The Georgian opposition sets the "second wave" of protests against the
President of the country, Georgi Khaindravan, one of the oppositional
leaders said. According to him people from other regions are going
to join the protesters in the capital of Georgia. The leaders of
the Georgian opposition called on the protesters to gather today in
front of the Parliament building to get informed about their future
activities.

Center for National and International Studies (ACNIS).

While Armenia views today’s Barack Obama-Abdullah Gul meetings through
the prism of border relations and genocide recognition, from the
broader perspective of US national interests, Turkey is seen to now
hold particular strategic significance, for three main reasons.

First, the Obama Administration recognizes Turkey’s more recent role as
a resurgent regional actor, with influence and access in the broader
Middle East, the Black Sea and the Caucasus. Within this context,
the Obama Administration is now seeking to leverage Turkey as a
mediator or facilitator to deal with Syria and Israel and possibly
even Afghanistan and Pakistan. Washington is also now considering a
new Turkish role in supporting the US approach toward Iran as well.

Secondly, for the US, especially in the wake of the August 2008 war in
Georgia, there is a new need for stability and security in the South
Caucasus region. And for American interests, the possible breakthrough
in Turkish-Armenian relations, and the resulting benefits of open
borders and at least normal diplomatic relations between Ankara and
Yerevan, offers a dynamic opportunity for greater regional stability.

Third, from the American perspective, Turkish cooperation is
an essential requirement for US military needs in Iraq and even
Afghanistan, as Turkey serves as a vital center for logistics and
military operations in both theaters. In light of this broader context,
the issues of the Armenian Genocide, and even Cyprus, are actually
now seen as secondary considerations.

Yet as the aura of the Obama visit will soon start to fade, the
limits of US-Turkish relations will become clearer, and even more
considerable. The inherent limits of Turkey’s role in support of the
US strategic agenda are rooted in the reverse of the very same three
factor outlined above.

First, no matter how attractive Turkey’s new effort to reassert its
role in the broader regions of the Middle East, Black Sea and the
Caucasus, this is very much a Turkish initiative-based on Turkish
interests and not designed to please or support either the US or the
European Union. In fact, there is now clear evidence to the contrary,
as Turkish leaders have strongly condemned Israel for its actions in
Gaza, imposed strict new limits on NATO activities in the Black Sea
and have even made it clear that the Turkish initiative in the Caucasus
has more in common with Russian interests than with American goals. And
judging by past Turkish efforts, such as inviting the leaders of both
Iran and Sudan to Turkey, it does not seem very likely that Ankara
will be too anxious to support Washington’s foreign policy agenda,
no matter how much they may like Obama (or his wife).

Second, Turkey was still the only NATO member to adopt a position of
"neutrality" during the Russia-Georgia war, and actually imposed
limits on US Navy ships attempting to reach Georgia during the
crisis – each move reflecting its now close relationship with Russia,
not Washington. And for the Caucasus, Turkey not only announced its
"Caucasus Stability and Cooperation Platform" without even informing
the US (or NATO) in advance, it even withheld support for the US bid
to obtain "observer" status in the Black Sea Economic Cooperation
(BSEC) organization.

And third, in light of the Turkish perception of a threat from the
emergence of the Kurds in northern Iraq, the only real ally for the
Americans in Iraq, it is also unlikely that Turkey will assist or
support US military operations in Iraq in any sincere or meaningful
way. Rather, the Iraq and Kurdish issues only promise to remain
fundamental obstacles in US-Turkish military relations for some time to
come.Although the Obama visit can be seen as an important and symbolic
event, Turkish and US interests seem likely to only diverge even
further, while Turkey and Russia become closer. Such a more realistic
assessment also affirms that the real burden for Turkish-Armenian
relations rests with Ankara, not Yerevan or Washington.

For these reasons, President Obama seems unlikely to offer any clear or
coherent recognition of the Armenian Genocide on this April 24. Beyond
the immediacy of "will he/won’t he" speculation of using the g-word,
Turkish-American relations over the coming months may actually serve
to bolster, not weaken, Obama’s campaign promises to pursuing a strong
and sincere recognition of the Armenian Genocide.

ArmInfo. Last week (March 30-April 5) Armenian banks provided loans
worth 9.2 bln AMD and $12.4 mln, the press-service of the Central Bank
of Armenia told ArmInfo.

According to the source, over the current week (April 6-10) the banks
bought $35.491 mln at the average exchange rate of 371,68 AMD/$1 and
sold $38.268 mln at the average exchange rate of 374,11 AMD/$1 in the
intrabank currency market. In the interbank currency market the banks
carried out no operations on currency purchase and sales on April 6-10.
Over the given period, no operations on currency purchase and sales
were carried out in NASDAQ OMX Armenia either.

Over the period from March 2 till April 5 the banks provided loans
worth 41.3 bln AMD and $61.4 mln. In the intrabank market the banks
bought $168.024 mln on March 16-April 10, the average exchange rate
growing by 0,4%, and sold $195.742 mln, the average exchange rate
falling by 0,2%. In the interbank currency market no operations on
currency purchase and sales were carried out on April 3-10 inclusive,
and on March 9-April 3 the volume of operations amounted to $186.492
mln, and the average exchange rate fell by 0.2% .

In NASDAQ OMX Armenia operations on currency purchase and sales worth
$36.760 mln were carried out on March 9-April 3, the average exchange
rate falling by 0.1%. According to the data of NASDAQ OMX Armenia, over
the period from March 26 till April 10, currency operations were
carried out only on March 30, and their volume amounted to $100 thsd.
For this reason the volume of USD transactions in the stock exchange
decreased by 99,4% on March 9-April3.

To note, as of 1 Jan 2009 the summary credit portfolio of Armenian
commercial banks exceeded $2 bln, having increased in 2008 by 51,3%.
Provision of crediting of the banking system was over 62%.

Armenian Apostolic Church celebrates the destruction of hail by Jesus

YEREVAN, APRIL 10, NOYAN TAPAN. Three main PR conceptions have
been formed in Armenia’s home political sphere on the threshold of
Yerevan Council of Elders elections. PR adviser, political scientist
Gerasim Barseghian said at the April 10 press conference. According
to him, the first conception is aimed at very much politicizing the
forthcoming elections, the author of which is the radical opposition
represented by the Armenian National Congress (ANC). The second PR
conception, according to G. Barseghian, is a conception dedicated to
purely Yerevan problems, aimed at solving everyday issues, the bearer
of which is the Republican Party of Armenia (ANC). And the third is
mixed agitation including both big political and small organization
issues and is characteristic of ARFD and People’s Party.

In my opinion, most efficient PR technologies regard the second
conception," G. Barseghian said. In his words, an Armenian
voter does not treat Yerevan Mayor’s elections as he treats state
elections. "Though a thought was voiced in press that we are not going
to elect a rubbish disposal manager, nevertheless one of the three
problems Yerevan residents are concerned with is the very problem of
rubbish disposal," he stressed. G. Barseghian added that opposition’s
message, "it will be hot," "the second round," is evidence that
Yerevan Council of Elders elections will not proceed quietly. However,
according to his prediction, the situation will not reach a critical
point as it happened after the 2008 presidential elections.

PR technologist Karen Kocharian, in his turn, agreed that state
elections are perceived in another way in Armenia than local
self-government elections, even if in case of Yerevan including almost
the half of country’s population. He added that on May 31 the main
struggle will proceed between first RA President Levon Ter-Petrosian
and current Yerevan Mayor Gagik Beglarian.

YEREVAN, April 10. /ARKA/. Armenia’s authorities stand ready to
back local competitive enterprises, RA President Serzh Sargsyan said
Thursday during his interview to the First Russian TV Channel.

"Our priority is to boost competitive enterprises that are ready to
keep making profits with government support," Sargsyan was quoted
saying.

Though Armenia is capable of overcoming difficulties on its own,
it also relies on its friends, the president added.

"The overwhelming majority of Armenia’s citizens are apt to think
thousand ties connect us with Russia, considering this country to
be our strategic partner and friend," Sargsyan said, adding the
partnership between the two countries has been fixed by laws and
becomes apparent in everyday life.

Touching upon a possible thaw in Armenian-Turkish relations, the
Armenian president said "it is high time that Armenian authorities
launched a dialogue with Turkey."

To the question: "What will be the future of Armenian-Turkish
relations?" Sargsyan answered: "It is wrong to have closed borders
and hostile relations with neighbors in the 21st century."

The president expressed a hope that Armenia and Turkey would establish
diplomatic relations and open their border soon.

the Turkish-Armenian border, Azerbaijan’s Consul General in Kars said.

"Repair works are being carried out in Armenian territory. Roads
leading to Alican are being repaired in Turkey," Hasan Zeynalov said,
adding that population of Kars and Igdir are worried by reports on
opening of borders, the Azeri Press Agency reported.
