Union. It will be beneficial for the entire region and will have a
positive impact on the Armenian-Turkish relations," Polish Foreign
Minister Anna Fotyga said in an interview with PanARMENIAN.Net.

"However, Turkey faces a long process. This state has to confirm
adherence to European values first of all.

Poland enjoys good relations with Turkey and used to be its strategic
partner once. After a serious political discussion we concluded
that we should support this state. I would also like to note that
Poland was ready to mediate for normalization of the Armenian-Turkish
relations. We enjoy close historical ties with both countries, but
it’s a special case. I am convinced that Yerevan and Ankara will
reconcile sooner or later. We can help if Armenia and Turk

between the OSCE MG Co-chairs as regards the Karabakh settlement. I
even envy their patience and mutual understanding in search for a
principal basis for the conflict resolution," OSCE MG Russian Co-chair
in 1994-1996, Amb. Vladimir Kazimirov told a PanARMENIAN.Net reporter
when commenting on the latest statement by head of foreign relations
department at the presidential administration Novruz Mammadov, who
accused the OSCE Minsk Group in "a wrong approach to the conflict
settlement."

He said it’s quite natural that the co-chair states differ in
approaches. "The closest collaboration on Karabakh doesn’t lead
to commonality of positions, for example on Kosovo or mounting
of anti-aircraft defense in Eastern Europe. The more the parties
divert from the core (some seek activation of the GUAM in the UN
General Assembly) the less should we surprise at various approaches
of the co-chair states. Russia was against inclusion of the issue,
The U.S. supported the idea, France abstained. Nevertheless, the
Co-chairs contrived to issue a joint position. Thus, those who
anchored hopes with possible controversies should sober up," the
Russian diplomat said.

Vladimir Kazimirov expressed surprise at demands for proposals. Those
who urge new proposals had better count how many were submitted during
recent 16 years and who used to reject them. It’s not an endless
conveyor but combinations of existing component. The parties should
learn to make concessions and assume responsibility for it instead
of proclaiming "never, never," he underscored.

YEREVAN, FEBRUARY 28, NOYAN TAPAN. Jivan Hakobian, 45, a resident of
the Dalarik village (Armavir marz), who made a self-immolation attempt
in Yerevan’s Republic Square on the morning of February 27 and was
taken to the Armenia medical center, died at about 8 pm on the same
day. NT correspondent was informed about it by Hovhannes Aslanian,
doctor on duty of the Unit of Burn Treatment of the Traumatology,
Orthopedy, Radiology and Burn Treatment Center.

According to him, all this time J. Hakobian was unconscious.

discussed during the working meeting of the Armenian President Robert
Kocharian and the regional governor of Armavir marz Ashot Ghahramanian
on February 27. The governor presented the situation in all spheres
of the region, as well as programs being implemented.

Particularly, they addressed problems related to drinking and
irrigation water, an increase in the number of agricultural food
processing enterprises and the execution of community budgets.

The necessity of reinforcing some zones of the Arax River banks was
pointed out, as it has become urgent to eliminate the danger of local
agricultural lands being destroyed by spring floods.

According to the RA President’s press service, R. Kocharian gave
instructions concerning the discussed issues.

LOS ANGELES, FEBRUARY 28, NOYAN TAPAN. The delegation headed by
Yerevan Mayor Yervand Zakharian was in Los Angeles on February 20-24
to participate in the solemn ceremony of signing the agreement on
proclaiming Yerevan and Los Angeles sister cities. According to the
information submitted to Noyan Tapan by the RA Foreign Ministry’s
Press and Information Department, the solemn ceremony of signing the
agreement on proclaiming Yerevan and Los Angeles sister cities took
place at the February 23 sitting of the Los Angeles City Council.

Los Angeles Mayor Antonio Villaraigosa expressed confidence that this
agreement will become a new stimulus for deepening mutual cooperation
between Los Angeles and Yerevan and for exchange of experience. He
also attached importance to the invaluable contribution of Armenians
in multinational and multicultural Los Angeles.

Y.Zakharian mentioned in his speech that the agreement supposes closer
cooperation of the two cities in the sphere of the newest technologies
and public management, increase of trade relations, closer economic,
cultural, scientific, educational ties.

YEREVAN, FEBRUARY 28, NOYAN TAPAN. Heating equipment was installed
at 48 fire-fighting stations of Armenia with funds of the US
government and the Rescue Service of the RA Ministry of Territorial
Governance. 262.079 thousand USD of the program completed on February
27 was provided by the US government, another part, 5 mln drams
(about 14 thousand USD) – by the Rescue Service. 360 megawatts of
power will be saved annually thanks to this program.

The program on heating equipment installation was implemented within
the framework of the USAID-financed energy efficiency program that
started in Armenia in 2001.

The objective of the US is to serve the interests of all member-states.

Therefore, the progress of the GUAM initiative depends on the fact to
what extent the developments of the discussions on Nagorno Karabakh
will proceed from the interests of Armenia and Azerbaijan," Director of
the UNDP Regional Bureau for Europe and CIS Kori Udovicki told ArmInfo
correspondent, commenting on the GUAM initiative to raise the issue of
"frozen conflicts" at the spring session of the UN General Assembly.

In her words, the situation will develop as long as it serves the
interests of all the parties. "The UN Development Programme acts in
the sphere of development, and prevention of conflicts is one of the
important components of development," the Regional Director noted.

She added that in this light the "frozen conflicts" are a greater
threat to the long-term and steady development of a country. "We
would like to help the conflicting countries resolve the conflict,"
Kori Udovicki mentioned.

RUSSIA: The "biggest fear" for a country such as Armenia would be a
return to Cold War tensions between Russia and the US, the country’s
foreign minister, Vartan Oskanian, has said, just ahead of his visit
to Ireland today.

This is the first to Ireland by a senior figure from the landlocked
country.

"We’re geographically and geopolitically in a very difficult region,"
Mr Oskanian says. "For us, Ireland is an important EU country, and
in the 15 years since Armenia’s independence there has never been a
visit by us, or an Irish visit to Armenia."

Little known in Ireland, Armenia claims to be the first country in the
world to have adopted Christianity. In the last century it suffered
from a genocide at the hand of the Turks, followed by Stalinist purges
under Soviet rule, before finally gaining independence in 1991 and
plunging into a destructive war with neighbouring Azerbaijan.

Apart from their similar population sizes, both Ireland and Armenia
have large diasporas abroad, Mr Oskanian says. Armenia hopes to emulate
Ireland’s economic development and learn from its peace process.

He points to the broad parallels between Northern Ireland and his
own country’s frozen conflict with neighbouring Azerbaijan over
the Nagorno-Karabakh enclave, where the majority of the population
is Armenian.

More than a million people were displaced during the war between the
two countries in the early 1990s.

Despite corruption, Armenia has seen double-digit economic growth
for the past seven years, although, as Mr Oskanian concedes, this has
been slow to trickle down through society. Rural poverty is still a
big problem and average wealth is one-eighth of the Irish level.

Apart from the deep tensions with Azerbaijan, Armenia also has borders
with Turkey, Georgia and Iran. The frontier with Turkey is sealed,
Georgia’s dispute with Russia has made exports to the latter difficult
and tensions between the West and Iran could soon lead to problems
on the southern border, too.

So far, Armenia has, unlike Georgia, managed to retain good relations
with Moscow while opening up towards the EU. A few months ago, the
country joined the union’s near neighbourhood policy, although Mr
Oskanian avoids offering any long-term declaration of interest in
EU membership.

In this meeting Manouchehr Mottaki, noted that the relation potentials
between both sides were far more than what was being applied currently.

"Expanding ties in energy, oil and gas fields can be one of the many
fields both sides could cooperate," he added.

Also Movsisian, while expressing the importance of the Islamic Republic
of Iran for Armenia emphasized on expanding bilateral ties.

YEREVAN, FEBRUARY 28, NOYAN TAPAN. Industrial production of 45
bln 38.4 mln drams or about 124.8 mln USD was made in Armenia
in January 2007. Production of 44 bln 944.1 mln drams was sold,
including production of 4 bln 77.8 mln drams – in CIS countries,
production of 8 bln 563.3 mln drams – in other countries.

According to the RA National Statistical Service, industrial production
grew by 4% in January 2007 on the same month of last year, while
industrial production with production and distribution of electricity,
gas and water declined by 1.1%.
