President’s Press Office reports that in response to the question of
"Aravot" daily whether the information that that the President has
granted pardon to three persons imprisoned under the case of March
1 correspond to reality, President’s Spokesman Samvel Farmanyan said:

"With a decree dated December 3rd President Serzh Sargsyan
granted pardon to three detained persons – Edward Ashughyan, Arman
Margaryan and Artur Nazaryan, who were imprisoned for 3-3.5 years
for participating in the disorders in Yerevan on March 1, showing
resistance to the police and committing other acts of violence.

When taking the decision to sign the decree on amnesty, the President
of the republic took into consideration their requests of amnesty
to the President, lack of previous convictions, circumstances of the
criminal case, as well as family circumstances.

The President has always been ready to consider the requests for
pardon.

There has been no change in these approaches."

The third match of junior chess teams of Armenia and India will be
launched today. The second match which took place yesterday finished
in a draw – 2:2.

Zaven Andriasian scored a vital full point against reigning Abhijeet
Gupta and Samvel Ter Sahakyan turned the tables on Deep Sengupta to
help Armenia draw the second match 2-2 in their friendship chess match.

Note that Indian team has 3 points and Armenians only 1. The leader
of the tournament is Indian team.

Package Of Bills On Local And Territorial Government In Yerevan Not

PACKAGE OF BILLS ON LOCAL AND TERRITORIAL GOVERNMENT IN YEREVAN NOT PUT ON AGENDA

YEREVAN, DECEMBER 1, NOYAN TAPAN. The RA National Assembly’s last
autumn regular four-day session started on December 1. 49 issues and
11 international agreements are on the agenda. Besides the bills,
the agenda also includes 2009 activity programs of the RA Public
Services Regulatory Commission and State Committee for Protection
of Economic Competition, Control Chamber, as well as reports on 2007
activity of a number of state structures.

Putting on the agenda the package of bills on local self-government
and territorial government in Yerevan in second reading was postponed
by 15 days under RA National Assembly’s decision. According to RA
NA Speaker Hovik Abrahamian, the issue was also discussed in the
profile committee On State and Legal Issues, and a decision was made
to hold enlarged parliamentary hearings of the package on December
12. Besides, an agreement was reached to discuss the package with
the participation of RA Deputy Prime Minister Armen Gevorgian with
Council of Europe experts. After the discussions, if it is expedient,
the package will be discussed at the NA special sitting to be convened
by the end of the year.

The only opposition faction, Zharangutiun (Heritage) was against the
decision of postponing. According to the faction, the terms set by
the constitutional amendments of 2005 are again violated by a regular
postponing of draft’s discussion.

The president of Higher Education Board (YOK) of Turkey, Yusuf Ziya
Ozcan, requested in the mandate sent to the offices of university
rectors that Jewish and Armenian students in Turkey be allowed to take
a vacation during their religious holidays, Hurriyet daily reported.

The mandate also extends to Jewish and Armenian academic staff being
able to benefit from the same right, Hurriyet wrote.

Therefore the religious festivals of Jewish and Armenian students
were recognized at an institutional level for the first time.

The YOK also sent the mandate to the chief rabbi’s office and the
Armenian Patriarchal Presidency to inform of the decision.

Turkey, Armenia and Azerbaijan are scheduled to intensify diplomatic
contacts, boosting prospects for reconciliation in the troubled
Caucasus.

The Foreign Ministry announced yesterday that Foreign Minister Ali
Babacan will travel to Azerbaijan this weekend. Today’s Zaman has
also learned that Armenian Foreign Minister Edward Nalbandian, who
visited İstanbul this week to attend a ministerial gathering of the
Black Sea countries, is planning to invite Babacan to Yerevan for
the next meeting of the regional group.

Nalbandian was in İstanbul on Monday for attending a meeting of the
Organization of the Black Sea Economic Cooperation (BSEC), a regional
cooperative organization with Armenia currently holding the rotating
presidency. While in İstanbul, Nalbandian met with Babacan.

Nalbandian told Today’s Zaman that he planned to invite Babacan "at
the earliest opportunity" to a foreign ministers’ meeting of the BSEC
which will be hosted in Yerevan on Apr. 29, 2009.

Turkish diplomatic sources declined to comment on Ankara’s possible
response, noting that they haven’t received an official invitation
yet. The eventual decision will be made in reference to "the course
of affairs" in the ongoing negotiations with Armenia, the same sources
told Today’s Zaman.

Ahead of the foreign ministers’ meeting, Yerevan will host working
meetings for BSEC energy ministers on March 13, for BSEC transportation
ministers on March 27, for BSEC agricultural ministers in first week
of April, and for environment ministers on Apr. 10. Stressing the
importance attached to the BSEC by Ankara, diplomatic sources haven’t
excluded the idea of Turkey’s participation in these meetings.

Turkey severed its diplomatic ties with Armenia and closed its border
in 1993 in protest against the Armenian occupation of Nagorno-Karabakh
in Azerbaijan. Ankara says the normalization of relations depends on
Armenia’s withdrawal from Nagorno-Karabakh and an end to Yerevan’s
support for the Armenian diaspora’s efforts to win international
recognition for claims that Armenians were subjected to genocide at
the hands of the Ottoman Empire. But a visit by President Abdullah Gul
in early September to Yerevan to watch a World Cup qualifying match
between Turkey and Armenia’s national teams broke the ice between
the two countries. Officials have been holding talks on the possible
normalization of relations since that historic visit.

In September, on the sidelines of a UN General Assembly meeting in
New York, Babacan and Nalbandian had three-way talks with Azerbaijani
Foreign Minister Elmar Mammadyarov to discuss the Nagorno-Karabakh
dispute.

The Foreign Ministry yesterday announced that Babacan will travel to
Baku on Sunday for a two-day official visit at the invitation of his
Azerbaijani counterpart.

In addition to bilateral and regional affairs, the two ministers will
also discuss Ankara’s proposal for a Caucasus Stability and Cooperation
Platform to promote dialogue between the countries of that region,
the ministry said in a brief statement.

Meanwhile, a meeting of the Organization for Security and Cooperation
in Europe (OSCE) in Helsinki in early December is expected to offer an
opportunity for a new trilateral meeting between the foreign ministers
of Armenia, Azerbaijan and Turkey, although no formal decision on
such a meeting has been made yet.

ArmInfo. President of Armenia Serzh Sargsyan called success of the
Armenian chess players in the Olympiad in Dresden a victory of the
team unity. ‘We are a small people, and it is important for us to be
more recognizable in the world. A serious step was made today on this
way’, the Armenian president told journalists in Dresden.

He said that the team will be back to Yerevan on November 26. ‘If we
returned today, we would arrive in Armenia late at night, however, it
is incorrect to bother the people late at night as our chess players
will be greeted by the whole people’, S. Sargsyan said. He noted that
chess gained popularity in Armenia after the victories of the ninth
World champion Tigran Petrosyan. ‘Everyone started to play chess in
Armenia after Tigran Petrosyan’, S. Sargsyan emphasized.

To recall, the Armenian men’s team got the victory over the Chinese
chess players in the final round of the World Chess Olympiad
in Dresden and has become the Olympic Champion the second time
in succession. President of Armenia was in Dresden to support the
Armenian chess players.

that the mission of the festival is to recover the woman’s role in
the society, by covering her problems through films. 50 films from
11 countries will be presented in the festival. "Best film" prize
will be awarded in the end of the festival.

The guests of the festival are Andrey Gerasimov (director, Russia),

Sahakian, who is in US on a visit, delivered in Los Angeles a speech
at the Gala Dinner Party organized by the "Hayastan" All-Armenian
fund and to the "Telethon-2008", the Central Information Department
of the Office of the NKR President reports.

Below you can find the full text of the President’s speech.

"Respected compatriots, Dear friends, Ladies and gentlemen, I am
very much happy to have an opportunity to welcome once again at this
overcrowded hall. This is the best evidence of the fact that Artsakh
and Diaspora are united and consolidated, that Artsakh-Armenia-Diaspora
trinity has been strengthening and becoming more practical day by day.

First of I congratulate you as citizens of the United States of America
on electing new president. Indeed, the victory of Barack Obama is
an important event in the history of America and world democracy. I
hope that his readiness to address issues the Armenian people face
will contribute to further strengthening and diversifying relations
between our countries.

I would like also to thank all of you that even today when the USA
faces financial crisis you are ready to contribution to the development
and prosperity of your Motherland. At t at the bottom of our hearts
we are grateful to you for such20a great devotion and kind-heartedness.

Friends, a full year has passed since our previous meeting. I would
like to introduce you changes, which also owning to you have taken
place in Artsakh within this time period. In virtue of your immediate
assistance in different settlements of the republic new schools,
kindergartens, medical institutions and water pipes have been built
and rebuilt; a number of programs are in progress. Practical and
realistic programs have been carried out to solve social problems,
to increase living conditions of people and improve demographical
situation, a strategically important sphere for our state.

Recently we solemnly celebrated an unprecedented event – the Grand
Karabagh Wedding. As a result nearly 700 new families were formed in
Karabagh. This undertaking was carried out under the patronage of our
compatriots from Russian and its goal is to stimulate birthrate and
having many children in our country. This is very important for the
future of our people and republic. In this respect I want to introduce
an important figure: the programs being carried out resulted in nearly
3000 marriages registered within the 10 month period of the current
year. This is against the background of 750 to 800 marriages, which
were registered annually in the last five years.

Considerable changes have taken place also in the size and structure
of the state budget. The 2008 state budget exceeds that of the
previous year=2 0more than 1,3 times. The volume of monies allocated
to agriculture, forestry and water industry by current year state
budget exceeds that of the 2007 more than 3,8 times, in the sphere of
social security 1,5 times. In the spheres of education and science
the difference is 27%, in capital investments it is 22%, and in the
sphere of culture it is around 29 percent.

Reforms have been implemented in the spheres related to investments
and entrepreneurship too. As a result of these reforms the country’s
economy has received more than 10 million dollar foreign investments
in the current year.

In spite of positive changes it must be noted that the current year is
a quite difficult one for our republic. Almost all settlements of the
republic have suffered from unprecedented frost and strong winds. It
caused several million dollar damage to our economy. However, the
people of Artsakh were able to cope with those difficulties also and
came off with flying colors.

It became possible by dint of exerting every effort, systemized and
consolidated work of population, personnel of the armed forces and
authorities of the republic.

Artsakh people are well aware that only through laborious work they
can build and enrich their country, make the land of their ancestors
flourishing and prospering, leave free and independent, strong and
invincible Motherland to the generations to come. You, our world-spread
compatriots, our sisters and brothers,=2 0who are always ready to be
useful to their Motherland and nation on the other side of the ocean,
have important role to play too.

The best proof of this can be considered the annual telethons organized
by "Hayastan" All-Armenian fund. The entire Armenian people have
been united around this idea. I want to assure you that every cent
you contribute to the Motherland will give its worthy result, will
be multiplied and serve its very purpose. Your kind deeds will be
memorized and passed from generation to generation.

Compatriots, the "Telethon-2008" is again devoted to the development of
Armenian and Artsakh economy especially to revival of the countryside,
securing development of villages and rural settlements and improving
living standards of the population. The sums collected during the
already traditional telethons will be spent on building and reviving
state infrastructures, as well as on securing normal living conditions
for people.

The top priorities of our economic development are the spheres
of education, science, culture, health protection, capital
construction. The solution of problems related to the security of
our republic is of great importance too.

Strong and efficient army is the most important guarantee of security
of our people. The authorities of the state are have been doing
everything possible to keep the army always ready to fulfill the
tasks put before it.

Friends, I am very much confident that we will continue to build our
country together, do our best so secure quiet, peaceful and worthy
life for the people of Artsakh on the land of their ancestors land
and make their homes and the Motherland prosper.

This year we have celebrated the 20th anniversary of Artsakh Heroic
Movement with in a great way and reiterated publicly that we are
resolute in our choice. The land of Artsakh has been and will always be
an Armenian. We have paid too high price to live a free, independent
and secure life in our own land and not even for a moment we have
right to forget about blood that has been shed by the best sons of the
Armenian people. The best perpetuation of the memory of our martyrs
will be the strong and prosperous Nagorno Karabagh Republic.

We said many times before and will always say that the independence
and security of Artsakh are of exclusive values cannot be subject to
any speculation.

Compatriots, the future of Artsakh is a task for the entire Armenian
people and only being united and consolidated we can realize our
national goals, only together we can secure bright and radiant future
for dear to all of us Artsakh and the worldwide Armenians.

ANKARA: The Turkification Of Turkey

Turkey’s Defense Minister Vecdi Gönul made the headlines recently
with his remarks on the history of the country’s nation-building
process. "One of the great achievements of Ataturk… is the
population exchange between Greece and Turkey," he said, speaking
at the commemoration of the death of the country’s founder. "Could
Turkey be the same national country had the Greek community still
lived in the Aegean or Armenians lived in many parts of Turkey?"

These words of the minister — whose ministry is a most weird one,
because it is subordinate to the military that it is supposed to
supervise in a real democracy — implied that he was content with
the loss of Turkey’s Armenians and Greeks. The former had been "lost"
during the tragic expulsion of 1915, and the latter were "exchanged"
with the Turks in Greece in 1923. And according to Mr. Gönul,
Turkey became the nation it is today thanks to these designs on its
populace. Before criticizing the minister, I think we should simply
acknowledge that he was telling the truth.

Yes, in the past century Turkey has been "Turkified" by state
power. This was done by the removal of the non-Muslim elements,
first, and then by the assimilation of the non-Turkish Muslims into
"Turkishness." Turkey’s ethnically conscious Kurds, who are the only
"survivors" of this Turkification policy, are today also the focus
of the country’s deepest problem.

This historical truth definitely sounds irritating to the liberal and
even multi-cultural ears that most of us have. But we can get such
things right only by putting them in their historical context. And we
can understand this context only by going back to the Ottoman Empire.

In the middle of the 15th century, with the conquest of Constantinople
and other Balkan territories, the Ottoman state had turned into a
multi-ethnic and multi-religious empire. And until the beginning of
the 19th century, it had little reason to worry about the continued
existence of this structure.

Yet as the tides of European nationalism poured in, the Christian
people in the Western parts of the empire started to crave
independence. First the Serbs and than the Greeks rebelled, and the
latter achieved their independent state as early as 1829. It was a
sign of the coming troubled times.

In return, the Ottomans started to think of ways to win the hearths
and minds of their non-Muslim subjects. Soon they would try this by
turning them into full citizens with equal rights, through the reforms
edicts of 1839 and 1856. "I notice the Muslims of my people in the
mosque, the Christians in the church, and the Jews in the synagogue,"
said Sultan Mahmud II, who initiated this reform process. "There is
no other difference between them in terms of my love and justice." But
this policy called "Ottomanism" did not work. Uprisings among Christian
people of the empire continued.

At the end of the disastrous Ottoman-Russian war of 1877-78, the
empire lost most of its Balkan territories by having to accept the
independence of Romania, Serbia, Montenegro and Bulgaria. This would
soon lead the Ottoman elite to lose their hopes of the loyalty of
their Christians citizens. (The Jews, meanwhile, remained always
loyal and thus trusted.)

The fall of Ottomanism brought forth "Islamism," the policy of Sultan
Abdulhamid II, which was based on the idea of keeping the Muslim
elements of the empire intact. (This is not to be confused by the
radical ideology of Islamism devised by 20th century thinkers such as
Sayyid Qutb.) But when even the Muslim Albanians revolted in 1912,
and Muslim Arabs showed signs of nationalism, "Islamism" turned out
to be ineffective as well. That’s why "Turkism," an ideology that had
been flourishing among the Young Turks since the early 20th century,
dominated the scene. Turks were now the only element that was trusted.

Neighbor against neighbor Islamism’s appeal actually continued for a
while, and the War of Liberation, 1919-22, was based on it rather than
Turkism, but the triumph of the latter was predestined by history. At a
time when almost all emerging states were trying to create homogeneous
societies, Turkey could hardly have been different. Moreover, the
bloody reconquista of the Balkans created not just distrust but also
was disgusting to the Christian elements of the empire.

The newly emerging Balkan states were as nationalist as they could
be, and their militants decided to take revenge of the "Turkish yoke"
from their Muslim neighbors. Thus, as the Ottoman armies were pushed
back to Anatolia, especially in the bloody Balkan Wars of 1912-13,
drones of fleeing Balkan Muslims reached Istanbul, bloody and bruised,
and brought news of the Muslim-slaughtering infidels. The horrific
things you saw in the Balkans in the 1990’s, that ruthless "ethnic
cleansing" that the Serbian Chetniks carried out against Bosnian
Muslims, was just a sequel to what had happened a century ago.

That’s why the founders of modern Turkey were convinced that
cultural homogeneity was the only way to keep the nation intact. I
am not saying this to justify the tragedies caused by their mindset,
most notably the dreadful expulsion of Armenians in 1915. But I am
saying this to explain the historical context. The Turkification of
Turkey was not a malicious plot by fascist minds, but the outcome
of a troubled historical process that turned nation against nation,
neighbor against neighbor.

Today, of course, we live in a different age. It is time to heal the
wounds of the past and make peace with the enemies of yesteryear. The
only valid criticism against minister Gönul might be that he did not
stress this enough in his controversial speech. But he was telling
the truth, and the truth is bitter. And that is because the history of
not just Turkish nationalism in particular, but nationalism as such,
is bitter.
