YEREVAN, JANUARY 24, ARMENPRESS. Indicted ex-defense minister Davit Tonoyan will remain jailed after being denied bail by a Yerevan court on Monday.

Tonoyan’s lawyer said that only one defendant – Artyom Hambaryan – was granted release on bail on a sum of 5,000,000 drams. Other defendants, including Tonoyan, were denied bail.

Two Members of Parliament from the ruling Civil Contract party – Kristine Poghosyan and Vilen Gabrielyan , as well as another MP Aram Sargsyan (Hanrapetutyun Party President, brother of late PM Vazgen Sargsyan) had vouched-in to the court for Tonoyan’s release.

Tonoyan and several others face corruption charges. They are charged with fraud and embezzlement that cost the state almost 2.3 billion drams ($4.7 million) in what authorities said was a deliberate acquisition of outdated rockets for the military during Tonoyan’s tenure as defense minister.

The Chief of the General Staff of the Armenian Armed Forces General Artak Davtyan is also charged in the case.

They deny wrongdoing.

YEREVAN, JANAURY 24, ARMENPRESS. Vaccinations against COVID-19 show their effectiveness even in the presence of changing strains, Minister of Health of Armenia Anahit Avanesyan said at a press conference.

She said that in 2021 they continued the fight against the pandemic and also launched the vaccination process. The minister said they managed to provide people with almost all types of the COVID-19 vaccine. In addition, mobile vaccination sites and mobile teams visiting home were created which were ensuring the vaccination process.

“Unfortunately, in the first half of 2021 the vaccination process was quite slow, but thanks to the large-scale information campaigns and public awareness-raising activities we managed to boost it in autumn, and today as well these works continue. As of this moment, the number of citizens who received the first dose reaches almost 1 million. We already started the large-scale use of booster shots, and urge the citizens to get that booster shot six months after being fully vaccinated”, the minister said.

New military facilities have been commissioned in Azerbaijan’s Kalbajar district [liberated from Armenian occupation as a result of the 2020 second Karabakh war], Trend reports on Jan. 21 citing the Defense Ministry.

“According to the order of the President of the Republic of Azerbaijan, Supreme Commander-in-Chief of the Armed Forces Ilham Aliyev, work to improve the combat training and social life conditions of servicemen serving in the liberated territories is underway,” the ministry said.

“Deputy Minister of Defense – Chief of the Main Department of Logistics, Lieutenant General Nizam Osmanov got acquainted with the newly commissioned modular infrastructure in the Kalbajar district,” the ministry noted.

He was informed that in order to meet all the necessary needs of servicemen, there is a dormitory, canteen, food storage, weapons room, bath and laundry facilities. Generators have been installed to provide the area with uninterrupted electricity.

Osmanov enquired on the logistics of the personnel on combat duty in the harsh climatic conditions on the state border [with Armenia] and wished them success in the service.

Asbarez: FBI Raids Rep. Cuellar’s Home, Office in Probe Linked to Azerbaijan

The FBI on Wednesday raided the home and campaign office of Texas Democratic Congressman Henry Cuellar as part of a wide-ranging federal probe relating to Azerbaijan and several U.S. businessmen, ABC News reported.

A federal grand jury in Washington is investigating the matter, but ABC News said it’s unclear if Cuellar is a target of the grand jury’s probe.

The Armenian National Committee of America said in a social media post that Azerbaijan’s Ambassador to the United States, Elin Suleymanov, “skipped town one step ahed of high-profile FBI raid and major federal criminal corruption probe into Azerbaijani bribery schemes (long an open secret in DC circles).”

After FBI agents executed a search warrant at Cuellar’s home in Laredo, Texas, an aide to Cuellar said in a statement that the congressman “will fully cooperate in any investigation.”

“He is committed to ensuring that justice and the law are upheld,” the statement said.

On Wednesday, an FBI spokesperson emphasized that any “law enforcement activity” at Cuellar’s home and campaign office was “court-authorized.”

Cuellar, who represents Texas’ 28th Congressional District along the U.S.-Mexico border, has been in Congress since 2005. In recent years he has served as a co-chair of the Congressional Azerbaijan Caucus, and repeatedly met with Azerbaijani officials, including the ambassador of Azerbaijan, Suleymanov, ABC News reported.

EU works actively to quickly solve current crisis relating to Armenian POWs

YEREVAN, JANUARY 21, ARMENPRESS. Secretary of the Security Council of Armenia Armen Grigoryan met today with the delegation consisting of representatives of the European Council’s presidency and the European Union, his Office reports.

The delegation included EU’s Special Representative for the South Caucasus and the crisis in Georgia Toivo Klaar, Head of the EU Delegation to Armenia Andrea Wiktorin, French Ambassador to Armenia Anne Louyot, Advisor for Continental Europe and Turkey at the Office of the French President Isabelle Dumont and others.

The sides praised the Armenia-EU active cooperation during their conversation. The Secretary of the Security Council highlighted Armenia’s readiness to continue the partnership with the European Union in the processes of preserving Armenia’s democratization and the region’s security.

At the meeting the sides also touched upon the current situation around the Armenian-Azerbaijani border. In this context the quick launch of the border delimitation and demarcation process and the creation of a respective environment for that were emphasized.

Isabelle Dumont and Toivo Klaar touched upon the humanitarian problems and stated that the EU is working actively to quickly solve the crisis around the prisoners of war.

Armenian president resigns saying Constitution doesn’t give him enough influence

MOSCOW, Jan 23 (Reuters) – Armenian President Armen Sarkissian tendered his resignation on Sunday, saying he believes the country’s constitution does not give him sufficient powers to influence events.

Sarkissian, president since 2018, was in a standoff with Prime Minister Nikol Pashinyan last year over a number of issues, including the dismissal of the head of the armed forces.

The role of prime minister is seen as more powerful than that of president.

“I have been thinking for a long time, I have decided to resign from the post of the President of the Republic after working actively for about four years,” Sarkissian said in a statement published on the president’s official website.

“The question may arise as to why the President failed to influence the political events that led us to the current national crisis. The reason is obvious again – the lack of appropriate tools … – the Constitution. The roots of some of our potential problems are hidden in the current Basic Law.”

At a referendum in December 2015, Armenia became a parliamentary republic, while presidential powers were significantly curtailed.

Sarkissian in his statement did not refer directly to any particular events or issues.

Armenia agreed a ceasefire with Azerbaijan last November at their border, after Russia urged them to step back from confrontation following the deadliest clash since a six-week war in 2020 when Moscow also brokered a peace deal to end the hostilities.

Prime Minister Pashinyan has since been under pressure, with regular street protests demanding he step down over the terms of the peace agreement. Under the 2020 deal brokered by Russia, Azerbaijan regained control of territory it had lost during a war in the early 1990s.

Armenia seceded from the Soviet Union in 1991 but remains dependent on Russia for aid and investment. Many Armenians accuse the government of corruption and mishandling an economy that has struggled to overcome the legacy of central planning.

Armenia’s colours light up Greece to commemorate 30th anniversary of Athens-Yerevan diplomatic ties

The tricolours of the Armenian flag illuminated iconic buildings across Greece to commemorate the 30th anniversary of the establishment of diplomatic ties between Athens and Yerevan.

The fountain of Omonia Square were illuminated in the Armenian tricolours thanks to the initiative of the Armenian Embassy in collaboration with the Municipality of Athens.

Armenian Ambassador to Greece Tigran Mkrtchyan thanked Athens Mayor Kostas Bakoyannis and said that the “drone shooting is just beautiful.”

The Greek capital was not the only city to be coloured in the tricolours of the Armenian flag, in fact, the colours illuminated across Greece – from the very northern reaches of Alexandroupolis in Thrace to the southern Cretan city of Chania.

The Town Municipality buildings of Heraklion, Kavala and Serres were also lit with Armenia’s tricolours.

The national flag of Armenia, the Armenian Tricolour, consists of three horizontal bands of equal width, red on the top, blue in the middle, and orange (also described as “colour of apricot”) on the bottom.

The official definition of the colours, as stated in the Constitution of Armenia, is:

“The red emblematises the Armenian Highland, the Armenian people’s continued struggle for survival, maintenance of the Christian faith, Armenia’s independence and freedom.

“The blue emblematises the will of the people of Armenia to live beneath peaceful skies.

“The orange emblematises the creative talent and hard-working nature of the people of Armenia.”

Speaking on the occasion of the 30th anniversary of the establishment of diplomatic relations between Armenia and Greece on January 21, Ambassador Mkrtchyan told ARMENPRESS, among other things, that “the Greek and Armenian peoples are two brothers of related civilizations that can survive if they always work together.”

“Greece is one of the few countries, and the Greeks are one of the unique nations, with which our relations and friendship have a history of millennia,” the Ambassador said, adding that Greek and Armenian peoples are united by common values, principles, common threats and expectations and blood ties, things that are beyond commercial interests.

“Our brotherhood has gone through all the trials of time and history, becoming stronger. The Greek and Armenian peoples – the two brothers of the related civilization, which can stand firm when they work together,” said Mkrtchyan.

“Cultural diplomacy is a powerful tool for both Greeks and Armenians, although we think we know each other well enough, but there is always room to learn more, to interact more. The opportunities to get to know and love each other through culture are endless,” he said.

“High-level military relations are deepening, which is a good and important fact,” the ambassador added.

Ambassador Mkrtchyan thanked the politicians of Armenia, Greece and the representatives of the Greek-Armenian community, who during the 30 years made their undeniable contribution to the construction and establishment of the Armenian-Greek privileged relations.

Greece was one of the first countries to recognise Armenia’s independence from the Soviet Union on September 21, 1991.

Greece is also one of the few countries in the world that has criminalised the denial of the Armenian Genocide.

Since the declaration of independence in Armenia, the two countries have been partners within the framework of international organisations, such as the Organization for Security and Co-operation in Europe and the Council of Europe.

Greece has also been one of Armenia’s most firm supporters of community programs aimed at further developing relations between the European Union and Armenia.

Greece is, after Russia, one of Armenia’s major military partners.

On August 31, 2021 Armenia, Greece, and Cyprus signed the Tripartite Defence Cooperation Program.

The Program sees all three militaries conduct joint training exercises, sharing of expertise and promoting military cooperation between the three countries.

Armenia’s Vatican ambassador says Azerbaijan pushing ‘false narrative’

Last week, the Vatican received a delegation from Azerbaijan that held several high-level meetings, including with Pope Francis and his Secretary of State, Italian Cardinal Pietro Parolin. At the heart of the conversation was the ongoing conflict between this country and Armenia.

Following the visit, the Armenian ambassador to the Holy See voiced his concerns over what he described as “false narratives and statements” that were “being spread by the members of the Azerbaijani delegation to mislead both the interlocutors in the Vatican and the local press.”

In an email exchange with Crux, Garen Nazarian also said that “Our close relationship with the Holy See and Catholic Church is based not only on the Christian system of values but also on the common historical and spiritual heritage and widely similar approaches to the challenges facing the modern world.”

What follows are excerpts of that exchange.

Crux: In recent days, there was a delegation from Azerbaijan to the Vatican. Is Armenia planning on scheduling a similar diplomatic exchange?

Nazariam: Our bilateral ties with the Holy See have always stood out for the high political dialogue we have been maintaining for decades now. A vivid testimony of Armenia’s fruitful dialogue with the Holy See is the continued high-level reciprocal visits and meetings. Just last October the President of Armenia paid an official visit to the Supreme Pontiff and also met with the Secretary of State of His Holiness [Cardinal Pietro Parolin] and other high-ranking officials in the Vatican. Last Fall we hosted in Yerevan a high-level delegation from the Vatican headed by the Substitute of the General Affairs of the Secretariat of State [Archbishop Edgar Pena Parra] who participated at the official opening of the Apostolic Nunciature (Embassy of the Vatican) in Armenia. 

We are confident that these mutual visits and exchanges will be continued further.

The dynamics and debt of our relations with the Holy See cannot be compared with those between the Holy See and Azerbaijan. Our close relationship with the Holy See and Catholic Church is based not only on the Christian system of values but also on the common historical and spiritual heritage and widely similar approaches to the challenges facing the modern world. This is a result of Pope Francis’ commitment to deepen our relations, which we highly appreciate and are grateful for. 

The visit of the Azerbaijani delegation has coincided with the 32nd anniversary of the mass pogroms against Armenians that began in Baku in January 1990. Do you believe this was timed, or was it a coincidence? 

I believe it was a coincidence, but during the visit false narratives and statements (for example: “all religious representatives live in peace in Azerbaijan” or “re-integration of the citizens of the Armenian origin” etc.) were being spread by the members of the Azerbaijani delegation to mislead both the interlocutors in the Vatican and the local press. 

Let me inform your readers and subscribers that 32 years ago these January days the mass pogroms against Armenians living in Baku were organized by the Azerbaijani authorities. These crimes became the culmination of the policy of annihilation and forcible displacement of the Armenian population living in Azerbaijan. Hundreds of people were murdered, mutilated, and disappeared among the Armenian population as a result of week-long bloody mass atrocities. These massacres, as a result of which half a million Armenians became refugees, completed the process of annihilation of Armenians from Azerbaijan. 

Today, the consistent denial of the Baku massacres and other crimes against Armenians, the glorification of their masterminds, the continuous insinuation of hatred against Armenians are still state policy in the so-called “multicultural and tolerant” Azerbaijan. It continues to manifest itself in the form of hate speech and aggressive policy towards Armenia and Artsakh [how the region of Nagorno-Karabakh identifies itself], which is a threat to peace and stability in our region.

Based on your experience, do you believe Pope Francis and the Vatican’s diplomatic team understand the conflict, or do you fear they might now have a one-sided view of what is happening, coming from Azerbaijan?

Without a doubt, the diplomatic team of the Vatican is fully aware of the gravity of the situation and the humanitarian consequences of the war unleashed against the Artsakh peaceful population in the Fall of 2020 by Azerbaijan. To date, the Holy See, other members of the international community, and human rights organizations, have been following with deep concern the anti-Armenian atmosphere in Azerbaijan and the actions aimed at the complete annihilation of any trace of the Armenian presence in the occupied territories of Artsakh. 

[Editor’s Note: Artsakh is the name the inhabitants of the Nagorno-Karabakh region give their self-declared republic. Although internationally recognized as part of Azerbaijan, the Armenian populated region has been self-governing since the 1990s.]

These are a blatant violation of international law, contradict universal values and should be severely condemned. During and after the war numerous calls for peace, cessation of aggression and return of the prisoners of war and civilian detainees made by Pope Francis have been totally ignored by the Azerbaijani government and president. Our partners in the Vatican and namely the Holy See Secretariat of State and Dicasteries concerned are fully informed on the continued manifestations of intolerant and racist attitudes of Azerbaijan towards the Armenian people and Armenian religious and historical-cultural heritage. 

Armenian leaders in the U.S. are calling on the U.S. government to cease its military aid to Azerbaijan until it stops harassing Christians and destroying Christian sites in areas under its control after a 2020 ceasefire of its conflict with Armenia. As the Armenian representative to the Holy See, would you agree with this assessment? Can you give an example of such harassment?

Calls for action focused on tackling the immediate threat against the ancient Armenian homeland by the diaspora are essential and natural steps. Community representatives and leaders in the U.S. and other countries demand and urge to hold Azerbaijan and Turkey accountable for their vicious roles in the war, including the recruitment of foreign terrorist fighters and jihadists from various “hot spots” in the Middle East, particularly from the areas of Libya and in Syria under the control of Turkey and their subsequent transfer and deployment to the region with the purpose of committing atrocities against the people of Artsakh. 

This fact is not merely confirmed by the intelligence services of the OSCE Minsk Group Co-Chair countries (U.S., France and Russia), a number of our partners, but also by the direct testimonies of the terrorists who have provided detailed information about their recruitment process, the expected monthly payment for fighting against “kafirs” (infidels), the extra payment for the each beheaded “infidel”, as well as about their envisaged terroristic plans. 

The transfer of jihadists to the Nagorno-Karabakh conflict zone revealed the intentions of the Turkish-Azerbaijani alliance to give the conflict an inter-religious character. 

During and after the 44-day war numerous videos and photos were published also in the Azerbaijani social media domain on the atrocities against the innocent civilian population, acts of vandalism against the Armenian churches, religious sites and monuments, and their deliberate destruction.  In this regard, the desecration of the Holy Savior Ghazanchetsots Church in Shushi, which has become a target of the Azerbaijani barbarism, is especially outrageous.

As it is known, Azerbaijan used prohibited weapons and munitions during the war which is a matter of serious concern for every Armenian and not only. And of course, we are grateful for the efforts exerted by the Armenian professional groups in the U.S. to stop military and security assistance to authoritarian regimes like Azerbaijan with a long history of human rights abuses and international humanitarian law violations.


Large-scale projects and investments in the field of renewable energy – Visit of President of Armenia to the UAE

YEREVAN, JANUARY 22, ARMENPRESS. The working visit of President Armen Sarkissian to the United Arab Emirates was marked by a number of practical agreements. In particular, this concerns the field of renewable energy sources.

As ARMENPRESS was informed from the press service of the President’s Office, Emirati company Masdar, one of the leading international companies in the field of renewable energy, has already launched the Ayg-1 program for the construction of a 200-megawatt photovoltaic power plant in Armenia, the agreement on implementation of which was reached in 2019 during the visit of the President of the Republic Armen Sarkissian to the United Arab Emirates. Still then, Armen Sarkissian noted that this program is only the beginning of a long journey, and much more can be done together.

During a recent working visit to the UAE, President Sarkissian met with Masdar CEO Mohamed Jameel Al-Ramahi, aiming to reach an agreement on the construction of another 200 megawatt solar photovoltaic station in Armenia.

Plans for solar power plants with a total capacity of 400 megawatts in Armenia involve large investments. They are also of strategic importance for improving the security, the level of independence of the country’s energy system, as well as for the diversification of the energy sector. These programs will also help make Armenia greener.

During his visit to the UAE, President Sarkissian discussed with Khaldoon Khalifa Al Mubarak, CEO of Mubadala Investment Company, the possibility of large-scale investments in wind energy, in particular, the construction of an additional 500 MW power plant. President Sarkissian noted that Armenia has a huge potential for environmentally friendly energy resources.

According to the agreement reached during the working visit to the United Arab Emirates, Wizz Air Abu Dhabi will soon start operating flights to Yerevan.

In general, the working visit of the President of the Republic of Armenia Armen Sarkissian to the UAE is another practical step towards rapprochement with the Arab world and strengthening cooperation.

Karabakh: Azerbaijanis committed 69 crimes since 2020 ceasefire

PanARMENIAN.Net – The Azerbaijani military has committed 69 crimes against the civilian population of Artsakh (Nagorno-Karabakh) since a ceasefire statement was signed on November 9, 2020, the Prosecutor General’s office of Artsakh reports in a statement.

In total, 54 criminal cases have been launched to investigate the crimes committed by Azeri servicemen stationed near the border settlements and villages of Karabakh, the statement adds.

There have been 5 murders, 28 attempted murders, 1 terrorist act, 12 instances of destruction of property, 16 cases of attempted destruction and damage to property, 3 cases of theft, 2 cases of robbery, 3 cases of destruction of graves, 4 cases of torture, 1 case of threatening to kill, 1 case of kidnapping, the statement reveals.

Three civilians and 10 servicemen were killed in the reporting period, 37 people received gunshot wounds, while six others were physically abused.

“This information proves that after the trilateral statement, Azerbaijan has been regularly violating the condition of “complete cessation of fire and hostilities” mentioned in Article 1 of the statement, as a result of which people are being killed, the simple rights necessary for human existence are being violated,” the Prosecutor’s office reports.
