NAGORNYY KARABAKH REPUBLIC [NKR] REGISTERS POPULATION GROWTH IN 2006

Yerevan, 26 February: The population of the Nagornyy Karabakh republic
[NKR] reached 137,700 as of 1 January 2007.

A total of 2,102 babies were born in the republic in 2006; that is
4.9 per cent up on 2005, the NKR National Statistical Service told
Mediamax.

Natural growth of the population increased by 16.5 per cent and went
up to 867 people, whereas the death rate fell by two per cent.

Some 241 families, or 872 people, including 395 children, moved to
Nagornyy Karabakh from Armenia and other CIS countries last year.

Vartan Oskanian And Elmar Mamedyarov To Meet In Geneva?

VARTAN OSKANIAN AND ELMAR MAMEDYAROV TO MEET IN GENEVA?

/PanARMENIAN.Net/ The next meeting between Armenian and Azeri FMs can
take place in Geneva, Azeri Foreign Minister Elmar Mamedyarov told
journalists in Astana February 27. He said, most probably he will meet
with his Armenian counterpart in mid March. An international forum is
scheduled in Geneva on Human rights, and Azerbaijan will take part in
it in the person of foreign minister. It is expected that Armenian
FM Vartan Oskanian will also visit Geneva. E. Mamedyarov also said,
he had discussed the Nagorno Karabakh settlement issue with his Kazakh
counterpart Murat Tazhin.

Meanwhile it is worth mentioning the Armenian MFA informed the
PanARMENIAN.Net journalist that the place of meeting between the two
FMs is still under discussion, but in the list of European cities,
where Vartan Oskanian and Elmar Mamedyarov can meet, Geneva also
is mentioned.

Armenian CEC Began To Receive Applications For Registration Of Elect

and Conservative Party (chairman- Mikael Hayrapetyan) presented
an application to the Armenian CEC to register their "Impeachment"
electoral block.

"Orinats Yerkir" party members Samvel Shahgaldian, Artak Sargsyan,
Ara Aramian and Gagik Mkheyan passed on People’s Party, the chairman
of which is Tigran Karapetyan, the head of a Media holding. In
the proportional list of People’s Party they occupy the first 6
places. One more deputy from "Orinats Yerkir", Vram Gyulzadyan put
in an abdication application saying he is going to occupy another
position. This gave cause to ARF Dashnaktsutyun representative Hrayr
Karapetyan to say, "ARF Dashnaktsutyun is against rushing from one
party to another." Armenian President had a meeting with Dashnaktsutyun
representatives and NKR President Arkadi Ghukassian.

Parties and blocks, as well as candidates on majority electoral
system must present their documents to the Armenian CEC and district
commissions for participating in the May 12, 2007 parliamentary
elections till 6:00 pm of March 3.

the NATO Parliamentary Assembly, submitted letters to a group
of U.S. congressmen over the Armenian Genocide bill discussion,
which is introduced in the agenda of U.S. Congress sessions. Turkish
Daily News reports that the lawmaker warns the congressmen to avoid
risking a major blow to the relationship between Turkey and the United
States. Erdem calls upon the U.S. House representatives "not to repeat
the same mistake made by some European parliaments in the past." "The
numbers of Armenian casualties mentioned in the genocide bill were
largely exaggerated and based solely on Armenian allegations," Vahit
Erdem stated.

Armenian Diaspora Invited To Church Opening

"Turkey has invited members of the Armenian Diaspora and Armenian
religious leaders to the opening of a restored ancient Armenian
church in April, but Culture Minister Atilla Koc is careful to
dispel any political connotation, saying the restoration is simply
part of Turkey’s effort to revive its inherited cultural legacy,"
reports Zaman daily in a recently published article. Then follows an
interview with the Culture Minister of Turkey:

"Culture and Tourism Minister Atilla Koc:

The Akhtamar Church on an island off the southern shore of lake
Van in eastern Anatolia is expected to be opened on April 15 after
completion of an ongoing renovation. Turkey has already spent YTL 3
million (nearly $2 million) to restore the church, Koc said in an
interview with Today’s Zaman. Asked whether the renovation was an
attempt to counter Armenian genocide claims, Koc clearly dismissed it.

"We repair the houses of worship of not only monotheistic but also
polytheistic religions," said the minister. "We consider them our
inherited legacy.

… We consider them as our wealth."

Koc’s Tourism Ministry has already invited important figures from
the Armenian diaspora and leading Armenian religious leaders and it
plans to extend invitations to the culture minister of Armenia and
countries that host significant Armenian population at home, such
as Lebanon, Ukraine, Russia and the United States. "We will host 200
distinguished guests," he told Today’s Zaman. The guests will be taken
to Van on airplanes chartered from Turkish Airlines. The 10th-century
church fell into near ruin during the events of the World War I years,
which Armenians say amounted to genocide of the Armenian population
in the Ottoman Empire. Turkey categorically denies these claims.

Though Koc says the renovation is out of respect for Turkey’s cultural
inheritance, opening of the renewed Akhtamar Church may come as a
further incentive to ease acrimony between Turks and Armenians after
a funeral for slain journalist Hrant Dink in Ýstanbul, which drew
100,000 people raising banners that read "we are all Armenians."

In his lengthy interview, Koc also responded to criticism over a new
tourism promotion campaign featuring human figures replacing the letter
"T" in the word Turkey. He said this was simply a matter of taste and
that what some people like may not be liked by others. He also said
his ministry was determined to go ahead with efforts to move fish
farms away from sea tourism sites and dismissed as "nonsensical"
charges that Turkey has turned into a "cheap tourism paradise."

– What was the cost to restore Akhtamar Church?

– We spent YTL 3 million on restoration. The old mosques in Anatolia
are restored by the Foundations General Directorate, while churches
and synagogues are restored by our ministry. Our restoration
projects are not limited to temples of the three monotheistic
religions. Places considered sacred by polytheistic religions have
also been restored. With respect to restoration, Turkey has turned
into a worksite.

– How many churches and synagogues were restored?

– Between 2005 and 2006 we restored 10 churches. These restoration
projects include Giresun’s Virgin Mary Monastery, Kars’ Ani Þehir,
Karaman’s Cameli Church, Urgup’s Mustafa Paþa Aya Nikola Monastery,
Trabzon’s Sumela Monastery, Trabzon’s Hagia Sophia Museum, Akhtamar
Church in Van, the ancient church in Akdaðmadeni, the Armenian church
in Amasya’s Merzifon district and Kars’ Tigran Honest Church.

– Will there be other projects related to Armenian structures?

– We will launch the restoration of the Ani ruins in Kars. Ani has
some interesting characteristics. There are eight mosques and eight
churches. Their dates of construction are parallel. Muslims and
Christians have lived in the same neighborhood in peace for years. To
date, no project has been implemented with respect to the Ani ruins. We
will be the first one to tackle this issue.

– For the first time, you have invited representatives of the Armenian
diaspora. Who else are you planning to invite?

– We have invited the culture ministers of EU countries. We will
also invite the culture ministers from Russia, Ukraine, Armenia,
Lebanon, Syria, Georgia, the US and Canada, which have significant
Armenian populations. We have invited important figures from the
Armenian diaspora, Armenian religious leaders and representatives
from cultural organizations. We will host 200 distinguished guests.

– Some argue that the restoration on Akhtamar and Ani is a counter
move against the Armenian genocide claims. What would you say?

– No, it has nothing to do with the genocide claims.

polytheistic religions. We consider them as our inherited legacy. These
lands have seen hundreds of nations and governments. We attend to
all of their legacies. There are more than 600 compositions in this
cultural blend. These composers include Armenians, Jews and Greeks. We
consider them our wealth.

– The ministry is preparing an inventory of our cultural assets,
but we saw that museums were robbed.

– We have prepared an inventory of our cultural assets. If you do not
prepare an inventory, you will never know whether or not you have been
robbed. To find out if any historical piece has been stolen or not,
we must resort to the inventories or we must conduct inspections. The
last inspection at the Afrodisias museum was conducted in 1955. Museums
were once under the jurisdiction of the Education Ministry, and the
education minister would appoint teachers to tend to the museums. We
do not even know if the objects registered by them from museums are
real or not. Now we have a chance to discriminate between false and
real objects as well as to identify what has been stolen.

A number of innovations are expected in the forthcoming NA elections
on May 12; a new type of ballot boxes. Central Electoral Committee
together with its 9 members has made several decisions in its usual
session.

If previously the ballot was to be folded twice, thanks to the
innovations, the election will take place in closed envelopes.

Moreover, the ballots will differ from one another so that they
do not create any confusion. For instance, instead of putting the
proportional ballots into that of the majority one.

Accordingly, the proportional envelopes will be yellow, and the
majority ones white.

Central Electoral Committee (CEC) session approved today the procedure
for computer entry of protocol data on the results of elections by
Community Election Committees. According to the procedure, the data
must be entered into computers and sent to CEC via network.

However, they are going to work differently in Yerevan. Because of
lack of network, the protocols will be transported to CEC on cars from
Yerevan communities. Community Election Committee Heads are responsible
for any error outside Yerevan. Garegin Azaryan, CEC chairman is the
responsible person for any errors in Yerevan communities. "I am fully
responsible," CEC chairman says.

Three more suspects were detained on Saturday for their suspected
participation in the murder of Armenian weekly Agos’ editor-in-chief
Hrant Dink on January 19, the Turkish Daily News reports.

After a court in Istanbul arrested a ninth suspect involved in the
murder on Friday, police took two people from Trabzon and one from
Istanbul into custody, sending the two from Trabzon to Istanbul early
on Sunday.

YEREVAN, FEBRUARY 26, NOYAN TAPAN. "Poland welcomes Armenia’s
participation in the New Neighborhood European Union program and is
going to provide active assistance to Armenia on its way to European
integration." Polish Foreign Minister Anna Fotyga declared this at
the February 26 joint press conference with RA Foreign Minister
Vartan Oskanian. V. Oskanian reported that issues connected
with processes of Armenia’s integration to European structures,
including the New Neighborhood EU program, the regional situation, the
Armenian-Turkish relations, etc. were discussed during his meeting
with his Polish counterpart. He noted that Poland’s experience of
many years on integration to European structures is very useful for
Armenia. The issue of Poland’s possible mediation in normalization
of Armenian-Turkish relations was touched upon at the press
conference. A. Fotyga said that in consideration of good historic
interrelations with Armenia and Turkey, Poland could be a mediator in
normalization of Armenian-Turkish relations. Meanwhile, she highlighted
that Poland will "do such service" only after being convinced of
consent and interest of Armenia and Turkey. A. Fotyga refuted the
reports of Azerbaijani press that being in Baku she declared that
Poland is allegedly for settlement of Nagorno Karabakh conflict
within the framework of Azerbaijan’s territorial integrity. "I only
declared that I would like to see a right solution to this conflict,
in preparation and advancement of which all sides, as well as OSCE
Minsk Group should take part," she mentioned. V. Oskanian reported
that according to preliminary agreement, possibly, his meeting with
Azerbaijani Foreign Minister will take place in one of European
capitals in mid-March.

Eparchy of USA, the archbishop Vigen Haikazyan will represent Holy
Echmiadzin at the coming session of the Executive of the World
Committee of Churches on Feb 27 – Mar 2 in Geneva.

As the press-service of Echmiadzin told ArmInfo, it is envisaged
to discuss the issues of the coming 10th congress of ECC, as well
as the 10th anniversary of violation negotiation. (2001-2010) at
the meeting. The problems of proliferation of nuclear weapon, the
