/PanARMENIAN.Net/ Russian Foreign Minister Sergey Lavrov met with his
Armenian and Azeri counterpart Vartan Oskanian and Elmar Mamedyarov
January 23. Oskanian and Mamedyarov were participating in the next
round of consultation on the Nagorno Karabakh conflict in Moscow. The
OSCE MG Co-Chairs also were present at the talks, the RF MFA Press
Office reports. From the Russian side Deputy Foreign Minister
G. Karasin took part in the discussions. During the conversation
perspectives of the negotiation process on the Nagorno Karabakh
settlement were discussed.

Today in Moscow under the aegis of OSCE MG a meeting was held between
V. Oskanian and E. Mamedyarov, during which the sides agreed to
continue the meetings.

The gathering counting thousands in the Liberty Square started when
the funeral of Hrant Dink was held in front of the editorial office
of Agos in Istanbul. A requiem service was offered in the Mother See
of Holy Echmiatsin for the rest of Dink’s soul.

Participants of the action in the Liberty Square were holding
condemning slogans reading "We are all Hrants" and "Turkey, is it the
way to European Union?" The participants were noting that Dink’s
assassination will not silence the free speech and the historic
justice should win. Those who have convictions and faith are not
lonely. They have millions of supporters in Armenia and the whole
world. Dink’s life and work was presented, his acquaintances and
friends told memories.

"We mourn and believe that at last the idea will win," said RA Deputy
Foreign Minister Gegham Gharibjanyan. In his words, this dirty crime
shocked the whole world, everyone condemns the felony. "Everyone
will benefit if nationalism is not endorsed," said the Deputy
Foreign Minister.

US Charge Chargé d’Affaires Anthony Godfrey characterized Hrant
Dink’s murder as a great loss and expressed his condolence to all
Armenians of the world. He expressed hope that the tragedy will
be an opportunity to move forward, improve the Armenian-Turkish
relations and open the border. In response to the question whether
it will promote the recognition of the Armenian Genocide, Anthony
Godfrey noted that "the question is being discussed in Washington."
US representatives will attend the journalist’s funeral in Istanbul.

Hrant Dink’s funeral was held on January 23. As a sign of respect
to Hrant Dink’s memory a number of rallies were held in different
parts of Armenia with calls and appeals. A similar march was held in
Vanadzor on the initiative of Lory TV Station.

"Hrant Dinks live inside each of us, we are all Armenians", "The
Genocide still continues", "The hands of Turkey are in blood" and
suchlike posters could be seen everywhere, in the hands of students,
intelligentsia who headed from the Vanadzor State Pedagogical Institute
to St. Astvatsatsin Church.

"This was the least we could do in memory of Hrant Dink", said one of
the students. "I couldn’t sleep a wink the whole night after hearing
about Hrant Dink’s assassination. Turks must bear responsibility for
their actions. Armenians will have heroes like Njdeh, Gevorg Chaush,
Andranik who will be remembered for their deeds", said one of the
teachers while expressing her indignity.

The head of the diocese greeted the initiative of Lori TV Station
and condemned the absence of the authorities from the rally. "I would
like our high-rank officials to know the history of the country quite
well as the history passes down from one generation to generation
with their help".

"The journalist of Lori TV Station have even released an announcement
under which they condemn the assassination of Hrant Dink and qualify
it as a heavy blow to the freedom of expression and the rights of
ethnic minorities, resulted by Turkey’s anti-Armenian stance. The
announcement says, "We deeply mourn over the loss of Hrant Dink and
condole with his relatives, friends and promise to continue Dink’s
work with joint efforts and in firm alliance".

Iranian electricity transfer to Azerbaijan to hit 800mw: envoy

Baku, Jan 23, IRNA – An Iranian diplomat said in Baku Tuesday that
electricity supplied by Iran to Azerbaijan will increase from the
current 280mw to 800mw next Iranian year after an expansion project
for erection of a number of transfer lines is completed.

Iranian Ambassador to Baku Afshar Soleymani told IRNA that the project
includes erection of 350-km, small-scale transfer lines and electricity
stations currently underway in border regions with the cooperation
of the two countries and funded by a USD 75 million credit given by
the Export Development Bank of Iran.

He added that the EDBI had also allocated a USD 40 million credit
for construction of the Astara-Baku road.

He said Iran has allocated USD 3 million for development projects in
Azerbaijan, adding that Tehran would take further steps to help Baku
meet its electricity needs within the framework of an agreement which
is to be signed in the future.

Pointing to his country’s consular activities in Azerbaijan and
facilitation of visits by Azeri nationals to Iran, the envoy said
the Iranian embassy in Baku issues an average of 200 visas daily to
Azeri nationals, charging the government fee of USD 44 per visa.

"The Iranian embassy in Baku issues one-month visas for Azeri nationals
in 24 hours while the Azeri side issues one-week visas for Iranians
in a month," Soleymani said.

He said that travel of Azeri nationals to Iran is being facilitated
by the government through agreements signed with the Azeri government.

"Azeri nationals in border regions can enter up to 45km inside
Iran from the border four times a year with no need for a visa." He
said that Iran also issues one-week tourist visas at Imam Khomeini
International Airport for Azeri nationals.

Moreover, the ambassador said that Iran has also regulations
facilitating travel by people in the Autonomous Republic of Nakhichevan
to Iran.

He said that the demands of Iranian and Azeri nationals for
cancellation of visas will be met taking into account the friendly
ties of the two neighboring countries.

once more violated the cease-fire regime in the southern direction of
the contact line of the Nagorno Karabakh and Azerbaijan armed forces
near the settlement of Horadiz. As a consequence of the shots from the
Azerbaijani positions serviceman of the Nagorno Karabakh Republic’s
Defense Army lance-corporal Mher Movsessyan got a fatal wound and
died on the spot.

NKR Defense Ministry’s press-service draws attention to the fact that
recently similar actions of the Azerbaijani side have been exclusively
aimed at the destabilization of the tense situation in the Karabakh
conflict zone. The tragic incident of January 22 is the evidence of
the fact that Azerbaijan’s words on the necessity of settling the
Nagorno Karabakh problem on the basis of peaceful principles and the
real actions fundamentally differ.

By realizing that such a development of events is fraught with
unpredictable consequences the Karabakh side strongly calls upon the
official Baku to keep adherence to the cease-fire regime and do not
expose to threat the regional security and peace.

Armenian Foreign Minister Vardan Oskanian is staying on a working
visit to Moscow, the press service of the Armenian Foreign Ministry
told Interfax on Tuesday.

The minister is expected to hold talks on the Nagorno-Karabakh
settlement with Azerbaijani Foreign Minister Elmar Mamedyarov during
the visit, the press service said.

Talks will be held at the initiative of international mediators,
co-chairmen of the Organization for Security and Cooperation in Europe
(OSCE) Minsk Group from Russia, France and the United States.

Earlier, Armenian President Robert Kocharian stated that the Karabakh
settlement talks "will stand by" until Armenia is through with its
parliamentary elections scheduled for May 2007.

The statement does not mean the termination of talks, Oskanian said.
"We will continue our efforts to resolve the Nagorno-Karabakh conflict,
as it was before," he said at a press conference in January.

correspondent, H.Petikian mentioned that the Munich review reminds
a small world championship as there are numerous prize winners of

Russian Foreign Minister Sergei Lavrov discussed with his colleagues
from Armenia and Azerbaijan Vardan Oskanian and Elmar Mamedyarov the
condition of and prospects for the negotiating process to settle the
Nagorno Karabakh conflict, diplomats said.

Oskanian and Mamedyarov met in Moscow earlier on Tuesday under the
aegis of the OSCE Minsk group Russia, the United States and France
for consultations over the Karabakh settlement.

Taking part in the talks was Russia’s Deputy Foreign Minister Grigory
Karasin.
