HEAD OF RA NSS: NSS TURNED OUT TO BE THE ONLY REASONABLY ACTING STRUCTURE OCTOBER 27, 1999

Yerevan, December 12. ArmInfo. The National Security Service of
Armenia turned out to be the only reasonably acting structure on
October 27, 1999, which tried to suppress the further possible steps
of terrorists, the Head of the National Security Service of Armenia
under RA Government, Lieutenant General Gorik Hakopyan, said in an
interview to "Iravunk" newspaper.

He reminded that some representatives of the country’s law machinery
structures "had simply deserted that tragic day", while the NSS had
undertaken actions, accepted in the world under such circumstances.

"It was necessary to undertake something, therefore, I had sent the
journalist Tigran Nazaryan to negotiate with the hear of terrorists,
Nairi Hunanyan", G. Hakopyan said.

According to him, a definite practice exists, used by special services
in all the countries of the world. This is a question of trying to
put a psychological pressure on the criminal. It became clear that
there are people able to influence Nairi Hunanyan. Tigran Nazaryan
turned out to be such a man. It was difficult to persuade Nazaryan to
assume this mission. However, he entered the session hall and tried
to calm the head of terrorists. Such methods are used in Russia and
in other countries (if remember the drama in Moscow at the "Nord-Ost"
performance, Beslan). During any terrorist act, the special services
try to influence the mind of people and enable a dialogue, to stop
the extremism and come to an agreement without bloodshed.

Azerbaijan on Monday described the constitutional referendum held in
its breakaway region of Nagorny Karabakh as a "farce."

Some 98.6 percent of votes cast in Sunday’s poll approved a
constitution declaring the Armenian-backed Nagorny Karabakh an
independent state.

"In the end it will have negative rather than positive consequences.

Such a referendum does not contribute to a peaceful resolution,"
Azerbaijan’s Foreign Minister Elmar Mammadyarov told journalists
on Monday.

"The passing of a legal resolution would need the participation of
absolutely all citizens, the citizens of Azerbaijan. Without their
participation it is frivolous," he said.

Nagorny Karabakh first declared itself independent in 1991,
precipitating a full-blown war between former fellow Soviet republics
Armenia and Azerbaijan, which claimed some 25,000 lives before ending
with a ceasefire in 1994.

Years of negotiations have failed to resolve the dispute between
Azerbaijan and the Armenian-backed Nagorny Karabakh separatists.

Mammadyarov suggested that the referendum indicated that Armenia was
not negotiating in good faith.

"On the one hand they say ‘yes’ we agree that negotiations be brought
forward, and on the other hand they hold a constitutional referendum.

It’s a joke, a farce, nobody will accept it," he said.

The chairman of the Organization for Security and Cooperation in
Europe, a key player in the peace negotiations, on Monday called the
referendum "counter-productive."

The European Union said it "recognizes neither the ‘referendum’
nor its outcome."

Armenian Foreign Minister Vardan Oskanyan said the vote would not
impede the peace process.

"The referendum will not hinder the continuation of the negotiating
process, as the basis for the peaceful resolution lies in the right
of the people of Nagorny Karabakh to self-determination," he told
Russia’s RIA Novosti news agency ahead of the vote.

Beijing, 12 December: China hopes the parties to the Azerbaijan
conflict will find a proper solution that complies with international
law, said a Foreign Ministry spokesman.

The Chinese government respects the independence, sovereignty and
territorial integrity of Azerbaijan, and supports the UN Security
Council resolutions on the conflict in the Nagorno-Karabakh region
of Azerbaijan, said Foreign Ministry spokesman Qin Gang here Tuesday
[12 December] at a regular press conference.

Qin said China is willing to work with the international community
to find a peaceful solution to the issue.

Nagorno-Karabakh is a region in Azerbaijan populated mostly by ethnic
Armenians. On 10 December it held a referendum about a constitution.

Preliminary results from the region’s election commission on Monday
showed 98.6 per cent of the voters approved the constitution. The
region has 90,000 voters and voter turnout reached 87 per cent.

Azerbaijan refused to recognize the results of the vote, calling the
referendum "a farce".

The European Union and other international organizations, including the
Organization for Security and Cooperation in Europe, said they would
not recognize the referendum, the Azerbaijan foreign minister said.

Roundtable Discussion On "Armenian-Turkish Relations: Challenges And

ROUNDTABLE DISCUSSION ON "ARMENIAN-TURKISH RELATIONS: CHALLENGES AND PERSPECTIVES" HELD IN YEREVAN

On Saturday, December 9, 2006, the Caucasus Research Resource Centers
– Armenia (CRRC-Armenia), in cooperation with the Yerevan office of
the Armenian International Policy Research Group (AIPRG), organized
a roundtable discussion on "Armenian-Turkish Relations: Challenges
and Perspectives", which was moderated by political analyst Richard
Giragosian. The round table was initiated by an independent Turkish
think-tank TESEV (Turkish Economic and Social Studies Foundation)
that is implementing a project entitled, "The Normalization of
Turkish-Armenian Relations". This TESEV project seeks to address the
problems between the two countries and to come up with policy proposals
for decision makers on both sides, with an overall objective of proving
that the normalization of relations constitutes a win-win situation.

The event was held at CRRC-Armenia premises and attended by a
number of participants (27), including representatives from leading
Armenian academic, scientific and public institutions, NGOs, and some
journalists. Opening the meeting, Heghine Manasyan, CRRC-Armenia
director and AIPRG fellow, presented a brief overview of the CRRC
and AIPRG, explaining their activities and upcoming events. In
particular, she cited the CRRC Data Initiative and Training programs
and the AIPRG’s ongoing research on the possible consequences of
the Armenian-Turkish border opening, including a subsequent AIPRG
conference on the issue to be held in Yerevan in January 2007.

Following the opening of the meeting, Mr. Mensur Akgun, TESEV
Foreign Policy Program Director, and Mr. Richard Giragosian,
international analyst and AIPRG Fellow, introduced the framework
of issues of Armenian-Turkish relations that were to be discussed
during the meeting. The meeting focused on three specific areas of
Armenian-Turkish relations, beginning with the key question of what
should be understood from "the normalization of relations"?

Second, the meeting then addressed several "problem areas"
in Turkish-Armenian relations, including the border, and its
recognition, the economic consequences of its closure, and the possible
outcomes of reopening the border for both sides; the effects of the
Nagorno-Karabakh conflict on bilateral and multilateral relations;
the current situation in the region; the latest developments in
negotiations over the Nagorno-Karabakh conflict; and the effects of
the Armenian genocide issue on Armenian-Turkish relations, looking
at both mutual perceptions and the Diaspora factor.

The third issue addressed in the meeting was an analysis of Armenia’s
Euro-Atlantic integration process and its possible effects on bilateral
relations and regional stability (Armenian policy regarding NATO,
Armenia’s place in ENP). Much of the focus on these broader issues
also included an interesting look at the scale of change within Turkey
as well.

The discussion was held in a friendly and professional atmosphere
and raised substantial interest among the participants and sparked
a number of questions, observations and suggestions, including the
fact that Turkish policy toward Armenia had largely become "hostage"
to Azerbaijan, with Turkish foreign policy options for its possible
"normalized" relationship with Armenia having become subject to
considerations of Turkey’s relations with Azerbaijan in general,
and over the Nagorno-Karabakh issue in particular. The discussion
also emphasized the importance of dialogue and exchange between
independent experts from both Armenia and Turkey and the need for
future collaboration, and studies on possible scenarios for the future
course of Armenia-Turkey relations within a broader perspective of
the next 15-20 years.

The Turkish participants noted that the economic and commercial
opportunities may present the most feasible start to a "normalization"
of relations, with the economic incentives serving as dynamic catalysts
for beginning a fresh approach to the complexities of Armenian-Turkish
relations.

While the meeting was an important step forward in terms of a
deepening of dialogue and exchange, the participants agreed that it
was merely a first step toward an effort to break down misperceptions
and misunderstandings on both sides of the issue. And perhaps most
notably, while the Turkish participants never questioned the historical
legitimacy of the Armenian genocide issue, there was a stress on the
need to focus on educating and engaging Turkish society on the issue,
rather than continuing with an international diplomatic recognition
effort alone.

The meeting, one of several scheduled during the Turkish group’s visit
to Yerevan, offers a sense of hopeful enthusiasm that the level of
engagement can continue, to both overcome the intransigence of some
Turkish officials and to exploit the Armenian government’s positive
offer of establishing relations with no preconditions.

Armenian Defence Minister Serzh Sarkisyan held a brief meeting with
Greek Defence Minister Evangelos Meimarakis at Yerevan’s Zvartnots
airport today.

The Greek defence minister made a stopover in Yerevan on his way to
Afghanistan to meet Greek peacekeepers.

The Armenian and Greek defence ministers discussed the Armenian-Greek
military cooperation as well the service of the Armenian peacekeepers
in Kosovo within the Greek division.

Le Groupe de Minsk de l’OSCE a qualifie lundi de "contre-productif"
le referendum, qui a eu lieu la veille dans l’enclave separatiste
du Nagorny Karabakh, en Azerbaïdjan, au regard du processus de paix
en cours.

Quelque 98,6 pour cent des votants ont approuve dimanche un projet de
Constitution proclamant le Nagorny Karabakh comme "un Etat de droit,
souverain et democratique".

"Organiser un tel referendum actuellement (…) est particulièrement
contre-productif a un moment où des pourparlers de paix entre
l’Armenie et l’Azerbaïdjan sous les auspices du Groupe de Minsk de
l’OSCE (Organisation pour la securite et la cooperation en Europe)
semblent etre dans une periode constructive", indique un communique
du groupe rendu public a Vienne.

Le Groupe de Minsk de l’OSCE (Russie, Etats-Unis, France) deploie
actuellement des efforts en vue de parvenir a une resolution definitive
du conflit entre l’Armenie et l’Azerbaïdjan au sujet de la region
separatiste enclavee, a majorite armenienne.

Le Nagorny-Karabakh s’est autoproclame independant en 1991. Cette
secession avait entraîne une guerre entre l’Azerbaïdjan et l’Armenie
qui s’etait achevee par un cessez-le-feu precaire en 1994.

Des annees de negociations ont echoue jusqu’a present a resoudre le
differend entre l’Azerbaïdjan et les separatistes du Nagorny Karabakh.

98,6% des votants de l’enclave separatiste du Nagorny Karabakh en
Azerbaïdjan (ex-URSS) se sont prononces pour la Constitution proposee
lors d’un referendum, selon des resultats preliminaires communiques
lundi par la Commission electorale locale.

"98,6% de ceux qui ont pris part au scrutin ont vote pour la
Constitution", a indique le president de la Commission, Sergueï
Nassibian. "En se basant sur ces resultats preliminaires, nous
pouvons deja affirmer que la Constitution a ete adoptee", a indique
le responsable.

Sur quelque 90.000 electeurs, 87,2% ont pris part au vote dimanche,
selon cette source.

La Constitution proclame le Nagorny Karabakh comme "un Etat de droit,
souverain et democratique".

"Le resultat du scrutin prouve que notre independance est
irreversible", a declare lundi le "president" du Nagorny Karabakh,
Arkadi Goukassian.

"Je pense que le peuple qui veut vivre conformement aux principes
democratiques europeens a plus de chances d’etre reconnu par la
communaute internationale, et dans ce contexte l’adoption de la
Constitution a une grande importance et aura une influence positive
sur les negociations" entre Erevan et Bakou, a-t-il ajoute.

Le Nagorny Karabakh, une enclave de 140.000 habitants en territoire
azerbaïdjanais peuplee en majorite d’Armeniens, s’est autopoclame
independant en 1991 mais reste considere par la communaute
internationale comme une partie de l’Azerbaïdjan.

Cette declaration d’independance a entraîne une guerre entre les deux
ex-republiques sovietiques d’Azerbaïdjan et d’Armenie qui s’est achevee
par un cessez-le-feu en 1994. Malgre des annees de consultations
diplomatiques, le statut de la region n’a pas ete fixe depuis.

Bakou a critique par avance cette consultation estimant qu’elle
interferait avec le processus de paix en cours et qu’un tel referendum
ne pouvait etre considere comme legitime tant que la population
azerbaïdjanaise de l’enclave n’etait pas autorisee a revenir.

YEREVAN, DECEMBER 12, NOYAN TAPAN. The "Margaret Mead: Film and
Video" annual festival of documenaty films opened on December 10 at
the Narekatsi Art Union of Yerevan. It is for the first time being
held in Armenia, owing to the Association of Film Critics and Film
Journalists of Armenia. 12 films will be presented during the two-day
festival. 8 of them are works of foreign, and 4 ones are works of
Armenian directors. Works of all the 8 foreign directors are prize
winner films. Opening the festival, Association Chairwoman Susanna
Haroutiunian mentioned that this festival founded on the occasion
of the 75th birthday anniversary of Margaret Mead, the leading
anthropologist of the Americal Museum of Natural History, and on the
occasion of the 50th anniversary of her activity at the museum has
spoken in the language of cinematography continuously for 30 years
about numerous issues having vital importance for the mankind. This
festival founded in 1977 in New York is aimed to arise global problems
existing in the world as well as to organize disputes and discussions
about those problems.

(RA residents) stayed at accomodation places for collective and
individual tourists in RA territory in 2006 January-September:
growth made 10.2% as compared with the same period of the previous
year. According to the data of RA National Statistical Service, 42.5%
of internal tourists (105 thousand 340 tourists against 95 thousand
274 in 2005 January-September) had a goal of rest and entertainment,
15.8% treatment (39 thousand 271 against 35 thousand 636) and 33.6%
business (83 thousand 226 against 75 thousand 660).

of the Defence of Liberated Territories public initiative, former
Commander of the Shoushi special battalion, arrested on December 10 by
employees of RA National Security Service has not been deported from
Armenia. As Noyan Tapan correspondent was informed by Artsvi Bagramian,
Spokesperson of the National Security Service, an investigation on
his case in underway. To recap, on December 11, there were rumors
that Zh.Sefilian was to be deported from Armenia the same day.
