The ruling Republican Party of Armenia (HHK) on Tuesday laughed off
opposition claims about the impending downfall of President Serzh
Sarkisian and holding of fresh presidential and parliamentary elections
in the country.

Opposition leader Levon Ter-Petrosian predicted such a scenario during
a rally held by his Armenian National Congress (HAK) in Yerevan the
previous evening. He said popular anger and external challenges facing
Armenia will soon force Sarkisian to step down.

"These were the latest fairy tales from the first president," Razmik
Zohrabian, a deputy chairman of the HHK, told RFE/RL, reacting to
Ter-Petrosian’s speech.

"In reality, there are no grounds in the country for pre-term
elections. This is their wishful thinking, their dream aimed at
buoying people supporting them," he said, adding that the HAK is in
fact preparing for the next, regular presidential and parliamentary
elections due in 2013 and 2012 respectively.

Zohrabian also claimed that only up to 4,000 people attended Monday’s
rally that marked the second anniversary of the bloody suppression of
anti-government protests staged by Ter-Petrosian following a disputed
presidential election.

"What kind of a popular revolt it is when you hold a rally timed to
coincide with [the events of] March 1 … and only that many people
show up?" he said. "The HAK is not a [political] factor anymore. Any
other political force can gather that many people."

Ter-Petrosian already predicted in March 2009 that Sarkisian and his
governing coalition "will destroy themselves" in the next few months
after failing to prevent a "drastic fall in living standards" which
he said will result from the global economic crisis. "I am deeply
convinced that the country is simply descending into an abyss,"
he said at the time.

President of the Interstate Bank Igor Suvorov.

The RA Government’s press service informed NEWS.am that Mr. Suvorov
briefed the RA Premier on the Interstate Bank’s activities and
strategy, as well as on the bank’s programs in Armenia.

The sides discussed the problems of the Nairit Plant CJSC, prospects
of development and investment programs, as well as modernization of
the plant.

Premier T. Sargsyan expressed his readiness to facilitate the bank’s
activities in Armenia.

A group of Turkish parliamentarians in Washington this week to do a
final push before the Armenian Genocide Resolution which will be put
on a vote this Thursday at the House Foreign Relations Committee.

Turkey’s new ambassador to the US, Mr. Namik Tan exchanged the
credentials with President Obama last Wednesday and has been busy
with holding meetings since then to make some progress over the issue,
an issue that is to many Washington insiders is already a lost cause.

Ambassador Namik Tan gave his first interview to "Studyo Washington",
a daily news program, last Friday, and responded to questions over the
resolution first time publicly. He acknowledged that he already met
with the chairman of the House Foreign Affairs Committee, Howard Berman
a day before and also met with some officials of the US administration.

Tan said: "Turkey wants to bring peace and stability to the Caucusus
region, and I think America has the same goal. The US Congress
is not a place to make a decision over this issue, neither the
legislative branches of other countries. We have been talking to US
administration as well and telling them what the Turkish public think
about the matter."

When asked about the on-going silence of the US administration, Tan
said: "as many know, the US administration is the biggest lobbying
power in the town. I think that they can step in the right direction
while looking at the whole picture of the relationships between
Turkey and America. The public in Turkey is closely following the
developments over the issue. We worry that the Turkish public would
see what is happening at this time [the withdrawn attitude of the US
administration]. Americans should know that this behavior sends the
wrong signals and the Turkish public would display a strong reaction.

We do not want this because this would effect very negatively our
relationships."

Although the Ambassador said that "we do not even want to think about
the possibility of a successful passage at the Committee level,"
and there are understandable and obvious reasons for the Turkish
administration to take this stand for the Committee level voting,
one needs to know that a miracle is needed to stop the resolution at
this point

There are two different interpretations in Washington over the
withdrawn posture of the Obama White House at this time. One is
to say that there is a motionless because the US administration is
intentionally wants the resolution pass this year to sharpen the sword
of Democles to utilize more pressure over the Turkish administration
for other foreign affairs matters that are coming up into the play.

The upcoming sanctions debate over Iran is one of those matters
that Turkey’s attitude will be closely watched at the UN Security
Council by Washington. US Secretary of State Hillary Clinton said
in a hearing at the US Congress last week that she expects the UN
Security Council to impose new sanctions against Iran in the "next
30 to 60 days." The timing just coincides before the April 24, when
the US President releases the traditional Presidential Remembrance
Day statement and chooses the adjectives in his statement over what
happened during World War I.

Another interpretation for the numbness of the White House told by a
Washington source last week. According to this source, who has been
watching closely and writing about the US administrations for the
last quarter of a century, the Obama White House is the messiest
and combined by the most amateurish team of policy makers he has
ever witnessed.

The members of this disconnected White House team also have been
fighting with each other for a while. Obama’s chief of staff Rahm
Emanuel, shot back to his critics who have been demanding for his
resignation recently. Emanuel said through Dana Milibank’s column in
Washington Post last week that the two of the most visible senior
White House teammates, Valerie Jarrett and Robert Gibbs, should be
fired because of the poor job performance they have shown so far.

While defending his record, Emanuel also blamed his boss, Obama,
for not taking his advice for the health care reform and many other
policy issues, which are either stalled or failed for the time being.

In the foreign affairs front, policy differences within the U.S.

foreign policy apparatus also hindered the implementation of an
effective and coherent U.S. policy toward the Iranian nuclear program.

On the one hand, Hillary Clinton slams the Iranian regime every
other day with the harshest words in the international diplomatic
arena, on the other Obama and his White House team still argue that
the diplomatic channels to Iran are open. While State Department
spokesman Philip Crowley told reporters last Monday that Washington
was "looking at the full range of possibilities" regarding Iranian
problem, implying that the military options are still on the table,
Chairman of the Joint Chiefs of Staff Admiral Mike Mullen said on the
same day in a Pentagon briefing that he supports using diplomatic and
economic pressure against Iran, noting "no strike, however effective,
will be in and of itself decisive," displaying his unwillngness to
talk about a military option as a head of the US Army.

The Washington Post’s veteran columnist David Ignatius gave a stark
statement when he joined the Chris Matthew Show a week ago and said
that manufacturing of the bunker-buster bombs have been accelerated
recently. These bombs penetrate deep into the earth or girth through
a dozen feet of reinforced concrete before exploding. Ignatius was
clear while pointing out the direct link between this acceleration
of manufacturing with the Iranian nuclear facilities, which are
reportedly under the ground.

One of the members of the Congress, who has close ties to Israel,
stated in an off-the-record talk just last week that he and his
friends gave up on working on a gasoline sanctions against Iran.

Instead, he acknowledged that as a Congress, they will work on to
transfer those bunker busters to Israel as soon as possible. I believe,
this statement is one of a kind, showing how the Obama administration
is regarded, or not trusted over the Iran issue, by the lawmakers
who have proximity to Israel one way or another, .

According to an AP story, Democratic Rep. Adam Schiff, who introduced
the ‘ ‘Genocide’ resolution for consideration, said he sees more
favorable conditions than in 2007. "Last time we had President Bush
calling lawmakers at their homes to oppose the resolution," he said.

It seems that Obama needs to make many phone calls to many members
for many issues to get them done. Though, so far Obama we know,
lacks the leadership skills sorely, has a hard time prioritizing the
foreign policy agenda and getting anything done domestically.

I should make myself clear. I am with the second school of thoughts,
who believes that with an administration that appears this messy and
rambling, anything can happen in Washington, including passing the
resolution in the Committee this week.

in the area of boosting contacts between Armenians and Europeans at

said Miquel Angel Moratinos in a joint press conference with Foreign
Minister of Armenia Edward Nalbandian in Yerevan on Tuesday.

The Spanish minister said the EU is well informed of the interests
of the parties and the necessity to exert efforts to implement visa
facilitation. Minister Moratinos said he had assured his Armenian
colleagues that the EU is expected to speed up the activity of the
subcommittee for justice and freedom to take the necessary security
measures and practical steps to facilitate the visa regime as soon
as possible. The Spanish minister said he would like to see an exact
plan for achieving that goal during Spain’s chairmanship.

He presented the reporters a number of books telling about Sumgayit

Referring to what has changed over Azerbaijan’s policy during 22 years

In an article as of Feb. 25 Turkish Hurriyet Daily News once again
appealed to Sisli municipality (Istanbul) to rename "Ergenekon Avenue"
to "Hrant Dink Street".

"We believe the city should reconsider. This would be a small but
important monument to the memory of a man who did so much to foster
understanding. And it is a small step that would certainly ease and
enable the much larger diplomatic, political and social leaps that
we hope will follow," the daily reads.

The author says that the streets’ name changing should be quick and
easy unlike resolution of political problems and confidence-building
that requires long period of time.

Hurriyet reaffirms its support to Armenia-Turkey reconciliation
process and Turkish government’s steps directed towards study of
Armenian language in the universities. It also backs restoration of
Armenian churches in Turkey. The daily mentions these all processes
are very complicated and need transformation in Armenian and Turkish
societies, thus they need time. However, the name of the street should
not be among them, the Turkish newspaper reads.

A delegation of Turkey-U.S. Interparliamentary Friendship Caucus led
by Suat Kiniklioglu will hold meetings in the United States between
February 28 and March 6.

February 28 and March 6.

The delegation will make lobbying activities against the adoption of
a draft on 1915 incidents which will be discussed at U.S. House of
Representatives Committee on Foreign Affairs on March 4.

Kiniklioglu told reporters that carrying such a draft onto the agenda
was a lack of foresight as well as unfortunate while a normalization
process was carried out between Turkey and Armenia.

Kiniklioglu said that they would stress the strategic and long-term
importance of Turkey-U.S. relations during their meetings.

Turkey and Armenia signed two protocols on October 10, 2009 to
normalize relations between the two countries. The protocols envisage
the two countries to establish diplomatic ties and open the border
that has been close since 1993. Turkey and Armenia also agreed to take
steps to operate a sub-commission on impartial scientific examination
of the historical records and archive to define existing problems
and formulate recommendations, in which Armenian, Turkish as well
as Swiss and other international experts would take part. However,
on January 12, 2010, the Constitutional Court of Armenia declared a
decision of constitutional conformity on the protocols. Turkey thought
the fifth article of Armenian Constitutional Court’s verdict regarding
the protocols was against the target and basis of the protocols.

Also, in 2005, Turkey officially proposed to Armenian government the
establishment of a joint commission of history composed of historians
and other experts from both sides to study together the events of
1915 not only in the archives of Turkey and Armenia but also in the
archives of all relevant third countries and to share their findings
with the public.

President Serzh Sarkisian made late on Thursday his most explicit
threat yet to annul Armenia’s normalization agreements with Turkey
in what appeared to be a tense conversation with Turkish Foreign
Minister Ahmet Davutoglu reported the next day. (UPDATED)

The two men spoke in Kiev on the sidelines of the swearing-in of
Ukraine’s newly elected president, Viktor Yanukovich. Davutoglu
told Turkish journalists there that the "meeting" centered on
Turkish-Armenian relations and the Nagorno-Karabakh conflict.

"We reviewed the Turkish -Armenian normalization relationship in
its entirety with open hearts today, including our anxieties and
the obstacles we face," Davutoglu said, according to "Hurriyet
Daily News." "We spoke about Armenian- Azerbaijan relations and the
activities of the Minsk Group as related to the Karabakh issue."

Sarkisian’s press office clarified that the two held on talks as
such, saying that Davutoglu "approached and exchanged views" with
the Armenian president during a reception hosted by Yanukovich. It
said Sarkisian told him that the ratification of the Turkish-Armenian
"protocols" must be completed "within the shortest possible time."

"Or else, as was stated before, the Republic of Armenia will withdraw
its signatures from the protocols," the office said in a statement
circulated on Friday.

Sarkisian first publicly warned of such possibility in early December.

He instructed the Armenian government to draft legal amendments
regulating Yerevan’s possible pullout from international treaties. The
Armenian parliament adopted them in the final reading on Thursday.

Sarkisian was quoted by his office as also telling Davutoglu that
Turkey could open its border with Armenia before ratifying the
protocols. "A country dreaming about a region without borders should
take the first step and end Armenia’s blockade," he said, scoffing
at Ankara’s stated efforts to promote peace and stability in the
South Caucasus.

"If Azerbaijani pressure does not allow Turkey’s parliament to ratify
the protocols, then nothing keeps Turkey’s executive authority from
opening, even before the protocol ratification, the border between
the two states which it itself had closed," he added.

Sarkisian also ruled out any Turkish involvement in the Karabakh peace
process. He pointed to Turkey’s "unilateral military assistance" to
Azerbaijan and "biased statements" on Karabakh made by Turkish leaders.

In a related development, U.S. Secretary of State Hillary Clinton
reaffirmed on Thursday Washington’s support for the quick and
unconditional ratification of the protocols. "We are working very
hard to assist Armenia and Turkey in their efforts and we would like
to continue to support that effort and not be diverted in any way at
all," Clinton told U.S. lawmakers.

"The normalization process, which carries important benefits for both
sides, should take place without preconditions and within an obvious,
reasonable timeframe," she said.

Recent information that Armenians of Abkhazia are pursued is untrue,
Garegin Ghazaryan – head of Abkhazian Armenian community and
President’s Aide for Armenian affairs told NEWS.am.

Ghazaryan commented on information spread by Armenian media that
Abkhazian Armenians (30% of population) are recently pressurized.

According to some sources, Abkhazians stirred up by Russians demand
that Armenia recognizes independence of Abkhazia, otherwise they will
not be allowed to stay in the country.

"Armenians do not interfere in Abkhazia’s policy, they just live as
average citizens. Thank God, Armenians live and succeed. The number
of Armenians does not reduce but increase. Don’t worry about us,"
Ghazaryan said, recalling that NKR President Bako Sahakyan met with
local community in the course of his visit to Sokhumi for inauguration
ceremony of Sergei Bagapsh.

Ghazaryan also asked to assist Abkhazian Armenians to preserve their
national identity instead of spreading misinformation.

Simon Aynedjian for Gibrahayer e-magazine – On Sunday, the Armenians of
Cyprus inaugurated a new Hall in AYMA – HMEM’s premises. An environment
that strives to continue being a focal point of Armenian Cypriots.

The ribbon-cutting was conducted by Armenian MP Vartkes Mahdessian. On
behalf of the AYMA-HMEM committee Mayda Neshanian made the opening
remarks, while after Archbishop Hergelian’s blessings, the festive
ceremony continued with speeches by the President of the AYMA-HMEM
committee responsible for the renovations – Arto Tellalian – who
collected the strongest of applauses for a job very well done!

The food was as always delicious, the parade of the recitations and
songs welcome, and so were the remarks by past Presidents.

However, what is most important is not the renovation or the new Hall,
nor the walls of the community centre. The new walls were not created
to facilitate a wishful program with unknown co-ordinates, rather to
facilitate the needs of an already thriving centre that simply could
not accommodate the cultural, political, sport and youth activities
any more.

A special tribute to the volunteers’ army spanning over decades,
tirelessly working for the improvement of the quality of life of our
community, who created this need !

At a time where institutions are closing and at a time when we often
feel that we are reversing, AYMA-HMEM’s new community Hall is a
welcome sign of a community moving forward.
