Glendale: Killings trigger domestic concerns

Killings trigger domestic concerns
Police and YWCA remind of services that offer help to those in abusive
relationships.
By Tania Chatila, News-Press and Leader
GLENDALE — In the last two weeks, two Glendale woman have died in
what police believe to be domestic-violence related cases, bringing a
decades-old problem into the spotlight.
“It’s always been an issue,” Glendale Police Sgt. Tim Feeley
said. “But it’s really come to the forefront because of these issues.”

On Sept. 7, 67-year-old Glendale resident Teymur Iskandari confessed
to stabbing and killing 59-year-old Lusik Aslanyan, his wife of 40
years.
Two days later the body of 24-year-old Odet Tsaturyan, of Glendale,
was found in the trunk of her boyfriend Artur Khanzadyan’s 2005 Audi,
police said. Khanzadyan, a suspect in the murder, and Tsaturyan were
known to have had a history of violence in their relationship.
“We’ve had two incidents in a short period of time,” said Kathie
Mathis, director of domestic violence programs at the Glendale
YWCA. “What is that saying to us? What is that saying to the
community? It’s here.”
Community members need to be more informed of the different resources
local police and agencies like the YWCA offer for battered women and
children, she said.
“I thought, here we are in this community, and in 2005, there’s a lot
more awareness of domestic violence because of the Nicole Simpson
incident, and yet domestic violence continues,” Mathis
said. “Batterers are sill hurting women and children, and yet we have
more services than ever.”
Members of Glendale YWCA’s domestic violence program work closely with
police, local churches and area hospitals in offering services to
women in violent relationships, Mathis said.
Along with free services such as counseling, legal aid, employment
referral and education programs, the YWCA has two shelters in
unidentified locations for battered woman and their children, she
said.
A 45-day emergency shelter provides a free, safe haven for battered
woman in immediate danger, and a two-year transitional living shelter
provides a place for battered woman to get back on their feet, she
said.
“I think that’s one of the hardest things, to get the word out that we
have these resources,” Feeley said. “And that’s what investigators do,
to try and empower the victim — let them know what we offer.”
Last year, the Glendale YWCA served 4,000 women in domestic-violence
related crises through its shelters and other services, Mathis said.
And Glendale police made 211 arrests on domestic violence issues
between
January and August of this year, Feeley said. “Each one of us needs
to be responsible in trying to eradicate this,” Mathis said. “If it
happens to you, don’t keep it a secret. Tell somebody and get
help. And you know, people are always afraid to get involved because
it is dangerous. But that doesn’t mean you can’t make a call that’s
anonymous.”
The YWCA domestic violence program does not offer services for
batterers, but will refer them to where they can get help, she said.

OSCE stops Karabakh monitoring mission after shot
YEREVAN
A ceasefire monitoring mission from the Organisation for Security and
Cooperation in Europe (OSCE) along frontlines between Azerbaijani
soldiers and ethnic Armenian forces in the volatile Nagorno-Karabakh
enclave was stopped Tuesday after gunfire.
“During the monitoring today, a single shot was heard by both OSCE
groups conducting monitoring along the frontline.
The monitoring was stopped,” Olexandr Samarski, an OSCE field
assistant, told AFP.
The monitors were near the village of Karakhanbeili in the Fizulinsky
region.
The OSCE conducts regular monitoring missions along the frontlines,
where a ceasefire has held since 1994 despite frequent shooting
incidents between the two sides.
Karabakh, a mountainous chunk of Azerbaijan’s territory predominantly
inhabited by Armenians, unilaterally declared independence from Baku
in 1991, unleashing a war between Armenia and Azerbaijan that killed
some 25,000 people.

Erdogan Expresses Regret

AZG Armenian Daily #169, 21/09/2005
Turkey
ERDOGAN EXPRESSES REGRET
Bush Administration Doesn’t Agree with the Bill Recognizing Armenian
Genocide
The Associated Press informed that Turkish PM expressed regret concerning
the two resolutions on Armenian Genocide passed by the House of
Representatives at the U.S. Congress. Recep Tayyip Erdogan expressed hope
that the resolutions will not be discussed at the regular sitting of the
House of Representatives.
The Bush administration doesn’t agree with the adopted two bills on the
recognition of the Armenian Genocide. Adam Areli, an official of the U.S.
State Department, stated that the position of the Bush administration
concerning the events of 1915 remains unchanged. “This issue shouldn’t be
politicized. It should be discussed seriously and sincerely,” he said. “The
administration didn’t support the adoption of the resolutions at the
international relations committee of the House of Representatives. That
position passed to the congressmen that do not doubt about the position of
the U.S. State Department and the American Government,” Areli said.
Last Friday, the Committee for International Relations at the House of
Representatives adopted resolutions recognizing the Armenian Genocide,
though the State Department sent a message to the congressmen saying that
“the resolutions will hinder the Turkish-American relations and create
obstacles between Ankara and Yerevan that have already began to discuss the
issue.” Commenting on the adoption of the resolutions, the official
representative of the State Department cited an extract from the April 24
speech of president Bush. “We remember the exile of 1,5 million of Armenians
during the last years of the Ottoman Empire. Many Armenians call that
horrible event the Armenian Genocide,” Bush said. “We are looking forward to
the freedom, peace and prosperity of Armenia and Turkey, hoping that PM
Erdogan’s suggestion to create a joint Turkish Armenian committee will
contribute to the solution of the issue,” the U.S. President said.

US Congress committee passes `Armenian genocide’ bills

Baku, September 20, AssA-Irada
The committee on international relations of the US House of
Representatives has passed two draft laws on the recognition of the
false `genocide of Armenians’.
A representative of the US administration said at the opening of the
Committee meeting that he is opposed to the bills.
A high-ranking US official, in his letter to the Committee, wrote
that adoption of the bills contradicts the United States’ interests.
Congressman Tom Lantos of California, who earlier supported Turkey on
the so-called `genocide’ issue, has changed his position. Turkey’s
refusal to allow US troops to enter Iraq through its territories
resulted in the killings of American soldiers, he said. `Turkey
attached no importance to US interests. I therefore supported both
bills,’ Lantos said.
Congressman Dan Burton of Indiana regarded raising the `genocide’
issue in US Congress every year as `meaningless’.*

ROBERT KOCHARYAN: AFTER MOBILE COMMUNICATION MARKET,
INTERNET-SERVICES SPHERE WILL BE LIBERALIZED
YEREVAN, SEPTEMBER 20. ARMINFO. ‘ We have already solved part of the
problem with ArmenTel. It concerns the sphere of mobile
communication,’ Armenian President Robert Kocharyan said at a meeting
with the winners of a contest for IT-specialists, Tuesday.
The president noted the fall in the prices of mobile communication
services caused by the competition in the sphere. As regards
Internet, Robert Kocharyan said that years-long problematic talks
with ArmenTel resulted in some liberalization of the sphere of
international data transfer. The president said that when monopolist
ArmenTel directed the profits from the cellular communication
services to development of the fixed telephone network on the system
of cross financing. ‘Almost whole Yerevan is equipped wit digital
ATXs and the quality of the fixed communication in Armenia is the
best in the post- Soviet area. In this connection, Armenia has a big
progress in development of fixed communication, but it slackens as to
the level of mobile communication,’ Robert Kocharyan said. The
president expressed confidence that the whole country will be
provided with mobile communication as the second operator started its
activity “rather aggressively.”
The president said the next step with be an attempt to liberalize the
sphere of Internet services. In particular, the country will try to
lift the restrictions on Internet services, which is the prerogative
of ArmenTel at present.
To note, after the two-year conflict of the Government and ArmenTel,
a second operator entered the mobile communication market of Armenia
on July 1 2005 – K- Telecom. In the middle of September, K-Telecom’s
subscribers numbered 217,000, those of ArmenTel numbered 250,000.

RAO EES RUSSIA PLANS TO SHORTLY OBTAIN ARMENIA ELECTRIC NETWORKS
YEREVAN, SEPTEMBER 20. ARMINFO. RAO EES Russia is planning to become
the owner of the Electric NEtworks of Armenia very shortly, Chairman
of the Board of Directors of INTER RAO EES Andrey Rappoport says in
an interview to Regnum.
The company is ot going to be just manager for 99 years and has
already applied for owning the networks or giving the ownership to
its daughter company Interenergo B.V.. Some Western organizations
have expressed concern that the deal is not transparent. But RAO EES
Russia has already shown WB and other experts that the deal is legal.
RAO EES Russia is already a subject of Armenia’s electricity market,
knows the country’s laws very well and closely complies with them.
Simply the process is underway and some very emotional media have
interpreted this as illegal change of owner. This was simply
misunderstanding. The deal is not over de jure and will be finalized
as soon as the Armenian Government gives its consent to it, says
Rappoport.
