SOLAR POWER HARNESSED ON CAPITOL LAWN: Assemblymember Paul Krekorian
joins fellow legislators, businesses, environmental and educational
groups to demonstrate the viability and value of a mainstream solar hot
water market in California

SACRAMENTO – As temperatures approached 100 degrees, Assemblymember
Paul Krekorian (D-Burbank), spoke on the steps of the Capitol last week
about the need to enact the Solar Hot Water and Efficiency Act of 2007
(AB 1470), which will help free California from its dependence on fossil
fuels, reduce air pollution and global warming, and lead to lower energy
bills for consumers. AB 1470 passed the Senate Appropriations Committee
yesterday and will soon be voted on by the full Senate.

Assemblymember Krekorian, coauthor of this important solar energy bill,
said that a statewide incentive program is a vital step in encouraging
renewable energy development in California. "Investing in solar energy
is not only positive for the environment, it is also essential to the
economic future of this state," said Krekorian. "In an era of rapidly
increasing oil prices, a robust solar energy program will save consumers
money and create thousands of good jobs in California, all while giving
us a healthier and more sustainable environment for the future."

When he served on the Burbank Board of Education, Krekorian was a
leading advocate for changes in the district’s use of energy. Reforms
that Krekorian spearheaded led to significantly increased energy
efficiency in the district, including the installation of solar heating
systems in the district’s high school swimming pools. These reforms
allowed the district to save millions of dollars in energy expenses,
allowing more of the taxpayers’ dollars to be focused on the classroom.

"Modern solar water heating systems allow homes and businesses to slice
their natural gas consumption by half," he said. "This helps consumers
reduce their energy consumption, lower greenhouse emissions from
traditional natural-gas water heating systems, and save on their energy
bills. AB 1470 is a vitally important step in ensuring that we achieve
those goals."

Krekorian also spoke about the economic stimulus that would be created
by the developing solar energy industry in California. Many of the
leading solar energy businesses in the state were present for the press
conference to demonstrate their cutting-edge products. "Throughout the
world, people are suffering from skyrocketing oil prices and the
environmental destruction caused by fossil fuels," Krekorian said.
"There is a worldwide demand for renewable energy sources, and I believe
California has every advantage in being the worldwide leader in this
developing industry. We should strive to make California the Saudi
Arabia of solar energy, and AB 1470 is another important step in that
direction."

"AB 1470 is a historic bill for California," said Sue Kately, Executive
Director of the California Solar Energy Industry Association. "The solar
water industry is growing by leaps and bounds worldwide. With this bill,
California can step back into the lead bringing the state cleaner air,
greater energy independence and more jobs.

Assemblymember Jared Huffman, Chair of the Assembly’s Environmental
Safety & Toxic Materials Committee, is the author of AB 1470. "Solar
power represents a significant energy resource for California," said
Assemblymember Huffman. "California can continue to seek greater energy
independence, fight global warming, and save homeowners and businesses
money by encouraging a mainstream market for solar water heating."

In addition to Huffman and Krekorian, other co-authors of AB 1470
include Assemblymembers Mark Leno, Mark DeSaulnier, Amina Carter and
Lloyd Levine and Lori Saldana, all of whom were present at the event.

AB 1470 is a companion bill to the Million Solar Roofs bill (SB 1
-Murray) signed into law last year. AB 1470 would create rebates for
solar water heaters through a small surcharge on gas bills.

During the press conference on AB 1470, numerous displays were set up on
the North Capitol Lawn to demonstrate how solar water heaters work and
the benefits of a mainstream solar power market. Educational booths
included those by Solarhart, Heliodyne, Sierra Pacific Solar,
SunTechnics, FAFCO, CALSEIA, Davis Energy Group, California Sustainable
Energy Center, Rahus Institute, Trendsetter Industries and The Solar
Depot. CALSEIA provided free ice-cream cones, which were kept cool with
solar electric power by an Akeena Solar mobile photovoltaic truck. Also
present at the event was Environment California, the Clean Power
Campaign, and the Planning and Conservation League.

Assemblymember Paul Krekorian (D-Burbank) represents the cities of
Burbank and Glendale, and the Los Angeles communities of Atwater
Village, Los Feliz, North Hollywood, Silver Lake, Toluca Lake, Valley

ANKARA: The PKK’s Cooperation With The Greek

THE PKK’S COOPERATION WITH THE GREEKS

European Union is a union that always gives importance to human
rights. But ironically, one of two EU member states, Greek Cyprus, is
basically founded by so-called leaders with acknowledged backgrounds in
terrorism. The other one is Greece, whose spoiled acts and support of
terrorism ironically do not disturb the so-called Western civilization
either. This is the Greece that surpassed European states in practicing
double-standards, injustice and atrocities by prohibiting our kinsmen
living in Western Trace to be called ‘Turk’ and establishing their
own associations under the name ‘Turk’ in spite of the decisions
of the European Court of Human Rights (ECHR), and appointing Muftis
(religious leaders) from Athens forcibly and not letting the Turks
to choose their own Muftis.

Our relations with Greeks and Greek Cypriots, who are protected
by hypocritical West, are managed despite their hostile efforts to
collaborate with the Armenians to spread libelous and false news and
engage in defamation campaigns.

Hypocritical Western world cannot answer this issue, which best
exemplifies its injustices: "Why could Czech and Slovak communities,
which are very similar in terms of ethnicity, religion, language,
history and culture, secede from Czechoslovakia in one night and
this was welcomed. Or why Yugoslavia was allowed to split into seven
peoples and seven republics, while two hostile societies [in Cyprus],
which do not have any relations and do not have any common aspects
in terms of ethnicity, religion, culture and history, are tried to
be hold together forcibly?"

What are the goals of Western nations in this compulsion? Hypocritical
Western states have to explain why they disregard the support of
Greece and Greek Cyprus for terrorism, while they always express
their disapproval of terrorism.

As a matter of fact, it would be naïve to expect those, mostly NATO
member EU nations, which support the terrorism of the Kurdistan
Workers’ Party (PKK) militarily, politically and economically in
various degrees, to condemn Greece and Greek Cyprus about such support.

* Greece’s support for the PKK:

It is obvious that the PKK is supported by Greece, considering the
PKK’s historical development with major support from Greece. Greece
has always intended to damage Turkey in every way and seize a portion
of our land as a part of its ‘great idea’, "Megali Idea".

To this end, Greece initially helped the establishment and assistance
of ASALA, the Armenian Terror Organization, with the agony she
experienced after our 1974 Peace Operation in Cyprus. Following our
state’s strike against ASALA, Greece changed her tactics and started
to play its cards on Kurds.

In this context, first it initiated the "Lavrion Camp" near
Athens. Ayfer Kaya with the code name Rozarin, who was responsible for
military training at the Lavrion Refugee Camp that was once used to
treat foreign refugees, told in an interview with the Time Magazine
that Kurdish young men coming to the camp receive military training
under the auspices of Greek officers. They are then they sent to
Turkey for terrorist activities.

It was known that until the 1990s, Lavrion was one of PKK’s most
important training bases along with Bekaa Valley. Those activities
in Lavrion, which is still known to function, are continuing right
in front of the secret services of our so-called NATO allies. This
point, and the fact that our allies are trying to take advantage of
the PKK card for their intentions about Turkey, is more obvious when
the origins of the guns captured from the PKK are considered.

It is an acknowledged fact, that Lavrion and the support given to the
PKK is a national policy of Greece and it is backed by every Greek
government and the deputies of PASOK, DIKKI and the YDP.

Following developments and information about the PKK’s active presence
in Greece as a result of Greeks’ and Greeks Cypriot’s vengeance pursuit
for their defeat in 1974 are presented in various media agencies:

· Stelyos Papathemelis, who was a member of the Greek Parliament,
was a PASOK member who nourished and directed ASALA’s and PKK’s
activities against Turkey.

In 1978-1979, he joined and represented his party in the conventions
organized by ASALA in various European countries, and made speeches
such as: "Turks are enemies of all of us. They only understand
violence, so their blood has to be shed in order to bring them to
their knees." During his two terms of Public Order Ministry in the
PASOK government, Papathemelis supported terrorism against Turkey
in Greek Cyprus. In October 29, 1994, while Turks in northern Cyprus
were celebrating their "Republic Day Festival", Public Order Minister
of Greece came to the island and participated in a convention in
Lefkoşa (Nicosia). In the convention, he got together with
representatives of the PKK, ASALA and a Greek terrorist organization
functioning in Cyprus under the name of "Committee of Solidarity
with Kurdistan". In the convention, the future terrorist activities
in Turkey for the year 1995 were discussed and decisions were made.

Another person who was helping the terrorist activities of the PKK was
a PASOK politician Panayotis Sguridis, who was the vice president for
the president of the Greek Parliament, Apostolos Kaklamanis. He was
a fan of terrorist chief Abdullah Ocalan, who killed 35,000 innocent
people. Sguridis paid countless visits to PKK camps in Syria and
Lebanon and met Ocalan there.

Among the other Greek politicians who supported the PKK terrorist
organization, were PASOK deputy Dimitrios Vunatsos, Greek Parliament
President Apostos Kaklamanis, ex-Minister of Education Dimitrios
Arsenis, ex-Minister of National Defense Tsohazopoulos, ex-Minister of
Foreign Affairs Pangalos. During the first term of the Prime Minister
Andreas Papandreou, PKK’s activities in Greece, which used to be an
important educational and logistical base for the PKK, were moved to
Greek Cyprus as a result of pressure from Turkey and reactions from the
world. As Greek Cyprus started to reach some of it goals in accessing
the EU in the mid-1990s, it got encouraged and intensified the support
for the PKK that it once gave to ASALA as a so-called state policy,
in accord with hostility toward Turkey and the goal of capturing the
whole island to itself.

* In this context:

In 1990, offices of Kurdistan National Liberation Front (ERNK) and
Kurdish Democratic People’s Unions (YDK) opened in Lefkoşa.

Following this, Kurdistan Culture Association Office was opened
in Limassol.

Trodos, Mashera and Stavrovoru terrorist camps were built in order
to train PKK members and send them to Turkey to commit terrorist
activities. The camp in Trodos was built on the land that belongs to
the Greek National Church.

Moreover, two offices in Limasol and Lefkoşa that belonged
directly to PKK were opened with special help from Cypriot Greeks.

It was confirmed that in the March of 1996 Greek Orthodox Church
invited the head terrorist Ocalan to city of Baf (Paphos) and gave
him a significant amount of money.

It was known that in 1990s, the PKK was smuggling arms over Lazkiye
Harbor while trafficking drugs to Europe through Greek Cyprus.

It is was also known that Greek Cyprus was a first stop for the
guns that the PKK acquired from several countries. The allegations
about transportation of the arms that the PKK purchased from Russia,
which included $7 million-worth of guns and 8 SAM-7 ground-to-air
anti-aircraft missiles, by a Greek Cypriot flagged ship called Nissos
to Greek Cyprus and then to the PKK over Syria exemplify this point.

There are more allegations that Greek Cyprus carried out those
activities more secretly after its accession to the EU.

It is known that in the early 2000s, about 500 PKK militants took
shelter in Greek Cyprus and took payment from the Greek Cypriots
under the name of social assistance.

It is known that institutes and terrorists of PKK extensions received
support from European and Greek Non-governmental Organizations (NGO)
and in addition to this, the Greek Administration supported those
extensions in terms of material and political assistance.

In line with Greek Cypriot National Policy, the Democratic Center
Union Party’s (EDEK) and Greek Communist Party’s (AKEL) common policy
was that "Turkey is the common enemy of the Kurds and Greeks" and
therefore the PKK should be supported in every way. This particular
point shapes the Greek-PKK relations.

It is known that wounded PKK terrorists in our southern borders were
most of the times treated in Greek Cypriot hospitals.

The most solid example of Greek’s hostile policies against Turkey is
the fact that when terrorist Abdullah Ocalan was apprehended in Kenya
on February 16, 1999, he had a Greek Cypriot passport arranged in
the name of Lazaros Mavros, who was a columnist in the Fileleftheros
Newspaper, published in Greek Cyprus, and the head terrorist is taken
from the Embassy of Greece in Kenya.

It is rather meaningful that right after this incident, Representatives
House of the Greek Cyprus has taken decisions that condemned the
arrest of the head terrorist and declared the continuation for the
support given to the PKK.

It is obvious that enemies of Turks, who clearly have common goals
about Turkey, are going to take advantage of Greek Cyprus, which is in
a strategically important location because of its proximity to Turkey,
Syria and the Middle East. This is important because as the PKK cannot
continue its activities in Syria and Lebanon freely it will use the
island as a base thanks to special efforts and support from the Greeks.

* Escalation of PKK Activities in KKTC

It is especially attention attracting that since the gates opened in
Cyprus on April 23, 2003, Greek agents and PKK elements, who can freely
enter northern Cyprus, increased their terrorism serving activities in
northern Cyprus. It is also striking that PKK-related associations and
institutes in Greek Cyprus have increased their propaganda aimed for
Kurdish-descendant students and citizens in northern Cyprus and have
started to provide those students with financial assistance. The PKK
militants among the Kurdish construction workers on both sides of the
island have intensified PKK propaganda and recruitment efforts under
the Greek Administration’s watch and support, facilitated by the free
passage through the borders and the present indifferent policies of
the northern Cyprus administration. Another important point is that
all anti-Turkish activities in the world are controlled and directed
from Greece, and PKK militants take their orders from their so-called
commanders in Greece.

Efforts for the withdrawal of the Turkish troops from the island

The common and most important aim of PKK militants and some similar
groups in northern Cyprus and Greek Cypriots as well is the ‘withdrawal
of the Turkish troops from the island’.

Our kinsmen in Cyprus are intensely propagated, and they are tried to
be deceived about this issue by false and very unfair news. However,
there is a historical fact that has to be remembered: the massacres
Greek Cypriots committed against our kinsmen in 1963 and in 1967,
which were performed according to the Akritas Plan. However, the
Turkish Armed Forces saved our kinsmen from almost being totally
massacred in 1974 after a Greek coup, which was a part of a second
plan called Ifestos. Therefore, it is necessary to mention that a
possible withdrawal of the Turkish troops from the island will not
only facilitate the goals of imperialist Western nations, but it will
also jeopardize the future of our kinsmen and will help to strengthen
the presence of PKK terrorists on the island.

Foreign Minister Vartan Oskanian indicated on Thursday that his
participation in next year’s presidential elections is unlikely
despite an opinion poll suggesting that he is the most popular of
potential contenders.

Oskanian left indications last year that he is seriously considering
joining the race to succeed President Robert Kocharian. That prompted
speculation that he, rather than Prime Minister Serzh Sarkisian,
is Kocharian’s preferred successor.

Speaking at a regular news conference, Oskanian was asked whether he
has already made a decision. "Those who want to be candidates are
already speaking out. The fact that I don’t speak out means that I
am not a candidate," he replied without elaborating.

Oskanian, who has served as foreign minister since 1998, added only
that he still does not know what he will do after Kocharian completes
his second and final term in office next March.

A leading pro-Kocharian pollster told RFE/RL earlier this week that
a recent U.S.-funded poll conducted by his Armenian Sociological
Association found that Oskanian would have garnered the largest number
of votes if the presidential ballot had been held in July.

Gevorg Poghosian said Sarkisian was less popular than not only Oskanian
but opposition leader Raffi Hovannisian and Kocharian-connected
businessman Gagik Tsarukian as of July.

"The results are interesting," Oskanian said, commenting on the
survey. "I haven’t studied them in detail, I don’t even know the
numbers. In any case, they are interesting, but don’t make me so
enthusiastic that I will make decisions based on them."

There are lingering questions as to whether Oskanian, who was born
in Syria and later became a U.S. citizen, is eligible to run for
president. Under Armenia’s constitution, only those individuals who
have been Armenian citizens and lived in the country for at least
ten years preceding a presidential election can be registered as
candidates. Kocharian granted Oskanian Armenian citizenship in April
1998. The forthcoming vote is expected to take place in February or
March 2008.

be damaged further if the U.S. Congress recognizes the killings of
Armenians at the hands of the Ottoman Empire as genocide, warned
Dr. Ian O. Lesser, member of the team drafting the Transatlantic
Trends 2007 survey, senior fellow of the German Marshall Fund of the
United States.

"But this is not the only case. The Turkish public opinion is very
sensitive about the Kurdistan Workers’ Party (PKK) attacks. The United
States should do something on that issue not only to win the hearts
here but also as a strategic decision," he said.

The survey, unveiled yesterday, analyzes relations between the
United States and European countries through a series of studies in
13 countries, including Turkey.

There is growing frustration among Turks over perceived U.S. ignorance
on the PKK’s presence in northern Iraq, placing the country near the
top of a list of anti-American nations.

I hear what everyone else is hearing, Lesser said. The Armenian
Genocide resolution is expected to pass this year. Even though it is
symbolic, Turkish public opinion will harshly react to that. But both
parties should try to keep their reaction as moderate as possible

Lesser was not optimistic that the new leadership in Turkey, including
the new president and foreign minister, could change the current
chill in ties between the two NATO allies.

He said that a powerful majority government would be important to
mend existing fences but warned the problematic areas in bilateral
relations such as the PKK and the genocide resolution remain on the
table, Turkish Daily News reports.

The enlarged solemn session of the NKR Central Electoral Commission
taken place on September 4th, has been devoted to the official
ceremony of delivery of the certificate to the newly elected
president of Nagorno-Karabakh Republic.Welcoming the participants
of the session,the chairman of the NKR CEC Sergey Nassibian in the
opening word has attached importance the fourth election of the NKR
president taken place on July 19th, 2007, as one of the significant
events of the NKR history, as they have passed according to democratic
principles in conditions of the civilized, free, fair and transparent
competition. According to the chairman of the CEC, the last election
was marked also by unprecedented activity of voters.

The NKR CEC, assuming a basis the reports of the Local Electoral
Commissions on results of the NKR presidential elections taken place
on July 19th, 2007, at the session of July 21st has summed up and
in connection with overwhelming majority of voices – 59326 (85.1%)
from 69693 voters, who had voted for all the candidates, according to
the 83rd clause of Selective Code, by his decision Bako Sahakian has
recognized as the elected president of Nagorno-Karabakh Republic. On
behalf of the Central Electoral Commission and all the presents
congratulating Bako Sahakian in connection with election of the NKR
president, Sergey Nassibian has handed over to him the certificate
of the NKR CEC on election of the NKR president and has wished him
fruitful and effective activity for welfare of our people. In his turn,
the newly elected president Bako Sahakian has expressed gratitude
for delivery of the sertificate, estimating highly the work of the

YEREVAN, SEPTEMBER 6, NOYAN TAPAN. Armenia has never come up with
an initiative of its own during the Karabakh negotiations, on the
contrary, it has agreed to proposals, which became stricter day by
day and had no legal basis. Larisa Alaverdian, a member of the NA
Zharangutiun (Heritage) faction, expressed such an opinion at the
September 6 meeting with journalists. She also expressed an opinion
that "the so-called compromises" indeed suppose one-sided concessions
of the Armenian side.

According to L. Alaverdian, not the Artsakh people’s self-determination
right, but violation of the self-determined Nagorno Karabakh people’s
rights should be discussed during the negotiations. "Otherwise, the
next question emerges: where Karabakh is self-determined, whether in a
part of territories of the Republic of Azerbaijan, which is not so,"
she said. According to Alaverdian, the Nagorno Karabakh problem has
no legal connection with the territorial integrity of the Republic
of Azerbaijan, there is only a politicized connection. The current
Azerbaijan has been recognized as a successor of Democratic Azerbaijan
and not of Soviet Azerbaijan, which supposes waiving the right of
sovereignty towards NKR.

The MP considers unacceptable putting in circulation the formulation
"territories under control of the Armenian forces for Karabakh
independence." As she affirmed, these territories are liberated,
reintegrated lands belonging to NKR.

Larisa Alaverdian does not agree to the anxiety that the bill
on Karabakh’s recognition de jure, which has been introduced by
Zharangutiun’s leader, Raffi Hovannisian, can impede the negotiations
process. According to her, Azerbaijan’s position is more extremist
("everything is mine, and Karabakh is the revolted part of my people"),
but this does not impede the negotiations.

ArmInfo. Armenian Foreign Minister Vardan Oskanyan met NATO Secretary
General Jaap de Hoop Scheffer in Brussels, Tuesday. The sides met
within the framework of the European New Neighborhood Policy Conference
and the Foreign Ministers Meeting.

Armenian Foreign Ministry press-service told ArmInfo that at the
beginning of the meeting Vardan Oskanyan pointed out the importance
of fulfilling the points of Individual Partnership Action Plan, in
particular, elaborating a national security strategy, opening NATO
Information Center in Yerevan, establishing a crisis management center,
as well as making legislative initiatives on reforms in the defense
sphere. The minister appreciated the assistance of NATO member-states
in the implementation of the Individual Partnership Action Plan
with NATO. In particular, he mentioned the consultative assistance
and welcomed NATO decision to appoint a new coordinator. The sides
touched upon the organization of NATO-Armenia political consultations
(26+1 format). In this context, the foreign minister stressed the
importance of conducting consultations with the Alliance on security
and foreign policy affairs. The sides also discussed Armenia’s
participation in NATO peacemaking activity. NATO Secretary General
assessed the cooperation of NATO and the South Caucasian states,
introducing the results of NATO Summit to be held in April 2008
in Bucharest. The parties discussed issues concerning Kosovo and
Afghanistan and regional processes. At the request of NATO Secretary
General, Vardan Oskanyan touched upon the Karabakh negotiations.

YEREVAN, SEPTEMBER 3, NOYAN TAPAN. "Today the Armenian art of singing
has lost its face, as all singers are singing either about denied
love or khachkars (cross-stones). And all TV companies are showing
monotonous video clips shot on the basis of those songs and therefore,
promote distorted culture," author of songs Ruben Hakhverdian said
this at a meeting held at the Hayeli (Mirror) club on September 3. In
his words, unfortunately, representatives of "show business" receive
financial assistance from official circles or oligarches, and it is the
Armenian art of singing that first of all suffers as a result of this.

And the RA Ministry of Culture, according to R. Hakhverdian, is
not able to control the TV air, "and if this situation continues,
we will lose our language and culture soon."

Another participant of the meeting, singer Anna Mayilian, considers
that not real values are appreciated in Armenia due to lack of state
mentality, therefore, the best artists "are left out and have to
leave the homeland."

According to the singer, if there is state mentality, the Armenian
culture will develop not only inside the country, but will also go
out to the international arena.

ARMENIAN GOVERNMENT’S ACTION PLAN FOR 2008-2012 ON STATE YOUTH POLICY DEVELOPED

YEREVAN, SEPTEMBER 3, NOYAN TAPAN. The Youth Policy Department of the
RA Ministry of Sport and Youth Issues has developed and submitted
to the government the RA government’s action plan for 2008-2012 on
state youth policy, as well as the RA state budget’s 2008 expenditure
program of state youth policy.

The expenditure program of state youth policy gives priority to
promotion of young people’s active participation in social life,
increasing their employment, and assisting with their spiritual,
cultural and patriotic education. Importance is also attached to
development of cooperation with youth organizations and provision of
state assistance to their activities, examination of young people’s
social and economic problems and taking measures aimed at their
solution.

According to a press release of the Center for Organization of Youth
Events of the Ministry of Sport and Youth Issues, one of the priority
directions of the program is creation of regional and community
youth centers.

The priorities also include ensuring the legal field of youth issues
by making laws and other legal acts regulating this field.

Aram Karapetian, a radical opposition leader, reaffirmed on Monday
his intention to contest next year’s presidential election, saying
that he will win more votes than any other opposition candidate.

Karapetian said he will therefore not join the ongoing negotiations
among other top opposition on the possibility of fielding a common
presidential candidate.

"I officially state that I will be nominated as a presidential
candidate and will not join forces with anyone," he told a news
conference. "I will go it alone."

"I welcome negotiations among all sections of the opposition. I will
be happy if they agree on a single candidate. But I will not take
part in such negotiations," added Karapetian.

It is widely agreed that Armenia’s fragmented opposition can mount
a serious challenge against the main pro-government candidate,
Prime Minister Serzh Sarkisian, only if it rallies around one or
two well-known candidates. The lack of opposition unity greatly
facilitated the landslide victory of Sarkisian’s Republican Party
(HHK) in parliamentary elections held last May.

Karapetian, who has spent much of the past 15 years in Russia and
makes no secret of his pro-Russian views, disputed this widely held
belief, saying that the abundance of contenders will actually make it
impossible for Sarkisian to win the election outright in the first
round. "In my view, the run-off will be between Serzh Sarkisian and
Aram Karapetian," he claimed.

Karapetian also claimed that he will do well in the upcoming
presidential ballot not least because he has more campaigning funds
at his disposal than any other opposition hopeful. He said the source
of the money is his Moscow-based businessman brother and "very rich
friends" living in Russia and Armenia.

Official results of the legislative polls showed Karapetian’s Nor
Zhamanakner (New Times) party garnering only 3.4 percent of the vote
and failing to gain any parliament seats. Still, the performance
was better than expected given the small size of the party and its
lack of access to government-controlled television. Karapetian was
clearly buoyed by it, announcing plans to join the presidential race
immediately after the May vote.

The Central Election Commission (CEC) barred the Nor Zhamanakner
leader from contesting the previous parliamentary elections held
in May 2003 on the grounds that he had not permanently resided in
Armenia for the past five years. The minimum residency requirement
set by the Armenian constitution for presidential hopefuls is ten
years, meaning that Karapetian will not be eligible for the Armenian
presidency unless the CEC reconsiders that decision.
