President Kocharyan content with Armenian-Belgian relations

The newly appointed Ambassador of Belgium Charles Ghislain (seat in
Brussels) handed his credentials to President Robert Kocharyan.

Congratulating the Ambassador on assuming office, the President noted
he is content with the dynamism and effectiveness of Armenian-Belgian
political and economic relations, as well as the level of cooperation
between the two countries in the framework of international
organizations.

Robert Kocharyan turned to the current situation in Armenia and
underlined that the market relations and democratic development are
already irreversible processes in the country. He emphasized the
thorough development of civil society institutions as a primary issue,
underlining that we anticipate the assistance of European
structures. In this regard the president particularly stressed the
European Neighborhood Policy Programme, which Armenia considers a new
opportunity to carry out reforms on the high level.

Although after the collapse of the Soviet Union February 23 has not
been officially celebrated as Red Army Day, every year those who have
something to remember about those years gather at `Victory’ Park.

Like many others Hambartsum Harutyunyan remembers the feats of his
friends and himself during the Great Patriotic War and ascribes these
to the Red Army. He remembers his killed friends, the good and bad
days and every order he was awarded.

RA Defense Minister Serge Sargsyan, who was also present at the
celebration at `Victory’ Park, considers that the Armenian Army has
inherited much from the Soviet Army. Since the Defense Minister also
served in the Soviet Army, he recalls two things: the will to carry
out good service and 55 degrees of frost.

Ever since the collapse of the Soviet Union February 23 has not been
celebrated in Armenia officially. It is marked only in Russia as
Soldier’s Day.

`I think that participation in grief and happiness of the relative or
neighbor is a normal thing. We always hold joints
arrangements. Everything should be reciprocal,’ Serge Sargsyan said.

Organizations Headed by Zhirayr Sefilian Continue Working

ORGANIZATIONS HEADED BY ZHIRAYR SEFILIAN CONTINUE WORKING

YEREVAN, FEBRUARY 23, NOYAN TAPAN. The organizations headed by Zhirayr
Sefilian, Coordinator of Defence of Liberated Territories public
initiative, who is currently under custody, continue their normal
work. We mean the Defence of Liberated Territories public initiative,
as well as the Araks-Kur Fund, the Consolidation of Armenian
Volunteers, the Azatagrum (Liberation) periodical.

As Noyan Tapan correspondent was informed by Armen Aghayan, temporary
Coordinator of Defence of Liberated Territories public initiative, the
Araks-Kur Fund, the Chairman of Board of Trustees of which is Zhirayr
Sefilian, works out and presents to the public of Armenia and Diaspora
investment programs, part of which is aimed at Javakhk development and
strengthening of Armenians’ positions in the territory, and the others
are aimed at complete settlement and all-round appropriation of
Artsakh’s liberated territories. Currently the Consolidation of
Armenian Volunteers carries out comparatively passive activity, which
is conditioned by Sefilian’s and Malkhasian’s arrests. Primordially
the goal of the Consolidation of Armenian Volunteers was to control
the process of forthcoming NA elections, but after the organization’s
well-known meeting the number of volunteers has considerably
reduced. Nevertheless, in Aghayan’s words, they have more than 500
volunteers who are ready to assist opposition parties in the issue of
controlling the process of voting in various districts. The Azatagrum
periodical’s publishing was stopped due to computers’ confiscation as
a result of office’s search after Sefilian’s arrest. In A. Aghayan’s
words, the periodical’s fifth issue will be published soon. As Aghayan
stated, committees of support to Sefilian and Malkhasian have been
formed in a number of centers of Diaspora. They periodically organize
rallies and press conferences, make statements. The health condition
of Z. Sefilian and V. Malkhasian being under custody for 2.5 months
is good, the jail conditions are also good. As Aghayan characterized,
in the place of imprisonment they show "emphasized respectful
attitude" to Z. Sefilian.

Soldering Work Almost Completed on Armenian Section of Gas Pipeline

SOLDERING WORK ALMOST COMPLETED ON ARMENIAN SECTION OF IRAN-ARMENIA
GAS PIPELINE

YEREVAN, FEBRUARY 23, NOYAN TAPAN. Unfavorable weather conditions
prevented the Iran-Armenia gas pipeline from being put into operation
ahead of the date envisaged by the agreement – March 17. Director of
High-Vaoltage Electric Networks company Sahak Abrahamian told NT
correspondent that only soldering work remains to be done on 2.5 km of
the gas pipeline’s 40 km Armenian section.

The Armenian delegation headed by the RA Minister of Energy Armen
Movsisian will leave for Iran on February 26 in order to discuss
issues related to operation of the gas pipeline.

It Will Be Possible to Conduct Molecular Studies on Bird Flu

YEREVAN, FEBRUARY 23, NOYAN TAPAN. Within the program on fight against
bird flu in Armenia, the USAID on February 23 donated laboratory
equipment and other items of a total of 300 thousand USD to the State
Veterinary Inspection of the RA Ministry of Agriculture and the
Republican Veterinary Epidemiological and Diagnostic Center. Besides,
the center was provided with protective clothing and 2 cars with
necessary devices for rapid response to epidemiological
emergencies. The RA Minister of Agriculture Davit Lokian said that
henceforth it will be possible to conduct molecular studies on bird
flu at the center. According to the minister, training courses for
experts of the veterinary service are also organized under the
program.

against bird flu, a widespread disease in the world. The RA Minister
of Agriculture Davit Lokian told this to reporters on February
23. According to him, today the danger of bird flu’s penetration into
Armenia is quite high because it has been found in neighboring
countries. D. Lokian attached special importance to preventive
measures. "I hope that no case of bird flu will be registered in
Armenia this year either," he noted. The minister added that a ban was
imposed on the import of poultry into Armenia from all countries where
bird flu cases have been registered.

British Armenian Cmnty: Convinced It Is Time For All-Armenian Coop

LEADERSHIP OF BRITISH ARMENIAN COMMUNITY CONVINCED THAT IT IS TIME FOR

LONDON, FEBRUARY 23, NOYAN TAPAN – ARMENIANS TODAY. Ashot Grigorian,
Chairman of the Office of Armenian Organizations of Europe and the
Armenian community of Slovakia, advisor to the Armenian Foreign
Minister, on February 16-21 had meetings with the leadership of the
Armenian community of Great Britain and of the Committee for
Recognition of Armenian Genocide (CRAG) and a number of well-known
British Armenian public figures. Ashot Grigorian told NT that the
purpose of these meetings is to promote pro-Armenian work in Great
Britain and joint activities with other communities of Europe. During
meetings with Chairman of the Armenian community of Great Britain Ara
Palamudian, executive director Suren Sarukhanov, CRAG Chairman Rafi
Sarkisian, leader Charlie Malas and others, issues of joining the
World Armenian Congress and cooperation with this organization were
discussed. Expressing gratitude for this proposal, the leadership of
the Armenian community of Great Britain noted that it is time to
develop this cooperation. An agreement was reached to start activities
aimed at filing a suit against Turkey on the issue of Armenian
Genocide to the International Court of Justice. A. Grigorian
appreciated results of the agreement with famous lawyer Harry
Hakobian, saying that the latter has much work experience at the
International Court of Justice in the Hague and is ready to cooperate
actively in the issue of the Armenian Genocide. According to A.
Grigorian, thanks to activities of Harry Hakobian and CRAG’s
leadership, the issue of the Armenian Genocide was discussed twice (in
2005 and 2006) in the capital city of Scotland Edinburgh and approved
by a majority of votes. Ashot Grigorian noted that during a meeting
with BBC journalist Marc Grigorian they agreed on active cooperation
within the All Armenian Mass Media Association. Media officers of the
British Armenian community expressed an intention to join the
association.

Armenian brandy’s honor to be upheld by law

By 2013, not every drink in a colorful bottle will be called Armenian
brandy. A strict approach to the quality of wine and brandy will be
stipulated by the draft law on grapes and grape-based alcohol drinks,
which will be shortly submitted for consideration of the Armenian
Parliament.

Avag Harutyunyan, the President of the Armenian Association of
Winemakers, told an ArmInfo correspondent that if the Parliament
adopts the bill, the whole process of wine and brandy production will
be strictly controlled in compliance with European standards in some
3-4 years. The law doesn’t concern producers of home-made wine meant
for themselves. Besides, the items of the law won’t be imposed on
those who don’t want to have a certificate of conformity, but in this
case, their product will have no legal grounds to be called brandy or
wine with specific name. In fact, the law aims to defend the interests
of large producers of grape-based alcohol, and to protect the
copyright on alcohol brands.

In his turn, Garnik Petrosyan, the Head of the Department of Plants
Growing and Protection, Agriculture Ministry of Armenia, emphasized
that the 2-3 USD brandies discrediting the honor of the Armenian drink
may disappear from markets. He noted that these drinks may be named
anyhow but "Armenian brandy", and added that the crisis of Armenian
viniculture is left behind and now the key task is to advance the
brands of the Armenian brandy both in Russian and European
markets. According to him, the growing demand for this product
encourages viniculturists to enlarge the areas for vineyards by 1-1.5
ha per year, and the competition encourages the producers to increase
the planting of such new grape varieties as Rkatsiteli and Kangun.

To note, as per the data of the Armenian Association of Winemakers,
Armenia exported 8 mln 173 thsd liters of brandy in 2006, 87% of them
– to Russia, and 367 thsd liters of wine, particularly, the "Areni"
brand, 70% of them – to Russia.

credentials to Armenian Foreign Minister Vartan Oskanian. The RA FM
voiced content with activation of relations between Armenia and
Belgium. `Armenia attaches big importance to strengthening cooperation
Belgium in the framework of the Armenia-EU Action Plan via elaboration
and implementation of various programs,’ Minister Oskanian
underscored. He gave a high estimation to Belgium’s balanced position
on Armenia in the UN and other international organizations. The
parties also referred to the possibilities of bilateral cooperation
and the Nagorno Karabakh conflict settlement, reports the RA MFA press

Turkey to reform further despite negative EU ‘climate’, foreign minister says

EUOBSERVER / ANKARA – Turkish foreign minister Abdullah Gul has pledged in
an interview with EUobserver to change "in a few weeks time" a notorious
penal code article curbing free speech, saying that Ankara will continue
reforms even if the "climate" in the EU towards Ankara’s membership bid is
currently not optimal.

"This article 301 overshadows Turkey’s reform progress. Both myself and
Prime Minister Erdogan believe that we have to change this article," Mr Gul
said referring to Turkey’s penal code article which punishes "denigrating
Turkishness" and which has led to charges against journalists and writers
like Nobel prize winner Orhan Pamuk.

Ankara has been repeatedly urged by the EU to revise or scrap "without
delay" the article in order to ensure freedom of expression, but Mr Gul
indicated that trials against journalists and novelists are also a matter of
mentality within the ranks of Turkish prosecutors.

"When we changed the whole Penal Code [in 2005], our intention was not to
see any more problems because of the expression of thoughts. We made it very
clear that [even if] we might hate it, we might not like it – expression
should be free. But unfortunately, some prosecutors are opening files
against writers and thinkers," he said.

"Now we will change 301, in a few weeks time, before the elections. But we
also need a change in mentality. And this cannot happen over night; it’s a
process."

‘The EU has some problems’

Last December 2006, EU leaders decided to temporarily suspend eight of
Turkey’s 35 accession negotiation chapters due to Ankara’s failure to open
up its ports to trade from EU member state Cyprus – seen by Mr Gul as an
attempt by some EU member countries to "slow down" the speed of accession
negotiations with Ankara.

But the Turkish politician stressed that Ankara will nevertheless continue
to work to meet EU standards.

"We made an assessment: The EU has some problems and these are not
permanent. There will be a better climate, and by that time, we will already
be in a different situation. We will use this time and make progress. Our
commitment to the full process is not just rhetorical," Mr Gul said.

"[EU] Negotiations are still going on, even if some chapters have been
frozen. The German presidency has asked for our negotiating position on
three other chapters without any benchmarks: economy and market policy,
statistics and financial control. We have not slowed down our speed."

Strategic clout
Meanwhile, Turkey is urging the EU not to underestimate the strategic clout
it could offer to the bloc in the Middle East and Central Asia in terms of
security and energy supplies.

"The question is this: is the EU paying enough attention to its future? Who
is planning where the EU will be 30, 50 years from now? Is the EU going to
play an important role in world affairs? Is the EU going to have a say in
security issues or energy transport?," Mr Gul asked.

Whilst criticizing France for its "small politics" regarding Turkey, he
acknowledged the support from new member countries like Poland and Romania.

"They are our friends. The majority of the member countries are in fact
aware of Turkey’s importance and they are very helpful. Many member
countries defend Turkey better than me, I noticed that."

Armenian genocide

Meanwhile, Mr Gul reiterated Turkey’s views on the 1915 Armenian genocide –
an issue which last autumn led to a political clash between Turkey and
France.

Turkey denies that a genocide took place against the Armenians, while in
France parliamentarians have been pressing for a bill which would penalise
the denial of the Armenian genocide.

"What happened in those years was a tragedy. But to call it a genocide, then
we have to find another terminology for the Jews that were killed in
Germany. It really offends us. Many people lost their lives, Turks,
Armenians, Muslims, Non-Muslims. It was during World War 1 and in the
Balkans, for instance, the Turks lost three million people."

Mr Gul criticized French deputies as well as American politicians who want
to pass a bill condemning the Armenian genocide in the US Congress.

"Here it is a national issue, but there it’s very much local. When I asked
the people in France and the US about the "genocide", they didn’t know what
it’s all about."

"Our offer was this: if you are really so interested in this issue, why
don’t we have a committee composed of historians, we asked them – we open
our archives and let them study. But the Armenians are not forthcoming. The
same offer is valid for the American congressmen and the French."
