on awarding a medal ‘For the Merits to the Motherland’ to Director
of the Rescue Service of Armenia, first deputy Head of Minister of
Emergency Situations Eduk Barseghyan. Awarding has been timed to
the Rescuer Day being marked in the republic today, the presidential
press service reported.

Director of Ukraine-based Center for Political Studies and Conflict
Science Mikhail Pogrebinski spoke in an interview with Day.Az.

Day.Az: Recently, development of GUAM, which unites also Azerbaijan
and Ukraine, has experienced some stagnation recently. How effective
is the cooperation between Azerbaijan and Ukraine in the format of
this organization?

Mikhail Pogrebinski: Inefficiency of GUAM is a recognized fact. Even
experts, who initially with enthusiasm accepted creation of this
organization as a tool for joint "friendship against Russia", now
describe it as a "mirage". Meantime, Ukraine, of course, is very
interested in cooperating with Azerbaijan.

Q: Azerbaijan does not rule out military solution to the Karabakh
conflict. How real is the resumption of hostilities in the region?

A: Although I am not a military expert, it is obvious to everyone
how important efforts Azerbaijan has made in terms of procurement
of weapons, including in the sphere of military-technical
cooperation with Ukraine. Azerbaijani armed forces enhance power
constantly. The authorities have determination to use the ultima
ratio regum. Azerbaijan’s military budget significantly exceeds that
of Armenia.

At the same time, at least according to the published data,
the superiority of Azerbaijan’s ammunition over Armenia and
Nagorno-Karabakh forces does not apply to not all heavy weapons. For
example, it is superior over armored vehicles and aircraft, but as
I understand it, not over artillery.

Moreover, military experts believe that confrontation in steep
terrain has significant features that reduce significance of heavy
equipment. Much, of course, depends on training and readiness of
personnel, but here it is up to professional military experts to
judge the balance of power between Azerbaijan and Armenia.

Q: Armenia, in turn, increases cooperation within CSTO counting on
the support of the organization in event of a new war in Karabakh. Do
you admit the possibility of such intervention on the part of this
organization?

A: Of course, while in Kiev, it is difficult to judge the depth of
the commitments to Armenia, which Moscow claimed within the CSTO in
the event of extraordinary situations. Perhaps these commitments are
very significant and this may seriously affect the balance of forces
in the region.

Major armed conflict can, without doubt, seriously mix cards in
"the big game" carried out by non-regional players in the Caucasus
– Moscow, Washington, Brussels and Ankara. The latter, especially
Washington and Ankara, are interested in ensuring safety of certain
oil and gas pipelines lobbied by them. It is known that, for example,
during the clashes in South Ossetia energy projects Baku-Tbilisi-Ceyhan
and Baku-Tbilisi-Erzurum were in a rather vulnerable situation.

Therefore, it seems to me that the Azerbaijani side will seek to
most effectively use threat of massive use of force emphasizing the
determination of its intentions, especially with regard to the fate
of regions surrounding Nagorno-Karabakh and at the same time clearly
estimating possible consequences of each hard step.

Gary Shaw wants to host a world championship fight with Vic Darchinyan
in the champ’s homeland of Armenia.

Pretty tall task for a country that’s never hosted a professional
boxing match ever.

Shaw and Darchinyan recently met with the President of Armenia, Serzh
Sargsyan, along with the President of the Armenian Olympic Committee,
Gagik Tsarukyan to discuss the opportunity.

"Armenia has never hosted a professional boxing event much
less a world championship fight, so who better to headline than
Armenia’s number one sports personality, Vic Darchinyan," said Shaw,
Darchinyan’s promoter. He continued, saying President Sargsyan has
expressed his readiness to implement the fight, and that "it would
attract thousands of Armenian boxing fans and would be an excellent
opportunity to present Armenia to the world since this would be
televised internationally."

"Establishment of diplomatic ties between Turkey and Armenia is
normal," Azerbaijani parliament’s security and defense committee chair
Aydin Mirzazade said commenting on Turkish Foreign Ministry’s statement
that Turkey and Armenia will start talks to resume diplomatic ties.

"The numerous statements by Turkish official who said that
Turkey-Armenia border will not reopen until Armenia withdraws its
troops from the occupied Azerbaijani lands are still in force,"
Mirzazade said.

"It is normal that countries will be establish diplomatic relations,
but as Turkey has announced strategic relationship with Azerbaijan,
I think these two things should be linked with each other," he added.

"Given the fact that are intense negotiations between Armenia
and Azerbaijani presidents Ilham Aliyev and Serzh Sargsyan on the
Nagorno-Karabakh conflict, I think on this background there are
parallel negotiations on restoration of diplomatic relations between
Armenia and Turkey," he said.

"But such a process is also possible that Armenia will be tasked to
withdraw its troops from occupied Azerbaijani lands and at the same
time Turkey will resume relations with Armenia. I see these processes
in an interconnected form. I do not believe that Turkey will change its
opinion for a short period of time. I also do not believe Turkey will
change its friendly relations with Azerbaijan for the sake of opening
the border with weak and at the same time aggressive Armenia," he said.

Late Monday night, Yerevan time, international news outlets are
reporting that Turkey and Armenia agreed the same day to establish
diplomatic relations, overcoming a seemingly intractable rift that
dates to the early 20th century, culminating in the 1915 Genocide of
Armenians under Ottoman-Turkish rule and the incorporation of western
Armenian lands in the modern Turkish republic.

Monday’s joint statement, issued by the foreign ministries of
Armenia and Turkey and mediator Switzerland, said they would begin
"internal political consultations" on protocols to establish diplomatic
relations and develop bilateral relations. (See full text of statement

The neighboring countries, which agreed to restart negotiations
after mediation from Switzerland, would be setting up and developing
relations for the first time, Turkish Foreign Ministry spokesman
Burak Ozugergin said.

He said the upcoming talks should last about six weeks, he said.

It is unclear, however, whether the talks will touch on the dispute
over the World War I-era killings.

The issue is a major stumbling block to Turkey’s aspirations to join
the European Union and has strained ties with the United States,
with both pressuring Turkey to recognize the killings as genocide.

Turkey was one of the first countries to recognize Armenia’s
independence in 1991, but the two countries never established
diplomatic relations and their joint border has been closed since 1993.

singer of Armenian origin, Michel Legrand will arrive in Krasnodar
with his orchestra in late September.

According to the Yerkramas newspaper, the joint concert of Legrand
with the Krasnodar Big Band conducted by George Garanyan will be
held, the director general and artistic director of "Premiere",
Honored Artist of Russia Tatiana Gatova said.

Michel Legrand is a famous French composer, author of music for the
films: "The Umbrellas of Cherbourg", "The Young Girls of Rochefort"
and many others, he is an Armenian by his mother’s side. Mother of
Legrand, Haykanush Ter-Mikaelian, was a pianist, her father, Sargis
Ter-Mikaelian, escaped from the Armenian Genocide in Ottoman Turkey,
and found refuge in France.

Vashadze will pay a two-day working visit Armenia September 4, press
service of the Georgian Foreign Ministry reported.

"The visit will take place in the format of political dialogue
between Armenia and Georgia," deputy foreign minister of Georgia
David Jalagania said.

During the visit the Georgian foreign minister will meet with his
Armenian counterpart Edward Nalbandyan, representatives of the
country’s legislative and executive bodies. "During the meetings in
Yerevan issues on bilateral relations between the two countries and
issues of regional importance will be discussed," David Jalagania said.
