AKHALKALAK, APRIL 16, NOYAN TAPAN – ARMENIANS TODAY. A mass meeting
dedicated to giving in Samtskhe-Javakhk state status to the Armenian
language equal to Georgian took place in the Liberty square of
Akhalkalak on April 13. The mass meeting was organized by the
Samtskhe-Javakhk and Kvemo Kartli Armenian Public Organizations
Council. As Noyan Tapan was informed by the A-Info agency, in spite of
unfavourable weather and obstacles laid by responsible bodies, more
than three thousand people participated in the mass meeting.

Issues relating to testing of schools directors, the
Kars-Akhalkalak-Tbilisi-Baku railway, pressure put upon the locan
self-government bodies by the center and other issues the population
is interested in were spoken about during the speeches made at the
mass meeting.

Then the authorities of Georgia were addressed a call on behalf of the
mass meeting participants. The above-mentioned problems were listed in
it. It was stated that a memorandum with signatures of different
officials chosen by the Samtskhe-Javakhk and Kvemo Kartli Armenian
Public Organizations as well as by the people will soon be sent to the
Council of Europe. The process of implementation of the obligations
undertaken by Georgia in front of that organization will be presented
in the memorandum.

Turkey’s top general called yesterday for military intervention in
northern Iraq in comments that will increase regional tensions –
already high after a series of verbal exchanges between Turkish and
Kurdish leaders.

General Yasar Buyukanit, Turkey’s chief of staff, said he believed
that Turkish troops had to move across the border to combat rebels
from the Kurdish Workers party (PKK).

Ankara accuses the Kurdish regional government of northern Iraq of
harbouring the rebels – an allegation the regional government denies.

"From the military point of view, a [military] operation in northern
Iraq must be made," said Gen Buyukanit. He added, however, that he had
not yet submitted a request to parliament and that "no political
decision has been made yet".

The US has been anxious to avoid such an operation, which it believes
would further destabilise Iraq and the region. But Gen Buyukanit’s
comments seemed designed to increase the pressure on both Turkey’s
political leadership – ahead of a presidential election next month –
and Washington to allow such a move.

The Bush administration has repeatedly told Ankara that such a move
would not be productive. While Washington believes that some of the
rhetoric from the Turkish military is tied up with internal politics
in advance of the presidential election, US officials also assess
there is a chance that Turkey will move into northern Iraq – but not
imminently.

The European Union, whose influence over Ankara has been reduced by
the troubles over Turkey’s EU membership negotiations, has also made
clear that it does not want a Turkish incursion into northern Iraq.

But tensions have recently mounted, partly because of the PKK’s
continued operations in Turkey and partly because of the debate in
Iraq over the division of power between the country’s regional
governments.

Gen Buyukanit’s statement followed a threat by Massoud Barzani, leader
of the Kurdish autonomous region, to "interfere" in Turkey’s
south-east if Turkey "interfered" in his Kurdish area. The Turkish
armed forces also sent a note of protest to the national government in
Baghdad this week, requesting action against the Kurdish rebels.

The US is pressing Mr Barzani to deal with the threat posed by the
PKK. A US official in Washington told the Financial Times yesterday
that recent comments by Mr Barzani were "dangerous, provocative and
unhelpful".

Turkish officials complain that their main concern – the establishment
of an independent Kurdish state – is coming closer day by day, despite
US public commitment to preserve the territorial integrity of Iraq.

Gen Buyukanit made veiled references to the US as the party that had
let the Kurds in northern Iraq become "spoiled" to such an extent that
their leader could threaten Turkey.

When asked by a local reporter about Mr Barzani and Turkey’s alliance
with the US, the general said: "He [Mr Barzani] is at a very low level
and I look to the one who enables him to speak so, who enables the
division of Iraq, which is the greatest threat to the region."

Turkey has prepared "a three-stage plan" against the Kurdistan
Regional Government, the independent daily newspaper Aso reported on
14 April. The Turks would begin with "political pressure, then, in the
second stage, they would close the air space and Ibrahim Khalil border
crossing point; in the third stage, they would enter the Kurdistan
Region."

The paper also said the US opposes Turkish threats.

Aso quoted Kurdish expert in Turkish issues Yusif Goran as saying that
the "recent decisions by the Turkish National Security Council
coincide with the recent political tension between the regional
government and Turkey". He added: "Through using the threat card, the
Turks try to show that they have other options for intervention."
Turkey was capable of implementing some phases of the plan if the
current situation remained unchanged; but the Turks said that they
would not attack without European Union and the UN approval.

Goran told Aso that Turkey would not be able to carry out such an
operation without the agreement of Iraq and the US. The Turks did not
threaten the regional government directly, because doing so would be
considered a kind of formal recognition of the region and this fact
"represents Turkey’s weakness".

Aso said that Goran believed the Kurds had to concentrate their
efforts on improving the relationship with Turkey in the interest of
both sides, because Turks demanded action from the Iraqi government
towards finding solutions to the issue of the Kurdistan Workers’
Party. Otherwise, they would implement their plan.

`The Turkish government has said that Turkish opinion would be
inflamed and outraged by this resolution and that they, the Turkish
government, fear what the Turkish parliament might do in reaction to
something our parliament might do. So it’s a little bit different than
what you described.

Turkey is a good ally. It is also a country which is undergoing a
profound democratic transformation itself. Turkey has for decades had
the formal elements of democracy, but in the last 10, 15, 20 years it
has deepened this democracy, and especially in the last 5 to 10
years. The boundaries of freedom of expression are now much greater
than they were before. Civilian institutions are much stronger. The
role of the military is much more circumscribed. These things are
advancing, and as this happens there is a growing discussion in Turkey
about their own past, and in particular the past of the Ottoman Empire
and its relationship to the Armenian community there and the mass
killings that took place in 1915 and afterwards. Turks are beginning
to discuss this.

We encourage them to examine their history and the painful, what can
be called dark spots, and they’re not the only country that has
them. The United States has plenty of our own: slavery, treatment of
American Indians, treatment of Japanese-Americans during World War
II. We have a lot of things in our history of which we’re not proud.

We think that Turkey and Armenia need to discuss their shared past in
a serious way. This needs to be a discussion that historians have. The
United States doesn’t deny any of the killings. They’re an established
historical fact, but historians need to discuss the details of what
happened, why it happened, who did what. This needs to happen, and it
needs to happen as a process of genuine national reconciliation.

We also think that Turkey ought to open up the border with Armenia and
restore normal relations. We’re pleased by recent steps Turkey has
taken, like restoring the Armenian church in Eastern Turkey, even if
as a museum. That’s still something. And there is in Turkish society a
constituency for this kind of reconciliation. Hrant Dink was murdered
by an extremist nationalist, but then 100,000 Turks were in the street
saying we are all Armenians, we are all Hrant Dink. It didn’t mean
literally that they’re Armenians, but it means we reject
nationalism. We embrace a Turkish identity which is tolerant. That’s
very hopeful. That’s a very good thing. That’s what we want to
encourage,’ Fried said.

After its first road trip yesterday, the Heritage Party campaign bus "Toward
Victory" today carried board member Davit Badalian and a crew of young
activists through the neighborhoods of Davitashen 4th Kvartal, and several
other districts in central Yerevan.

Meanwhile, Heritage’s representative to the Central Election Commission
Mihran Amirkhanian led a smaller group of volunteers to the republic’s
Armavir region. The group distributed brochures and the party’s election
platform in Mrgastan, Shahumian, Dasht, Aigeshat, Amberd, Doghs, Aghavnatun,
Aragats, Tsaghkalanj, Samaghar, Tsaghkunk, Artimet, Taronik, Aratashen,
Khoronk, Griboedov, Aknashen, Lusagiugh, Jrarat, Metsamor, Haikashen, Gai,
Ptghunk, Norakert, Baghramian, Aygek, Merdzavan, and Tairov.

Tomorrow, Raffi Hovannisian and the Heritage team will hold public meetings

hope for soonest accession to NATO.

When addressing Carnegie Foundation in Washington he said Georgia
hopes to receive NATO’s invitation during the summit in April 2008.

Mr Noghaideli said Russia should have no concerns about the process,
which refers to NATO-Georgia relations. The U.S. hasn’t requested
Georgia for installation of anti-missile defense system, he added,
Russian media reports.

YEREVAN, APRIL 12, NOYAN TAPAN. The goal of Choice is Yours NGO, Unison
NGO on support to people with special needs, Against Legal Wilfulness
NGO accredited at CEC for implementing monitoring mission at May 12
parliamentary elections is one: to assist with holding of free and fair
elections. NGOs’ heads stated this at the April 12 meeting organized
at the Hayatsk club. It is noteworthy that in difference to Choice
is Yours organization implementing monitoring mission since 1999,
another two NGOs will observe electoral processes for the first time.

In the words of Haroutiun Hambartsumian, Chairman of Choice is Yours
NGO, 2292 observers accredited by the organization will be at all
of 1923 polling stations on the day of voting. It was also mentioned
that from April 8 the organization observes the preelectoral process
at all of 41 electoral districts, the results of which will be summed
up and published once in every 10 days.

The NGO will present the preelectoral situation in the whole territory
of Armenia at the press conference to be held four days before
the voting. The monitoring mission will come up with a preliminary
statement on May 14.

As H. Hambartsumian forecast, more falsifications will be committed
during the agitation campaign than on the day of voting. In his words,
though the sanctions envisaged for electoral falsifications have
become stricter, "the point is that there is the law, but no one is
punished for falsifications."

In the words of Armen Alaverdian, Head of Unison organization, one
of main goals of NGO’s 18 observers is also to find out accessibility
of polling stations for disabled people in consideration of the fact
that according to official data, there are 148 thousand disabled in
Armenia, the prevailing majority of which are of electoral age.

Mikayel Aramian, Chairman of Against Legal Wilfulness NGO, said
that on the day of elections nearly 50 members of NGO will implement
monitoring mission.

In his words, the main goal of the organization is to assist with the
process of power shift in the country exclusively through elections.

distinguished themselves by a special cruelty to Georgians in Abkhazia
do not want to apologize." An article under this large title was
published in Georgian Times Georgian newspaper’s April 5-13 issue
with the signature of certain Pridon Dochia. As the author wrote,
many migrants witness that Armenians distinguished themselves by
inhman cruelty and in this respect "Chechens and Cossacks were much
better than Armenians."

According to the A-Info agency, the author of the article reported
that allegedly the official Yerevan and Armenian Apostolic Church
assisted with a program, according to which Armenians were resettled
in Abkhazia for the purpose of uniting it with Armenia in the future.

Continuing with the same spirit the author also mentioned that the
most cruel people in Baghramian detachment in Abkhazian war were
Armenians of Akhaltskha. So, a viewpoint is put into circulation,
according to which, allegedly, Armenians of Javakhk also fought
against Georgians in Abkhazia.

Public commission, monitoring elections, has sent a letter to several
international organizations today, among them OSCE/ODIHR, Council
of Europe Venice Commission, Freedom House, Human Rights Watch and
Transparency International.

Ex-ombudsman, Larisa Alaverdyan, member of Republic Party political
board, Artak Zeinalyan and chairman of "Supreme Council" Parliamentary
Club NGO, Ruben Torosyan signed under the letter. Copies are sent
to the Armenian president, embassies of Council of European member
states and USA, OSCE/ODIHR observation mission, Council of European
Monitoring Commission.

The letter alarms "rude violations of international standards" in
terms of 2007 elections. The letter says these violations will have
"significant affect on voting results." The letter further details
violations by political parties.

The authors say two political parties, which aspire for majority, are
engaged "in massive illegal propaganda, creating unequal competition
conditions, which never took place in the past elections." The letter
says all TV channels aired programs in favor of the ruling political
parties and their supporters "before the launch of the pre-election
campaign." They also refer to "application of administrative resources,
violation of free will, depriving some organizations from the right to
engage in observation mission, refusal of courts to accept applications
on election disputes, legislative shortcomings" and so on as examples
of violations.

The authors of the letter ask "to send experts" to Armenia in order
to discuss and evaluate the situation before the elections.

Russia Aspires For Cooperation With Armenian Railroads

Russia will take part in a tender for cooperation with Armenian
railroads, Russian Railroads CEO Vladimir Yakunin said.

"Terms of the Armenian railroads’ concession are being defined,
and Russia will take part in a respective tender. The idea has been
approved by the Russian president," he said.

He said they discussed cooperation with Kazakhstan and other CIS
countries and the reconstruction of the Abkhaz railroad line at a
Tuesday meeting chaired by the president. The construction of the
Trans-Korean railroad and cooperation with China and Europe was also
discussed, as well.

The integration of Russian and European systems is a key goal, Yakunin
said. "We target for competitive railroad traffic control systems,
modern rolling stock and new locomotives," he said.

"Western partners have suggested laying wide gauge lines to Europe.

The idea gained support of the president and meeting participants."
