Capital Yerevan should become an attractive and convenient city for
living and working. We should try to have minimum discontent
citizens. This was how President Kocharyan expressed his anticipations
from the Yerevan Municipality during today’s working consultations in
the City Hall where the results of 2006 and the deeds for 2007 were
discussed.

The President said qualitative change is evident in the activity of
the Municipality, increase of the volume of work is also
evident. However, the economic growth of the country and the dynamic
development of the capital city suggest new problems, which should be
addressed. In particular, the President turned to the issues of
traffic in the capital and development of infrastructures.

Robert Kocharyan suggested the Municipality to pay attention to the
issue of increasing the investment attractiveness of the capital city.

Turning to the 2007 program of development of capital Yerevan
presented by Mayor Yervand Zakharyan, Robert Kocharyan said there
exists corresponding financial and staff potential for accomplishment
of the program.

`Republicans don’t distribute presents’, Galoust Sahakyan, leader of
the Republican Party said in answer to `A1+’.

Republicans, as well as a few leading parties have initiated charity
on the eve of elections with multiple law breaches. And they do all
these things openly; one can read on their website the exact number of
present packets distributed during this or that event. For instance,
Republicans gave presents to the veterans of the Patriotic War, to the
families of murdered or wounded heroes at Christmas.

`Republicans also rendered their assistance to the prisoners giving
trousers, hygienic accessories, and medical assistance. They also
promised to give spectacles, if necessary.’ This is only part of the
information on the website.

In answer to our questions, Galoust Sahakyan said,

Republicans don’t distribute presents.

But there is such information on your website

The Republican Party only tries to render organizational assistance to
this or that organization. Our present is our anonymous work in the
name of the state, state budget and country.

At the turn of the year Andranik Margaryan announced in the press
conference that the party hasn’t got the right to initiate charity

Yes, naturally, there is hardly any party that doesn’t do charity.

It is said on your website that the party has distributed presents in
women’s reformatory, kindergartens and nursing homes.

It refers to various organizations and individuals and not to the
party.

Then what is the use of ascribing the charity to the Republican Party?

The point is that republicans participate in the organizational
processes, which means that there are individuals and organizations
that have such possibilities and we merely render them assistance.

Can we assume from Serge Sargsyan’s visit to boxing school (when the
latter was escorted by Sos Sargsyan) that he went there to preach?

State officials are obliged to get in touch with public, state
institutions, representatives of sport and culture.

And should they implement their obligations just on the eve of
elections?

I wouldn’t say so. The point is that the press and public become more
sensitive on the eve of elections. The functions of Republican Party
neither increase nor dicrease.

Azeri sexy singer to save Iranian Azerbaijanis from fundamentalism

"Roya is a slut. I don’t like her." So says a dark-haired Azerbaijani
girl nestled on a barstool of the Universal Bar in downtown Baku, a
spot where foreign oil workers can meet eligible young women for the
right price.

Roya, a provocative young singing sexpot, is a tornado in Azerbaijan,
a country of eight million mostly Shia Muslims who live in a
thoroughly secular system.

Now freed of Soviet tanks, Azerbaijan stands at the crossroads; in
one direction western materialism (they enjoy solid ties with the US
and Israel), in the other a return to Muslim Shia orthodoxy,
encouraged by neighbouring Iran.

Roya’s face stares down from the billboards (those not taken by
images of President Aliyev), her confidence and sensuality in stark
contrast with the grey-eyed souls walking the streets. With her
sultry looks and sizzling antics, she may be the perfect embodiment
of a new Azerbaijan, long known as the Land of Fire because of the
blazes that have burst from the soil since pre-history, leading
fire-worshippers to create Zoroastrianism.

More recently, the country has been worshipping oil. Since July 2006,
Azerbaijan has been exporting oil through the new BTC pipeline which
sucks liquid gold from the Caspian and transports it to ships on the
Mediterranean. They hope to hit a million barrels a day soon.

The wealth has flowed in: Lycra and denim-clad young strut around
leafy Fountain Square chating on phones, while war veterans in
threadbare blazers stare suspiciously.

Outside the hilly capital, many are less enthusiastic about the gaudy
consumerism personified in its extreme by Roya. In spite of the
booming economy, many Azerbaijanis live in refugee huts and train
cars, a remnant of a disastrous war with Armenia.

Yet in the same celebrity magazines that refuse to offend Muslim
sensibilities by discussing unmarried relationships, Roya is
routinely pictured topless, or kissing a variety of young men and
women. She swears on TV and appears semi-nude in her videos.

Recently one Sinatra-style old-time Azerbaijan crooner was asked what
he thought of Roya and the flesh- baring generation of singers she
inspires. "They should be shot," he said, apparently speaking for
many.

He might not like it, but there’s no denying Roya is leading a
massive young Azeri demographic revolting against stifling tradition
and seeking a more exciting future. In other words, Roya’s a sexy
Azeri punk.

But popular Azeri dissatisfaction has an alternative outlet.

Neighbouring Iran – which boasts a 20 million Azeri minority – has
long attempted to co-opt its Azerbaijani co-religionists into Muslim
revolution.

Many believe the growing count of minarets in the smaller cities of
Azerbaijan is slowly blossoming into something bigger, something that
will only grow with ongoing cynicism and the inevitable crisis of oil
wealth.

On the other hand, some believe Roya and other Azerbaijani
entertainers could help seduce Iran away from fundamentalism. Those
20 million Azeris make up one-third of all Iranians and they are
showing signs of tiring of the state’s ongoing cultural repression.
Many have satellite TV and can see Roya and other pop stars living
the high life – and speaking their language.

Is throaty, brazen Roya singing the theme-song for the westernisation
of Azerbaijan – or a battle-hymn for the break-up of Iran?

Fresno Fuego to Host Armenian National Team

01/17/2007 – With their season opener still a couple of months away,
the Fresno Fuego are in camp a little earlier this year as they get
set to host the Armenian National team Wednesday night.

Fresno Fuego Striker, Orlando Ramirez, says this is a great
opportunity for local players to play a national team.
Made up mostly of local talent, -the Fuego are no strangers to facing
opponents of superior competition. Having already played against
Major League Soccer’s LA Galaxy and Chivas USA on a number of
occasions.

While Armenia will use Wednesday’s match as a tune up for European
Cup qualifying, the Fuego coaching staff is still in the early
process of finalizing their roster for the upcoming season.

Fuego Coach Jaime Ramirez says, "We want to see where we’re at in
preparation for the next step."

Putin reassures Belgrade over Kosovo’s future

Russia will support a solution on the future of Kosovo, the breakaway
province of Serbia, only if it is backed by Belgrade, senior
officials in Moscow are making clear.

Sergei Lavrov, Russia’s foreign minister, said yesterday the
province’s status could "only be determined through talks and it has
to be acceptable both to Belgrade and to the Kosovopopulation".

Earlier, Vojislav Kostunica, Serbian prime minister, said Vladimir
Putin had assured him that if a Kosovo plan to be presented soon by
the UN envoy "is unacceptable to Belgrade, neither can it be
acceptable to the (UN) Security Council".

The Kremlin confirmed that Mr Kostunica had spoken by telephone to
the Russian president on Monday, at Belgrade’s request, and Mr Putin
had "affirmed Russia’s fundamental position".

Mr Putin said last September that Russia might use its United Nations
Security Council veto if it disagreed with the plan by Martti
Ahtisaari, UN envoy.

Mr Ahtisaari is due to present his proposals shortly after next
Sunday’s general elections in Serbia, whichpit pro-European forces
allied to Boris Tadic, president, against the ultra-nationalist
Radical party.

His plan is expected to propose "supervised" independence for Kosovo,
under EU supervision. Russia’s position at the UN will be crucial. Mr
Kostunica said the Russian president had stressed that the solution
must "stem from the principle of territorial integrity".

Sergei Karaganov, who heads Russia’s council on foreign and defence
policy, said Russia had always believed Nato’s bombing of Yugoslavia
in 1999 to drive Serb forces out of Kosovo breached international
law. It would not "make life easy" for anyone seeking independence
for Kosovo.

But Russia might show its unhappiness with any plan at the Security
Council by abstaining rather than a veto, he said. The most likely
solutions – full independence or independence as some kind of
international protectorate – both had positive sides for Russia.

Mr Putin has stated repeatedly in the past year that an independent
Kosovo would set a precedent for unresolved conflicts in the former
Soviet Union. These include the rebel Georgian provinces of Abkhazia
and South Ossetia; Transdnestr, the breakaway territory of Moldova;
and Nagorno Karabakh, the mainly Armenian enclave in Azerbaijan.

suppose that the Nagorno Karabakh problem will be hardly solved in the
near future by diplomatic ways. `Azerbaijan has increased its income
from energy resources and wants to increase the official budget up to
$1 billion against $700 million last year. And if the Azeri army was
losing to the Armenian armed forces, the arms race can promote
intensification of the situation around Nagorno Karabakh,’ says the
report of the center. American analyst also think that like in the
case of Georgia, the establishment of Kosovo can serve as a cause for
strengthening the opposition in the Nagorno Karabakh conflict.

`Most likely the UN will grant independence to Kosovo, and it will
give a cause to Russia to increase the Peacekeeping mission in
Abkhazia and South Ossetia, and Georgia will give an adequate
response. Taking into account the tension between Moscow and Tbilisi
the opposition can increase into open confrontation,’ underline
American experts. According to their forecast, in 2007 tension in the
South Caucasus will increase, RFE RL reports.

on the Nagorno Karabakh conflictpeacful solution will
take place soon after the meeting between the Armenian
and Azeri foreign ministers in Moscow, stated Azeri
Foreign Minister Elmar Mamedyarov in Baku,
`Novosti-Azerbaijan’ reports. It is worth reminding
that the meeting between Armenian and Azeri Foreign
Ministers Vartan Oskanian and Elmar Mamedyarov is due
to take place in Moscow January 23. It is expected
that the OSCE Minsk Group Co-Chairs Matthew Bryza
(U.S.A.), Yuri Merzlyakov (Russia) and Bernard Fassier
(France) will also take part in the meeting.

Meanwhile, the PanARMENIAN.Net journalist was told in
the RA MFA that to speak about mediators’ visit to the
region will be possible only after Oskanian’s and
