protected by copyright), FAS Russia established
that Microsoft has dominant position on the market in question.

Being the only rights holder for the "box" and ÎÅÌ-version of "Windows
XP" OS, Microsoft confirmed in an official letter its decision to
stop retail sales of those products from 30th June 2008.

Analysis of availability of various OS shows that transition to a new
OS – Windows Vista occurs under continuing demand for the previous OS –
Windows XP.

Demand for the "box" and pre-set versions of Windows XP is also
confirmed by retail sellers and the number of orders in state
procurement.

"There is no license version of XP in sale, but if expensive Windows
Vista – Ultimate or Business is purchased, then it is possible to use
"pass to previous version" service", Vladimir Kudryavtsev, head of
IT department of FAS told to "Kommersant".

Microsoft also informed that this version of OS was offered to the
users by providing downgrade rights; another letter of Microsoft
indirectly confirmed the conclusion about the existing demand
for Windows XP: "Downgrade rights will be provided to all buyers
purchasing PC with pre-set Windows Vista Business and Windows Vista
Ultimate operational systems".

According to the information given by "Microsoft Rus" Ltd., operation
systems of the same version have different prices (OS distributed
through PC manufacturers (OEM)). This contains elements of antimonopoly
violations, in terms of economically, technologically and otherwise
unjustified fixing of different prices (rates) for the same goods.

Head of Microsoft in Russia Nicolay Pryanishnikov "is surprised by
such developments". "We stop selling old products as soon as the new
versions appear. This is normal. Simultaneousely we continue providing
technical support to users of older versions", Pryanishnikov said. If
FAS regards this as violation of law, then Microsoft is ready to
considers their opinion, he said.

Lawyers think, this time Microsoft will not be able to escape a
fine, which can reach up to 2 per cent of the total proceeds of the
corporation in Russia. Players in the market estimate the amount of
fine as approximately USD 1 billion. The case against Microsoft will
be heard on 24th July 2009.

Despite Obama’s Campaign Pledges, Action Has Been Slow; Lawmakers
And Activists Are Pushing For Moreby David Herbert

President Obama promised to take a hard line on genocide and other
war crimes during the campaign, but since then he has been slow to
tackle some of Africa’s most intractable conflicts, leaving many
activists impatient and Congress calling for more action.

Most recently, lawmakers have focused on the two-decade-long insurgency
in northern Uganda, where the Lord’s Resistance Army has kidnapped and
conscripted thousands of children and displaced more than 2 million
people. Obama talked tough on such atrocities during the campaign
last fall, pledging to resolve the crisis in Darfur and recognize the
Armenian genocide. And sure enough, the administration features some
heavy hitters from the anti-genocide community, like Samantha Power,
author of A Problem from Hell: America in the Age of Genocide and
now an adviser on the National Security Council, and Ambassador to
the U.N. Susan Rice.

But in April, Obama avoided bringing up the Armenian genocide during
and after a trip to Turkey to avoid offending a key regional ally. With
a growing to-do list of other issues, Obama has been slow to act on
current crises as well, and some activists are tapping their fingers.

"They’re realizing that there aren’t easy answers, that there needs to
be bold action, and they haven’t taken it." — Rep. Ed Royce, R-Calif.

"I think some of us are pretty antsy to have this administration get
their ducks in a row, and while you have these champions in government,
it may take time," said Julia Spiegel, a Uganda-based field researcher
for the Enough Project, an anti-genocide effort of the Center for
American Progress.

A bill introduced two weeks ago by Sens. Russ Feingold, D-Wis., and
Sam Brownback, R-Kan., and Reps. Jim McGovern, D-Mass., Brad Miller,
D-N.C., and Ed Royce, R-Calif., would require Obama to develop a
comprehensive strategy to end the brutal two-decade-long war in Uganda.

The U.S. has collaborated with Kampala to take out Lord’s Resistance
Army leader Joseph Kony before, with disappointing results. In
December, the U.S. Africa Command provided financial and logistical
support to the Ugandan army in a botched cross-border raid that
failed to catch Kony and indirectly led to the slaughter of hundreds
of Congolese villagers by retreating LRA fighters.

The Uganda bill is just the latest prod from Congress encouraging
Obama to take action on African conflicts.

Five representatives publicly chided the president in March for not
having appointed a special envoy on Sudan. A week later, Obama tapped
former Air Force Major Gen. Scott Gration for the post.

Despite the president’s perhaps understandable focus on other domestic
and international issues, Royce sees the reliance on Congress
for encouragement and leadership problematic. And at a time when
the administration doesn’t appear to have the appetite to pursue
aggressive solutions, the California Republican worries that Obama
is considering loosening sanctions on the Sudanese government as a
sign of good faith, something he considers a mistake.

"I noticed that candidate Obama was very critical of [George W.] Bush’s
Sudan policy," said Royce, who has been active in resolving conflicts
in Liberia and Sierra Leone. "Now they’re realizing that there aren’t
easy answers, that there needs to be bold action, and they haven’t
taken it."

Obama’s early moves on Darfur haven’t been a hit with activists either,
particularly the fact that there was no envoy yet in place when the
International Criminal Court issued an arrest warrant for Sudanese
President Omar Al-Bashir in March. The military strongman expelled
13 aid organizations in retaliation, worsening the humanitarian
crisis. Jerry Fowler, president of the Save Darfur Coalition, said he
and others had unsuccessfully lobbied the administration for months
to appoint an envoy before the widely expected warrant was handed down.

Gration’s belated appointment also raised some eyebrows among activists
— the general had previously lobbied for the top job at NASA — and
they are anxious for the president to follow through on a campaign
pledge and present a plan to end the genocide in Darfur.

"There’s a critical need for the administration to articulate what
their strategy is on Sudan," Fowler said. "[For Obama,] just using
his voice would be of huge importance."

The Enough Project had hoped that Obama would mention Darfur in his
Cairo speech today, and he did, if fleetingly. Northern Sudan is
overwhelmingly Muslim, as is most of Darfur.

Regardless of complaints that the administration isn’t making these
conflicts a priority, there are signs that the administration and
Congress aren’t communicating well enough with African leaders. In
Uganda, many government and military officials were caught off guard
by the recent bill, which they learned about from belated local press
accounts, according to Angelo Izama, a Ugandan political reporter and
founder of a think tank on security issues in the Great Lakes region.

"It took everyone by surprise," he said. "If anything, it shows you
how removed some of this activism is from the players here."

ST. PETERSBURG (RFE/RL)-Armenia and Azerbaijan reported further
progress towards the resolution of the Nagorno-Karabakh conflict
after a fresh meeting of their presidents held in Saint-Petersburg,
Russia on Thursday.

Presidents Serzh Sarkisian and Ilham Aliyev spoke one on one for about
two and a half hours before and after being joined by their foreign
ministers and the U.S., Russian and French mediators co-chairing
the OSCE Minsk Group. It was their fifth face-to-face encounter in
one year.

Neither president made any public statements after the
talks. Sarkisian’s office issued only a written statement saying that
the meeting took place "in a constructive atmosphere."

"The parties agreed to move forward in the negotiating process," the
statement said. It added that they instructed their top diplomats and
the mediators to continue their efforts to narrow Yerevan’s and Baku’s
disagreements and to prepare for yet another Armenian-Azerbaijani
summit.

"Although we cannot talk about a breakthrough or substantial
progress today, the parties are moving forward and have agreed
to continue negotiations," Foreign Minister Eduard Nalbandian told
journalists. Nalbandian’s Azerbaijani counterpart, Elmar Mammadyarov,
gave a similarly positive assessment of the talks.

"What we heard today [from the presidents] is creating a basis for
the continuation of our work," Mammadyarov told RFE/RL’s Armenian
service. He said he believes that the Saint-Petersburg talks were
more productive than the previous Aliyev-Sarkisian meeting held in
Prague a month ago.

According to the mediators, during that meeting Aliyev and
Sarkisian bridged some of their differences on basic principles of a
Nagorno-Karabakh settlement proposed by the troika. The Minsk Group’s
U.S. co-chair, Matthew Bryza, has repeatedly spoken of "significant
progress" made in Prague.

Bryza told RFE/RL’s Armenian service last week that the Armenian and
Azerbaijani leaders are unlikely to iron out all of their disagreements
on "a handful of remaining principles" in Saint-Petersburg and will
therefore need to hold more talks "relatively quickly." "Based on
their conversation in Prague, I do believe that a breakthrough can
happen at Saint-Petersburg and/or shortly thereafter," he said.

Matthew Bryza said it is very positive that Azerbaijani and Armenian
ambassadors to Russia Polad Bulbuloglu and Armen Smbatyan will meet
in Nagorno Karabakh.

Mathew Bryza told APA exclusively it is great that the parties have
more contacts. Bryza said he has no information about the date of
the meeting and other details and added the organization does not
have to organize the meeting of the ambassadors. American co-chair
said he does not expect a piece of paper to be signed during the
St. Petersburg meeting of Azerbaijani and Armenian Presidents.

"I do hope that they will agree to work through some differences of
the concept on specific basic principles. If the presidents agree,
we will discuss the other issues. This is a work in progress. We are
working through the last few concepts of Madrid document that still
have to be agreed," he said.

Matthew Bryza said it depends on the results of the presidents’ meeting
whether the co-chairs will visit the region after June 4 or not.

"First we have to see what will happen on Thursday. But OSCE Minsk
Group co-chairs will visit the region again to continue their work,"
he said.

Yerevan, Armenia, (SANA)- President Serzh Sargsian of Armenia
underlined Tuesday his country’s commitment to deepen historic and
friendly relations with Syria in all domains, hoping to meet Syrian
President Bashar al-Assad as soon as possible.

During a meeting with Syrian Foreign Minister Walid al-Moallem in
Yerevan, President Sargsian pointed out to the importance of boosting
bilateral ties between the two countries.

The two sides discussed the latest developments in the Middle East
and Caucasus.

Earlier, Minister al-Moallem held discussions with Armenian Prime
Minister Tigran Sargsian on ways of developing ties between Syria
and Armenia, particularly in the economic and cultural fields.

At the Armenian Foreign Ministry HQ, official talks were held between
Minister al-Moallem and his Armenian counterpart Edward Nalbandian
in the presence of the Syrian-Armenian sides.

The two sides discussed the situation in the Middle East and
Caucasus. Viewpoints were identical on the necessity of adopting the
political solution, stemmed from a real will by the sides concerned,
as a way for solving crises in the two regions.

"In the morning, in the evening, whenever you need me I got time
…… I don’t mind, I am Pisces, you are a Cancer, better believe
that is a sign…" These are the lyrics of the new Turkish airline
advertisement featuring the American movie star Kevin Costner.

Kevin Costner, in the morning or in the evening, whenever you have
time, you should read about the Turkish involvement in the Armenian
genocide, and about the suffering of the Kurds. Just feel like a star
and read about the everyday slaughtering of the Kurds by the brutal
Turkish government. You are a star and don’t need an advertisement
to tell you that. But don’t undermine our intelligence, and insult
both history and the present, by advertising Turkish products.

In the morning or in the evening, whenever you have time, check
out the news about the bombardment being carried out by the Turkish
fighting machine in Kurdistan. You will realize that the Kurds are
people like any other, who deserve to live a dignified life.

You may be Pisces, but the Turkish government is worse than a
cancer that is eating the Kurdish lives. Many superstars like you
are concerned about human rights, the rights of minorities and the
sufferings of people. Superstars support human rights not only in
their own country, but all over the world. It is a given that movie
stars are like any other person, wanting freedom, safety and security
all over the world. You do realize that in this life you are either
Bud or you’re a participant [1]. Who are you in this democracy?

It is obvious that Kevin Costner, like any other American, has a view
on the Iraq war. But if you look more closely in to the Middle East,
you will see that Turkey is not much different from Iran in the way
that it treats the minorities. Barack Obama marked "the Armenian
tragedy" in his speech in April [2]. And the Turkish government
didn’t even like Obama’s sugarcoated phrase, the Armenian tragedy —
even though the European parliament has recognized it as genocide.

The Armenian genocide was a crime against humanity and the world
is no longer ignoring that illegal and immoral act by the Turkish
government. It is frustrating that in the beginning of the American
election, Barack Obama’s opinion on the issue of the Turkish government
recognizing the Armenian genocide was clear [3]. The fact of the matter
is that Turkey has never recognized the Armenian genocide it committed
and it is not very far from committing another massacre in Kurdistan.

My plea to Mr. Costner is to boycott Turkish products and to demand
that the American government recognize the Armenian genocide and the
suffering of the Kurdish nation. The positive effect of the boycott
will be to start to move Turkish public opinion towards putting
pressure on their government to treat their minorities according to
human rights law.

Turkey is the country that does not allow over 25 million Kurds
in Turkey to speak their native language, Kurdish. The Turkish
parliament member, Layla Zana, of Kurdish origin, was sentenced to
prison for speaking in Kurdish in parliament. Is this the country
that Mr. Costner wants to be associated with?

What I don’t understand is the way that an actor would ignore all the
problems that Turkey is causing in the region. Can you imagine someone
ignoring the holocaust and acting in an advertisement insulting the
Jewish nation? I don’t think that is imaginable, especially in the USA.

In Iraqi Kurdistan, the Kurds are not only rejected by Turkey as a
nation, but are also suffering missiles and bullets. Let it rain,
let it snow and let Turkey stop the bombardment of the villagers in
the Qandil Mountain in Iraqi Kurdistan.

Every intellectual Kurd in the world was under a misconception that
the USA was on the Kurds’ side and they would not let the Kurds
down. The Kurd intellectuals were correct for a while; however things
have changed. The situation changed when the USA took Turkey’s side
over Kurdistan when kept silent over the Turkish daily bombardments;
even though Kurdistan has been America’s only ally inside Iraq in
this last war.

Kurds feel like that they have been let down not only by the American
government, but also by a part of the American nation, represented
by Kevin Costner, even though record shows that the Kurds are one of
the only true allies of the USA in Iraq. It is also worth mentioning
that not a single American life has been lost in the Kurdistan region
despite the troubles facing them in the rest of Iraq.

It is clear that the Kurds have been laboring under a serious
misapprehension!

Preliminary Results Publicized: Republican Party Of Armenia Leading

PRELIMINARY RESULTS PUBLICIZED: REPUBLICAN PARTY OF ARMENIA LEADING WITH 190,171 VOTES

Elections for the Yerevan City Council took place in the Armenian
capital on May 31. 407 745 citizens or 52.85% of the voters
participated in the elections.

According to the preliminary results published by the Central
Electoral Commission, the Republican Party is leading with 190,171
votes, followed by Prosperous Armenia Party (91,141 votes) and the
Armenian National Congress (69,871). Orinats Yerkir Party received
20,959 votes, ARF Dashnaktsutyun – 18,648 votes, the People’s Party –
8,569 votes and the Labor Socialist Party of Armenia – 1,951 votes.

The number of valid ballots was 401,310. 10,493 ballots were considered
invalid.
