YEREVAN, DECEMBER 28, NOYAN TAPAN. At the December 28 sitting, the RA
government made an amendment in the April 6, 2006 Decision No 449-n
on Measures to Mitigate State Property Alienation and Natural Gas
Tariff. According to the RA Government Information and PR Department,
the amendment is conditioned by the fact that the November 29, 2006
decision No 298-n of the RA Public Services Regulatory Commission sets
new tariffs of natural gas sold by ArmRusgazprom CJSC to consumers
starting from January 1, 2007. By the decision, henceforth consumers
will pay 84 thousand drams (including VAT) instead of 90 thousand drams
for 1,000 cubic meters in case of consuming up to 10,000 cubic meters
per month, while in case of consuming 10,000 cubic meters and over
per month consumers will pay a sum in drams equivalent to 153.26 USD
(including VAT) instead of 146.51 USD for 1,000 cubic meters.

parliament. Expressing his gratiute for cooperation, he expressed a

its activities in 2007. "The year of pig is now much spoken about, but
it has no bearing on our traditions, and I’d like it to have no bearing
on our reality, be it politics or relations of reporters and political

December 27 NKR National Assembly issued the preliminary conclusion
of the parliamentary hearings on "The Karabakh issue: Perspectives
of settlement."

The conclusion says in part:

"1. The unsettled conflict between the Nagorno Karabakh Republic and
the Republic of Azerbaijan differs from other conflicts on post-Soviet
space with the complete actuality of the right for self-determination
of NKR people.

In 1918-1920 Nagorno Karabakh had a de facto independent status,
and was forcefully annexed to the Soviet Republic of Azerbaijan
by the 11th army of the Russian armed forces, and in 1923 it was
declared the Autonomous Region of Nagorno Karabakh, the state status
of which was later determined with the USSR Constitution. As of the
point of dissolution of the Soviet Union, the realization of the
self-determination of the people of Nagorno Karabakh was based on
two essential arguments.

I stood at the end of the frozen runway, peering through the mist,
trying to make out the terminal building in the distance.

It was exactly at this spot, and under the cover of darkness, that
the CIA planes did their business.

"They always followed the same procedure," says Mariola Przewlocka,
the manager at the remote Szymany airport in north-east Poland when
the strange flights arrived during 2003.

"We were always told to keep away. The planes would stay at the end
of the runway, often with their engines running. A couple of military
vans from the nearby intelligence base would go up to them, stay a
while and then drive off, out of the airport.

‘Cash payments’

"I saw several of these flights but never saw inside the vans because
they had tinted windows and they never stopped at the terminal
building.

"Payment was always made in cash. The invoices were made out to
American companies but they were probably fake," says Mrs Przewlocka.

In September 2006, President Bush admitted what had been suspected
for a long time – that the CIA had been running a special programme
to transport and interrogate leading members of Al-Qaeda, away from
the public spotlight.

Human rights groups have expressed concerns that the prisoners may
have been tortured.

The hunt has been on ever since to locate the secret prisons, or
"black sites" as they are known.

Poland and Romania have been named by investigators as hosting
such sites.

The claims are denied by both governments.

CIA landings

After a week of meetings in smoky Warsaw restaurants and coffee bars
with Polish intelligence sources, airport workers and journalists,
I obtained what I had been looking for, and something that nobody
in authority wanted to reveal, the flight log of planes landing at
Szymany airport.

They confirmed my eyewitness’s account – that a well-known CIA
Gulfstream plane, the N379P, had made several landings at the airport
in 2003.

The plane has been strongly linked to the transportation of Al-Qaeda
terrorists.

Another plane, a Boeing 737, had flown direct from Kabul to this
remote Polish airport.

"There is no particular reason for a Gulfstream to stop there. So
there has to be a reason why the plane is stopping there and the fact
that everyone is trying to conceal this reason makes it all the more
interesting to try to find out what it is," says Anne Fitzgerald from
Amnesty International.

I followed the route of the military vans from the airport to the
nearby secret Polish intelligence base at the village of Stare
Kiejkuty.

Surrounded by double-lined fences, security cameras and thick pine
forest, visitors are not welcome.

‘Secret prison’

Within five minutes of stopping the car I was approached by a man in
a military uniform who made it clear he wanted me to leave.

Was this where a CIA secret prison had been located?

A committee of European parliamentarians who investigated the CIA
secret prison programme subsequently concluded in a report:

"In the light of… serious circumstantial evidence, a temporary
secret detention facility may have been located at the intelligence
training centre at Stare Kiejkuty."

I think it’s quite probable there was a kind of transfer site,
a black site, in Poland.

Others go further. Marc Garlasco is a senior military analyst with
Human Rights Watch.

He says: "It’s almost a foregone conclusion that Poland hosted a CIA
Black Site."

But the authorities in Poland do not want to talk about it.

All requests for interviews with government ministers were rejected.

The European parliamentarians met a similar wall of silence.

One civil servant from the prime minister’s office claimed a secret,
internal inquiry had concluded there had been no "black site"
in Poland.

Others disagree.

"I think it’s quite probable there was a kind of transfer site, a
black site, in Poland. There is a Kafka-like mood in Warsaw. No one
from the government has the will to answer our questions," says Jozef
Pinior, a senior Polish politician, who has called for a commission
to investigate the claims.

With Polish troops serving in Afghanistan and Iraq, and with the United
States as the country’s key ally, there is no desire to delve into the
secret deals made in the secret war against international terrorism.

The US State Department has said it always complies with its laws
and treaty obligations and respects the sovereignty of other countries.

But the truth of Poland’s role may soon emerge.

The new Democrat-controlled US Congress may begin its own investigation
into the CIA secret prisons programme in the next few months.

The search for Poland’s secret CIA prison is broadcast in Global
Account for the first time at 23.06 GMT on Thursday 28 December on
BBC World Service.

bodies were held during 2006 in 162 communities of Armenia, including
the community heads’ elections in 103 ones. Excluding the cities of
Stepanavan, Goris, Germuk and the community of Ajapniak, Yerevan, all
the other communities are rural ones. Garegin Azarian, the Chairman
of the Central Electoral Commission stated about it at the December
27 summing up press conference. He informed that from the 62 531
applicants, presented a claim for participation in the qualification
courses organized by the Central Electoral Commission for candidates
for membership to electoral commissions, 38 529 ones took part in
the courses, 2 511 from who did not pass the examination. The Central
Electoral Commission considered concerning the rather great number of
applicants who did not take part in the courses, mentioning that the
courses were organized not only in the centers of the marzes but also
as near to the settlements as it is possible to secure most beneficial
conditions for participants. Regular elections of local self-government
bodies are envisaged in 2007 in 120 communities, includimg community
heads’ elections in 94 ones. The cities of Charentsavan, Ararat,
Artashat, Maralik and the community of Shengavit, Yerevan, are
among the latters. Naturally, the main event of the coming year
is parliamentary elections envisaged in May. In G.Azarian’s words,
a universal computer net will completely function during the state
elections. It is at present introduced in 23 electoral districts
of Armenia, works will finish in the coming 15-20 days in other 5
ones. So, during the state elections, the universal computer net
will secure, according to districts, summing up of the results to
be got from 28 electoral districts, excluing Yerevan. Data will be
got from 13 electoral districts of Yerevan in the way of report and
will be fixed in the computer at the Central Electoral Commission. In
G.Azarrian’s words, the summing up of results of elections in parallel
shown on the big screen placed at the Central Electoral Commission
will secure transparence of the process, and the amendments recently
made to the Electoral Code "in general, give possibility to hold the
elections which we all expect: free, just, transparent." "However,
those elections must be much better, than the previous ones were,"
Central Electoral Commission Chairman G.Azarian expressed a confidence.

of Armenia being specially preserved will be used from 2007 for
ecotourism as well.

Vardan Aivazian, the RA Minister of Nature Protection stated about
it at the December 27 press conference. "If in the past preseration
zones were free only for visitors with scientific purposes, then
from now on they will be accessible for everybody who wants," the
Minister mentioned. In his words, description and management plans
of borders of the "Dilijan" and "Sevan" national parks were worked
out and the ones of the "Khosrov" state preservation will also
be worked out in future. V.Aivazian mentioned that the territory
of the "Sevan" national park reduced 2400 hectares and at present
it makes 147 thousand 448 hectares. The territory of the "Dilijan"
national park makes 32 thousand hectares instead of former 28 thousand
hectares, and "Shikahogh" territory became 13 thousand hectares from
10 thousand ones.

Master Perfumers Nose Ahead With Made-To-Measure Scents

MASTER PERFUMERS NOSE AHEAD WITH MADE-TO-MEASURE SCENTS

Unique perfumes offering a scent of exclusivity are now within the
reach of many pockets thanks to a new generation of young master
"noses" trying to buck a trend towards bland mass production.

Until recently, perfumers concocted such luxury only for the likes
of Arab princesses, millionaires and film stars.

Annick Le Guerer, perfume expert and author, said that perfume
companies today intentionally created their fragrances "by consensus",
and not according to the taste of one perfumer, in order to widely
appeal to customers regardless of nationality and local taste.

But the industry’s shift away from bold scents with personality to
blends designed to please all has triggered a backlash, prompting a
growing number of perfumers to set up their own "boutique" businesses.

"Demand for a personalized product has grown in the last few years
among a certain clientele," said Han Paul Bodifee, who heads up
France’s perfume industry body PRODAROM.

"We’ve seen new businesses emerge that use the skills of a master
perfumer to create very high quality fragrances that are exclusive
and made-to-measure," he said in an interview with AFP in the world’s
perfume capital, Grasse, in the hills above the Riviera coast.

This new clientele is strangely eclectic — both men and women from
worlds as diverse as business, politics, the stage and screen and, of
course, the very rich. But all are connoisseurs in search of quality.

Their ages also range widely, from babies up to the over-eighties,
said Isabelle Burdel. She was the first perfumer to launch her own chic
label, "Salon Prive", on the Riviera two years ago in the exclusive
seaside resort of Cannes.

Her youngest client to date was a three-year-old Arab princess.

The clientele for these "new" perfumes also tends to be very
international.

While the main customer base is in Europe and North America, perfumers
said the Gulf Arabs are becoming increasingly interested, along with
Eastern Europeans, North Africans and Latin Americans and more recently
customers in India and Asia.

These made-to-measure scents still carry a hefty price tag compared
with over-the-counter scents, thanks to the costly, rare, top quality
ingredients — and the time and skill to blend them — used instead
of today’s cheaper synthetic components.

The former includes pure flower essences, such as the highly-prized
Bulgarian rose that sells for around 7,000 euros per kilo (9,000
dollars per 2.2 pounds), or rarities like centuries-old amber, often
used to add spicy, earthy undertones, which is now extremely difficult
to find.

"The high price of natural ingredients today is why synthetics are
used in mass market perfumes and why ‘bespoke’ fragrances cost so
much," said Burdel.

"Noses" themselves, who number just 500 worldwide, are also somewhat
rare, as it takes many years of training as well as talent.

"’Bespoke’ perfume is very close to the world of haute couture in that
there are no limitations in price or in time," said Francis Kurkdjian,
one of today’s foremost young master perfumers.

Paris-based Kurkdjian, who is French of Armenian descent, said the
idea to set up a one-of-a-kind perfume business came to him six years
ago while he was working in Manhattan.

Asked to create scents for a charity auction, Kurkdjian thought it
would raise more money if he offered his nose to the highest bidder.

"People went crazy about the idea of having a perfumer create a unique
perfume for them and that was how my business was born," he said.

One of his strangest requests was to create a perfume that "smelt
of money".

Kurkdjian charges around 8,000 euros for a unique fragrance — which
can take anything up to six months to create for a client.

This cost can still be considered good value compared with the world’s
top perfume, couture and luxury goods houses, such as Guerlain,
Patou and Cartier.

These firms can command as much as 50,000 euros for a ‘bespoke’
service, Annick Le Guerer, expert and author of a recently published
book "Parfum: des origines à aujourd’hui" ("Perfume: from early times
to the present crisis"), told AFP in a telephone interview.

A less expensive option is a limited edition, offered by many of the
independent perfumers who work mainly in Paris, London, New York and
Los Angeles, Le Guerer said. Kurkdjian’s run for about 4,000 euros.

Two other names, Frederic Malle’s "Editions de parfums" in Paris and
leading British perfumer Lynn Harris’s "Miller Harris", have already
won a cult following with their hip limited-edition scents.

And inevitably, some of these limited editions end up becoming more
exclusive than others, such as two eaux de parfum created by Burdel at
the Cannes-based Salon Prive: "Imagine" with subtle hints of precious
Bulgarian rose and musk for women, and a fresh sea breeze fragrance,
"So Sensual", for men.

Between 30 and 50 different essences were used to create each fragrance
and only 20 bottles will be available, sold on a first-come basis for
600 euros per elegant cube-shaped vial — a bargain compared to her
one-of-a-kind service that, like Kurkdjian’s, starts at 8,000 euros.

Perfume lovers who want to smell like a queen also have the opportunity
of a lifetime this year — to buy a fragrance that might have been
worn by the pleasure-loving French queen, Marie Antoinette.

This fragrance was recently brought back to life through the patient
efforts of Francis Kurkdjian based on the 18th-century writings of
a royal perfumer.

But they will have to be quick — only 10 crystal flasks priced at
8,000 euros apiece and 1,000 tiny phials that cost 350 euros each
have been put up for sale by the Chateau de Versailles.

Azerbaijan over the incident on December 19, when singer Sertab
Erener and Armenian-born pianist Burak Bedikyan were not allowed to
Azerbaijan and sent back. The Turkish MFA requested both the Azeri
Foreign Ministry and the Azerbaijani Embassy in Ankara to furnish
information on the incident.

According to Azerbaijani Embassy Advisor Jeyhun Mammadov, Bedikyan
did not appeal to the Embassy for visa. "The Azerbaijani explains the
decision by the fact that a big audience will gather in the concert
hall and there will be those who lost relatives in the Karabakh
war. Over this very reason it would be difficult to ensure Armenian
musician’s security," the Advisor said, adding that the incident
cannot tell on the Azerbaijan-Turkey relations.

Sertab Erener and Berdikyan arrived in Azerbaijan to take part in
the events dedicated to the10th anniversary of Azercell. However,
they were detained in the airport and later deported, reports APA.

— Former North Carolina Senator Supported
Legislation Recognizing the Armenian Genocide

WASHINGTON, DC – The Armenian National Committee of America (ANCA)
today welcomed the entry of John Edwards, a former Senator from
North Carolina who supports U.S. recognition of the Armenian
Genocide, into the race for the 2008 Democratic nomination for U.S.
President.

"We are always pleased to see friends of the Armenian American
community running for the White House," said ANCA Executive
Director Aram Hamparian. "In the coming months, as the field of
candidates takes shape – in both the Democratic and Republican
parties, we look forward to learning more about each presidential
aspirant’s positions on the full range of Armenian American
issues."

During his tenure in the Senate, Edwards supported issues of
special concern to Armenian Americans, including official U.S.
recognition of the Armenian Genocide. In 2002, Senator Edwards
cosponsored S.Res.307, which marked the 15th anniversary of the
U.S. implementation of the U.N. Genocide Convention. The following
year, he was an original cosponsor of the Armenian Genocide
Resolution, S.Res.164.

During his run for the 2004 Democratic Presidential nomination,
Sen. Edwards spoke with ANCA leaders about the importance of
impressing upon Armenia’s neighbors that "We [America] stand fully
behind Armenia." In public remarks during the campaign, he
stressed that America’s interest are served by recognizing the
Armenian Genocide, noting that, "it is the just thing to do; it is
about time we [Americans] recognized it."

Among the most likely Republican presidential contenders, two New
Yorkers stand out as especially strong supporters of Armenian
issues. Former New York City Mayor Rudolph Giuliani hosted
commemorations of the Armenian Genocide in City Hall and maintained
close relations with the Armenian National Committee of New York.
Outgoing New York Governor George Pataki, during his twelve years
as governor, maintained excellent relations with the leadership of
the Armenian community, and emerged as the nation’s most vocal and
energetic state-level leader working toward U.S. recognition of the
Armenian Genocide.

Former Virginia Governor and Republican National Committee Chairman
Jim Gilmore is a long-standing supporter of Armenian issues. As
governor of the Commonwealth, he served as Chairman of Virginia’s
April 24th commemorations and inaugurated the Virginia-Armenia
Advisory Commission. Senator John McCain (R-NV), during his
lengthy Senate service, has generally not been supportive of
Armenian American issues, but does maintain a relationship with the
Arizona Armenian community. Despite the high level of civic
participation by the Bay State’s Armenian community, outgoing
Massachusetts Governor Mitt Romney was largely indifferent to
Armenian American issues during his term in office. Senator Sam
Brownback (R-KS) for many years opposed Armenian American issues,
particularly concerning restrictions on U.S. aid to Azerbaijan, but
has, in recent years, emerged as an advocate for U.S. recognition
of the Armenian Genocide.

Among the potential, or already announced, Democratic candidates
who have supported U.S. recognition of the Armenian Genocide are
Senators John Kerry (D-MA), Joseph Biden, the incoming Chairman of
the Foreign Relations Committee, Hillary Rodham Clinton (D-NY),
Christopher Dodd (D-CT), Barack Obama (D-IL), retired General
Wesley Clark, Congressman Dennis Kucinich (D-OH), and New Mexico
Governor Bill Richardson. Iowa Governor Tom Vilsack has no record
on Armenian issues. Former Vice President Al Gore supported
Armenian Genocide recognition during his service in the Senate,
but, as part of the Clinton-Gore White House, blocked adoption of
the Armenian Genocide Resolution.

Monument To "Mimino" Heroes To Be Erected In Moscow

/PanARMENIAN.Net/ A monument to the heroes of legendary "Mimino"
– Valiko Mizandari (Vakhtang Kikabizde), Rubik Khachikyan (Frunzik
Lazarian) and Volokhov (Yevgeny Leonov) will be inaugurated in Moscow
next year. The monument is dated to the 30th anniversary of the film
shot by director Georgy Daneliya. Yesterday the Committee on Culture
at the Moscow State Duma approved the initiative and an appropriate
project will be drawn in the near future.

The monument is likely to be erected in the district of Chistye
Prudy where the film was shot and where Daneliya lives at
present. Territories adjacent to Georgian streets in the center of
Moscow and the former hotel of Russia, where the heroes met, are
considered as an alternative. A contest for the best monument model
will be announced.

In the words of Yevgeny Gerasimov, the chairman of the Committee
on Culture at the Moscow State Duma, "the monument should convey
warmness and good mood like the film itself." Vakhtang Kikabizde
approved the idea.

People’s actress Marina Dyuzheva, who acted as Mizandari’s young
defender in the court, said "the bronze trio will become a hymn to
warm human relations," reports IA Regnum.
