Jackson-Vanik amendment can be abolished after Azerbaijan’s accession
to the WTO

Deputy Azerbaijan Foreign Minister Mahmud Mammad-Guliyev’s exclusive
interview to the APA

-Which projects does the November 14 adoption of the European
Union-Azerbaijan Action Plan envisage?

-Integration to the Euro-Atlantic structures, as well as
strengthening of the relations with the EU is one of the main
priorities of Azerbaijan foreign policy and this cooperation is of
great importance for us. We are planning to expand our relations
through European Neighborhood Policy (ENP) on the basis of the
Partnership and Cooperation Agreement. The five-year EU-Azerbaijan
Action Plan covers bilateral cooperation in political and security
dialogue, economic reforms, trade, energy, transport, information
technologies, environment, education, social defense, science,
culture in fighting international terrorism, organized crimes,
human trafficking, smuggling and also cooperation in the field of
border control, police and justice. Memorandum on Understanding on
Strategic Energy Partnership was singed between the European Union and
the Republic of Azerbaijan on November 7 in Brussels. The main goals
of this memorandum are to ensure the diversification and security of
energy supply of the EU and modernization and development of Azerbaijan
energy infrastructure, efficient use of energy, energy saving, and use
of renewable energy. Draft State Program for 2007-2009 has been worked
out to implement the items of the PCA so as to bring Azerbaijan’s
legislation closer with the EU standards. This program is designed
to gradually bring Azerbaijan legislation to the EU legislation. In
particular, this program, covering bank, finance, competition and tax
legislation, intellectual property, technical rules and standards,
will help Azerbaijan deepen economic relations with the EU.

-How much aid will Azerbaijan receive though the Action Plan?

-The integration processes to the EU will be reflected in the EU’s
newly initiated cooperation program Europe Neighborhood and Partnership
Instrument (ENPI). The ENPI will provide great opportunities for
implementation of the Action Plans, and was designed for new neighbors
such as Ukraine, Moldova, Belarus, Russian Federation, South Caucasus,
Near East and Northern African countries.

The ENPI budget during the period of 2007-2013 provides ~@12 billion
for realization of programs. The exact volume of funds for Azerbaijan
will be set after the projects within the Action Plan are developed.

-What about the projects through TACIS?

– I think the cooperation between Azerbaijan and the EU within
TACIS program is productive. Generally, the EU has to date provided
technical assistance of over EUR 400m for Azerbaijan since 1992, of
which EUR 100m was made possible through TACIS. This program mostly
envisages reducing poverty, providing assistance for institutional,
administrative and legal reforms, supporting private sector and
contributing to economic development. The assistance for improvement
of the state budget, taxation system and social protection, progress
in investment climate for small and medium size enterprise and regional
development, as well as higher and technical education can be regarded
as that vital.

– At what stage are the negotiations on Azerbaijan accession to the
World Trade Organization?

– We continue bilateral and multilateral negotiations with the
World Trade Organization member states. Azerbaijani party has to
date had four meetings with the special working group of the World
Trade Organization. The European Union, the USA, Turkey, Canada are
the leading supporters of Azerbaijan’s membership. The negotiations
with a number of countries on this issue have already finished and
bilateral agreements are expected to be signed with these states. The
next meeting with the special working group is to be held in Geneva,
March- April. One of the main issues is to bring the economic law
inline with the standards of the WTO. We are working on implementation
of the presidential August decree on this issue.

– When can the CIS countries become members of the WTO?

– Ukraine and Russia are expected to be admitted to the WTO in 2007.

But, it should be taken into consideration that all decisions are made
by consensus and the organization has 150 members. It seems to me,
Kazakhstan enjoys great perspective for admission. It is hard to say
beforehand as everything depends on negotiations.

– What is done to abolish the USA Jackson-Vanik Amendment that impedes
the accession to the organization?

– Jackson-Vanik Amendment does not hinder Azerbaijan’s admission to
the WTO. On contrary, the USA takes serious Azerbaijan’s admission,
having provided technical assistance. The Jackson-Vanik amendment may
be banned after Azerbaijan’s being admitted to the organization. If
a country is admitted to the WTO, it means that this country is a
market economy one, and the Jackson-Vanik amendment is removed. Of
course, we try to remove the amendment now, but the US stated that
this problem can be settled after Azerbaijan’s membership to the WTO.

– Some claim that accession to the WTO is not favorable for
Azerbaijan…

– In general, Azerbaijan’s admission to the WTO is favorable and
supports Azerbaijan’s interests. This gives broad opportunities for
trade liberalization, free turnover of goods and services, bringing
benefit for consumers. These conditions increase the quality of goods
and services and reduce prices. Producers try to produce competitive
goods. The lesson of a number of countries proves that the membership
brings great profits to the country. China’s international turnover
doubled after the admission to the organization. Besides, investments
to the Chinese economy doubled.

– One of the requirements made by the WTO is to reduce the subsidies
for agriculture. How acceptable are these demands?

– The World Trade Organization pursues the policy of reducing subsidy
flow to various sectors because subsidy creates indefinite situation
and disturbs competition. The organization considers if goods are
produced through subsidy, their prize is not objective. Today, one of
the main issues is the import subsidies of agriculture goods. The EU
and other big states also made these subsidies. As per the agreement,
the EU will not make export subsidies to agriculture goods after
2013. One of the main questions under discussion with the WTO is to
provide internal assistance to Azerbaijan’s Agriculture sector.

-Can Armenia join the BSECO Circular Road project via Azerbaijan?

-Circular Road project envisages the restoration, reconstruction,
development and improvement of the infrastructure of the countries
located around the Black Sea. Being the members of the BSECO,
Azerbaijan and Armenia have joined this project. As we have no direct
access to the Black Sea we will get access to Circular Road through
Georgia and Russia. Despite Armenia’s participation in this project,
it is both politically and technically impossible for this country
to gain access to the Circular Road through Azerbaijan. Armenia can
get an access to the road through Georgia. Understanding Memorandum
on the project between the parties is being prepared at the moment.

After the necessary procedures are completed the Understanding
Memorandum will be signed by the organization member states, including
Azerbaijan.

– At the last meeting in Strasburg Azerbaijan suggested the AGO group
stop the special monitoring on the country. How did the opposite
party find this proposal?

-During the last negotiations I suggested that the monitoring on
Azerbaijan shouldn’t be carried out by a special group, but the
general monitoring, as it was in post-monitoring states, be applied
to Azerbaijan. We think Azerbaijan has fulfilled the CE commitments,
but the fulfillment of some other obligations is not up to Azerbaijan,
but roots from the regional situation. That is why we consider that
the results of the monitoring should be assessed, and new proposals
should be taken into account. But the opposite party insists that
there still is a need for special monitoring.

YEREVAN, December 25. /ARKA/. The nuclear-power plant (NPP) in
Metsamor, Armenia, wll not be shut down until the country has
alternative energy sources, RA minister of Energy Armen Movsisyan
told reporters.

He reported that an international conference was held in Yerevan
to discuss the issue of enhancing the Armenian NPP’s safety and
the construction of a new nuclear reactor. "I consider it a great
achievement that the conference reached an agreement on further
international assistance in enhancing safety at the Armenian NPP
until the last day of its operation," Movsisyan said.

He also added that the conference participants agreed that a new NPP
can be an alternative to the currently operating NPP.

"An agreement was reached under which the IAEA and USAID are to render
both technical and financial assistance in preparing the documents
and constructing a new NPP," Movsisyan said.

measures in case of another price jump, RA Premier Andranik Margaryan
told reporters.

The measures taken by the State Commission for Protection of Economic
Competition toward the economic entities practicing unjustified rise in
prices continue the process launched by the Government, Margaryan said.

Margaryan pointed out that Armenia’s economic entities have been
warned, and, if they fail to accept the Government’s position,
"radical measures will be taken within law".

"40% AMD revaluation against the USD cannot fail to cause a fall in
price in Armenia, and this made the price policy problem especially
acute, Margaryan said.

Russia will complete the withdrawal of military personnel from its
former Tbilisi garrison on Monday. The last two vehicles will leave
Tbilisi for a Russian base in Gyumri, Armenia, an officer with the
headquarters of the Russian army group in Transcaucasia told Tass.

All the garrison facilities including the headquarter buildings have
been already transferred to Georgia while military equipment has been
moved to Gyumri.

Thirteen Russian officers who were to remain until the closure of two
Russian bases in Georgia will leave for Batumi on Monday. The bases
in Akhalkalaki and Batumi are scheduled to be closed by October 2008.

single Russian soldier for the first time since November 25, 1799
when Russian General Ivan Lazarev, upon agreement between Russian and
Georgian Tsars, brought here two chasseur regiments from Ossetia to

CONSULTATION OF REPRESENTATIVES OF CIS HUMANITARIAN COUNCIL MEMBER-COUNTRIES’ PRESIDENTS HELD IN YEREVAN

YEREVAN, DECEMBER 25, NOYAN TAPAN. A consultation of Special
Representatives of CIS Humanitarian Cooperation Council member-states’
Presidents was held on December 23 at RA Foreign Ministry. The
consultation was conducted by RA President’s Special Representative in
CIS Humanitarian Council, President’s Assistant Vigen Sargsian. As
NT was informed from RA Foreign Ministry Press and Information
Department, plenipotentiaries of Armenia, Russia, Kazakhstan,
Tajikistan, Belarus, as well as CIS Executive Committee took part in
the consultation. Issues relating to passage to interstate procedures
for the purpose of coming into force of agreement "On Humanitarian
Cooperation Council of CIS Member-States," as well as issues concerning
formation of Council’s staff were among those on consultation’s
agenda. They also discussed the directions of Council’s work for 2007,
including humanitarian events to be held next year in Agreement’s
member-states. RA representative reported about the intention to
organize an exhibition-sale of books in Yerevan, with participation
of CIS member-states, in 2007 autumn. Thoughts were exchanged about
issues of organizing Interstate Fund of CIS Member-States’ Humanitarian
Cooperation and provision of its activity. During the discussions
the participants made various proposals, exchanged opinions about
various ideas voiced for the purpose of deepening cooperation in the
humanitarian sphere. The participants considered cooperation verges
with separate international organizations, in particular, emphasizing
initiatives to be implemented jointly with UNESCO. The agreement
"On Humanitarian Cooperation of CIS Member-States" was signed on 2005
August 26 in Kazan. It was ratified by Armenia, Belarus, Kazakhstan,
Kyrghyzstan, Tajikistan and Uzbekistan. The agreement "On Establishing
Interstate Fund of Humanitarian Cooperation of CIS Member-States"
was signed on 2006 May 25 in Dushanbe, at the sitting of Council of
Government Heads of member-states. The agreement came into force on
2006 November 17. The agreement "On CIS Member-States’ Humanitarian
Cooperation Council" was signed on 2006 November 28 in Minsk, at the
sitting of Council of Heads of States.

Draft RA Judicial Code Adopted In First Reading

YEREVAN, DECEMBER 25, NOYAN TAPAN. At the December 25 sitting, RA NA in
first reading adopted draft packages on making addition and amendment
to the Judicial Code and law "On Compulsory Military Service." In the
words of RA Minister of Justice David Haroutiunian, the necessity to
adopt Judicial Code proceeds from the requirements of bringing the
legislation on judicial power in correspondence with constitutional
amendments and from implementation of second stage of court and legal
reforms. It envisages all-embracing and united regulation in spheres
of court formation, judge’s status, his appointment, advancement,
bearing discipline responsibility. The bill, in particular, envisages,
founding a judicial school for professional training of persons
included in the list of judges’ candidatures. For the purpose of
providing normal process of organization of educational process at
the school the government proposes extending the right of deferment
from military service for continuing studies to the school students,
too, which is envisaged for post-graduate students studying in state
scientific-educational system’s state order. Judicial school’s students
will be called up for compulsory military service after finishing the
school. According to this, the respective amendment and addition is
envisaged in law "On Compulsory Military Service."

YEREVAN, DECEMBER 25, NOYAN TAPAN . In 2006 Yerevan Mayor’s Office
did work of 72 bln drams (about 197 mln USD) or by 6.1% more than
envisaged. Yerevan Mayor Yervand Zakharian said at the December 25
press conference that work of 57 bln 608 mln drams was done by state
budget resources, that of 5 bln 771.7 mln drams – at the expense of
community budgets, the rest – from other financing sources. In his
words, work of 580 mln drams was done in North Avenue at the expense
of state budget and work of 600 mln drams – at the expense of other
financing sources. The design work of reconstructing Aram-Byuzand
Streets and a new highway connecting Heratsi and A. Avetisian Streets
was completed.

According to the mayor, within the framework of the Master Plan’s
measures, the project of territorial mapping of Yerevan aglomeration
and the design of reconstruction of interstate highways connecting
the city with adjacent marzes were implemented. Y. Zakharian said that
work of 11 bln 236 mln drams was done this year by the mayor’s office
and the communities in the sphere of construction, improvement and
municipal economy. Based on it, studies of the technical state of 86
accident-prone buildings and strengtening of 8 accident-prone buildings
of third degree were conducted. External lighting of 16 streets and
asphalt laying of 600 thousand square meters was also implemented this
year. The reconstruction of Isakov Street was finished, for which 2
bln 390.9 mln drams was allocated, as well as the reconstruction of
Terian Street (602.9 mln drams). Yerevan’s Mayor said that 86 bln
324 mln drams will be allocated from the state budget for programs’
implementation next year. In 2007 reconstruction of Komitas and Tigran
the Great Streets by resources of the Lincy Foundation, as well as
capital repairs of 5 schools will be completed.

SMEs To Make 40% Of Armenian GDP In 2006

YEREVAN, DECEMBER 25, NOYAN TAPAN. In 2006, production of small and
medium enterprises will make 40% of Armenian GDP against 39.8% last
year, and the SMEs will make 17% of the export against 16.4% last
year. Ishkhan Karapetian, Executive Director of the SME Development
National Center (DNA), stated this during the December 25 press
conference. According to him, in 2006, about 11 thousand new SMEs
were registered, in which over 20.5 thousand jobs were created (52.8%
of them – in marzes). According to I. Karapetian forecasts, in late
2006, the SME development index calculated by UN methodology will
reach 240 against 179.1 in 2005. He also noted that in 2006, within the
framework of technical and advisory assistance envisaged by the annual
program on SME state assistance, the SME DNC provided to start-up and
operating SMEs the necessary tachnical and advisory assistance for
external economic activity, purchase of conveyer lines and equipment,
introduction of new technologies, search of partners, attraction and
management of financial resources, protection of intellectual property,
licensing, standardization, conformity certification, development of
business and investment programs, accounting, presentation of customs
reports. 350 mln drams (about 832 thousand USD) was allocated from
the state budget for implementation of the annual program, and 110 mln
drams was attracated thanks to cooperation of international and foreign
organizations and local self-government bodies. In the period under
review, 4,684 start-up and operating SMEs (98.3% of them in Yerevan)
received information and advisory assistance.

Ten Armenians To Have An Election Training Course In The USA

weeks in the USA in January, 2007 for an extensive training course
to learn the best ways to make young people take greater interest
and participation in election processes.

The training course is part of a USAID-funded program designed to
encourage young men and women to actively participate in election
processes.

The ten Armenians, who are from NGOs which deal with youth and
students organizations were selected from a pool of applicants in a
transparent competition, Nune Amirian, a coordinator of the program
said to Armenpress.

The Armenians will be hosted by American families.

positive changes happened in our country. But there also were many
shortcomings. We expect a lot from 2007. There are a lot of things
to do, too. Many people in our country still live beyond the poverty
line, there is significant injustice, there are many things that need
to be settled.

The coming year is also a serious political test for both the political
forces and the society. And it is up to the people to decide whether
they want a quick and effective solution to their problems, or they
are ready to get a few kilograms of sugar or some little money as
election bribe instead of solutions of their problems.

Dear friends, we hope that the coming year bring real progress and
prosperity to your country and people, and we hope that happiness
and peace be in our homes forever.
