ISFAHAN ARMENIAN CHURCH HEAD APPEALED TO US CONGRESS

Isfahan Armenian apostolic church head Koryun Papyan presented a
letter to the US Congress.

The letter claims that Christians have been oppressed since the
Islamic revolution in Iran.

The torture against Christians was weakened after the assassination
of episcope Hayk Hovsepyan-Mehr and Abbot Tatevos Mikaelyan in Mashed
in 1994.

But it has become tensed since 2000. The letter says that after the
re-election of Mahmud Ahmedinejadi Christians underwent discrimination
in social and economical field.

"Christians were obliged to celebrate New Year in their houses as it
was forbidden by Iran’s leadership. We urge international community
not to be indifferent to the violation of Christians’ rights," the
letter reads.

The letter is regarded as Armenians’ intention to benefit from the
situation amid of USA’s possible attack on Iran APA reports.

HIS HOLINESS ARAM I: "WE NEED TO ADAPT
RELIGION TO NEW TIMES"

This morning His Holiness met with the representatives of World Council of
Islam-Christian Cooperation lead by its General Secretary Dr. Yousef Farran.

The focus of the meeting was the role of religion in general and the
Christian-Muslim dialogue in particular. His Holiness Aram I considered
religion as "a force in society, and the nature and scope of its role are
defined differently by religions in different times and in different
contexts". His Holiness warned about "misuse of religious feelings and
values". It is vitally important, said Aram I, that "religions as a force be
used for the transformation and progress of society, and not as a means to
generate violence and presume political interests".

Catholicos Aram I also stressed the need for the religion to adapt itself to
new times. "Religion has its traditions, values and principles. They need to
become more relevant and open to new conditions and realities. Adapting
religion to new times, by keeping the substance of its teachings, in my
judgment, is essential for the inner renewal of religion".

His Holiness also discussed with his visitors a number of matters pertaining
to Christian-Muslim dialogue. He welcomed the growing commitment of
Christians and Muslims throughout the world to engage in process of seeking
common values and working together by respecting each others values and
traditions.

On the very first days of 2007 the population of Azerbaijan found out
that the promises delivered by the country’s leadership mean nothing.

All throughout 2006 President Aliyev had traveled to different regions
of the country presenting nice prospects for fast prosperity for
average Azeris.

Of course, this would happen due to oil revenues. However, on January
6 the government passed a decree that turned the New Year celebrations
into a nightmare.

According to the Azeri press, the population was shocked by the
increase in the prices for electricity, petrol and gas. Consequently,
the prices for transportation, water supply and utilities went up. The
prices for food products increased by 15%. The price of bread is
expected to rise as well. The prices of some newspapers, particularly,
Russian newspapers, Zerkalo and Ekho, as well as independent Azeri
newspapers went up by 50%.

The Azeri experts are very skeptical of the government’s explanation
that the prices for energy carriers should be equaled to those on the
international markets to prevent illegal sale to neighboring countries,
as well as the government’s claims that this can create favorable
conditions for development of private businesses in the energy sector.

The experts point out that Azerbaijan has left US behind in terms of
the petrol prices. Meanwhile, the average American has an average
annual income of 40 thousand dollars while the average Azeri’s
annual income is about 2 thousand dollars. The increase of the prices
for food products regulated by the government can cause a new wave
of devaluation in Azerbaijan’s consumer market for up to 50%, the
experts believe.

The opposition forces in Azerbaijan called the government’s decree
a continuation of robbery policies directed against own population.

"The drastic increase of the prices of oil products, electricity,
water, utilities and transport is a great shock for the majority of the
population in a country where 5% of the population are oligarchs while
the rest are striving at the edge of survival," leader of National
Unity Movement Lala Shovcat told Day.Az. According to Shovcat,
the decree comes to destroy the middle class that is emerging in
the country.

"Those who belonged to the middle class on Sunday, on Monday became
simply people striving for elementary survival. This shows that the
Azeri government does not have economic policies, that our country has
not yet undergone the necessary structural and institutional economic
reforms, the economy is not yet transparent, it is not only the oil
sector that is paralyzed but the whole economy gets increasingly
dependant on the oil", Shovcat stated.

The leaders of some political forces in Azerbaijan have called on the
population to organize mass protest actions. Some believe the drastic
sore of the prices might result in a social explosion in Azerbaijan.

"I am not sure that citizens of Azerbaijan, irrespective of their
political affiliation, will go to the streets to express their
discontent with the government’s policies trying to fight for their
rights. And I think the governm ent knows that the population will
not resort to such measures, and this is what makes such decisions
possible," Shovcat said.

In this context, the prognosis made for 2007 by South Caucasus Research
Centers is interesting to consider, "The country will be flooded with
petro-dollars which will drive the government towards more ambitious
undertakings. New infrastructure projects will be launched, and the
influence of the petro-dollars might be reflected on the industries.

The huge increases of capital will foster the government’s military
ambitions. The Dutch Disease will come to Azerbaijan. The fragmentation
and polarization of the society will become more obvious. The
government will spend money on improving the conditions of life for
the displaced persons, (insignificant) increase of salaries and social
benefits which will result in significant devaluation.

The prices for everything will go up. The increase of the prices for
energy carriers and utilities will result in increase of prices in
all sectors. If the Azeri labor migrants are driven out of Russia
some regions of the country will find themselves in a very difficult
situation. But this will not result in any social shocks since the
Azeri population’s sense of protest is minimized. Gas and electricity
supply will be disrupted during the winter months.

Overall, the country will become richer during the year while the
population will try to adjust to the increased prices".

The minimal salary in Azerbaijan is 50 dollars. Meanwhile, according
to the Azeri media, over 70% of the population lives below the poverty
line and only 7% are wealthy.

Delegation Of Syrian Businessmen To Visit Armenia

DELEGATION OF SYRIAN BUSINESSMEN TO VISIT ARMENIA

January 16-19 the delegation of Syrian businessmen headed by
President of the Chamber of Commerce and Industry of Aleppo will
arrive in Armenia. The delegation will comprise both Ara and Armenian
businessmen.

"Armenpress" was told from RA Chamber of Commerce and Industry that
the Syrian guests will have meetings with members of the Chamber of
Commerce and Industry of Armenia and Armenian businessmen. They will
visit different enterprises, trying to find edges of cooperation.

According to the same source, there are no political contradictions
between Armenia and Syria, but the trade and economic ties between
the two countries are not on a sufficient level. In 2006 the commodity
turnover decreased as compared to the previous year. Armenia imports
fruit and metallic constructions from Syria and exports mainly
rubber. The aim of the visit of Syrian businessmen is to improve the
level of trade and economic relations and to have these relations
reach the level of political ties.

It is expected that during the visit an agreement on cooperation
will be signed between the Chambers of Commerce and Industry of the
two countries.

Agreement Signed Between MCA-Armenia And Armenian Road Directorate S

AGREEMENT SIGNED BETWEEN MCA-ARMENIA AND ARMENIAN ROAD DIRECTORATE SNCO

Millennium Challenge Account – Armenia (MCA-Armenia) and the Armenian
Road Directorate (ARD) SNCO signed an Implementing Entity Agreement,
according to which the MCA-Armenia is going to implement Rural Roads
Rehabilitation Project (RRRP) through ARD. The Agreement has been
signed by MCA-Armenia CEO Ara Hovsepyan and ARD Director General
Karen Gevorgyan.

According to the Agreement ARD shall implement all activities necessary
for timely and effective implementation of RRRP.

The Agreement stipulates the following key responsibilities for
ARD: preparation of bidding documents and RFP’s; preparation of the
project implementation schedule; oversight of the works, carried
out by construction contractors, consultants and goods suppliers;
monitoring and evaluation; consulting construction contractors;
inform MCA-Armenia on the inconsistency of the quality and quantity
of goods, civil works, and services with the technical standards as
foreseen by the respective contracts.

The Agreement with ARD is signed for 5 years with the total amount
of USD 1.087 million.

MCA-Armenia Program (USD 236 million) aims to reduce rural poverty
through a sustainable increase in the economic performance of the
agricultural sector.

The Program includes a USD 67.1 million project to rehabilitate up to
943 kilometers of rural roads, more than a third of Armenia’s proposed
"Lifeline Road Network."

Yerevan, January 15. ArmInfo. The future of the Armenian-Turkish
relations depends on both Ankara and Baku, American expert Richard
Kirakosyan said at a press-conference in Yerevan, Monday. According
to him, the key issues concerning the Armenian-Turkish relations,
i.e. unblocking the border, establishing diplomatic relations, as
well as the recognition of the Armenian Genocide, depend on Turkey’s
position and transformation of Turkey’s identity.

On the other hand, the normalization of relations with Turkey depends
on how legitimate the domestic political situation in Armenia will
be. The parliamentary elections in Armenia should be transparent and
fair. Armenia should develop institutional factors and not personal
significance, as this is the only way of developing legitimacy
and improving relations with neighboring countries, R.Kirakosyan
emphasized. He added that the condition of the Armenian-Turkish
relations reflects the domestic political situation in Turkey, as at
the moment, reappraisal of values is dynamically going on in Turkey.

The decision upon the Armenian-Turkish relations will determine the
direction of Turkey’s development, whether it will continue the process
of integration into the European Union, or will step aside from it,
thus casting doubt on the prospect of the whole region’s integration,
the expert concluded.

conference under the title "Economic and Social Consequences of
Opening of Armenian-Turkish Border" held the other day in Yerevan,
in particular, representatives of USA AJD Yerevan Office, stated
that in case of opening the border with Turkey Armenian population’s
economic condition will improve and "mentioned in the implication that
some political concessions should be made for this purpose." Kiro
Manoyan, ARFD Hay Dat Office Director, sais this at the January 15
dispute. In his words, it is not excluded that at some moment, under
the influence of some circumstances and without any preconditions
Turkey will declare that "the border with Armenia is opened." In
his affirmation, Armenia should be ready for such sudden change both
economically and legislatively.

In K.Manoyan’s words, it is not the demand to recognize the Armenian
Genocide that makes Turkey keep the border with Armenia closed. As
he affirmed, "Turkey’s purpose is to weaken Armenia and for achieving
this purpose this country can present another 40 reasons."

the French presidency last night. Mr Sarkozy, the Interior Minister
and leader of the Union for a Popular Movement (UMP), promised a
radical break with the usual ways of French leadership if he is
elected in May. This rupture would make France a model again. "I
have the ambition to create a new relationship with the French that
rests on two words – confidence and respect," he said in interviews
with regional newspapers. Mr Sarkozy promised to bring France closer
to the United States and restore incentives for people to work. He
played down fears that he would curb the country’s generous welfare
state: "I think the State and public services must not be condemned to
impotence. They have their role in the modern society that I want to
build." Besides, the presidential contender stands against "unlimited"
enlargement of the EU and Turkey’s accession to the Union.
